Fisheries Act Amendment Act

Eelnõu näeb ette muuta kalapüügikorraldust Peipsi, Lämmi- ja Pihkva järvel selliselt, et praeguse püügivahendite arvu piires määratava püügivõimaluse kõrvale tuuakse ka püügivõimalus väljapüügimahuna (nn individuaalne kvoot). Uue korralduse puhul saaks iga kalur endale lisaks püügivahendite arvule ka püügikvoodi tonnides, mille ulatuses võib ta kala püüda talle kõige sobivamal ajal, kui on olemas turg ja hind kõige soodsam. Kaluril on võimalik oma püüki reguleerida, arvestades reaalseid turustamisvõimalusi ning tagades maksimaalse tulu kalurile. Eelnõu algatamine on ajendatud kalurite ettepanekust minna Peipsi, Lämmi- ja Pihkva järvel üle nn olümpiapüügilt individuaalkvootidele.

Statement of the Riigikogu "On the UN Global Migration Framework"

The statement states that the UN Global Migration Framework is a legally non-binding cooperation framework, which has also been emphasized by the Chancellor of the Republic of Estonia. This is a declaration jointly negotiated by the UN member states, which gives us the opportunity to improve international cooperation in the field of migration, including preventing illegal migration and combating human trafficking and smuggling, as well as protecting the rights of Estonian people in foreign countries. Global The migration framework emphasizes the fundamental principle that every country has the sovereign right to shape its own migration policy in accordance with international law. The statement outlines the principles of the Global Migration Framework, which the Riigikogu supports. The Riigikogu expresses its conviction that the objectives of the Framework contribute to the fight against illegal migration and its reduction, mitigating, among other things, the negative consequences for its victims. Estonia The Riigikogu of the Republic supports the adoption of the UN Global Migration Framework.

Law on the Amendment of the Law on the Implementation of the Defense Service Act and the Police and Border Guard Act

The bill amends the Law on the Implementation of the Law on Defense Forces Service and the Law on Police and Border Guards, the current version of which affects defense forces who retired before 01.04.2013 and police officers who retired before 01.01.2010, as well as by then the principles of legal certainty and legitimate expectations of former military personnel who have acquired the right to a pension. The purpose of the changes proposed in the bill is for officials who have fulfilled their duty to the state ensuring uniform and equal treatment in pension schemes so that it is also consistent with the principle of legitimate expectation. The current situation is unfair and, according to the authors of the bill, also unconstitutional, because among all the persons receiving a reduced pension in Estonia today, only before 01.04.2013. military personnel who have completed their service are the only ones whose pension base level before switching from the recalculation system to indexation is in effect left due to the economic crisis, the reduced salary level.
