Mr. Gabriel Attal draws the attention of the Minister of State, Minister of the Interior, to the situation in which driving education establishments find themselves today. In fact, driving teachers have been facing new dematerialized and illegal competition for several years: platforms connect young people and independent driving teachers, who offer their services thanks to to the rental of dual-control vehicles, thus facilitating illegal activity. The National Council of Automotive Professions - Road Education alerted him to the fact that independent teachers thus escape any state control because they are not linked to any prefectural approval. Which constitutes a real danger, both for road safety but also a legitimate concern for professionals and the survival of local businesses approved by the State. Driving instruction is a regulated activity in accordance with Article L. 213.1 and L. 213.6 of the Highway Code, the supervision of which by the State guarantees the quality of the training provided. Compliance with the rules by all stakeholders is therefore a central issue in terms of road safety. This is why he alerts him on the implementation of the minister's circular from the inside of March 25, 2016 (NOR: INTK1607213J), which is obviously not always respected. It seems necessary that inter-service control operations be regularly carried out, in particular thanks to the departmental anti-fraud operational committee (CODAF). He wishes to know the Government's intentions on this subject.

Mr. Gabriel Attal draws the attention of the Keeper of the Seals, Minister of Justice, to divorced people before the 2000 law who were ordered to pay their ex-wife a life annuity as a compensatory benefit. Both debt and maintenance benefit, this annuity paid for often more than twenty years represents on average a total sum of more than 150,000 euros. For the record it is indicated that after the 2000 law on divorce the average of the sums requested in the form of capital and payable in 8 years is only 50,000 euros. The 2004 Divorce Act opened up the possibility of requesting a review or cancellation of this pension. But very few divorcees have used this procedure. Certainly the latest amendment modifying the first paragraph of article 33-VI of law no. 2004-439 relating to divorce, has made it possible to improve the situation of some debtors. THE appeals thus initiated have, in most cases, led to a reduction or even elimination of the compensatory benefit. He asks her what is planned to be done to remedy this situation.

Mr. Gabriel Attal draws the attention of the Minister of Culture to the European directive on copyright. Disapproved on July 5, 2018 in plenary session of the European Parliament, it will be put to a vote in September of the same year. Aiming to reform copyright, this directive would seek to rebalance the sharing of values between rights holders and the digital platforms which distribute their content. He asks her therefore the Government's position on this European subject and the avenues envisaged for better remuneration of authors and artists.

Mr. Gabriel Attal draws the attention of the Minister of the Economy and Finance to the indefinite strike of post offices in Hauts-de-Seine. Indeed, since March 26, 2018, several dozen or even hundreds of La Poste employees have been on strike in the Boulogne-Billancourt/Neuilly/Asnières sector. So, for more than 3 months now, residents of this area have been receiving their mail, at best, in dribs and drabs. Concretely, between 15% and 20% of tours are not insured. In Boulogne-Billancourt, it would even be 30% less mail. He asks him what he can offer to remedy this increasingly untenable situation and to return to normal service in this sector.

Mr. Gabriel Attal draws the attention of the Secretary of State, to the Minister of the Armed Forces, to the wearing of decorations during patriotic ceremonies. With the disappearance of Lazare Ponticelli, France lost its last combatant in the First World War more than 10 years ago. The combatants of the Second World War, for their part, are fewer and fewer able to share their memories with younger generations and, since the death of Yves de Daruvar, there remain only five companions of the Liberation decorated by General de Gaulle. The upcoming important commemorations, the centenary of the Rethondes armistice, the 75th anniversary of the Normandy landings, are all important events allowing us to celebrate the heroes who fought for freedom and democracy in the face of authoritarianism and totalitarianism. This is why raising awareness among younger generations is an important issue. The deputy was approached by citizens suggesting that the descendants of these decorated heroes, in order to maintain their memory and the recognition of the Nation, could wear, during patriotic ceremonies, the medals obtained by their ancestors. He asks him to kindly indicate the Government's position on this proposal.

Mr. Gabriel Attal alerts the Minister of State and Minister of the Interior to the dangers linked to a new phenomenon spread by social networks: the “Momo Challenge”. In this case, the latter puts psychological pressure on the youngest and puts them in danger by forcing them to take on increasingly dangerous challenges. If this is not done, victims are then threatened with seeing their personal information and photos, previously hacked, made public, or even threatened with death. Recently, the Argentine authorities deplored the suicide of a 12-year-old girl, apparently driven to the act by a final challenge. The speed with which this new practice has spread throughout the world calls into question the measures put in place in France to prevent and protect young people from this practice. He thanks him for him detail this information.

Mr. Gabriel Attal alerts the Minister of Territorial Cohesion to the determining issue of emergency accommodation in the Hauts-de-Seine department. The situation of around a hundred families in the department deteriorated dramatically following the cessation of their emergency accommodation support, thus leaving certain families with young children without any accommodation solution. This brutal abandonment of The emergency accommodation system is now leading the department's 4,000 beneficiaries into an unstable and precarious situation, faced with the anxiety of not finding housing. As a result, the number of hotel rooms captured has continued to grow in the Hauts-de-Seine department, going from 2,800 people accommodated in hotels in 2015 compared to 4,400 in January 2018. Although it does not call into question the principle of sheltered, this 57% increase in the capture system leads to the saturation of the financing of hotel nights. This situation requires rapid and effective action from public authorities. He would like to know what measures will be made available to these families to prevent such situations and what resources will be allocated to emergency accommodation in the Hauts-de-Seine department.
