Ms. Lamia El Aaraje draws the attention of the Minister of Solidarity and Health regarding the results of consulting missions sent to private expertise firms during the health crisis. To develop the plan aimed at vaccinating the entire French population against covid-19 and more generally to fight against the health crisis, MP Véronique Louwagie revealed that the Government had called on consulting firms, for a total of twenty-eight contracts signed between March 2020 and January 2021, representing a total of 11.3 million euros. This number of contracts is striking due to their scale and the lack of information surrounding them, raising fears that the administration will be relegated to second place. The MP therefore wishes to know the assessment that the Ministry of Solidarity and Health is able to draw up for these initiatives and their positive impact or not on the vaccination campaign and on the health crisis in general.

Mme Lamia El Aaraje attire l'attention de M. le ministre délégué auprès de la ministre de la transition écologique, chargé des transports, sur le bonus écologique lié à l'achat de véhicules moins polluants. Cette prime permet à un particulier d'obtenir une aide à l'achat d'un véhicule garantissant un niveau de pollution inférieur à un certain seuil de 50 g de CO2/km. Elle est utile pour permettre aux citoyens d'évoluer vers des véhicules moins polluants et donc, de lutter à leur échelle contre le réchauffement climatique. Le barème de l'année 2021 est entré en vigueur au 1er juillet 2021 et diminue de 1 000 euros le plafond que prévoyait cette aide, passant ainsi de 7 000 à 6 000 euros, avant d'atteindre 5 000 euros au 1er janvier 2022. Dans le même temps, les ventes de véhicules électriques ont augmenté mais ils ne représentent que 8 % des parts de marché, contre 64,3 % pour les véhicules à moteur thermique (essence et diesel) sur les 8 premiers mois de l'année 2021 et leurs tarifs restent très élevés pour la majeure partie de la population. Si l'objectif de fin de vente de véhicules à moteur thermique à horizon 2040 reste atteignable, la baisse des aides qui a en partie permis aux ventes de véhicules électriques de décoller pourrait être un frein pour le marché dans les mois à venir. Elle souhaite donc savoir quelles sont les intentions du ministère chargé des transports quant à cette évolution qui lui paraît défavorable.

Other channels with a smaller audience share must conclude an agreement with the Superior Audiovisual Council (CSA) to offer part of their programs with subtitling. Subtitling for the deaf and hard of hearing is essential for universal accessibility to information and culture. The country is experiencing an aging population, which could cause an increase in the number of people suffering from more or less severe hearing impairments, it seems of crucial importance that these rules are respected. Faced with the reports received by several citizens in her constituency, the MP therefore wishes to know the percentage of programs currently subtitled by television channels.

Successful vaccination coverage would make it possible to resolve this problem through massive vaccination of young children.
