Health Care for Veterans of Project 112/Project SHAD Act of 2003 - Makes a veteran who participated in a test conducted by the Department of Defense Deseret Test Center as part of a program for chemical and biological warfare testing from 1962 through 1973 (including the program designated as Project Shipboard Hazard and Defense (SHAD) and related land-based tests) eligible for hospital care, medical services, and nursing home care through the Department of Veterans Affairs for any illness, notwithstanding that there is insufficient medical evidence to conclude that such illness is attributable to such testing. Terminates such eligibility after December 31, 2005.

Insular Areas Community Development Act - Amends the Housing and Community Development Act of 1974 to make Guam, the Virgin Islands, American Samoa, and the Commonwealth of the Northern Mariana Islands eligible for community development loan guarantees by including them within the definition of "eligible public entity."

Indian Health Care Improvement Act Amendments of 2003 - Amends the Indian Health Care Improvement Act to revise requirements for health care programs and services for Indians, Indian tribes, tribal organizations, and urban Indian organizations. Provides for enrollment of qualified Indians in the State Children's Health Insurance Program (SCHIP) under title XXI of the Social Security Act (SSA), as well as Medicare under SSA title XVIII and Medicaid under SSA title XIX (as under current law). Replaces the Urban Health Programs Branch with an Office for Urban Indian Health. Directs the Secretary, acting through the IHS and Indian tribes and tribal organizations, to consolidate certain existing programs into a new program of comprehensive behavioral health, prevention, treatment, and aftercare for Indian tribes. Establishes the National Bi-Partisan Indian Health Care Entitlement Commission to: (1) establish a Study Committee to study the extent of Indian health services needs; (2) review and analyze the Study Committee's report; and (3) make recommendations to Congress for providing health services for Indians as an entitlement. Reauthorizes the Indian Health Care Improvement Act through FY 2015. Amends SSA titles XVIII (Medicare), XIX (Medicaid), and XXI (SCHIP) to conform with this Act.

Chronic Wasting Disease Research, Monitoring, and Education Enhancement Act of 2003 - Amends the Fish and Wildlife Coordination Act to require the Secretary of the Interior, acting through the Director of the U.S. Geological Survey, to carry out a program to support, conduct, and coordinate programs to strengthen scientific research and monitoring and public education activities to elevate knowledge of Chronic Wasting Disease in free-ranging populations of deer and elk.

Chronic Wasting Disease Task Force Establishment Act of 2003 - Establishes the National Chronic Wasting Disease Task Force to: (1) coordinate activities to implement the National Plan (published jointly by the Departments of the Interior and Agriculture, and entitled "Plan for Assisting States, Federal Agencies, and Tribes in Managing Chronic Wasting Disease in Wild and Captive Cervids," dated June 26, 2002) in cooperation with State, regional, local, tribal, college, and university and non-governmental partners; (2) plan and host an annual national public conference to review progress made in implementing the Plan; and (3) develop an annual cross-cutting budget to specify sufficient levels of appropriations necessary to implement it.

Amends the Organic Act of Guam to revise the local judicial structure of Guam to vest judicial authority, not only in the District Court of Guam (as currently), but also in a unified judicial system composed of: (1) an appellate court designated as the "Supreme Court of Guam"; (2) a trial court designated as the "Superior Court of Guam"; and (3) such other lower local courts as may have been or may hereafter be established by the laws of Guam. Authorizes the Supreme Court of Guam to create divisions of the Superior Court and other local courts of Guam. Lists the courts of record for Guam. Outlines the jurisdiction and powers of the local courts. Provides that the qualifications and duties of the justices and judges of the courts shall be governed by the laws of Guam and the rules of such courts. Repeals provisions granting the United States Court of Appeals for the Ninth Circuit jurisdiction to review all final decisions of the Supreme Court of Guam (effectively allowing direct review of such decisions to the Supreme Court of the United States).

Expresses: (1) condolences to the people of Algeria and particularly to the families of the victims and the survivors for the tragic losses suffered as a result of the earthquake of May 21, 2003; (2) support for the people and to the Government of Algeria as they continue their efforts to rebuild their cities and their lives; and (3) support for humanitarian assistance provided by the United States Agency for International Development and other American and international relief organizations. Recognizes the important role that is being played by the United States and the international community in providing assistance to alleviate the suffering of the people of Algeria. Encourages a continued commitment by the United States and other countries and international organizations to the rebuilding of the earthquake-affected areas in Algeria.

