Fallen Heroes Immigrant Spouse Fairness Act of 2003 - Amends the Immigration and Nationality Act to waive the two-year marriage requirement for an alien spouse to self-petition for immediate relative status in the case of a spouse of a citizen who dies while on active service in the armed forces. Prohibits any fees relating to posthumous citizenship for aliens killed while on active duty service during periods of military hostilities.

Naturalization and Family Protection for Military Members Act of 2003 - Amends the Immigration and Nationality Act respecting naturalization through service in the armed forces to: (1) reduce the required service from three years to two years; (2) prohibit the imposition of a naturalization fee; and (3) qualify the Selective Reserve of the Ready Reserve for such benefits. Provides for overseas naturalization proceedings for members of the armed forces. Retains immediate relative status for the alien wife, child, or parent of a U.S. citizen who died from injury or disease incurred while serving honorably on active military service. (Requires petition filing within two years of such death.) States that an application for status adjustment by the alien wife, child, or parent of an alien member of the armed forces who was granted service-related posthumous citizenship may be adjudicated as if the death had not occurred. (Requires application filing prior to such death.) Treats the spouse, child, or parent of a lawful permanent resident who was granted service-related posthumous citizenship as a valid petitioner for immediate family status. (Requires parent filing within two years of such death.) Permits such aliens to apply for permanent resident status adjustment. Waives specified grounds of inadmissibility.

Condemns and deplores the incommunicado detention of Dr. Yang Jianli by the People's Republic of China, and the lack of due process afforded him. Calls for his immediate and unconditional release. Declares the sense of the House of Representatives that the President should: (1) make the immediate release of Dr. Yang Jianli by the Government of the People's Republic of China a top priority of U.S. foreign policy; (2) continue to make every effort to assist Dr. Yang Jianli and his family while discussions of his release are ongoing; (3) make it clear to the Government of the People's Republic of China that the detention of U.S. citizens and permanent resident aliens, and the infliction of human rights violations on these groups, is not in the interests of the Government of the People's Republic of China; and (4) send a special, high-ranking representative of the U.S. Government immediately to China to reiterate the deep U.S. concern regarding the continued imprisonment of Dr. Yang Jianli and other U.S. citizens and permanent resident aliens, and discuss their legal status and immediate humanitarian needs.

Caribbean National Forest Act of 2003 - Designates approximately 10,000 acres of land in the Caribbean National Forest/Luquillo Experimental Forest in the Commonwealth of Puerto Rico as the El Toro Wilderness and as a component of the National Wilderness Preservation System. Provides that designation of the Wilderness shall not be construed to prevent within the area's boundaries: (1) installation and maintenance of hydrologic, meteorological, climatological, or atmospheric data collection and transmission facilities when they are essential to the scientific research purposes of the Luquillo Experimental Forest; (2) construction and maintenance of nesting structures, observation blinds, and population monitoring platforms for threatened and endangered species; or (3) construction and maintenance of trails to such facilities as necessary for research purposes and the recovery of such species.

Directs the Secretary of the Treasury to make payments to States and local governments to coordinate their budget-related actions with Federal Government efforts to stimulate the economy. Authorizes appropriations for FY 2003 for such payments in an amount equal to the total amount appropriated for for FY 2003 for the Iraq Relief and Reconstruction Fund in the Emergency Wartime Supplemental Appropriations Act, 2003, and subsequent appropriations Acts.Requires not less than one-third of such amount to be made available to local governments. Requires the Secretary to establish a formula for determining the allocation of payments, with priority consideration to the relative unemployment rate, median income, population, and poverty rate. Permits the use of funds received by States and local governments only for: (1) ordinary and necessary maintenance and operating expenses for education; public safety; public health; social services; roads, transportation, and water infrastructure; and housing; and (2) ordinary and necessary capital expenditures authorized by law.

Armed Forces Citizenship Act of 2003 - Amends the Immigration and Nationality Act respecting naturalization through service in the armed forces to: (1) eliminate the three-year service requirement; (2) prohibit the imposition of a naturalization fee; (3) provide for overseas naturalization proceedings for members of the armed forces; and (4) provide for revocation of citizenship for separation from military service under other than honorable conditions (such ground for revocation shall be in addition to any other provided by law).

