Ms. Sandrine Nosbé draws the attention of the Minister of Action and Public Accounts to the abolition of vacation vouchers for retirees from the State civil service, as provided for by the circular of July 18, 2025 from the ministries of public action, public service and simplification as well as that responsible for public accounts. Ms. Sandrine Nosbé draws the attention of the Minister of Higher Education, Research and Space to the extremely worrying situation of funding for French public research and to the consequences it has on the collective capacity to meet the challenges of tomorrow. While the country is faced with major challenges in terms of ecological transition, public health, industrial sovereignty, economic transformation and social cohesion, research constitutes an essential strategic investment. However, public research organizations see their resources deteriorate year after year, in a context marked by increasing budgetary constraints. Fundamental research, the results of which are not always immediately perceptible, is nevertheless at the origin of the discoveries and innovations which shape societies sustainably. It constitutes the basis of French scientific excellence and technological independence. However, successive reforms in research funding have contributed to increasing the complexity of the systems while reinforcing the precariousness of the funding granted to laboratories and research teams. The difficulties encountered today by the National Center for Scientific Research (CNRS) particularly illustrate this situation. Forced to mobilize more than 500 million euros of its working capital to balance its accounts, the establishment had to face, during the year 2026, a new reduction in credits of 20 million euros. These budgetary restrictions, which directly affect the operating, equipment and investment credits of research units, compromise the conduct of numerous scientific projects and lastingly weaken the country's research capacities. Ms. Sandrine Nosbé draws the attention of the Minister of National Education to the difficulties encountered by public schools, particularly in the Grenoble academy, in replacing absent teachers. Thus, the Fures school, in the town of Tullins, has had more than six substitutes since the start of the 2025-2026 school year and many lesson hours have not been provided. A second grade class Pierre Béghin high school in Moirans experienced several months of chaotic French lessons, after a replacement which was provided irregularly, in particular by videoconference. This situation is harmful for the future of children. This not only poses significant problems for the internal organization of educational establishments, but also for students who find themselves with fewer hours of learning and a potential break in equality with regard to classes having the same teacher throughout the school year. Many parents and local elected officials have therefore been contacting the MP since the start of the school year, looking for a solution. Mrs Sandrine Nosbé questions the Minister of Action and Public Accounts regarding the statutory recognition of territorial artistic teaching assistants (ATEA). During the recruitment session for these professionals which opened at the beginning of 2026, recruitment carried out every 4 years, the MP was questioned about the inconsistencies surrounding the ATEA profession. First, with an equivalent mission with the teachers of artistic education (PEA), the ATEAs are recognized as cadre B of the civil service where the PEAs fall into category A. However, true partners of the PEAs, the first, second and third grade "assistants", monitor and evaluate their students in cycles 1 to 3, carry out coordination missions and provide teaching functions, in the same way as teachers in the aforementioned field. The latest report from Superior Council of the Territorial Civil Service (CSFPT) has largely established this, considering in particular that: “Artistic teaching is provided mainly by territorial artistic teaching assistants (ATEA) and by artistic teaching teachers (PTEA)”. This statutory nomenclature is all the more inadequate given that ATEAs access their profession with a level 6 diploma, equivalent to a license (state diploma, university diploma in performing musician) thus making them eligible for category A of the civil service. This development is also in line with the professional path, careers and remuneration (PPCR) which, from 2016, has enabled a number of B management professionals to access category A (for example in the medico-social sector) through a statutory upgrade. In a second measure, the MP recalls the precariousness of ATEAs due to the nature of their status. Indeed, as the CSFPT rightly points out, the budgetary pressure weighing on national education encourages greater recruitment of ATEAs compared to PEAs on the one hand and more in CDDs than in CDIs on the other hand, thus allowing the expiry of these CDDs before the summer holidays, where the PEAs see their contracts more sustained and their working hours annualized. This system allows the retention, on an exceptional basis, of young adults with disabilities aged over twenty years in medical-educational establishments, pending referral to a structure adapted to their needs. Designed as a transitional measure, to avoid any disruption in support, it is today largely unknown in its effective implementation. Several consistent reports indicate that departmental centers for disabled people do not apply this amendment, thus leaving families without a reception solution. Cohabitation, within the same structure, of children and of adults with distinct needs generates organizational dysfunctions that school management cannot absorb without dedicated and lasting budgetary support. The Department of Research, Studies, Evaluation and Statistics already estimated in 2014 the number of young adults covered by this system at 5,700, a figure which has not decreased since then. Families, for their part, find themselves in a situation of exhaustion and great precariousness. Due to a lack of space in an adult structure and a lack of effective application of the “Creton” amendment, they are forced to take care of their adult child with a disability themselves, without sufficient support. This reality can lead to the total or partial cessation of professional activity of one of the parents. If the Government announced the creation of 50,000 new solutions by 2030, this cannot exempt public authorities from ensuring the effectiveness of existing rights now. Given the need to guarantee the effective application of the “Creton” amendment by all departmental centers for disabled people, the Deputy asks the Minister what concrete and immediate measures the Government intends to take to this end and what instructions are planned for these homes to put an end to refusals of care