Summary

On the occasion of the assessment, in January 2017, of the first cycle of external evaluations for the renewal of the 25,000 authorized social and medico-social establishments and services, a public policy evaluation was carried out by the General Inspectorate of Social Affairs (IGAS) at the request of the Minister of Social Affairs and Health in order to propose avenues for improving the system for evaluating the quality of these structures. The IGAS mission report relating to the internal and external evaluation system for social and medico-social establishments and services submitted in June 2017 provides a generally positive assessment of the system, but also notes the difficulties arising from the choice left to the social and medico-social establishments and services (ESSMS) of the authorized body responsible for evaluating it. An evolution of the system for evaluating the quality of ESSMS is planned by the Government, in particular on the basis of the recommendations of the IGAS mission and in the context of the takeover by the High Authority of Health (HAS) evaluation missions for ESSMS,  since the social security financing law for 2018. The procedure for authorizing external evaluator bodies and the selection of these bodies are integrated into a broader reflection on the evolution of the evaluation system, led by the HAS and the general directorate of social cohesion, which will soon lead to proposals for revising the regulatory framework and legislative.
