Act on amending the State Fees Act and amending other related laws

The bill updates the state fee rates for granting environmental protection permits, in the maritime field, in the land transport field of the Transport Board, and when applying for a construction permit and use permit for similar objects, as well as raising the state fee rates for the operations of the Consumer Protection and Technical Supervision Agency. A new state fee is added when submitting a forest notification. The changes are made because the state fees no longer cover the expenses necessary to make them.

Income Tax Act and Social Welfare Act and Income Tax Act Amendment Act

The bill changes the principles of allocating income tax to local government units (KOV). In 2024, the income tax allocated from the state pension of a resident natural person will be increased to 2.5%, and at the same time, the income tax allocated from other taxable income, with the exception of mandatory and additional accumulated pensions and gains from the transfer of property, will be reduced to 11.89%.

Act on the Amendment of the Atmospheric Air Protection Act and the State Fee Act

The bill updates the provisions to ensure the implementation of EU law. The European Commission has established new regulations implementing the European Union greenhouse gas emission allowance trading system (EU ETS). The EU has also issued an implementing regulation on the modernization fund. They aim to boost investments that support cost-effective emissions reductions and decarbonisation. The regulations set out the EU ETS operational details for the fourth trading period from 2021 to 2030. According to the draft, the allocation of free emission allowances for handlers will be made more flexible. This will reduce the administrative burden as operators will be able to submit the report on which the units are adjusted with the emission report by 25 March. The ongoing adjustment of units each year ensures a fairer allocation of units. The bill will be determined in the future the distribution of the use of the funds of the modernization fund and the ministers responsible for the use of the funds in the state budget strategy. With the measures decided in the budget strategy, it is possible to direct the resources of the modernization fund to areas important to the country in order to achieve the goals of climate and energy policy. It also makes it possible to create uniform bases for each measure for all applicants to invest in a specific field. Through various measures it is possible to support the implementation of renewable energy, energy efficiency, energy storage, energy network modernization projects, as well as a fair transition to a low-CO2 economy in regions that rely on a high-CO2 economy, such as Ida-Virumaa. It is also possible to support the development of energy efficiency in the fields of transport, buildings, agriculture and waste with various measures from the funds of the modernization fund. Shared on the basis of the obligation regulation, Estonia has mandatory annual target levels for limiting greenhouse gas emissions for the years 2021–2030 in the sectors of transport, agriculture, waste management, industrial processes and small-scale energy production. In order to ensure that the objectives are met, member states are allowed to trade among themselves the emission units created on the basis of the regulation. Thus, the shared responsibility is stipulated in the sectors of the regulation with emission units the principles of trading and the conditions and procedures for the organization of trading, sales and purchase agreements, the use of funds obtained from trading, and the applicant's obligations.
