Ms. Cécile Delpirou draws the attention of the Minister of Solidarity and Health to the situation of home health providers (PSAD). For several months, the PSAD Federation has been trying to find common ground with the Economic Committee for Health Products (CEPS) on an economic level acceptable to the State and sustainable for their companies. However, CEPS applied unilaterally decided price reductions. This comes on top of the years of savings already imposed on their sector and now threatens the sustainability of the sector and the jobs it represents. However, home health care is more economical for the health system than hospital care. They also correspond to the desire expressed by the Government for an outpatient shift and health coverage throughout the national territory. PSADs therefore feel that they are facing a lack of recognition of their work and their place in the health system by the public authorities. The regular dismantling actions carried out by the police as well as the Government's policies which aim to regulate the distribution of essential goods are motivated by a concern for maintaining order and limiting facilities. Gold, despite these provisions, the migration situation in Calais remains difficult. Illegal arrivals and crossings are not decreasing and the living conditions of migrants continue to deteriorate. There are nearly 2,000 individuals, families or single minors who are affected by this situation. In September 2021, a 16-year-old teenager lost his life trying to reach England. The associations feel today powerless in the face of this state of affairs. The hunger strike that began in October 2021 is based on clear demands: an end to evictions and dismantling during the winter break and the opening of a dialogue with the Government. However, the discussions today seem frozen, despite the intervention of Didier Leschi as government mediator. After two meetings with associative actors and strikers, no concrete proposal has yet been adopted and implemented in order to emerge from this crisis. Faced with this situation, she asks him what measures are being considered by the Government to meet the expectations of community stakeholders regarding the migration issue in Calais, which remains worrying in view of the coming winter season.

The health situation has brought the country's economy to a standstill. As a result, the French were forced to stop their activities to limit the damage of the crisis. The consequence of this shutdown is the difficulty of many sectors of the economy. So to support the French, the Government has put in place aid to support businesses and households. However, certain economic players remained on the sidelines of granting aid. Among them, we can cite the intermittent workers of the RHE (hotel, catering and events). These professionals have been out of work for a year now. Unfortunately, they do not have the partial unemployment scheme granted to intermittent workers in the entertainment industry. We must go far, in their granting this aid and restoring the special status they had before the unemployment insurance reform of 2014. These catering “extras” have a usage contract which allows them to carry out temporary tasks for an employer. This contract may only be used to meet one-off and immediate needs for a specific position. Their activity is similar to that of intermittent entertainment workers. These people, we meeting with daily newspapers in canteens, right here at the National Assembly. They provide service and comfort. We cannot leave them to their own devices. The deputy Jean-François Mbaye and the senator Xavier Iacovelli have tabled a double bill on the recognition of the activity of intermittent RHE workers. This is unfortunately not enough. Ms. Cécile Delpirou alerts the Minister of the Interior to the worrying situation in which people exiled in Calais find themselves, a situation amplified since the ban, by prefectural decree, on the distribution of meals and water to migrants by associations not mandated by the State. She recalls that, despite the regularity of expulsions motivated by the legitimate concern for maintaining public order and neighborhood tranquility, these prove to be ineffective, on the one hand because the number of people exiled to Calais remains stable, and on the other hand because they have the effect of pushing people to wander more and more in the city center. She also underlines that the multiplication of almost daily expulsions and the confiscation of tents and their personal property has the corollary of the deterioration of the living conditions of exiled people, many of whom many are families, single women with young children, or even unaccompanied minors. If the previous places where exiled people lived are made impassable, basic services are also often reduced, which does not allow exiled people to access them in a stable manner. She adds that, according to the associations, the prefectural decree of September 10, 2020, which prohibited the distribution of meals and water in places in the city center, forcing exiled people to walk more than an hour to reach the mobile distributions of the association mandated by the State. She also adds that a new decree dated September 30, 2020 widens this perimeter and has the consequence of hindering the solidarity of citizens, residents and associations, while many people exiled and wandering are not more able to eat, hydrate and benefit from basic hygiene conditions. Finally, she regrets the absence of a long-term proposal for people exiled to the Calais site, the only possible avenue for them being the request for asylum. However, this solution is only suitable for a tiny portion of exiles and is also not possible in the current state in the absence of service and support on the Calais site since 2016. Consequently, the United Nations High Commissioner for Refugees requested that a covered location be made available for distributions and to allow better access to information, particularly on the right to asylum. The Defender of Rights, following her visit to Calais, also called for a moratorium on evictions from camps. The United Nations Special Rapporteur on the Law housing finally asked that the exiled people present in Calais be accommodated in unconditional, dignified places close to Calais, in order to allow a real respite and a real reflection on the rest of their journey. Indeed, many small groups are pushing violence and provocation to an unprecedented level, threatening republican public order and demonstrating a worrying resurgence of far-right political violence in the country: neo-Nazis in Strasbourg, attack on two union activists by a group fascist, 13 members of the Recolonization group arrested with weapons, two members of the ultra-right arrested with hundreds of weapons. The week of November 22, 2021, the media brought to light cases indicating a dangerous climate in the country. The 13 individuals belonging to the ultra-right group “Recolonisation France” were arrested in several regions. Weapons were discovered including 200 kilos of explosives and more than one hundred weapons potentially used for trafficking between politicized violent networks. Among the members, there are soldiers, including a serving gendarmerie colonel. The MP salutes the efficiency and speed of the security forces who intervened to dismantle this network. At the beginning of November 2021, StreetPress published an article on a small ultra-right group: the “Gallicane Family”. These radical activists, who support Éric Zemmour, exhibited videos of shooting exercises in the forest on a public Telegram messaging channel. They targeted racist caricatures depicting a Jew, a black and a Muslim. Mrs. Cécile Delpirou draws the attention of the Minister Delegate to the Minister of the Economy, Finance and Recovery, responsible for public accounts, to the possibility of allowing companies making donations of reduction vouchers to the Malin program to benefit from the same tax deductions as for associative donations. This measure could expand this program by meeting the needs of families and enable its action to perpetuate. The Malin program association, created in 2014, aims to promote a balanced, quality diet for young children (0-3 years) born and raised in families in situations of socio-economic vulnerability, via an advisory component on nutritional issues accessible to all parents and a budget offer for families in difficulty aimed at making suitable products more accessible and quality in consumption circuits open to all. On June 24, 2021, the association reached a new stage in its deployment, extending to 93 French departments, compared to 14 until today. While we can only rejoice at this large-scale generalization, which should ultimately benefit 160,000 children, there is a fear that supply will not keep up with demand, due to lack of sufficient financial resources. In fact, the companies which grant reduction vouchers to households, thus allowing them to access a wide choice of products for a price 20 to 80% lower than the initial price, do so without any financial compensation, thus agreeing to abandonment of margins which total, per year, several million euros. It should be noted that the association does not suggest the purchase or consumption of particular products, brands or manufacturers. and is in no way intended to generate an increase in revenue or a reduction in costs for its members or even non-member companies. In addition, the tax administration recognized in 2017 the status of general interest to the association, a status which is established according to three conditions: the organization must not carry out a lucrative activity, it must not be the subject of interested management and finally it must not operate for the benefit of a restricted circle of people. Finally, the generalization of the Malin program is one of the flagship measures of the strategy for preventing and combating poverty among children and young people (“poverty plan”) presented by the President of the Republic in September 2018.
