By changing the law, the customs control of postal items will be simplified for both customs and postal service providers. The prevention of sending prohibited and restricted goods to Estonia will also be enhanced. The draft specifies the procedure for formalizing the act of inspection of a postal item. It is provided that the act of inspection of the postal item is not completed if the postal item is inspected in the presence of the postal service provider and no discovery is made during the inspection. circumstances indicating disorder. According to the current law, the examination of each postal item must always be recorded. In the case of an inspection, the postal item is opened and closed by the responsible employee of the postal service provider in the presence of customs, and a protocol is drawn up for each opening of the postal item based on the Postal Act, regardless of whether a violation is detected or not. The bill specifies what is to be done with prohibited or restricted goods contained in a postal shipment actions of state supervision. The supervision needs to be specified, because the current provisions only regulate the examination of international postal items arriving from a non-EU country. For the sake of legal clarity, it is important that the competence of customs in examining postal and courier shipments moving within the Union is also regulated by the Customs Act. For example, they try to order prohibited goods to Estonia in small consignments.