Amends the Higher Education Act of 1965 (HEA) to require institutions of higher education that participate in HEA title IV student assistance programs to grant military leaves of absence, and provide refunds of or credits for tuition and fees paid, to individuals who are unable to complete a period of instruction or receive academic credit because they were called to serve on active duty in the Armed Forces, or to perform qualifying National Guard duty, during a war or other military operation or national emergency. Requires the leave of absence to be for the period of active duty or service and for one year after completion of such duty or service. Requires the refund or credit to be prorated to cover the period when the student had to leave. Provides that such leave of absence shall not be treated as a withdrawal for certain student assistance purposes.

Access and Openness in Small Business Lending Act of 2003 - Amends the Equal Credit Opportunity Act to require a depository institution, in the case of an application for credit made by a small business, to: (1) inquire whether the business is a women- or minority-owned business; and (2) maintain a record of the responses to such inquiry separate from the application and accompanying information. Allows any applicant to refuse to provide such information. Prohibits: (1) access to such information by any loan underwriter, officer, employee, or affiliate of the depository institution; and (2) the depository institution from including personally identifiable information in such record of responses. Requires such information to be made available to Federal enforcement agencies. Exempts from such requirements institutions having total assets equal to or less than the exemption amount determined under the Home Mortgage Disclosure Act of 1975.

Klamath River Basin Restoration and Emergency Assistance Act of 2003 - Directs the Secretary of the Interior to establish the Klamath River Basin Conservation Area Restoration Program. Requires such program to provide loans, grants, and technical assistance for short- and long-term water conservation projects in the Klamath Basin. Covers projects which: (1) provide incentives for growing crops requiring less water; (2) acquire property interests; (3) restore habitat; and (4) feature tail-water recovery programs, lining of earthen irrigation channels and groundwater recharge and management systems. Prohibits the use of funds to bring newly irrigated lands into agricultural production. Limits the Federal share to 75 percent of costs, permitting in-kind contributions for the non-Federal share. Requires the Secretary to provide emergency financial assistance to persons in northern California and Oregon coastal communities adversely affected by the Klamath Basin salmon kill disaster of 2002. Directs the Secretary to modify the operation of the Klamath Project so that Klamath River flows meet a specified standard. Establishes the Klamath Basin Restoration Task Force. Requires the Secretary to implement the low release requirements for the Trinity River, permitting modifications as specified. Directs the Secretary to study the water supply needs of the wetland habitats within the Klamath Basin National Wildlife Refuges to meet fish and wildlife conservation purposes. Permits the Secretary to store water on the Lower Klamath and Tule Lake National Wildlife Refuges if their habitats are not compromised. Maintains existing tribal fishery, water, and other rights.

Teacher Education for Autistic Children Act of 2003 - TEACH Act of 2003 - Authorizes additional appropriations for: (1) training of special education teachers with expertise in autism spectrum disorders (ASD); and (2) improving results for children with ASD, under the Individuals with Disabilities Education Act (IDEA). Directs the Secretary of Education (the Secretary) to carry out a student loan forgiveness program of assuming the obligation to repay up to specified amounts of certain loans under the Higher Education Act of 1965 for borrowers who are employed as full-time special education teachers of children with ASD for three consecutive complete school years. Provides for additional amounts to be repaid at the end of each of the next two additional consecutive years of such employment, up to a total maximum amount. Amends IDEA to require local educational agencies receiving IDEA assistance to report on autism early intervention activities. Directs the Secretary: (1) acting through the Assistant Secretary for Special Education and Rehabilitative Services to establish and provide administrative support for a task force on ASD; (2) with the Secretary of Labor to study and report to Congress on the effectiveness of Federal vocational training programs in providing appropriate assistance to individuals with ASD; and (3) to make grants to each State that establishes and operates at least one State autism ombudsman office.