The TRICARE Retirees Opportunity Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act to: (1) waive the part B (Supplementary Medical Insurance) late enrollment penalty for certain military retirees who enroll by December 31, 2004; and (2) provide a special part B enrollment period for such retirees.

Expresses support for: (1) the U.S.-Adriatic Charter; and (2) the aspirations of Albania, Croatia, and Macedonia to join the European Union (EU). Commends: (1) those countries for their continued efforts to become full-fledged members of the North Atlantic Treaty Organization (NATO) and the EU; and (2) Secretary of State Powell for his personal support of the Charter. Urges NATO to invite those countries to join NATO as soon as they demonstrate the ability to assume NATO member responsibilities.

Burmese Freedom and Democracy Act of 2003 - Prohibits the importation into the United States of any article that is produced, mined, manufactured, grown, or assembled in Burma (Myanmar) until the President determines and certifies to Congress that Burma has taken certain democratic and counternarcotics actions. Authorizes the President to waive such requirements. Directs the Secretary of the Treasury to direct any U.S. financial institution holding funds of the State Peace and Development Council (SPDC) of Burma or the assets of individuals who hold senior positions in the SPDC or its political arm, the Union Solidarity Development Association, to report those assets to the Office of Foreign Assets Control and take such action as may be necessary to secure them. Directs the Secretary of the Treasury to instruct the U.S. executive director to each appropriate international financial institution to oppose any extension of a loan or financial or technical assistance to Burma until the requirements of this Act are met. Authorizes the President to deny visas and entry to the former and present leadership of the SPDC or the Union Solidarity Development Association. Urges the Secretary of State to use all appropriate fora, including the Association of Southeast Asian Nations Regional Forum and Asian Nations Regional Forum, to encourage other states to restrict financial resources to the SPDC and Burmese companies while offering support to Burma's democratic movement, including the National League for Democracy and Burma's ethnic groups. Authorizes the President to assist Burmese democracy activists dedicated to nonviolent opposition to the regime in their efforts to promote freedom, democracy, and human rights in Burma.

Species Protection and Conservation of the Environment Act - Authorizes the Secretary of the Interior to make renewable two-year Aldo Leopold Native Heritage Grants for harmful nonnative species control projects to States, local governments, interstate or regional agencies, or private persons with adequate personnel, funding, and authority to carry out and monitor or maintain such a project. Authorizes a grant to a State to carry out an assessment project to: (1) identify harmful nonnative species occurring in the State; (2) assess the needs to restore, manage, or enhance native fish and wildlife and their natural habitats and processes; (3) identify priorities for actions to address such needs; (4) identify mechanisms to increase capacity building in a State or across State lines to conserve and protect native fish and wildlife and their habitats and to detect and control harmful nonnative species within the State; and (5) incorporate, where applicable, the guidelines of the National Management Plan referred to in Executive Order 13112 of February 3, 1999, and entitled Meeting the Invasive Species Challenge. Authorizes the Secretary to assist financially a rapid response to outbreaks of harmful nonnative species when rapid eradication or control is possible. Establishes: (1) the National Invasive Species Council to provide leadership and coordination among Federal agencies, and between the Federal Government and State and local governments; and (2) the Invasive Species Advisory Committee.

Amends the United Nations Participation Act of 1945 to bar the use of Department of State funds to pay the U.S. share of assessed contributions for the United Nations regular budget in an amount greater than the largest assessed contribution of any other permanent member country of the United Nations Security Council (currently, an amount greater than 22 percent of the total of all assessed contributions).

Expresses the sense of Congress that: (1) the ocean is of paramount importance to the economic future, environmental quality, and national security of the United States; (2) the United States has a responsibility to exercise and promote comprehensive stewardship and understanding of the ocean and the living marine resources it contains; and (3) the President should issue a proclamation calling upon the people of the United States to observe a National Oceans Week with appropriate recognition, programs, ceremonies, and activities to further ocean literacy, education, and exploration.

