The bill envisages expanding the target group of persons receiving dental treatment compensation at the increased limit to include registered unemployed persons and persons receiving subsistence allowance. Currently, persons over 63 years of age, disability pensioners, old-age pensioners, persons with partial or no working capacity, pregnant women and mothers of children under one year of age, and persons with increased needs can receive compensation at an increased limit (85 euros per year with a 15 percent co-payment) to the dental service in connection with his illness or the health service provided. From now on, persons who are registered as unemployed at the unemployment fund and those who have received subsistence allowance during the two calendar months prior to the month of receiving dental treatment are entitled to dental treatment compensation at the increased limit. The planned entry into force of the law is January 1, 2022.

The bill makes the regulation of subsistence allowance more flexible and promotes the employment of subsistence allowance recipients. The changes will abolish need-based family allowance. In order to encourage people to start working again, a transition period of two months is provided, during which the person will be paid subsistence allowance in the same amount as before. For the next four months, half of the salary will be excluded from the person's income when calculating the subsistence allowance. Such regulation increases the total income of an employed person. According to the new regulation, the income earned by underage students will not be included in the household income in the future when calculating the subsistence allowance. This creates more flexible conditions for students to work, for example, during school holidays. As an important change, according to the bill, the 250-euro funeral allowance will be restored, directing the corresponding funds to local governments. In the future, local governments will establish the conditions and procedure themselves to cover expenses incurred by organizing the funeral.
