Fair Employment Opportunity Act of 2011 - Declares it an unlawful practice for certain employers with at least 15 employees for each working day in each of at least 20 calendar weeks in the current or preceding calendar year to: (1) refuse to consider or offer employment to an individual based on present or past unemployment regardless of the length of time such individual was unemployed; (2) publish an advertisement or announcement for any job with provisions indicating that such an unemployed status disqualifies an individual and that an employer will not consider an applicant based on such status; and (3) direct or request that an employment agency account for such status when screening or referring applicants. Prohibits an employment agency (including agents and persons maintaining a website publishing job advertisements or announcements), based on such an individual's status as unemployed, from: (1) refusing to consider or refer an individual for employment; (2) limiting, segregating, or classifying individuals in any manner limiting access to job information; or (3) publishing an advertisement or announcement for any job vacancy that includes provisions indicating that such an individual is disqualified and that an employer will not consider such individuals. Allows consideration of an individual's status as unemployed where an individual's employment in a similar or related job for a period of time reasonably proximate to the hiring of such individual is a bona fide occupational qualification reasonably necessary to successful performance of the job being filled. Authorizes, subject to termination upon the filing of certain complaints by the Secretary of Labor, one or more persons for and in behalf of the affected individual, or the affected individual and other individuals similarly situated, to bring actions in federal or state court for specified actual damages and equitable relief including employment and compensatory and punitive damages. Directs the Secretary to: (1) receive, investigate, and attempt to resolve complaints according to specified provisions of the Fair Labor Standards Act of 1938; and (2) pay directly to each affected individual applicable sums recovered in any civil actions brought by the Secretary under this Act. Sets forth a two-year statute of limitations period (three years for willful violations) for specified civil actions under this Act, subject to tolling when the Secretary is considering certain complaints.

Harmful Algal Blooms and Hypoxia Research and Control Amendments Act of 2011 - Amends the Harmful Algal Bloom and Hypoxia Research and Control Act of 1998 to require the President, through the Committee on Environment and Natural Resources of the National Science and Technology Council, to establish an Inter-Agency Task Force on Harmful Algal Blooms and Hypoxia (Task Force). Directs the Under Secretary of Commerce for Oceans and Atmosphere, through the Task Force, to: (1) establish and maintain a National Harmful Algal Bloom and Hypoxia Program to develop a national strategy to address marine and freshwater harmful algal bloom and hypoxia events; (2) promote activities and an action strategy to implement such Program; (3) oversee the development and review of regional research and action plans for addressing marine and freshwater harmful algal bloom and hypoxia events; (4) maintain a focus on technology research and development for each of the categories of marine harmful algal blooms, freshwater harmful algal blooms, and hypoxia in monitoring, predicting, preventing, controling, mitigating, and responding to events; (5) expand the existing electronic clearinghouse to provide information about such harmful algal blooms and hypoxia; and (6) develop a mechanism to provide a reliable and cost-effective supply of toxin standards for comparative research. Establishes the duties of the Secretary and the Administrator of the Environmental Protection Agency (EPA) under such Program. Directs the Administrator, through the Mississippi River/Gulf of Mexico Watershed Nutrient Task Force, to submit an updated assessment and a revised action plan prior to the implementation of any plan developed under such Act. Directs the Task Force to complete and submit to Congress and the President a plan for reducing, mitigating, and controlling hypoxia in the Chesapeake Bay.

Native Hawaiian and Other Pacific Islander Health Data Act of 2011 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS), acting through the Director of the National Center for Health Statistics and other HHS agencies, to develop and implement an ongoing and sustainable national strategy for identifying and evaluating the health status and health care needs of Native Hawaiians and Other Pacific Islanders (NHOPI) populations living in the continental United States, Hawaii, American Samoa, the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia, Guam, the Republic of Palau, and the Republic of the Marshall Islands. Requires the Secretary, acting through the Director, to conduct a preliminary health survey to identify the major areas and regions in which NHOPI people reside. Requires the survey to include health data and other data the Secretary determines to be: (1) useful in determining health status and health care needs, or (2) required for developing or implementing the national strategy. Directs the Secretary to enter into an agreement with the Institute of Medicine to conduct a study on: (1) the standards and definitions of health care applied to health care systems in insular areas; (2) the status and performance of health care systems in such areas; (3) the effectiveness of donor aid in addressing health care needs and priorities in such areas; and (4) progress toward implementing recommendations of the Institute's Committee on Health Care Services in the United States-Associated Pacific Basin that are set forth in the 1998 report, "Pacific Partnerships for Health; Charting a New Course for the 21st Century."

