Summary

Mr. Joël Giraud draws the attention of the Minister, to the Minister for Europe and Foreign Affairs, responsible for European affairs, to the announcements made by representatives of the European Commission services relating to a questioning of the Alps Integrated Operational Program (POIA) and other specific programs dedicated to mountain ranges. It appears that these programs could be integrated into regional programs by making them lose their specific dimension of cooperation at the mountain range level. The method of calculating national allocations for cross-border policy would be modified, limiting the population taken into account for the calculation of allocations to 25 kilometers, on either side of the border. Certainly, the allocation of Interreg programs is not only linked to this calculation but the latter penalizes the France which, at the two borders concerned, has few inhabitants within this perimeter: 5% of the population of the border departments currently taken into account.
