Summary

The ministry responsible for youth, in collaboration with outdoor youth (JPA) as well as other associations or partners, such as the National Union of Tourism Associations (UNAT) or the National Family Allowance Fund (CNAF), works resolutely on the promotion of diversity and accessibility to all within summer camps. Concerning this sector, the State pursues three main objectives : - encourage group vacations and access to leisure activities for as many people as possible; - promote holidays meeting certain qualitative criteria, including diversity; - support the associative sector in changing educational but also organizational practices. The statistics show almost 2,000 fewer stays with accommodation in 2016-2017 compared to 2015-2016 (- 3.2% in one year), which represents 46,000 fewer departures of minors. In 7 years, the decline represents nearly 292,000 departures of minors (- 16%) while at the same time, the population of 3-17 year olds (12,488,000 minors) increased by 572,000 (+ 5%). The ministry participated in the financing of a study, carried out by the Observatory of holidays and leisure activities for children and young people (OVLEJ): “On the interest of living together by the ACMs – Experiences and skills acquired according to children and their parents", which will contribute to financing a barometer on the expectations of children and families in terms of collective holidays. In collaboration with the national associations affiliating the organizers, the CNAF and the main organizers of holiday stays, the ministry responsible for youth has organized since 2015 a national communication campaign focused on the promotion of these stays intended in particular for families and young people. In 2018, this campaign was published in the national daily press, but also on social networks in order to reach a younger audience, often prescribing their own holidays. Numerous communication supports have thus been created and put online, some of them specify, for example, the organization of vacation stays or even financing possible resources that can be mobilized by families. More broadly, it is appropriate to have a global approach to the child's time, combining school time, extracurricular time and extra-curricular time. This approach is facilitated at ministerial level by the attachment of services responsible for youth to the Ministry of National Education. At the territorial level, territorial educational projects (PEDT) and the “Wednesday Plan” facilitate articulation times, actions and educational actors.