Kate Puzey Peace Corps Volunteer Protection Act of 2011 - Amends the Peace Corps Act to require the Director of the Peace Corps: (1) as part of the training provided to all volunteers, to develop and implement comprehensive sexual assault risk-reduction and response training that conforms to best practices in the sexual assault field; and (2) once a trainee has arrived in such trainee's country of service, to provide that individual with training tailored to such country, including cultural training relating to gender relations, risk-reduction strategies, a safety plan in the event of an assault, treatment available in such country, MedEvac procedures, and information regarding the legal process for pressing charges against an attacker. Requires the Director to provide each: (1) applicant for enrollment with a historical analysis of crimes against, and risks to, volunteers in the country in which the applicant has been invited to serve; and (2) trainee, before enrolling as a volunteer, with contact information of the Peace Corps' Inspector General for purposes of reporting violations of the sexual assault protocol or any other criminal or administrative wrongdoing by individuals who do business with the Peace Corps, and with clear, written guidelines regarding whom to contact and what steps to take in the event of a sexual assault. Requires the Director to: (1) develop, implement, and distribute comprehensive sexual assault protocol guidelines that conform to best practices in the sexual assault field that are applicable to all posts at which volunteers serve, and train all in-country staff regarding the protocol and guidelines; (2) expeditiously remove a volunteer who feels at risk of imminent bodily harm and requests removal from the site in which such volunteer is serving, and assess and evaluate the safety of the site; (3) establish sexual assault response teams; (4) conduct case reviews of a statistically significant number of cases on a quarterly basis; (5) establish a global tracking and recording system to track and record incidents of assault against volunteers; (6) establish an alternative reporting system and hotline access system through which volunteers who are assault victims can report and receive support anonymously; and (7) assign a certified victims advocate in Peace Corps headquarters who shall report directly to the Director. Establishes in the Peace Corps a Sexual Assault Advisory Council. Requires the Director to: (1) establish goals, metrics, and monitoring and evaluation plans for all Peace Corps programs and Country Directors; (2) annually conduct a confidential survey of volunteers regarding the effectiveness of Peace Corps programs and staff and the safety of volunteers; (3) establish and maintain a process to protect confidentiality and safety of volunteers reporting incidents and the information reported and to ensure that such information is acted on appropriately; and (4) determine the level of access to communication, including cellular and Internet access, of each volunteer. Prohibits the Director from: (1) disclosing personally identifying information or personal information of a volunteer who is a victim of assault collected in connection with services requested, utilized, or denied through Peace Corps programs; or (2) revealing such information without the informed, purpose-limited, and reasonably time-limited consent of such volunteer about whom such information is sought.

Comprehensive Problem Gambling Act of 2011 - Amends the Public Health Service Act to require the Administrator of the Substance Abuse and Mental Health Services Administration to: (1) establish and implement programs for the prevention, treatment, and research of pathological and other problem gambling; (2) carry out a national campaign to increase knowledge and raise awareness of problem gambling; and (3) establish and implement a national program of research on problem gambling. Authorizes the Administrator, in carrying out the national campaign, to: (1) administer and coordinate the voluntary donation of resources to assist in implementing new programs and augmenting and supporting existing national campaigns, and (2) encourage media outlets to provide information aimed at preventing problem gambling. Requires the Administrator to target radio and television audiences of events including sporting and gambling events. Directs: (1) the Secretary of Health and Human Services (HHS) to develop a treatment improvement protocol for problem gambling; and (2) the Administrator to integrate problem gambling into existing alcohol, tobacco, and other drug prevention programs where practical.

