The Government is committed to full transparency regarding the progress of the projects which will make it possible to achieve the objectives set by the President of the Republic: guarantee by 2020 access to good broadband (at least 8 Mbit/s) everywhere in the territory and generalize quality mobile coverage by allowing all uses of 4G; and provide all territories with cutting-edge digital infrastructure by 2022 offering very high speed access (>30 Mbit/s). The number of very high-speed subscriptions is constantly increasing and stood at 7.5 million in June 2018, representing almost 26% of fixed subscriptions in France. 56% of premises are now eligible for very high speed broadband in France. The objective of the France Très Haut Débit Plan is to reach 100% by 2022. Nearly 11 million premises are eligible for optical fiber up to subscriber (FttH) at the end of the first quarter of 2018. There should be nearly 27 million people able to benefit from it in four years. The Government has accepted the commitment proposals from operators Orange and SFR concerning the FttH deployment by 2020 in the main cities. Nearly 13 million premises will benefit from a commercial fiber offer to the subscriber by 2020. Within the framework of article L.33-13 of the Postal and Electronic Communications Code (CPCE), the Regulatory Authority for Electronic Communications and Postal Services (Arcep) will ensure compliance with these commitments at the national level and may sanction possible breaches. In addition, the Government has secured the envelope of 3.3 billion euros dedicated to the France Très Haut Débit Plan for the financing of public initiative networks supported by communities territorial. All the departments are engaged in ambitious projects which will bring very high speed to rural areas thanks to a technological mix composed of optical fiber to the subscriber, very high speed on the telephone network or very high speed via radio networks (terrestrial or satellite). In order to provide a connectivity solution to the 6% of households who will not benefit from a good broadband via wired networks in 2020, the Government is offering financial support to affected individuals of up to €150 for the installation of internet reception equipment via satellite or terrestrial wireless networks. The new “Territorial Digital Cohesion” window, endowed with 100 million euros, will directly support user equipment. As announced by the Prime Minister in Cahors on December 14, 2017, the window is being set up and will be operational from 2019. Private investors demonstrate a strong desire to invest in fiber optic networks, in addition to the public initiative, by requesting little or no public subsidy. As part of the France Très Haut Débit Plan, the State has already committed nearly 3.1 billion euros out of the 3.3 billion euros mobilized. Since January 1, 2018, more than 320 million euros have been were proposed for state support. Already nearly 242 million euros have been disbursed since 2013 in subsidies provided by the State to local authorities as part of the France Très Haut Débit Plan. In January 2018, the Government and operators reached a historic agreement aimed at widespread quality mobile coverage by 2020. For the first time, the Government is using the heritage of the State (mobile frequencies) as a lever for the benefit of digital development and not as a source of revenue. Thus, the Government has obtained a certain number of commitments from operators, in anticipation of the reallocation of mobile frequencies which expire between 2021 and 2024. This agreement provides in particular that each of the four operators deploy 5,000 new mobile infrastructures (antenna, pylon, or others) within the framework of the so-called “targeted coverage” system. Certain infrastructures could be shared. These sites will be identified by local project teams chaired by the department prefect and the president of the departmental council, made up of local elected officials, representatives of EPCIs (public intercommunal cooperation establishments), associations of local authorities, project leaders from the public initiative network and electricity unions, in order to identify each year between 600 and 800 priority sites to be covered by operators. The new France Mobile mission, led by Zacharia Alahyane within the Digital agency, will be responsible for piloting and implementing the “Targeted Coverage” system, liaising with local project teams who identify the sites to be covered. She will also be responsible for coordinating topics and provide technical and operational support to local project teams. The generalization of access to 4G is a central point of the agreement reached between operators and the State allowing nearly 10,000 new municipalities, or nearly a million French people, to benefit from 4G mobile coverage by 2020. Already more than 1,500 pylons have been upgraded to 4G between January and May 2018, or nearly 250 pylons on average per month.