Ocean Habitat Protection Act - Amends the Magnuson-Stevens Fishery Conservation and Management Act to prohibit the use of bottom trawls with rollers, bobbins, tires, rockhoppers, or any other device affixed to the footrope and in excess of eight inches in diameter, for fishing that is subject to the jurisdiction of the United States, including fishing by a U.S. vessel beyond the equivalent of the exclusive economic zone of all countries. Permits the Secretary of Commerce or his designee to exempt from this prohibition fishing in the exclusive economic zone if the Council having jurisdiction over the area submits to the Secretary: (1) substantial evidence that the area is composed predominately of sand and mud bottom and that the prohibited devices are necessary to prevent a significant increase from rates of bycatch of non-target managed species, or to provide other significant benefits; (2) the geographic boundaries of the area; and (3) a credible and effective vessel monitoring plan of bottom trawl fishing in the area that is adopted by the Secretary. Authorizes the Secretary to provide to the owner of a qualified fishing vessel: (1) the depreciated cost of prohibited fishing devices that are part of the fishing gear of a vessel on the date of the enactment of this Act, and are disposed of in an approved manner; (2) the cost of converting trawl nets to compliance; and (3) payment for cessation of trawling. Requires the Secretary to provide economic assistance to the owners and crew members of any qualified fishing vessel that ceases fishing in bottom trawl fisheries and does not continue fishing in other fisheries. Requires the Secretary to undertake a program to collect, and make available to Regional Fishery Management Councils, information and maps on diverse bottom habitats of the exclusive U.S. economic zone.

Chief Martin Congressional Gold Medal Act - Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation, on behalf of Congress, of a gold medal to Chief Phillip Martin in recognition of his leadership of the Mississippi Band of Choctaw Indians for over 45 years and for his contributions to the American Indian community, particularly to the native and non-native communities of Mississippi.

SCHIP Web-Based Enrollment Act of 2003 - Amends title XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act to encourage the use of Internet web-based enrollment systems under SCHIP. Directs the Secretary of Health and Human Services to provide for grants to enable States to develop and implement web-based enrollment systems under their SCHIP child health plans.

United States Forces Korea Quality of Life Act - Amends the Internal Revenue Code to exclude from gross income so much of combat zone compensation as does not exceed the maximum enlisted amount received for active service as a member of the armed forces serving in South Korea.

Veterans Life Insurance Improvement Act of 2003 - Amends Federal provisions concerning the National Service Life Insurance and United States Government Life Insurance programs to allow payment of their insurance proceeds to: (1) another beneficiary if the first designated beneficiary has not made a claim to such payment within two years after the death of the insured; and (2) a person designated by the Secretary of Veterans Affairs if no claim has been filed by any designated beneficiary within four years after the insured's death. Requires service-disabled life insurance premium rates, as well as all policy cash, loan, paid-up, and extended values, for months beginning on or after the date of enactment of this Act to be based on the 1980 Commissioners Standard Ordinary Basic Table of Mortality, with five percent annual interest. Increases from $90,000 to $200,000 the maximum amount of veterans' mortgage life insurance coverage.

Credit Card Consumer Protection Act of 2003 - Amends Truth in Lending Act with respect to open-end consumer credit card plan disclosures to require: (1) a 30-day posting deadline for the mailing of credit card account statements; (2) prominent type face disclosure of the date by which a late fee will be charged to the account; and (3) recordkeeping by the credit card issuer of the pertinent dates for the mailing of bills and receipt of bill payments.

Declares that the House of Representatives: (1) recognizes and honors the achievements and contributions of Native Americans to the United States; (2) urges Congress to amend the United States Code, or the President to issue an Executive order, to establish a paid legal public holiday in honor of Native Americans; (3) urges the States, the District of Columbia, the Commonwealth of Puerto Rico, and territories and possessions of the United States to observe the date established as Native American Day as a paid legal public holiday; (4) encourages public elementary and secondary schools in the United States to enhance understanding of Native Americans by providing classroom instruction focusing on their achievements and contributions to the United States; and (5) encourages Americans of all backgrounds to observe the date established as Native American Day through appropriate ceremonies and activities.

Don't Feed the Bears Act of 2003 - Requires the Secretary of the Interior to enforce the National Parks System regulatory prohibitions against the feeding and baiting of wildlife on National Park System lands and in wildlife refuge areas, in particular the intentional feeding of bears for the purpose of enticing them to a particular area to be hunted (bear baiting). Requires the Secretary of the Interior with respect to lands administered by the Bureau of Land Management, and the Secretary of Agriculture with respect to National Forest System lands, to adopt and enforce a regulation to prohibit individuals from intentionally feeding bears, including feeding for the purpose of bear baiting.

