Ms. Catherine Dellong Meng draws the attention of the Minister of Ecological Transition, Biodiversity and International Negotiations on Climate and Nature to the legal obligation to clear bushes. The law of July 10, 2023 aimed at strengthening the prevention and fight against the intensification of the extension of fire risk, reinforces the obligation, for land located less than 200 meters from woods and forests, to clear brush. over 50 meters around the buildings and over 10 meters on either side of the private access roads to the buildings. As part of a forest fire risk prevention plan (PPRIF), the obligation can be extended up to 100 meters around buildings. Clearing is the responsibility of any owner, or tenant, of constructions, sites or installations of any kind, located less than 200 meters from woods and forest. This clearing obligation must be carried out including on neighboring land, after having informed the neighboring owners (article L. 131-12 of the forest code). This obligation therefore places the legal obligation to clear bush on people whose property is located near a forest, but who in most cases do not own the forest. However, in the event of a fire, how can you prove that all steps to clear brush were taken by these neighbors of the forests? In addition, this legal obligation to clear brush also implies control by municipal police, but these new missions have not been compensated by the State. In addition, 20% of municipalities do not have municipal police, which means that this mission will fall to mayors who are already overwhelmed. This makes the real control of law enforcement. If this text goes in the right direction, it is still largely insufficient to effectively fight against forest fires. The prevention and fight against fires, as well as the protection of forests more generally, must be part of an interministerial policy equipped with resources commensurate with the challenges. She therefore asks her if she is considering an evaluation of the implementation of the legal obligation to clearing. It also asks what measures it intends to implement to fight effectively against the fires which ravage France and more particularly the south of France and the Gard, each year.

Ms. Catherine Dellong Meng draws the attention of the Minister of Transport to the absence of a decree implementing Law No. 2025-379 of April 28, 2025 relating to the strengthening of security in transport. Indeed, this law, adopted on April 28, 2025, requires 17 implementation measures. To date, according to information from the Government, 9 measures have been the subject of a decree. In other words, only 53% of the necessary decrees are published Today. At a time when physical violence in France is very present and in 2024 nearly 107,100 victims have been recorded in public transport, it is more than urgent to act and give agents of the internal security services of the SNCF and the RATP the means to fight against violence in public transport. In this context, it requests the urgent publication of the 17 implementing measures of Law No. 2025-379 of April 28, 2025 relating to the strengthening of security in transport which will finally make it possible to protect users of public transport and wishes to know the perspectives on this subject.

Ms. Catherine Dellong Meng draws the attention of the Minister of Health, Families, Autonomy and Disabled People to the state of healthcare provision in Gard, and particularly in her constituency. Indeed, the third district of Gard currently has 104 general practitioners, i.e. a ratio of 1 for 1,172 inhabitants, 17 midwives, i.e. a ratio of 1 for 7,171 inhabitants, or even 4 cardiologists, i.e. a ratio of 1 for 30,477 inhabitants. There is an emergency, the health of citizens is at stake. As medical offices empty and emergency rooms close, some patients give up on seeing their primary care physician. According to the Association of Rural Mayors of France, the risk of death is 12% higher for a person living in a rural area than in a city. In addition, a liberal doctor would work on average 50 hours per week, including approximately seven hours devoted to administrative tasks. The MP questions the attractiveness of the medical profession given these conditions of practice. She asks him what measures the Government intends to take to improve medical provision in fragile territories, particularly rural ones, where medical deserts continue to gain ground.

Ms. Catherine Dellong Meng draws the attention of the Minister of Cities and Housing to the “SRU law”, adopted on December 13, 2000, which requires municipalities with more than 3,500 inhabitants to have a minimum of 25% social housing. This measure aims to promote social diversity and distribute social housing more equitably throughout the territory. However, many municipalities encounter difficulties in achieving this objective due to land use planning, geographic, economic constraints or even the history of local policies. In the MP's constituency, the town of Pujaut is lacking due to a low rate of social housing. In fact, the municipality does not have the land necessary to achieve the 25% objective. For these small municipalities, which already lack financial and human resources, the fine due to the deficiency and non-compliance with the “SRU law” constitutes a double penalty. In these particular cases, the obstacles are technical and not political, making the 25% target impossible to achieve by next year. In 2025, an amount of 179,747 euros was taken from the municipal budget, or 4.4% of operating expenses. To force the municipality to comply, the Gard prefecture decided to to raze an old villa and its land of 2,700 m2. Instead, it is planned to build 18 social housing units. The Mayor made other proposals to the prefecture, in particular land close to all amenities. However, the land is in an agricultural zone and the prefecture refuses the artificialization of the land. A calculation of the rate of social housing at the intercommunal level would allow a more harmonious distribution of this housing while controlling the regulatory and financial constraints that weigh on already bloodless municipalities. Faced with these difficulties, she asks him what measures he intends to take to help municipalities meet real estate obligations while not straining their budget.

Mme Catherine Dellong Meng interroge Mme la ministre de la transition écologique, de la biodiversité et des négociations internationales sur le climat et la nature sur les tarifs appliqués aux recharges des voitures électriques. Afin d'améliorer l'information aux consommateurs et de s'aligner sur les règles mises en place dans les stations-services, l'usage de panneaux ou d'étiquettes sur les bornes annonçant les prix des recharges semble nécessaire. Ce manque de transparence incite de nombreux usagers à privilégier une recharge à domicile, souvent moins coûteuse, au détriment de ces équipements. Cette situation crée une rupture d'égalité devant un service essentiel. Elle lui demande par conséquent quelles mesures il entend prendre pour assurer l'équité des usagers et d'accompagner les collectivités dans la gestion de ces nouveaux enjeux.
