Certains pays déploient des stratégies systémiques qui frôlent parfois l'ingérence. Tel est le constat établi par la mission d'information, constituée en juillet 2021 à l'initiative du groupe Rassemblement des démocrates, progressistes et indépendants (RDPI) sous la présidence de Etienne Blanc (LR, Rhône), avec comme rapporteur André Gattolin (RDPI, Hauts-de-Seine).