Immigration Security and Efficiency Enhancement Act of 2003 - Directs the Secretary of Homeland Security to: (1) implement specified immigration security and efficiency enhancements, including computer and other electronic application and form measures; and (2) establish within the immigration, refugee and asylum, and naturalization functions of the Department of Homeland Security a computerized file management system, and a certified service provider filing system. Authorizes the Secretary to make technology enhancement grants to such service providers. Directs the National Records Center to maintain an electronic database of all closed Department files relating to immigration, refugee and asylum, and naturalization in order to speed up request processing.

Directs the Secretary of Education to study and report to Congress on the rate at which Native Americans (including Alaska Natives and Native Hawaiians) and students who reside in American Samoa, the Northern Mariana Islands, and Guam drop out of secondary schools in the United States. Requires recommendations for increasing the numbers of such students who graduate from secondary school. Directs the Secretary of Labor to report to Congress three years after enactment of this Act on the Federal programs funded during such period which were designed to decrease or otherwise address the rate at which students cease attending secondary schools in the United States before they have graduated.

Vietnam Veterans Memorial Visitor Center Act - Authorizes the Vietnam Veterans Memorial Fund, Inc. to design and construct a visitor center for the Vietnam Veterans Memorial. Directs the Commission on Fine Arts to approve a final design for the center within one year. Requires the center to be operated and maintained by the Secretary of the Interior subject to the Secretary entering into an operation and maintenance agreement with the Memorial Fund. Prohibits the use of any Federal funds for the planning, design, construction, operation, or maintenance of such center.

Women's Cancer Recovery Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act (PHSA) to require certain group health plans, and health insurance issuers providing coverage under a group plan, to ensure specified minimum coverage regarding: (1) the surgical treatment of breast cancer, including mastectomies, lumpectomies, and lymph node dissections; and (2) secondary consultations by specialists. Prohibits: (1) changing coverage terms and conditions based on a participant's or beneficiary's decision to request less than the minimum coverage; and (2) certain penalties or incentives for providers or specialists. Amends: (1) PHSA to apply similar requirements to health insurance issuers in the individual market; and (2) the Internal Revenue Code to apply those requirements to group health plans. Exempts from the requirements of this Act health insurance coverage in certain States. Provides for coordination of the administration of this Act among the Secretaries of Labor, the Treasury, and Health and Human Services.

Tribal Government Tax-Exempt Bond Fairness Act of 2003 - Amends the Internal Revenue Code to permit the issuance of tax-exempt bonds by an Indian tribal government if: (1) at least 95 percent of the net proceeds are used to finance facilities on an Indian reservation; or (2) the obligation is part of an issue substantially all of whose proceeds are to be used in the exercise of an essential government function. Excludes an obligation used to finance a gaming facility. Amends the Securities Act of 1933 to exempt obligations issued by an Indian tribal government or subdivision from registration requirements.

Foster Care Mentoring Act of 2003 - Amends title IV part B (Child-Welfare Services) of the Social Security Act to direct the Secretary of Health and Human Services to award grants to States to support the establishment or expansion and operation of programs using networks of public and private community entities to provide mentoring for children in foster care. Prescribes program implementation guidelines, including: (1) application requirements; (2) training; (3) screening; (4) educational requirements; (5) Federal and non-Federal share of funds for the Program; (6) considerations in awarding grants; and (7) use of funds. Sets forth a maximum grant amount to be awarded to a State. Authorizes the Secretary to award a competitive grant to an eligible entity to establish a National Hotline Service or Website to provide information to individuals interested in becoming mentors to youth in foster care. Instructs the Secretary of Education to implement a program to provide for the discharge or cancellation of the Federal student loan indebtedness of an eligible mentor.

Selected Reserve Educational Assistance Improvement Act - Increases, for months occurring during FY 2004 and thereafter, the rates of basic educational assistance for members of the Selected Reserve. Prohibits any rate increase during FY 2004 and 2005 based on adjustments to the Consumer Price Index. Directs the Secretary of Defense, with respect to fiscal years beginning on or after October 1, 2004, to increase such rates by an amount equal to the percentage increase in educational costs at institutions of higher learning.

Former Prisoners of War Equitable Dental Benefits Act - Amends Federal veterans' benefits provisions with respect to former prisoners of war to repeal the 90-day minimum period of internment required for eligibility for dental care furnished through the Department of Veterans Affairs.

