Summary
Ms. Constance de Pélichy draws the attention of the Minister of Labor, Health, Solidarity and Families to the conditions of practice of occupational therapists. A profession regulated by the public health code, occupational therapy contributes to maintaining the autonomy of people at all ages of life, in particular through the prescription of technical aids, the adaptation of housing, re-education or rehabilitation. These professionals intervene as close as possible to living spaces, in schools, at home, in health establishments and in the workplace. However, occupational therapists are subject to compulsory medical prescription to intervene, even though their actions are not reimbursed by health insurance. In fact, more than 65% of them practice without a specific medical prescription, due to the lack of availability of doctors. This situation places them de facto illegally, which is detrimental both for practitioners and for the beneficiaries of their interventions. For several years, associations representing the profession have been alerting public authorities to the inconsistency and obsolescence of the regulatory framework governing their practice, without any reform having resulted. However, facilitating access to occupational therapy was mentioned by the Government as a major issue within the framework of the pact to combat medical deserts and the reform of the financing of wheelchairs has identified occupational therapists as essential prescribers. Also, she would like to know what measures the Government intends to take to regularize the framework of practice of occupational therapists, legally secure their practices and allow better access to their skills, benefit of patients and the health system.