Requires such Initiative to set research objectives (based on a National Science Board report on the need for such Initiative) to: (1) make recommendations to the Board and to the NOAA Science Advisory Board; (2) assemble the science and engineering expertise of state or local government agencies and nongovernmental entities through a multi-agency effort focused on improving severe tropical storm forecasting capabilities, on durable and resilient infrastructure, and on mitigating impacts on coastal populations, the coastal built environment, and the natural coastal environment; and (3) make grants for hurricane research, including regarding storm internal dynamics, predicting high winds, tornadoes, and storm surge, and improving measurements of hurricanes and tropical storms through specified technologies. Directs the White House Office of Science and Technology Policy, through the National Science and Technology Council, to coordinate U.S. activities related to the Initiative as a formal program with a well-defined organizational structure and execution plan. Directs the Under Secretary and the Director to: (1) issue a request for proposals to undertake the basic and applied research with a sufficient annual budget to accomplish the desired research results during a 10-year term, (2) establish a National Infrastructure Database, and (3) develop a National Hurricane Research Model. Authorizes appropriations for FY2012 to carry out the Joint Polar Satellite System program.

Julia Carson Responsible Fatherhood and Healthy Families Act of 2011 - Amends part D (Child Support and Establishment of Paternity) of title IV of the Social Security Act to condition continued approval of a state plan upon state assessment of its policies with respect to barriers to employment and financial support of children. Directs the Secretary of Health and Human Services (HHS) to award grants to states for an employment demonstration project involving a court- or state child support agency supervised-employment program for noncustodial parents who have barriers to employment and a history of nonpayment, so that they can pay their child support obligations. Directs the Secretary of Labor to award grants for transitional jobs programs and for public-private career pathways partnerships. Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act (SSA) with respect to: (1) funding for responsible fatherhood programs, (2) activities promoting responsible fatherhood, and (3) elimination of a separate TANF work participation rate for two-parent families. Prohibits a state from conditioning receipt of TANF or certain other benefits on: (1) participation in a healthy marriage or responsible fatherhood program, or (2) assignment to the state of certain support rights. Amends SSA title IV part D (Child Support and Establishment of Paternity) to prohibit a state from collecting any amount owed it by reason of costs it has incurred for the birth of a child for whom support rights have been assigned. Requires a state to make a full distribution of collected child support to the family. Amends the Food and Nutrition Act of 2008 with respect to: (1) deductions from family income for child support received in order to qualify for food stamps, (2) verification of child support payments, and (3) inclusion of economic opportunities programs in qualifying work programs. Amends SSA title IV part A with respect to: (1) grants to healthy family partnerships for domestic violence intervention and prevention, and (2) grant recipients and their procedures for responding to the risks of domestic violence. Amends the Internal Revenue Code to increase the credit percentage under the earned income tax credit for eligible individuals with no qualifying children.

Generating Antibiotic Incentives Now Act of 2011 - Amends the Federal Food, Drug, and Cosmetic Act to extend the exclusivity period for a new prescription drug by five years for a drug that the Secretary of Health and Human Services (HHS) determines to be a qualified infectious disease product. Defines "qualified infectious disease product" to mean an antibiotic drug for treating, detecting, preventing, or identifying a qualifying pathogen (certain pathogens that are resistant to antibiotics). Excludes drugs that are: (1) a supplement to a new drug application for which an extension is in effect or has expired; or (2) a subsequent application for a change that results in a new indication, route of administration, dosing schedule, dosage form, delivery system, delivery device or strength, or a modification to the structure of the product that does not result in a change in safety or effectiveness. Extends such period of exclusivity an additional six months for a sponsor or manufacturer of a qualified infectious disease product that identifies a companion diagnostic test. Requires the Secretary to give priority review to any drug determined to be a qualified infectious disease product. Includes qualified infectious disease products as fast track products for which the Secretary shall facilitate development and expedite review. Directs the Comptroller General to study the need for incentives to encourage the research, development, and marketing of qualified infectious disease biological products. Requires the Secretary to: (1) review Food and Drug Administration (FDA) guidelines for clinical trials of antibiotic drugs; and (2) revise such guidelines, as appropriate, to reflect developments in scientific and medical information and technology and to ensure clarity regarding the procedures and requirements for approval of an antibiotic drug.