Loan Forgiveness for Head Start Teachers Act of 2003 - Amends the Higher Education Act of 1965 to extend to certain Head Start teachers student loan forgiveness under both the Federal Family Education Loan program and the William D. Ford Federal Direct Loan program.

Reduction in Distribution of Spam Act of 2003 - Prohibits a person from initiating in interstate commerce the transmission of any unsolicited commercial electronic (UCE) mail message unless the message contains: (1) identification as an advertisement or solicitation; (2) notice of an opt-out opportunity, along with a mechanism for doing so; and (3) a valid physical street address of the vendor. Prohibits the transmission of UCE mail: (1) after valid objection; (2) with fraudulent header information; and (3) from illegally harvested email addresses. Provides a right of enforcement action for: (1) providers of Internet access service; (2) States on behalf of any of their residents; and (3) the Federal Trade Commission (FTC). Amends the Federal Criminal code to provide criminal penalties for: (1) falsifying the identify of an UCE mail sender; (2) failing to place warning labels on UCE mail containing sexually oriented material; (3) bulk email violations and repeat offenses; and (4) illegal harvesting of email addresses. Provides for enforcement of such penalties through actions by Internet service providers, the Attorney General, and State attorneys general. Requires the FTC to issue regulations to implement this Act. Requires the FTC and the Federal Communications Commission to report to Congress: (1) regarding the need to protect the rights of users of email to avoid receiving unwanted commercial email; and (2) a detailed analysis of the effectiveness and enforcement of the provisions of this Act.

Tribal Government Amendments to the Homeland Security Act - Amends the Homeland Security Act of 2002 to include the participation of Indian tribes with respect to activities of the Secretary of Homeland Security, including information analysis and infrastructure protection, science and technology, the Directorate of Border and Transportation Security, emergency preparedness and response, treatment of charitable trusts for members of the Armed Forces and other governmental organizations, coordination with non-Federal entities, and training of law enforcement officers by the Bureau of Alcohol, Tobacco, and Firearms of the Department of Justice. Amends the Cyber Security Enhancement Act of 2002, the Omnibus Crime Control and Safe Streets Act of 1968, the Federal Rules of Criminal Procedure, the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001 (USA Patriot Act), and the Foreign Intelligence Surveillance Act of 1978 to include Indian tribes among the participating entities.

Consumer Price Index for Elderly Consumers Act - Directs the Bureau of Labor Statistics of the Department of Labor to prepare and publish a monthly Consumer Price Index for Elderly Consumers (CPI) that indicates changes over time in expenditures for consumption which are typical for individuals aged 62 years or older. Amends titles II (Old Age, Survivors and Disability Insurance) and XVIII (Medicare) of the Social Security Act to provide for the use of such new CPI in the computation of cost-of-living increases for Social Security and Medicare benefits under such programs.

Amends the Clean Air Act to require the Administrator of the Environmental Protection Agency to: (1) amend certain regulations regarding motor vehicle fuels to prohibit the use of methyl tertiary butyl ether as a fuel additive; and (2) prohibit any additive in gasoline registered under fuel regulation provisions unless it has been determined, through scientific testing and peer review, not to have adverse effects on the public.

National Museum of African American History and Culture Act - Establishes within the Smithsonian Institution (SI) the National Museum of African American History and Culture, to be operated as a center for scholarship and a location for museum training, public education, exhibits, and collection and study of items and materials relating to the life, art, history, and culture of African Americans that encompass the period of slavery, the era of reconstruction, the Harlem renaissance, the civil rights movement, and other periods of the African American diaspora. Establishes the National Museum of African American History and Culture Council to: (1) advise and assist the SI Board of Regents on Museum planning, design, construction, operation, and budgets; and (2) have responsibility and authority with respect to the Museum's collections and work. Requires the Secretary of SI to appoint a Museum Director. Establishes the Office of Education and Liaison Programs within the Museum to work with educational institutions and museums throughout the Nation. Requires the Director of the Institute of Museum and Library Services to establish specified grant, scholarship, internship, and fellowship programs relating to African American museums. Directs the Board of Regents to select the Museum's site from one of four specified sites on or adjacent to the national mall. Directs the Council and the Board of Regents, in carrying out their duties under this Act, to consider the reports and plans submitted by the National Museum of African American History and Culture Plan for Action Presidential Commission under the National Museum of African American History and Culture Plan for Action Presidential Commission Act of 2001 (Public Law 107-106).

