Aujourd'hui, malgré des tentatives, la performance n'est que peu ou pas prise en compte dans le financement des universités françaises. Ces dernières sont, en effet, financées majoritairement par une subvention publique globalement reconduite chaque année, même si un financement extrabudgétaire pouvant être qualifié de « compétitif » se développe, par le biais notamment des programmes d'investissement d'avenir.