PROSTATE Act

Prostate Research, Outreach, Screening, Testing, Access, and Treatment Effectiveness Act of 2011 or the PROSTATE Act - Requires the Secretary of Veterans Affairs (VA) to establish the Interagency Prostate Cancer Coordination and Education Task Force, with duties to include: (1) developing a summary of advances in federal prostate cancer research and compile a list of best practices that warrant broader adoption in health care programs; (2) considering establishing guidance to enable physicians to allow screening of men over age 74; (3) coordinating information on federal research and health care program activities relating to prostate cancer; and (4) submitting recommendations regarding federal research and health care programs. Directs the Secretary to establish and carry out a program to coordinate and intensify prostate cancer research, including by developing advances in diagnostic and prognostic methods and tests, better understanding the etiology of the disease, and establishing clinical registries for prostate cancer and awarding research grants. Establishes in the Office of the Chief Scientist of the Food and Drug Administration (FDA) a Prostate Cancer Scientific Advisory Board to be responsible for accelerating real-time sharing of the latest research data and accelerating movement of new medicines to patients. Directs the Secretary of VA, the Secretary of Defense (DOD) and the Secretary of Health and Human Services (HHS) to establish four-year telehealth pilot projects to analyze the clinical outcomes and cost effectiveness associated with telehealth services in a variety of geographic areas that contain high proportions of medically underserved populations and those in rural areas. Requires the Secretary of VA to develop a national education campaign for prostate cancer.

Includes community-based prevention among the activities for which the Secretary of Health and Human Services (HHS) may award grants or enter into agreements with Special Olympics. Requires grant or agreement applications to include a description of specific measurable annual benchmarks, as well as long-term goals and objectives, to be achieved through specified activities, which must include: (1) activities to increase the full participation of people with intellectual disabilities in inclusive school and community activities with people without disabilities, (2) education programs that dispel negative stereotypes about people with intellectual disabilities, and (3) activities to increase the participation of people with intellectual disabilities in Special Olympics outside of the United States. Requires annual reports by Special Olympics to describe demographic data about Special Olympics participants. Authorizes the Secretary of Education to award grants or enter into contracts or cooperative agreements to promote the expansion of Best Buddies, including activities to increase the participation of people with intellectual disabilities in social relationships and other aspects of community life, including education and employment, within the United States. Directs the Secretary of Education to award competitive grants to institutions of higher education to establish Eunice Kennedy Shriver Institutes for Sport and Social Impact. Requires recipients to use grant funds to advance the quality of life and inclusion of people with intellectual disabilities through research and evaluation, technical assistance, training, data collection, evaluation, collaboration, and dissemination of evidence-based best practices.

Energy Conservation Through Trees Act

Energy Conservation Through Trees Act - Authorizes the Secretary of Energy (DOE) to provide financial, technical, and related assistance to retail power providers to assist with the establishment of new, or continued operation of existing, targeted residential tree-planting programs. Requires the Secretary to create a national public recognition initiative to encourage participation in tree-planting programs by such providers. Limits assistance provided under this Act to programs that utilize targeted, strategic tree-siting guidelines to plant trees in relation to residence location, sunlight, and prevailing wind direction. Sets forth requirements that must be met for tree-planting programs to qualify for assistance. Authorizes the Secretary to award grants only to providers that have entered into binding legal agreements with nonprofit tree-planting organizations. Requires providers, in order to qualify for assistance, to establish and consult with a local technical advisory committee, which shall provide advice and consultation to the program, and which may: (1) design and adopt an approved plant list that emphasizes the use of hardy, noninvasive tree species, native or low water-use shade trees, or both; (2) design and adopt planting, installation, and maintenance specifications and create a process for inspection and quality control; (3) ensure that tree recipients are educated to care for and maintain their trees over the long term; (4) help the public become more engaged and educated in the planting and care of shade trees; (5) prioritize which sites receive trees, giving preference to locations with the most potential for energy conservation and secondary preference to areas where the average annual income is below the regional median; and (6) assist with monitoring and collection of data on tree health, tree survival, and energy conservation benefits generated under this Act.

