Mr. Mikaele Seo draws the attention of the Minister of the Interior and Overseas Territories to the banking situation on the islands of Wallis and Futuna. The banking situation is particularly degraded and does not offer the minimum services that residents have the right to expect. For individuals, it is very difficult to have a bank account. There are no minimum services, not enough agency openings, no advice, no automatic teller machine (ATM). In Futuna, this banking weakness is particularly serious, with the island truly left in a banking situation. For businesses the situation is also complicated. Companies do not have the minimum necessary for the proper functioning of economic life. The protest movements attest to this situation and the needs expressed by the populations: demonstrations of individuals, blockages of entrepreneurs. The IOEM and the Banque de France are fully informed of this, and they dealt with this problematic situation during the last consultations in Paris. The situation is known and analyzed. The desire of the BWF, at least to be supported by the Government, if not to withdraw from the territory is clear. The wish of the Bank of New Caledonia and BNP to disengage from BWF is not ignored. The MP reminds the Government of the imperative for the territory to have a banking system equivalent to that proposed throughout the metropolitan territory. Individuals and businesses alike need to have a supply necessary for local economic life but also essential for trade with the rest of the country. Even more than any other, this French territory is open to the world and its exchanges are carried out with all of its Pacific neighbors, with Australia, but also mainly with Asian countries. The MP asks the Minister what means he intends to implement to respond to the territory's demand. Like all French people, Wallisians and Futunians are entitled to a modern and adapted banking service. Like any business, those in Wallis and Futuna must have a modern system, adapted and able to offer the support needed. The MP reminds the Government that it cannot wish for the territory of Wallis and Futuna to become part of the common economic and financial law, impose its rules, standards and constraints on it and prohibit its tools. The MP wishes to know the proposals that the Government plans to implement in the territory. In particular, he asks him if he plans to end the withdrawal of the Treasury public as a banking service provider, if it imagines supporting the BWF in its current mission, or even looking for new banking partners capable of meeting the demands of the populations.

Mr. Mikaele Seo reminds Mr. the Minister Delegate to the Minister of the Interior and Overseas, in charge of overseas territories, that during its last session, the Territorial Assembly of Wallis and Futuna expressed the wish that article 2 of Decree No. 2009-1776 of December 30, 2009 taken for the application of Article 31 of Law No. 2009-594 of May 27, 2009, relating to the exceptional overseas investment fund. This financial assistance is appreciated, but elected officials regret the lack of consultation which governs the choice of projects. the assembly was informed of a decree aiming to modify these terms and issued a favorable opinion (deliberation no. 257/CP/2022). He wishes to know, like the Territorial Assembly, when this decree will see the light of day and what instructions have been given to the senior administrator of Wallis and Futuna so that, in accordance with paragraph 3 of article 2, the Lists concerning EIF aid “are established in consultation with the communities concerned”.

Mr. Mikaele Seo draws the attention of the Minister Delegate to the Minister of the Interior and Overseas, responsible for overseas territories, to the situation of elected representatives from Wallis and Futuna within the Territorial Assembly. For a long time, the elected mandate within the Territorial Assembly remained anecdotal. Since 2002, the amount of the official allowance for members of the Territorial Assembly has been set at the level of the salary of an agent of the group D, index 6 of the scale of decree no. 76 of September 23, 1976, on the status of permanent administrative agents. In twenty years, the local situation has evolved considerably. The role and responsibilities of elected officials are comparable to the situation commonly shared in mainland France and overseas. Elected officials contribute to the territory's social benefits fund and can therefore claim a pension. The Sauvadet reform and the policy of de-crossing public functions has led to the creation of the territorial civil service since January 2022. The MP indicates to the Minister that for this reason, it is appropriate to review the situation of elected officials and to align the function allowance of members of the Territorial Assembly of the Islands of Wallis and Futuna with the salary scale of the territorial civil service. It is appropriate to set the rate of the functional allowance of members of the Territorial Assembly at the A3 index of the territorial civil service. The MP asks how the Minister wishes to take this change into consideration and what consultation he envisages on this problem. He reminds him that during the session of December 6, 2022 of the Territorial Assembly, it clearly expressed itself in this direction in deliberation no. 127/AT/2022. He tells him that the elected representatives of the Territorial Assembly must be considered in the same way as their fellow general and regional councilors of the mainland and that it is appropriate to follow up on the wish voted by the Assembly. He wants to know his position on this subject.

Mr. Mikaele Seo draws the attention of the Minister Delegate to the Minister of the Interior and Overseas, responsible for overseas territories, to the representation of the territories within the Territorial Council of the Islands of Wallis and Futuna. The MP indicates to the Minister that Law No. 61-814 of July 29, 1961, as amended, conferring the status of overseas territory on the Wallis and Futuna Islands, provides in Article 10 that a Council is established territorial, to the head of the territory. This council assists the senior administrator in his functions and examines the projects before they are submitted to the Territorial Assembly. The council is currently made up of seven members, which is not representative of the entire territory. For this reason, the deputy requests that the texts be modified so that there are five representatives of the civil party (one in each constituency of Wallis and two in each of the constituencies of Futuna) and that the customary prime ministers of each kingdom (i.e. three) also be members. In this way, the civil part will have five members and the institutional part will have seven. The Territorial Council will thus be made up of twelve members, with the senior administrator having a decision-making voice. The MP underlines that this wish is supported by the Assembly territorial, which in its session of December 5, 2022 expressed a wish to this effect. He asks him what initiatives he intends to take to improve the democratic functioning of the territory in doing so.

Mr. Mikaele Seo reminds the Minister Delegate to the Minister of the Interior and Overseas, responsible for overseas territories, that the territory of Wallis and Futuna is an integral part of French democracy. As such, its territorial assembly sits and, on the occasion of the last session, expressed a wish concerning the procurement commission in the name of the State. It wishes that Order No. 2016-364 of August 11, 2016 creating this commission is amended in its article 2 and includes the president of the Territorial Assembly or his representative as a member. He asks him what initiative he has taken so that this advance in democracy can quickly take shape; he thanks him for future progress in this direction.

The island of Futuna is only supplied by sea, with boats docking and unloading at this quay. The territory is entirely dependent on these connections, both in terms of food needs and for all household consumption, or still private or public works. The Léava quay is vital for Futuna. This dock is dilapidated and dangerous. Its capacities are restricted, the weight of the containers limited, which causes a loss of volume and therefore a significant additional cost (20%). This is why it was decided to build a permanent quay financed by the European development fund. This project should have already been completed but continues to be delayed, for reasons multiple and diverse. The MP asks the minister to clarify the progress of this project, from a technical and budgetary point of view. He wants to know when the inhabitants of Futuna will finally be able to benefit from an infrastructure that meets their needs.