National War Permanent Tribute Historical Database Act - Authorizes the Secretary of the Interior to establish and maintain the National War Permanent Tribute Historical Database for identifying and cataloging the many thousands of permanent tributes that commemorate U.S. military conflicts and the service and sacrifice of U.S. Armed Forces. Requires the Database to be publicly accessible through the Internet or other means in a format that permits the public to submit information for the purpose of updating and expanding the Database. Directs the Secretary to report to Congress assessing the efficacy and desirability of establishing a permanent fund within the Treasury for the repair, restoration, and maintenance of the memorials identified and cataloged.

Offers the condolences and deepest sympathy of the House of Representatives to the families of the victims of the terrorist suicide bombing attacks that occurred on May 16, 2003, in Casablanca, Morocco. Expresses its hopes for a quick recovery to those individuals who were injured in the attacks. Supports the provision of appropriate U.S. assistance to the people of Morocco in this time of sorrow and grief. Calls on the Federal Government to continue to work with the Kingdom of Morocco as an ally in the fight against terrorism.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation of a congressional gold medal to President Jose Maria Aznar of Spain in recognition of his contributions to maintaining the security of all freedom-loving nations. Foster Care Reform Commission Act - Establishes the Foster Care Reform Commission to study and report to the President, Congress, and the Secretary of Health and Human Services on the ongoing foster care crisis in the United States as well as individual efforts undertaken by States, localities, and through privately administered foster care programs. Requires the Commission, in reviewing such efforts, to determine a list of best practices that would help advance safe and reliable foster care in the United States.

Mineral Exploration and Development Act of 2003 - Sets forth guidelines for mineral exploration and development on public domain lands. Declares, under certain conditions, that holders of mining claims executed under this Act have the exclusive right of possession and use of the claimed land for mineral activities. Subjects existing and/or future unpatented mining claims, mill sites, and tunnel sites, with specified exceptions, to an annual claim maintenance fee payable to the Secretary of the Interior in lieu of the assessment work requirement contained in the general mining laws and the Federal Land Policy and Management Act of 1976. Exempts from the mandated fee any claimants holding ten or fewer mining claims who elect to perform the assessment work. Requires locators of unpatented mining claims, mill sites, and tunnel sites located after this Act's enactment to pay a location fee. Establishes penalties against holders of mining claims for noncompliance with this Act. Requires: (1) a permit, with exceptions, to engage in mineral activities on Federal land that may cause a disturbance of surface resources; (2) an operations permit to carry out any activity greater than casual use; (3) denial of permits to persons who are in violation of this Act; and (4) operation and reclamation standards. Establishes the Abandoned Locatable Minerals Mine Reclamation Fund in the Treasury. Amends the Mining and Minerals Policy Act of 1970 and the National Materials and Minerals Policy, Research and Development Act of 1980 to revise the Secretary of Agriculture's responsibilities within the scope of this Act. Requires the Secretaries of the Interior and of Agriculture to establish and collect user fees from persons subject to this Act's requirements. Repeals the Building Stone Act and the Saline Placer Act. Applies this Act to beneficiation and processing of non-Federal minerals on Federal lands.

NATO Peacekeeping in Iraq Act of 2003 - Expresses the sense of Congress that the North Atlantic Treaty Organization (NATO) should begin contributing peacekeeping and civil order personnel to promote security and stability in Iraq, and that the President should use diplomatic means to persuade NATO and NATO member nations to undertake a major peacekeeping and civil order mission in Iraq. Authorizes appropriations to: (1) the Secretary of State to support NATO peacekeeping within Iraq; and (2) the President to make available defense articles, defense services, and military education and training to support peacekeeping activities.

Rite of Passage Community Service Act - Amends the National and Community Service Act of 1990 to establish a Rite of Passage Community Service Program. Requires such program to be a community-based after-school and summer service corps for eligible young people who are between the ages of 12 and 16, inclusive, at the time they begin such service. Requires such program to offer participants service-learning curricula linked to academic goals, as well as opportunities for: (1) service in their communities; (2) activities that train in certain critical skills; and (3) working with older AmeriCorps members who can organize service projects and act as mentors. Requires each individual program participant to: (1) agree to participate in such after-school or summer program for at least 150 hours during a period of at least two months and not more than one year; and (2) receive a $500 education award upon completion of such required hours of service.

