That this House believes that Lizzie Armitstead is a worthy and deserving contender for the 2015 BBC Sports Personality of the Year award; applauds Armitstead's success in raising the profile of women's cycling, in the UK and abroad; feels she, as reigning World, Commonwealth and National champion in road race cycling is an icon of British cycling; notes that she has won the World Cup in two consecutive years; believes this fantastic success should be recognised through the accolade of the award; notes that if she won, she would be the fourth cyclist to win the award in the last eight years, joining Sir Chris Hoy, Mark Cavendish, and Sir Bradley Wiggins; recognises the fantastic state of British cycling at this time, and acknowledges Armitstead's role in this; commends Armitstead's professional yet humble demeanour, and her commitment to cycling; and believes that Armitstead would be a truly deserving recipient of this award.

That this House believes that Kevin Sinfield MBE is a fantastic and deserving contender for the 2015 BBC Sports Personality of the Year Award; feels he deserves this recognition, this year in particular, due to his superb leadership of Leeds Rhinos, who he led to win the treble for the first time, winning the Super League Grand Final, the Challenge Cup Final, and the League Leader's Shield; recognises his success and loyalty to his club, playing for Leeds Rhinos throughout his career and becoming its top points scorer, Super League's top points scorer and is in the top three for points scorers of all time, with 86 tries, 1,792 goals and 40 drop goals; further recognises the former England captain, who played for England 26 times and Great Britain 14 times, has been a core part of British and English rugby for many years, and is deserving of this accolade; notes that he is the first rugby league player to be nominated for this award, a testament to both his excellence and how rugby league has been overlooked in the past; praises his modesty, determination and positive attitude, which have been a core part of his fantastic captaincy of Leeds Rhinos, leading them not only to the treble this year, but to seven Super League titles, three Challenge Cups, three League Leaders Shields and three World Club Challenge successes; and further believes that Kevin Sinfield would be a truly deserving recipient of this award.

That this House welcomes the decision by the Tour de France organisers to select Yorkshire to host the Grand Depart of the Tour de France on 5 and 6 July 2014; notes that Leeds will be the official host city for the opening stages; pays tribute to Welcome to Yorkshire, Leeds City Council, other Yorkshire and Humber councils and the whole Back le Bid campaign for putting together such a strong bid and showcasing what Yorkshire has to offer; recognises that this will be the first time the Tour de France has visited the North of England and only its second time in the UK; further welcomes the significant economic boost this will give to Yorkshire as a result of the millions of visitors to the county during the Grand Depart as well as the opportunity to promote the county to two billion people from across the world watching on television; further notes that the announcement comes in the same year as the first ever British winner of the Tour de France; looks forward to one of the biggest and most prestigious sporting events in the world in the cities, towns and streets of Yorkshire; further recognises that this caps off an incredible year of sport for Yorkshire and the UK; and calls on UK Sport and the Government to fully support Le Tour de Yorkshire to assist in making this an event to be remembered for generations to come and a boost to the Yorkshire and UK economies and to cycling in Yorkshire and the UK.

That this House expresses support for the findings of the report The Forgotten Millions: reforming social care services for people living with neurological conditions recently published by the health and social care charity, Sue Ryder; further expresses concern that only 10 per cent of the local authorities who responded to the charity's survey have an agreed commissioning strategy for people with neurological conditions, that only five per cent of responding local authorities know how many individuals with any neurological condition they care for and that only six per cent of local authorities categorise all specific neurological conditions; and supports the recommendations made by the charity that in order for the problems highlighted by the report to be addressed there is a need for strong leadership at a national and local level, that robust data collection must take place, that the postcode lottery of service provision must end and that the nationally-recognised standards of care and support for people with neurological conditons must be introduced.

That this House condemns the excessive remuneration packages that have been paid to senior Enterprise Inns personnel when many Enterprise pubs are closing, some temporarily, some permanently and each one representing the failure of a small business often with devastating results for tenants; believes that these increased earnings are excessive and insensitive especially given that Enterprise Inns have reported a five per cent. decline in net income per pub since the last financial year; notes that these payments come in the same year that saw Enterprise fined just 300,000 for the death of a tenant as a result of the negligent health and safety standards of Enterprise Inns; further believes that a 51 per cent. rise in earnings for Enterprise Inns Chief Executive from 811,000 to 1,223,000 including a performance-related bonus of 558,000, is unjustified considering the company's profits are down by over 200 million from the previous financial year and that it has estimated debts of around 3.5 billion, which means large amounts of money taken from community pubs to service this debt which is a threat to the survival of many pubs; sees this as another example of Enterprise Inns management putting their own greed before the needs of their tenants and the pubs they own; further believes that the concentration of thousands of pubs in the hands of distant and hugely indebted property companies is a threat to the future of pubs; and calls upon the Government to adhere to the timetable for reform including retaining the option of a referral to the Competition Commission in June 2011.

That this House notes with deep concern that people under the age of 60 with severe disabilities are not eligible for winter fuel payments; recognises that they often face severe difficulties in staying warm in the winter and avoiding illness, particularly as a result of dramatically reduced mobility; further recognises this often results in highly inflated heating costs and high energy bills; further recognises the value of winter fuel payments for those over 60; and believes that the people under 60 with severe disabilities who face a similar daily struggle simply to keep warm should also be eligible for the same winter fuel payments.
