Summary

The publication of the decree of February 13, 2018 relating to chiropractic training has indeed sparked strong reactions of concern from a certain number of representatives of health professions. The profession of physiotherapists seems in particular to have perceived the publication of this text as the threat of seeing a directly competing profession recognized. This is in no way the intention of the government which attached on numerous occasions to reaffirming this. The profession of chiropractor, although it has been recognized by law since March 2002, is not a health profession under the public health code. The procedures performed by chiropractors are not the same as those performed by physiotherapists, the place in the patient care process also differs. Decree No. 2011-32 of January 7, 2011 relating to acts and to the conditions of practice of chiropractic clarified the acts and conditions of practice of chiropractors, without including provisions relating to their training. The absence of a framework of activities and skills making it possible to define the content of the training necessary for professional practice was therefore detrimental. This is the reason why the drafting of the decree was initiated. If it actually consolidates the training, it is not intended to entrust chiropractors with skills other than those defined by these texts and does not call into question the profession of masseur-physiotherapist. The Government has, in these conditions, endeavored to recall the necessity and the objectives pursued by the publication of the decree and to give all the explanations requested on the construction of the text as well as on the scope of its implementation. He will continue to do so if this still appears necessary for the return of a form of serenity between the two professions concerned.
