In 2017, Unedic carried out an audit mission within Pôle emploi on overpayments linked to unemployment insurance. The conclusions of the audit made it possible to explain the increase in overpayments and the reduction in the recovery rate mainly by two factors: the increase in the number of beneficiaries, in particular those who are working while receiving compensation, and better detection of overpayments with the use of declarations prior to hiring and dematerialized employer certificates. The overpayments observed essentially result from taking into account periods worked by the beneficiary during compensation (87% of overpayments). To respond to this issue, Unedic and Pôle emploi set up a working group in December 2017 which analyzed overdue situations in the event of resumption of employment during compensation in order to deepen the diagnosis. Following This work, proposals were presented at the Unedic office on April 25, 2018, in order to reduce the overpayments observed: for example, at the time of updating, allow several activities to be declared or even alert the beneficiary of the presence of declarations prior to employment. Finally, the renegotiation of the unemployment insurance agreement from November 9, 2018 could be an opportunity for the social partners to address this issue within the framework of the revision of compensation rules.
