Summary
Law No. 2016-1087 of August 8, 2016 for the recovery of biodiversity, nature and landscapes provides that the use of products from the neonicotinoid family will be prohibited from September 1, 2018. It also provides that exemptions may be granted until July 1, 2020 by joint decree of the ministers responsible for agriculture, the environment and health. They must be based on a balance sheet established by the national agency for food, environmental and occupational health safety, comparing the benefits and risks linked to the uses of plant protection products containing neonicotinoid active substances with those linked to the uses of substitute products or available alternative methods. This assessment “relating to the evaluation balancing the risks and benefits relating to other products authorized plant protection products or non-chemical methods of prevention or control for the uses authorized in France of plant protection products containing neonicotinoids” was published on May 7, 2018. With regard to the protection of beets against aphids, it indicates that to date there is no non-chemical alternative to combat beet aphids. However, he mentions preparation for based on lambda-cyhalothrin and pirimicarb as an authorized chemical alternative, considered sufficiently effective and operational. Furthermore, taking into account the risks for pollinators linked to the use of three neonicotinoids including imidacloprid and thiamethoxam, Commission Implementing Regulations (EU) 2018/783 and 2018/785 of 29 May 2018 prohibit, from 19 December 2018, the use of seeds treated with plant protection products containing these two active substances, for uses other than those in permanent greenhouses, provided that the culture obtained is maintained in a permanent greenhouse throughout its life cycle. Also, the request for a derogation to be able to use, after September 1, 2018, industrial beet seeds or fodder treated with plant protection products containing imidacloprid or thiamethoxam, in order to protect beets from pests of the aerial parts. The Government is committed to supporting the transition to chemical and non-chemical alternatives that are safer for the environment and health, both in terms of research and the implementation of solutions through the Écophyto program.