Urges: (1) the United States to play a leading role in the drafting of a thematic United Nations (UN) convention that affirms the human rights and dignity of persons with disabilities, and that, among other things, is consistent with the spirit of the American with Disabilities Act of 1990, the United States Constitution, and other rights enjoyed by U.S. citizens with disabilities; and (2) the President to instruct the Secretary of State to send to the UN Ad Hoc Committee meetings a U.S. delegation that includes individuals with disabilities who are recognized leaders in the U.S. disability rights movement.

Amends Federal law to require a plurality (currently, a majority) of votes in elections for the Delegate representing American Samoa in the United States House of Representatives. Eliminates the requirement for runoff elections. Authorizes the legislature of American Samoa, if it provides for primary elections for the election of the Delegate, also to provide that the Delegate shall be elected by a majority of the votes cast in any general election for the office of Delegate for which such primary elections were held.

Health Care Tax Credit Enhancement for Workers and Steel Security Act of 2003 - Amends the Internal Revenue Code with respect to the trade adjustment assistance-related health care tax credit to: (1) decrease age eligibility for Pension Benefit Guaranty Corporation pension recipients; (2) eliminate the three-month coverage requirement concerning State-based coverage; and (3) revise covered month eligibility for the spouse of an individual entitled to Medicare. States that the steel import licensing and monitoring program established by the Secretary of the Treasury and the Secretary of Commerce shall remain in effect until not later than March 6, 2010.

Jamestown 400th Anniversary Commemorative Coin Act of 2003 - Directs the Secretary of the Treasury to mint and issue not more than 100,000 $5 gold coins and 500,000 $1 silver coins, which shall be emblematic of the settlement of Jamestown, Virginia (the first permanent English settlement in America). Provides for a $35 per coin surcharge for the $5 dollar coins and $10 per coin for the $1 dollar coins. Directs that: (1) half of the surcharges be used to support programs to promote the understanding of the legacies of Jamestown (to be paid to the Jamestown-Yorktown Foundation); and (2) half be used to sustain the ongoing mission of preserving Jamestown, to enhance national and international educational programs relating to Jamestown, to improve infrastructure and archeological research activities relating to Jamestown, and conduct other programs to support the commemoration of the 400th anniversary of the settlement of Jamestown (to be distributed by the Secretary in equal shares to the Secretary of the Interior, the Association for the Preservation of Virginia Antiquities, and the Jamestown-Yorktown Foundation).

Directs the Secretary of Defense to provide transportation on Department of Defense aircraft, on a space-available basis, for veterans with service-connected disabilities rated at 50 percent or more, and for their dependents, on the same basis that such transportation is provided to former military personnel entitled to retired or retainer pay.

Let U.S. Veterans Rebuild Iraq Act - Directs the Federal Government to require any private sector contractor (or subcontractor) under any Government contract for reconstruction in Iraq, when hiring employees who will perform work under the contract, to extend to preference eligible veterans a hiring preference equivalent to the preference extended for civilian employee positions in the Government.

Continuity of Care for Veterans With Chronic Conditions Act - Directs the Secretary of Veterans Affairs to furnish a veteran by prescription no less than a 90-day supply a medication listed under the Controlled Substances Act if the prescribing physician determines that the veteran: (1) has a chronic condition for which the medication is appropriate; and (2) has not demonstrated any symptoms of abuse of that medication.

Veterans Housing Fairness Act of 2003 - Authorizes the use of veterans' housing loan benefits to purchase stock or membership in a development, project, or structure (structure) of a cooperative housing corporation as long as such structure: (1) complies with criteria prescribed by the Secretary of Veterans Affairs; and (2) is a one-family residential unit.

