Mr. Thibaut Monnier draws the attention of the Minister of National Education to the growing difficulties encountered by families requesting a family education authorization (IEF) from the rectorate of the Grenoble academy. Since Law No. 2021-1109 of August 24, 2021 reinforcing respect for the principles of the Republic, family education is subject to prior authorization. In the department of Drôme, attached to Grenoble Academy, many families are today refused, even when their file is complete and justified, which forces them to initiate administrative appeals, then litigation, which are costly and uncertain. These refusals contradict the commitments made by the Government to preserve freedom of education and the best interests of the child, the only criteria that the law authorizes to invoke. They translate into in addition to a heterogeneous application of the right to IEF according to the academies, some granting authorization in situations comparable to those refused in Drôme. He asks what measures the Government intends to take to guarantee, in Drôme as throughout the territory, homogeneous education that complies with the law for family education requests.

Mr. Thibaut Monnier draws the attention of the Minister of Labor and Solidarity to the situation of judicial agents for the protection of adults practicing independently (MJIPM). The remuneration of these professionals is based on a monthly flat rate as a protective measure, fixed according to a reference index established at 142.95 euros since 2014. However, this index has not been subject to any revaluation for more than ten years, despite a sustained inflation and a continued increase in the costs inherent to the exercise of their activity. If this had continued to be indexed, it would today amount to 178.20 euros, an increase of almost 25%. The freezing of this index, in a context of inflation, is in fact equivalent to a net drop in purchasing power for MJIPMs. It degrades their conditions of practice and compromises the attractiveness of a profession essential to legal and social protection of the most vulnerable people. At the same time, the increase in charges and taxation has led to an estimated reduction of nearly 15% in the real remuneration of MJIPMs, even though the number of guardianship and curatorship measures is expected to double in the coming years. In this context, maintaining an unchanged index creates a real jaws effect: needs are increasing, while resources devoted to those who respond to them are reduced. This situation poses a real risk of a shortage of professionals and, ultimately, a disruption in the continuity of a public service mission entrusted by the State. He therefore asks what concrete measures the Government intends to take to immediately revaluate the reference index of remuneration of MJIPMs working independently. He also wants to know the timetable and extent of this revaluation, as well as possible accompanying measures envisaged, in order to sustainably ensure the sustainability, attractiveness and full recognition of this mission of protection of the most fragile adults.

Mr. Thibaut Monnier draws the attention of the Minister of Labor and Solidarity to the current impossibility for judicial agents for the protection of adults practicing independently (MJIPM) to ensure a replacement in the event of temporary unavailability. In fact, the legislation in force does not provide for any system allowing these professionals, whose mandate is strictly personal, to be replaced during sick leave or maternity leave. This situation creates serious difficulties, particularly in emergency situations or to ensure continuity of monitoring of protected persons. It leads certain agents to actually give up any leave, or to continue to work despite a work stoppage, to the detriment of their health and the quality of support. Unlike tutelary associations, which can delegate a mandate to another member of the structure, the MJIPM practicing independently find themselves in a situation of legal isolation. The personal nature of their mandate, associated with the absence of a legal framework for replacement, creates professional and social insecurity incompatible with the nature of their missions, essential to the protection of the most vulnerable people. This situation amounts, in fact, to depriving these professionals of the exercise effectiveness of fundamental social rights, particularly in terms of leave, maternity and sickness, unless protected adults are exposed to the risk of a loss of care. He therefore wishes to know what measures the Government intends to take to establish a real temporary replacement system for MJIPMs practicing independently, making it possible to ensure the continuity of legal protection for adults while guaranteeing these professionals the full exercise of their social rights. He asks in particular if the Government plans to create a secure legal framework for replacement or pooling between agents and according to what timetable such a reform, which has become urgent in view of the needs, could be undertaken.

Mr. Thibaut Monnier draws the attention of the Prime Minister to the abandonment by the State of the Verney-Carron company, the flagship of French armory. For the price of a single Caesar cannon, the State is about to abandon one of the last jewels of French armory. Well known to hunters and the military, the Verney-Carron company, founded in 1820 in Saint-Étienne, is the oldest French manufacturer of small arms intended for security and defense. Long specializing in hunting weapons, the two-hundred-year-old family business also produces and markets the defense bullet launcher (LBD) used by the internal security forces (ISF). At a time when the President of the Republic announces that "massive joint funding will be decided to purchase and produce on European soil munitions, tanks, weapons and some of the most innovative equipment", how can we accept that the State abandons a flagship of the arms industry, guarantor of France's military sovereignty? However, this is what is happening following the incomprehensible refusal of the Ministry of the Economy and Finance to grant it a loan of 4.5 million euros via the Fund for Economic and Social Development (FDES), granted by the State to companies for support their financial and commercial restructuring. Without this state aid, Verney-Carron cannot support a long-term industrial strategy, continuing its centuries-old heritage. Already affected by significant deindustrialization, the Saint-Étienne basin did not deserve such abandonment. More than 100 families will be impacted by this closure decision. Labeled Living Heritage Company (EPV), Verney-Carron employs more than 70 employees, who have already been partially unemployed since the end of last year. France has already lost the Manhurin company sold to the United Arab Emirates, it is time to put an end to this deadly hemorrhage for jobs and the country's defense capacity. He asks him if he can prevent the closure of this company and order Bercy to grant the loan necessary for its rescue.

Mr. Thibaut Monnier draws the attention of the Minister of the Armed Forces to the Corrèze-based company LMB Aerospace (75 employees and more than 40 million euros in turnover), specializing in high-performance electric fans for aerospace and defense. In particular, it plays a key role in strategic equipment programs for Rafales and French nuclear submarines. At a time when the President of the Republic calls for a reinforcement of military capabilities to raise the level of European defense, it is unthinkable to let a flagship of the French defense industry slip under a foreign flag. However, LMB Aerospace is the subject of a takeover project by the American group Loar Group for 365 million euros through a sale of the Tikehau Capital fund which itself benefited from millions of euros in public financing to support the industry French. This operation poses a serious problem of industrial sovereignty and weakens national strategic autonomy. He demands an immediate reaction from the executive to prevent this company, which already generates 30% of its turnover in the United States of America, from coming under American control. If this takeover were to take place, it would once again confirm the gradual abandonment of industrial capacities in favor of of foreign interests and he refuses to allow French strategic sovereignty to be sacrificed in the name of economic interests.
