That this House notes the vital contribution that EU citizens living in the UK make to our communities and to the UK economy; welcomes confirmation from Government that it will remove comprehensive sickness insurance (CSI) checks for those who are self-sufficient or studying and the genuine and effective work test under their proposals for settled status; is concerned that these rules continue to be applied inconsistently under the permanent residency system; highlights that this system has created great uncertainty for EU citizens who have made Britain their home; urges the Government therefore to also remove CSI checks and the genuine and effective work test from the permanent residency application procedure, including from the application form and guidance notes; and is convinced that this would create a simple process not only for the EU citizens but also for Home Office caseworkers.

That this House welcomes the announcement of the Secretary of State for Transport that vacant Eurostar platforms will be used to improve train services rather than provide space for more shops and offices; acknowledges that South East Trains will already benefit from the Channel Tunnel rail link and the forthcoming Thameslink 2000 projects; urges that train services in the new South West Trains franchise should be the benefactor of the vacant platforms once Eurostar moves to St Pancras; acknowledges that South West London has missed out on major transport infrastructure investment for far too long; and notes that these changes would mean less congestion outside Waterloo station, which is among the most overcrowded in the country with over 250,000 people a day using its commuter services.

That this House believes there is a moral obligation for the Government to provide an ex gratia payment for women who have been injured by their radiotherapy treatment; recognises that in the past women were not warned of the dangerous risks before their radiotherapy treatments, were not given counselling after them and that the treatment was administered without informed consent being sought or given; understands radiotherapy injuries can include painful, untreatable and permanent injuries such as the paralysis of an arm or spontaneous bone fractures; notes that no compensation has been paid since EDM 512 (COURAGE campaign for patients with radiotherapy damage) was tabled in December 1997; asks the Secretary of State for Health to empower the Health Service Commissioner to recommend the award of ex gratia payments in appropriate circumstances, as proposed by the Health Select Committee in 1999; and urges the Department of Health to look again at the provision of an arbitration system to provide no-fault compensation for exceptional cases where the NHS is responsible for non-negligent harm.

That this House is concerned by Ofsted and HMI's handling of its inspections at Moor Lane Junior School; believes the enormous efforts made by teachers and governors to improve the school have not been properly recognised; considers the recent resignations of the majority of full-time members of staff to be a direct consequence of Ofsted and HMI's excessive criticisms; welcomes the positive support given to the school during this difficult period by governors, staff and parents; recommends aspiring teachers to apply for a position at this excellent community-orientated school; and calls upon the Government to review the role of Ofsted and HMI to ensure that the teaching profession is given positive encouragement and support to develop and raise standards instead of all too often having their efforts and hard work criticised.

That this House congratulates Kingstonian F.C. on their thrilling victory over Kettering Town F.C. in the F.A. Trophy Cup Final 2000; notes this is a particularly historic achievement as it is the second year running that Kingstonian F.C. have won the Trophy Cup Final and the last such final to be played at the current Wembley Stadium; commends both sides for the sporting manner in which the match was played and both sets of fans for their impeccable behaviour and loyal support they showed for their local teams; applauds the Kingstonian's manager, Geoff Chappell, for continuing to develop such a strong and successful team; hopes that all those involved with football in the United Kingdom will have noted the increasing strength of non-league football, particularly in the conference and will therefore extend to more non-league clubs some of the advantage enjoyed by league clubs including funding for football academies; and wishes Kingstonian F.C. the very best for next season as they develop their stadium in anticipation of early promotion to the Football League itself.
United Kingdom · UK Parliament · 28 February 2000
That this House congratulates the Surrey Comet on their succesful lollipop patrol campaign highlighting the fact that there is a chronic shortage of lollipop attendants throughout the Royal Borough of Kingston upon Thames; notes that this is likely to be reflected across the country and therefore poses a significant threat to the safety of school children walking to school; is concerned that the Government does not collect figures centrally on this issue; and calls upon the Government to give the necessary support to all authorities responsible for providing this vital service in order to reverse this dangerous trend.