Personal Information Privacy Act of 2003 - Amends the Fair Credit Reporting Act to redefine the term "consumer report" to exclude identifying information listed in a local telephone directory (thereby ensuring that the personal identification information in the credit headers accompanying credit reports of unlisted individuals remains confidential). Amends part A (General Provisions) of title XI of the Social Security Act to prohibit the commercial acquisition or distribution of an individual's social security number (or any derivative of it), as well as its use as a personal identification number, without the individual's written consent. Provides for: (1) civil money penalties and civil action in U.S. District Court by an aggrieved individual; and (2) coordination with criminal enforcement of identification document fraud. Amends the Fair Credit Reporting Act to prohibit a consumer reporting agency from providing a report in connection with a credit or insurance transaction not initiated by the consumer without the consumer's written consent. Requires full consumer disclosure before such consent shall be effective. Prohibits, with specified exceptions, a person doing business with a consumer from selling or transferring for marketing purposes any transaction or experience information (as defined by this Act) without the consumer's written consent.

Diabetes Prevention Access and Care Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health to expand, intensify, conduct, coordinate, and support research and other activities with respect to pre-diabetes and diabetes, particularly type 2, in minority populations. Directs that the activities shall include research on the causes and effects of health care access disparities and racial discrimination. Directs the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) expand the National Diabetes Education Program; and (2) through the Indian Health Service, conduct research on attention by health care professionals to the American Indian population with regard to diabetes. Directs the Diabetes Mellitus Interagency Coordinating Committee to develop a Federal plan to address diabetes mellitus within communities of color. Requires the Secretary to conduct and support programs to treat diabetes in minority populations, including, through the National Institute of Mental Health, to provide for comprehensive mental health services and treatment to certain individuals. Directs the Secretary, acting through the National Center on Minority Health and Health Disparities, to make grants to expand Minority Access to Research Careers (MARC) program internships and mentoring opportunities for recruitment of minorities in diabetes-focused health fields. Provides for Federal and State loan repayment programs for health profession students of color. Requires the Secretary, acting through the CDC, to: (1) expand the Diabetes Control Program; and (2) fund education and community outreach on diabetes.

Breast Cancer Patient Protection Act of 2003 - Amends the Public Health Service Act and Employee Retirement Income Security Act of 1974 to prohibit group health plans and health insurance issuers offering group health insurance coverage, with regard to hospital stays in connection with breast cancer treatment, from: (1) covering less than 48 hours after mastectomies or less than 24 hours after lymph node dissections; or (2) requiring plan or issuer authorization for prescribing any length of stay. Prohibits: (1) denying eligibility, enrollment, or renewal to avoid these requirements; (2) providing payments or rebates to women; or (3) penalizing or providing incentives to providers. Applies the same requirements to issuers in the individual market.

Commends the efforts of former South African President Nelson Mandela and others involved in the historic peace agreement for the Republic of Burundi that was signed in 2001 in Arusha, Tanzania. Calls on the President to significantly increase development and economic assistance to Burundi. Urges the President to work with Congress to lift restrictions imposed on Burundi after the 1996 coup and, acting through the Administrator of the United States Agency for International Development (USAID), to establish a USAID mission there. Urges the international community to assist Burundi in its debt relief efforts, including through the Heavily Indebted Poor Countries Initiative.

Guardsmen and Reservists Financial Relief Act of 2004 - Amends the Internal Revenue Code to exempt from the ten percent penalty on early distributions from tax-exempt retirement plans, withdrawals made by military reservists or national guardsmen called to active duty for a period in excess of 179 days or for an indefinite period. Permits reimbursement of such withdrawals within two years after the end of the active duty period. Applies the provisions of this Act to individuals ordered or called to active duty after September 11, 2001, and before September 12, 2005, for retirement plan distributions made after September 11, 2001.

Good Samaritan Volunteer Firefighter Assistance Act of 2003 - States that a person (including a governmental or other entity) who donates fire control or fire rescue equipment to a volunteer fire company shall not be liable for State or Federal civil damages for personal injuries, property damage or loss, or death proximately caused by the equipment after the donation. Waives such liability protection if: (1) the person's act or omission causing the injury, damage, loss, or death constitutes gross negligence, or intentional misconduct; or (2) the person is the manufacturer of such equipment.

Authorizes the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation to Dr. Dorothy Height (President of the National Council of Negro Women) of a congressional gold medal in recognition of her many contributions to the Nation.
