Civil servant engineers and technicians working in public scientific and technological establishments (EPST) such as INSERM or INRA and those working in higher education establishments belong to bodies of engineering and technical personnel falling within two distinct sectors: the ITA sector (research personnel working in the EPST) and the ITRF sector (research and training practicing in higher education establishments). The bodies of the ITRF sector are governed by Decree No. 85-1534 of December 31, 1985 as amended establishing the statutory provisions applicable to engineers and technical and administrative research and training personnel of the ministry responsible for higher education. Within a mixed research unit, the compensation awarded to an agent therefore depends on their sector and the establishment responsible for his remuneration. When these personnel joined the new RIFSEEP regime, on September 1, 2017, an objective of convergence of the compensation bases of the bodies of the ITRF and ITA sectors was retained.
