Summary

The Minister of State, Minister of Ecological and Inclusive Transition, is very vigilant regarding the quality of weather and climate services provided by Météo-France for the benefit of all territorial stakeholders as part of its public service missions. The 2017–2021 objectives and performance contract (COP), signed in April 2017 between the State and the establishment, sets the following strategic axes: putting the logic of service at the heart of Météo-France's operation, advancing knowledge and anticipation of weather and climate risks, maintaining research and essential infrastructure at the best international level, and mobilizing efficiency levers enabled by scientific and technological developments. This is why the President and CEO of Météo-France was asked to develop and carry out a global project within the framework of Public Action 2022. This project, which traces the main lines of evolution of the establishment, retains the scope of its missions in the institutional and commercial fields and does not provide for the transfer of activities to private operators. This involves integrating technological and scientific progress into operational forecasting and knowledge of climate change with a dual logic of efficiency and improvement of the service provided. These technical advances allow the establishment to develop its organization and its production methods to offer better use of weather and climate data while positioning human expertise as close as possible to the end user. Furthermore, to strengthen Météo-France's capacity to carry out its missions of security of people and property, the Government has decided to strengthen the establishment's high-performance computing resources. This will allow him in particular to improve its ability to anticipate extreme phenomena and predict their evolution with climate change. In addition, this project is one of the 17 winners awarded by the Transformation Fund for Public Action (FTAP). It uses innovative technologies (“machine learning”) for better exploitation of meteorological data and thus contributes to the modernization of Météo-France. Confident in the high level competence and expertise of the establishment to integrate scientific and technical developments into its operational processes, the Minister of State, Minister of Ecological and Inclusive Transition, is aware of the major role of Météo-France. Thus, concerning the evaluation of the socio-economic benefits, entrusted to France Stratégie and which covers all of the establishment's activities, both with regard to the data than the services produced, the results attest that meteorology creates value: the annual socio-economic benefits created by Météo-France are substantial and demonstrate the fundamental role that this operator plays and must continue to play in the areas of climate knowledge, climate change and weather forecasting.