Equity for Reservists Pay Act of 2003 - Entitles a Federal employee who is also a member of the reserves and who is absent from his or her civilian employment position under a call or order for active duty service of more than 30 days, to receive an amount equal to the difference in pay between the military compensation received and the civilian compensation that otherwise would have been received during such period. Makes such amounts also payable during: (1) any period of hospitalization or convalescence required as a result of such service; and (2) the 14-day period following such service. Directs the Secretary of the military department concerned to reimburse a State or local government for 50 percent of the civilian compensation paid by such government for pay periods when a State or local government employee is performing active duty service of more than 30 days. Increases such rate to 100 percent if the employee's active duty service period extends beyond nine months. Requires such reimbursement during periods of hospitalization or convalescence and for 14 days after service. Amends the Internal Revenue Code to provide that, for purposes of the general business credit, the Active-Duty Reserve Component employee credit is 50 percent of the compensation paid by the employer to the employee during the period of active duty.

Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to limit the late enrollment penalty to a ten percent increase in the monthly part B premium due over a period equal to twice the number of years that the part B beneficiary could have been but was not enrolled under Medicare part B.

Reservist and National Guard Opportunities and Protection of Education Act - Amends the Higher Education Act of 1965 to declare that: (1) whenever a student who is a member of the National Guard or other reserve component of the Armed Forces of the United States, or a member of such Armed Forces in a retired status, is called or ordered to active duty, the institution of higher education in which the student is enrolled shall grant the student a military leave of absence from the institution while the student is serving on active duty, and for one year after the conclusion of such service; (2) as a consequence of military leave, upon return, such student is entitled to restoration to his or her previous educational status with regard to academic credits earned, scholarships or grants awarded, or tuition and other fees paid; and (3) the institution is obligated to refund tuition or fees paid prior to the commencement of active duty.

Rural Fire Department Equipment Priority Act of 2003 - Directs the Secretary of Defense to enter into an agreement with the Secretary of Agriculture to utilize the Federal Excess Personal Property program of the Forest Service to facilitate the reutilization of Department of Defense personal property by firefighting agencies in rural areas. Requires the priority given to such transfers by the Department of Defense to be at least equal to that given for transferring such property to military departments and defense agencies.

Directs Congress to enact legislation by October 2005 to guarantee that every person in the United States, regardless of income, age, or employment or health status, has access to health care that: (1) is affordable and that removes financial barriers to needed care; (2) is as cost efficient as possible; (3) provides comprehensive benefits; (4) promotes prevention and early intervention; (5) includes parity for mental health and other services; (6) eliminates disparities in access to quality health care; (7) addresses the needs of people with special health care needs and underserved populations in rural and urban areas; (8) promotes quality and better health outcomes; (9) addresses the need to have adequate numbers of qualified health care practitioners; (10) provides adequate and timely payments; (11) fosters a strong network of health care facilities; (12) ensures continuity of coverage and continuity of care; (13) maximizes consumer choice of health care providers and practitioners; and (14) is easy for patients, providers, and practitioners to use and reduces paperwork.

Department of Veterans Affairs Claims Backlog Reduction Act of 2003 - Directs the Secretary of Veterans Affairs to: (1) identify the current backlog of veterans' claims for benefits through the Department of Veterans Affairs and to categorize those claims; and (2) identify claims that need further development and refer them to a geographically appropriate County Veterans Service Office. Allows veterans' claims to be submitted to County Veterans Service Officers (in lieu of the Department) and authorizes the Officers to fully develop such claims. Requires appropriate information sharing between the Department's Benefits Delivery Network and the Offices. Requires funding provided by this Act to be allocated to States based on their respective populations of veterans and allocates such funds to the appropriate Office. Prohibits Federal funding from exceeding 50 percent of the costs of Office operations. Allows funding to be used to establish Officer programs in States that do not have one.

Selected Reserve Home Loan Equity Act - Makes permanent (currently expires at the end of FY 2009) the authority for individuals who complete six years of service in the Selected Reserve to receive home loans guaranteed, insured, or made through the Department of Veterans Affairs. Prescribes uniform fees for members of the Selected Reserve and veterans eligible for such home loans through qualifying active duty service. (Currently, separate fees apply to active duty veterans and reservists.)

