M. Joël Giraud attire l'attention de M. le ministre de l'éducation nationale sur la situation professionnelle des maîtres-nageurs sauveteurs (MNS). La préparation de ce brevet, appelé désormais « BPJEPS AAN » (brevet professionnel de la jeunesse de l'éducation populaire et du sport mention activités aquatiques) dure une année au minimum et, enseigné dans les centres de ressources, d'expertise et de performance sportive (les CREPS), il coûte à l'étudient entre 5 000 et 8 000 euros. Malgré leur niveau de qualification les maîtres-nageurs sauveteurs sont souvent employés de façon précaire et saisonnière et cette branche trouve de moins en moins de demandeurs. Il semblerait que la France soit en déficit de 1 200 maîtres-nageurs sauveteurs. Deux problèmes se posent : premièrement, bon nombre de MNS travaillent à perte et, par manque de maîtres-nageurs les enfants ne peuvent plus apprendre à nager. Les MNS sont souvent remplacés par des BNSSA par dérogation vu le manque depuis plus de 10 ans. Aucun enfant ne peut plus apprendre à nager dans ces communes, faute de MNS. Deuxièmement, dans le cadre d'une sortie scolaire, l'enseignant doit être capable non seulement de sortir l’enfant ou l'adulte de l’eau, mais aussi de le ranimer immédiatement sans appeler les secours. Être maître-nageur sauveteur est un métier. Aussi, les professionnels du secteur estiment que le marché du travail a besoin de trois formations et trois brevets : le MNS professionnel préparant en même temps le concours d'éducateur territorial des activités physiques et sportives (ETAPS) en vue d'entrer au service des communes, employeurs majoritaires ; le MNS saisonnier beaucoup moins cher, beaucoup moins long qui pourrait se préparer pendant les vacances scolaires ou en cours du soir (comme ce fut avant 1985) ; l'entraîneur de club à temps très partie, plus ou moins bénévole. Aujourd'hui deux textes qui ont été publiés menacent la natation scolaire. Le décret n° 2017-766 du 11.5.17 du ministère de l'éducation nationale qui permet aux titulaires du brevet national de surveillant sauvetage aquatique (BNSSA) préparé sur une période très courte et à des « pisteurs secouristes » d'enseigner aux scolaires sans une seule heure de formation pédagogique. Le second décret 11°2017-1269 du 9 août 2017 du ministère des sports qui retire complétement les attributions des MNS pour l'apprentissage de la natation pour les diluer à des demi-bénévoles avec comme conséquences que bon nombre de personnes vont avoir le droit de vendre des leçons de natation et d'aquagym sans être maître-nageur sauveteur. Si l'enseignement de la natation est confié à des personnes formées en quelques jours, voire quelques heures, et qui ne sont pas capables de sortir de l'eau et de ranimer, la prise de risque est énorme. Ainsi, il lui demande de bien vouloir lui faire part de la position de son ministère à ce sujet, notamment la création de ces trois examens, afin que la majorité des enfants puissent apprendre à nager avec un MNS en toute sécurité.

En effet, selon la directive 2014/63/UE du 15 mai 2014, l'obligation de mentionner sur l'étiquette le pays d'origine de la récolte tombe en cas de pluralité de pays au profit d'une mention opaque « mélange de miels originaires/non originaires de l'Union européenne ». Ainsi, il est impossible de savoir exactement de quel pays provient le miel consommé, et dans quelles conditions il a été récolté. Or certains pays d'origine, à commencer par le premier pays producteur, la Chine, sont souvent épinglés pour des fraudes comme l'ajout de sirop de sucres. En 2014, l'association UFC-Que Choisir avait constaté que sur 20 miels « premier prix » achetés dans diverses enseignes de la grande distribution, six présentaient des ajouts de sucre, soit presque un tiers des produits. Currently, access to breast reconstruction is not equal throughout the national territory and many women give it up for different reasons, including the lack of information on all breast reconstruction techniques. In the vast majority, they do not know all the complex and varied options available, which does not allow them to give informed consent to the intervention proposed to them. Several establishments have made a real effort in this direction by distributing information documents on the subject but we are still very far from a result of 100% well-informed women. In the United States, a federal law was passed by Congress allowing access to information on all breast reconstruction techniques to be organized, the Breast Cancer Patient Education Act. In France, currently only one in three women undergo reconstruction for multiple reasons, including lack of information and the rest to be borne by them (Sources: INCA and 2014 Societal Cancer Observatory, “Rebuilding yourself after a mastectomy” from the League Against Cancer). 75% of Immediate reconstructions are done with prostheses while there are other alternatives which are not often offered to women reluctant to implants, particularly since the affair of fraudulent PIP prostheses and the current risks linked to textured prostheses. On the one hand, all governments have regularly expressed their interest and consideration for languages ​​which the Constitution now makes an element of the “national heritage” (article 75-1) but on the other hand no precise regulatory framework establishes their teaching. For example, the teaching of Occitan-langue d'oc is thus confronted with a certain number of difficulties, reinforced, compared to other languages, by the dimensions of the linguistic area concerned (around thirty departments, across several academies): disproportion between needs and the number of positions allocated each year in the secondary school teacher recruitment competition (CAPES d'occitan-langue d'oc); difficulty in ensuring, locally, the continuity of language teaching between primary, secondary and higher education, and in certain academies, the absence of any system of teacher training; disparity of situations from one academy to another. Article 2 of the Constitution amended in June 1992 states that “the language of the Republic is French”, which no one questions. The proposal to specify “with respect for regional languages” was rejected during the debate on this modification. Thus, article 2 in its current formulation is regularly brandished against any progress in favor of the languages ​​of France by those who confuse common language and single language, in contradiction moreover with article 75-1. Ils ont alerté les pouvoirs publics tant au niveau national que régional et ils demandent la mise en place d'un plan exceptionnel de sauvegarde des exploitations sinistrées. Courant juin 2018, le ministère de l'agriculture a lancé une enquête auprès de ses services déconcentrés. Les résultats de cet état des lieux confirment que tout ou partie des régions Bretagne, Nouvelle-Aquitaine, PACA et Bourgogne-Franche-Comté connaissent effectivement une augmentation des mortalités hivernales en 2017-2018 par rapport aux hivers précédents. Aujourd'hui, et plus de 3 mois après les premières alertes, les apiculteurs n'ont aucune réponse sur l'engagement de l'État quant à un plan de soutien des apiculteurs sinistrés.
