Summary
Physical education and sports (PE) and school sport contribute to the education and health of our youth. PE is a compulsory teaching discipline at school which is aimed at all students. For children and adolescents, physical, sporting and artistic activities at school constitute a vector of respect for others and the rules, a place of fulfillment allowing them to develop their confidence and their commitment. PE, which aims to train a cultured, lucid, autonomous, physically and socially educated citizen, is for far too many students the only time for physical activity. Also, in addition to PE lessons, school sport offers voluntary students the opportunity to practice physical and sporting activities within the framework of the sports association of their school or their educational establishment. The Union Primary Education Sports Association (USEP) and the National School Sports Union (UNSS) run this network of associations in primary schools and colleges respectively and organize meetings and competitions. The Ministry of National Education is relying on the designation of Paris as host city for the 2024 Olympic and Paralympic Games (JOP 2024) to develop sports practice and promote civic and sports in the school and extracurricular environment. For this, in partnership with the Ministry of Sports and the sports movement, several actions such as the “Olympic and Paralympic Week” will be renewed each year until 2024. During the National School Sports Day (JNSS), September 27, 2017, the Minister announced several measures in favor of the development of PE at school, in the context of the organization of Olympic Games in Paris in 2024. To encourage the practice of sport and its teaching, the creation of USEP sports associations will be encouraged in primary schools and, by 2024, 1,000 new school sports sections, classes with flexible sports hours and a “sport professions” sector in the professional sector will be created. Furthermore, and in support of the lessons, the following educational actions will be developed: a “generation 2024” label has been created for voluntary schools and educational establishments focusing on several axes: the development of school/club bridges, participation in Olympic and Paralympic promotional events during the school year, support, reception or sponsorship by high-level athletes, the opportunity for local sports clubs to use, after convention, the sports facilities of the school or establishment if there are any. Likewise, major school sports competitions will be organized ahead of the 2024 JOPs. This is why the UNSS is a candidate for the organization of the 2022 Gymnasiades, school Olympics which bring together 60 countries and 4,000 participants in around fifteen disciplines for each edition. The organization of the JOP 2024 in Paris must, in fact, support the implementation of a real educational policy through sport, while respecting current obligations of budgetary rigor. The recent appointment of a ministerial delegate to the 2024 Olympic and Paralympic Games, Rector Thierry Terret, should make it possible to coordinate the proper implementation of the various measures taken for real development of sports practice by 2024.
