Science of Reading Act of 2026 This bill revises the Comprehensive Literacy State Development (CLSD) grant program to prioritize literacy instruction that is aligned to the science of reading. Under the bill, science of reading is defined as an interdisciplinary body of evidence-based research about reading and issues related to reading and writing that (1) identifies instruction in phonemic awareness, phonics, vocabulary, fluency, comprehension, and writing as essential components to skilled reading; (2) demonstrates the importance of background knowledge, oral language, the connection between reading and writing, and strong writing instruction; (3) explains why some students have difficulty with reading and writing; and (4) does not use a three-cueing model. Three-cueing model means an instructional approach or model that (1) uses meaning drawn from context, pictures, or syntax as the primary basis for teaching word recognition; or (2) teaches visual memory as the primary basis for word recognition. Current law authorizes competitive CLSD grants to state educational agencies (SEAs) and, through them, competitive subgrants to local educational agencies for the development and implementation of a comprehensive literacy instruction plan, professional development, and other activities. Eligible early childhood education programs may also receive subgrants for early literacy services. The bill (1) specifies that comprehensive literacy instruction for CLSD grants does not include the use of a three-cueing model, and (2) requires the Department of Education and SEAs to prioritize awarding CLSD grants and subgrants for evidence-based activities that are aligned to the science of reading.

No Aid for Ghost Students Act of 2026 This bill requires the Department of Education (ED) to establish an identity fraud detection system for the Free Application for Federal Student Aid (FAFSA). Beginning on October 1, 2026, ED must use an identity fraud detection system to review each submitted application to determine whether the applicant presents a reasonable suspicion of identity fraud. If ED makes such a determination, it must notify the applicant and each institution of higher education (IHE) designated on the application that the applicant is subject to additional identity verification. An IHE may not disburse federal financial aid to an applicant that presents a reasonable suspicion of fraud unless the IHE verifies the applicant's identity in person or by live video. If the applicant's identity is confirmed, the IHE must notify ED that the applicant's identity has been verified. ED must establish guidelines for the identity verification procedures conducted by IHEs. (On April 26, 2026, ED began implementing a real-time identity fraud detection process within the FAFSA form that places applicants into one of four risk categories. High-risk applicants must confirm their identity by presenting documentation during the online application process, including via a live camera process. Applicants who are rejected via this automated process must then have their identity verified in person by IHEs.)

Equitable Access to School Facilities Act This bill expands and revises certain grant programs under the Charter Schools Program (CSP). Currently, the CSP's State Charter School Facilities Incentive Grant (SFIG) program provides competitive grants to help states establish and enhance or administer per-pupil facilities aid for charter schools. The bill replaces the SFIG program with a new grant program, which requires the Department of Education to (1) award competitive grants to state entities with the highest-quality applications for paying the federal share of acquiring and maintaining charter school facilities; and (2) give priority to certain state entities, such as those located in a state that has tax-exempt financing for charter schools. Further, the bill outlines program requirements (e.g., cost-sharing) and allowable uses of grants. Currently, the CSP's State Entities (SE) program authorizes competitive grants to state entities and, through them, subgrants to eligible applicants to enable them to open and prepare for the operation of a new charter school or replicate or expand a charter school. The bill revises the SE program by allowing grants to be used for (1) providing assistance to charter schools with locating and accessing a facility, and (2) providing one-time assistance to ensure the facility complies with building codes. Further, state entities may reserve up to 10% of grant funds for a revolving loan fund. The bill (1) specifies that no funds made available under the CSP create a federal interest in associated property, and (2) revises reporting requirements for the CSP's Credit Enhancement grants.

Stop Insider Trading Act This bill generally prohibits Members of Congress and their spouses and dependent children from purchasing stocks and requires public notice before these individuals may sell stocks. Specifically, Members of Congress and the spouses and dependent children of Members of Congress may not purchase covered investments. Between 7 and 14 days before a Member or a covered spouse or dependent sells a covered investment, the relevant Member must file public notice of the intent to sell with the Clerk of the House of Representatives or the Secretary of the Senate, as appropriate. The Clerk or Secretary must publish this notice online. If the individual decides not to sell the covered investment, the notice must be withdrawn. Under the bill, a covered investment is a security issued by a publicly traded company or a comparable economic interest. Some investments are exempt, including interest in a widely held investment fund and certain investments held in a trust. Violations of these provisions are subject to a fee and, in the case of a purchase, a requirement to sell the covered investment. The fee must equal (1) the greater of $2,000 or 10% of the transaction value, and (2) any net gain realized from the transaction during a specified period. The fee may not be paid using campaign donations or Members’ official allowances. Certain transactions by covered spouses and dependents are exempt, including transactions made on behalf of another person or made as part of compensation from the individual’s employer.
