The Minister of Economy and Finance presented to all the presidents of the chambers of commerce and industry (CCI), gathered on July 10 at an extraordinary general assembly of CCI France, the Government's intention to carry out a profound reform of the CCIs. This will result in particular in a revision of the scope of missions financed by the tax for room costs (TFC), the ceiling of which will be reduced by €100 million in 2019, as part of an overall trajectory of reduction of €400 million by 2022. To collectively build this new model, the Minister of the Economy and Finance has set up a consultation bringing together all the partners concerned. To this end, he asked Mr. François Werner, Inspector General of Finance, to lead working groups which will support the network in preparing for the transition of the CCIs, to define its new missions, their legal conditions of exercise and, finally, to reform the governance of the establishments of the CCI network. These working groups, which began meeting on July 5, bring together MPs Stella Dupont and Valérie Oppelt, co-rapporteurs of the joint information mission on CCI. Regular progress updates will make it possible to verify that the transformation is taking place under satisfactory and sustainable conditions. The first of these working groups will take particular care in examining the consequences on the employment of consular agents, which numbers 20,000 people, the vast majority governed by the status of consular agent. Furthermore, it allows CCIs to recruit, for all of their missions, private law agents, in order to develop, thanks to these new skills, a range of priced services. These first provisions have intended to be completed, in particular during the parliamentary discussion on the basis of the proposals examined within the framework of the aforementioned working groups. The development thus initiated must lead the CCI network to fundamentally transform its model, to enable the chambers to offer a range of services adapted to the expectations of businesses in the territories and based on appropriate financing.