Campus Sexual Violence Elimination Act or Campus SaVE Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to require each institution of higher education (IHE) participating in a title IV program to include in its annual security report on campus security policy and crime statistics a statement of current policies for reporting crimes or other emergencies in or on noncampus buildings or property (currently, only reporting of crimes on campus is required). Requires such report to include statistics concerning the occurrence of domestic violence, dating violence, and stalking incidents reported to campus security authorities or local police. Requires schools to protect victim confidentiality when reporting criminal threats to the campus community. Directs IHEs to include in their annual security report a statement of policy regarding their programs to prevent domestic violence, dating violence, sexual assault, and stalking and the procedures they follow when such an offense is reported. Requires such procedures to include: (1) the provision, in writing, to students or employees that report that they have been the victim of such an offense certain information regarding their rights, disciplinary processes, victim services, and safety planning; (2) a description of how the IHE will help enforce any protective order; and (3) information about how the IHE will protect victim confidentiality. Requires an IHE's policy regarding such offenses to include: (1) education that promotes awareness of the offenses; (2) possible sanctions or protective measures imposed following disciplinary action; (3) procedures victims should follow after such an offense occurs; (4) information about to whom the alleged offense should be reported; (5) institutional disciplinary procedures; and (6) the notification of victims regarding their options for, and assistance in, changing academic, living, transportation, and working situations. Directs the Secretary of Education to seek the counsel of the Attorney General and Secretary of Health and Human Services (HHS) regarding the development, and dissemination to IHEs, of best practices for preventing and responding to incidents of domestic violence, dating violence, sexual assault, and stalking.

Provides that: (1) in implementing assistance authorized by the President in response to such requests, references to "state" and "governor" shall mean "Indian tribal government" (the governing body of any Indian or Alaska Native tribe, band, nation, pueblo, village, or community that the Secretary acknowledges to exist as an Indian tribe under the Federally Recognized Indian Tribe List Act of 1994) and the Chief Executive of an affected Indian tribal government; and (2) nothing in this Act shall prohibit a tribal government from receiving such assistance through a presidential declaration at the request of a state if the President does not make a declaration under this Act for the same incident. Requires any non-federal contributions of less than $200,000 required under such Act to be paid by an Indian tribal government to be waived. Allows any required non-federal contribution more than $200,000 to be adjusted or waived in accordance with criteria established by the President.

Requires the use of grant funds to: (1) involve the parents of girls and underrepresented minorities in stoking their children's interest in STEM, (2) provide tutoring and mentoring programs in such fields, (3) expose girls and underrepresented minorities to STEM role models, (4) enable such students and their teachers to attend STEM events outside the classroom, (5) provide after-school and summer programs for students in such fields, (6) purchase education materials or equipment to facilitate STEM instruction, (7) provide such students with academic advice and assistance in selecting high school courses, (8) pay up to 50% of the cost of a STEM internship for such students, and (9) train school personnel to facilitate students' progress in such fields.

Expresses the sense of Congress that each state shall take reasonable steps to prevent multiple taxation of digital goods and services where a foreign country has imposed a tax on such goods and services.

Healthy Families Act

Healthy Families Act - Requires certain employers, who employ 15 or more employees for each working day during 20 or more workweeks a year, to permit each employee to earn at least 1 hour of paid sick time for every 30 hours worked. Declares that an employer shall not be required to permit an employee to earn more than 56 hours of paid sick time in a calendar year, unless the employer chooses to set a higher limit. Allows employees to use such time to: (1) meet their own medical needs; (2) care for the medical needs of certain family members; or (3) seek medical attention, assist a related person, take legal action, or engage in other specified activities relating to domestic violence, sexual assault, or stalking. Prohibits an employer from interfering with an employee's exercise of such rights. Directs the Secretary of Labor to exercise certain investigative and enforcement authority for employees covered by the Family and Medical Leave Act of 1993 or the Government Employee Rights Act of 1991. Grants the same authority, for employees under their jurisdiction, to the Librarian of Congress, the Comptroller General, the Board of Directors of the congressional Office of Compliance, and the Merit Systems Protection Board. Authorizes civil actions by employees, individuals, or their representatives for damages or equitable relief against employers who violate this Act. Waives a state's sovereign immunity with respect to a suit brought by an employee of a federally-assisted state program or activity for relief authorized under this Act. Requires the Commissioner of Labor Statistics to annually compile information on paid sick time and the Comptroller General to study related matters. Declares that nothing in this Act shall be construed to discourage employers from adopting or retaining more generous leave policies.