Domestic Violence Screening, Treatment, and Prevention Act of 2003 - Amends the Public Health Service Act (PHSA) to require the Secretary of Health and Human Services to: (1) establish, under specified conditions, family violence research and education centers to conduct research and disseminate information concerning family violence; and (2) establish an advisory board to recommend the research agenda for such centers. Authorizes the Secretary to make grants to and enter into contracts with public and nonprofit private entities capable of conducting such research. Requires the Secretary to award grants to entities that currently work in the field of family violence and health care to enable them to develop, implement, evaluate, and disseminate family violence education and training curricula, programs, and strategies. Requires the Secretary, acting through the Assistant Secretary for the Administration for Children and Families, to award grants for up to four years to State and local governmental and nonprofit entities that currently work in the field of family violence and health care to be used to develop strategies to improve the response of State and local health care systems to domestic violence and to promote education and awareness. Amends title XIX (Medicaid) of the Social Security Act (SSA) to declare that State health benefits provided may cover domestic violence identification and treatment services. Amends Federal civil service law to require the Office of Personnel Management to require all contracted carriers of health coverage for Federal employees to include coverage for domestic violence identification and treatment services. Amends SSA title V (Maternal and Child Health Services) to require: (1) the Secretary, with respect to maternal and child health services block grant funds, to provide preference to State applicants who include training of providers in how to identify and treat the effects of family violence; and (2) States to set aside a reasonable portion of such funds to provide for domestic violence identification and treatment. Requires the Secretary to allot funds to States to provide for a separate program for domestic violence identification and treatment. Amends the PHSA to authorize the Secretary to award grants to federally-qualified health centers to improve the identification and treatment of domestic violence.

No Taxation Without Representation Act of 2003 - Provides for full voting representation in Congress for the residents of the District of Columbia, including two Senators and as many Representatives as a similarly populous State would be entitled to under the law. Treats the District of Columbia as a State. Prescribes a procedure for the first elections under this Act. Entitles the District to one Representative until the taking effect of the next reapportionment.

Amends the Immigration and Nationality Act respecting naturalization through service in the armed forces to: (1) reduce the required service from three years to two years; and (2) prohibit the imposition of a naturalization fee. Provides for overseas naturalization proceedings for members of the armed forces.

Child Care Public-Private Partnership Act of 2003 - Directs the Secretary of Health and Human Services to establish a business-incentive grant program to provide child care through public-private partnerships. Provides program grants to cover not more than one-third of the costs for: (1) businesses or consortia (two or more businesses acting jointly, which may also include a nonprofit private organization) to start up, or provide additional, employee child care services; and (2) nonprofit business organizations to provide technical information and assistance to enable businesses to provide employee child care services. Sets forth eligibility and application requirements, including: (1) provision of such services equitably and affordably to low- and moderate-income employees; and (2) compliance with State and local licensing requirements. Gives priority in grant selection to business and consortia applicants, especially businesses with fewer than 100 full-time employees. Requires equitable geographic distribution. Authorizes appropriations.

Amends the Internal Revenue Code to permit: (1) Federal civilian and military retirees to pay Federal Employees Health Benefits Program and TRICARE supplemental premiums on a pretax basis; and (2) a deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums and enrollment fees. Sets an implementation deadline of the first open enrollment period beginning not less than 90 days following enactment.

Gift of Life Congressional Medal Act of 2003 - Directs the Secretary of the Treasury to design and strike a bronze medal to commemorate organ donors and their families. Makes any organ donor, or the family of any organ donor, eligible for the medal. Requires the Secretary of Health and Human Services to direct the Organ Procurement and Transplantation Network to arrange for medal presentation to eligible individuals.

Constitutional Amendment - States that: (1) equality of rights under the law shall not be denied or abridged by the United States or by any State on account of sex; (2) Congress shall have the power to enforce, by appropriate legislation, the provisions of this article; and (3) this amendment shall take effect two years after the date of ratification.

Amends Federal law to require U.S. agencies with respect to the award of grants to American Samoa, Guam, the Virgin Islands, and the Northern Mariana Islands to waive: (1) the entire local matching fund requirement, if any, for grants of $500,000 or less (including in-kind contributions); and (2) $500,000 of any local matching fund requirement for grants of more than $500,000 (including in-kind contributions). Requires the Secretary of the Interior to report to specified congressional committees on the results of a study of the implementation of amendments made by this Act.