contrary to the law. Mrs. Sandrine Nosbé draws the attention of the Minister of Health, Families, Autonomy and People with Disabilities to the increasingly alarming situation experienced by many patients living in rural, urban and peri-urban areas of the department of Isère, under-resourced in medical presence and where the absence of general practitioners associated with the coordinated care pathway heavily penalizes the inhabitants. On his constituency, medical desertification has become an unbearable reality. According to the new zoning of the Isère Regional Health Agency put in place on January 1, 2026, 41 of the 70 municipalities in the constituency of the MP are classified as ZIP: priority intervention zones, that is to say areas where the tension in terms of access to care is the most dramatic. She highlights the alarming example of the municipalities of Saint-Marcellin and Tullins, respectively the third and fourth most populated municipalities in its constituency, falling under the ZIP, which, concerning the municipality of Tullins, was not the case during the 2022 zoning. With 20 other municipalities placed in fragile zones that are the ZAC (complementary action zones), almost 90% of its constituency is not sufficiently provided with general medicine. Thus, as everywhere in France, the supply of general practitioners is rapidly deteriorating in the 9th district of Isère. However, under the social security code and in accordance with the coordinated care pathway, recourse to a specialist doctor requires prior passage by a treating doctor for optimal reimbursement. The inhabitants of his constituency who already cannot find a treating doctor are thus doubly sanctioned in that patients, particularly from the working classes, precarious workers, low-income retirees and the chronically ill, bear more of the costs of a medical desertification that they did not choose. Ms. Sandrine Nosbé questions the Minister of Health, Families, Autonomy and People with Disabilities on the action plan of Mr. former Minister of Health Yannick Neuder to fight against sexist and sexual violence (SGBV) in health from January 2025. This follows the worrying results of two surveys at the end of 2024 carried out by the National Council of the Order of Physicians and the National Nursing Order showing that within the health sector, one in two professionals declares having been or will be a victim of SGBV during their student or professional career. This plan, made up of 9 measures, should in particular make it possible to raise massive awareness about the fight and prevention against SGBV. However, it appears that at present, patients are not affected by the measures of this plan. The recent Le Scouarnec case and trial show that it is important and essential to act against VSS suffered by patients in healthcare establishments. A case concerning a Parisian obstetrician-gynecologist only confirms this. Indeed, the latter, currently indicted for intentional violence in the context of his medical practice, since 2022, can still practice. It is possible to say in this specific case here that the precautionary principle is not applied. Denial gender-based and sexual violence suffered by patients is no longer possible. As such, patients in healthcare establishments who are victims of gender-based or sexual violence should be included in this ministerial plan. Excluding them is not acceptable. For this plan to be truly effective, financial resources, a timetable and even indicators would also need to be decided. Which is still not the case. Without This plan, which is currently opaque, cannot be really effective and is only an announcement effect. In addition, to effectively combat SGBV in health, it would also be necessary to allow the participation of associations representing patients in consultations for the development, implementation and monitoring of this plan, in order to provide appropriate responses to all victims, professionals, students and patients. Mme Sandrine Nosbé interroge Mme la ministre de la santé, des familles, de l'autonomie et des personnes handicapées sur la situation de désert médical pour la santé féminine dans la 9e circonscription de l'Isère. L'UFC-Que Choisir révèle qu'en 2026, Pont-en-Royans, Saint-Marcellin, Tullins et Vinay sont des déserts médicaux de gynécologues sans dépassement d'honoraires et que Rives ne permet qu'un accès difficile à ces derniers. Les retours des habitantes de la circonscription font également état des obstacles pour avoir accès à un suivi gynécologique ou auprès de spécialistes tels que des radiologues pour pouvoir faire des mammographies. Cette situation a des conséquences tangibles sur la santé des femmes. Une faible densité de spécialistes comme les gynécologues ou les radiologues entraîne des retards de dépistage des cancers, en particulier du cancer du sein, pour lequel la mammographie régulière est un outil clé de détection précoce. En France, il est conseillé pour les femmes de 50 à 74 ans sans facteur de risque particulier de réaliser une mammographie tous les deux ans, accompagnée d'un examen clinique. Selon l'Institut national du cancer, en 2019-2020, ce dispositif a permis de détecter 38 773 cancers, soit 7,8 cancers pour 1 000 femmes dépistées. La détection précoce améliore considérablement le pronostic et permet des traitements en général moins lourds. Par ailleurs, le cancer du col de l'utérus touche chaque année près de 3 000 femmes et entraîne environ 1 100 décès, alors que 90 % de ces cancers pourraient être évités grâce à un dépistage régulier par frottis, recommandé de 25 à 30 ans avec deux examens à un an d'intervalle puis un tous les 3 ans et de 30 à 65 ans avec un test tous les 5 ans lorsque les résultats sont normaux, la vaccination contre les HPV venant compléter cette prévention. Au-delà des cancers, le manque d'accès à des spécialistes de la santé pour les femmes contribue également à des difficultés d'accès à la contraception, à la prévention et au suivi des infections sexuellement transmissibles, ainsi qu'à des obstacles pour l'accès à l'interruption volontaire de grossesse ou aux soins de santé sexuelle en général. Ces inégalités territoriales aggravent les inégalités sociales de santé, poussant certaines femmes à renoncer à des soins essentiels pour des raisons financières ou logistiques, avec un impact plus important sur les personnes précaires, isolées ou en situation de handicap. Alors que les dépassements d'honoraires ne cessent de croître et que les temps de trajets pour voir un médecin s'allongent, Mme la députée demande à Mme la ministre quelles mesures elle compte mettre en place pour garantir une meilleure répartition des professionnels de santé sur le territoire. Quelles mesures va-t-elle mettre en œuvre pour freiner l'escalade du dépassement d'honoraire ? Aussi, elle aimerait savoir comment elle compte prendre sérieusement en compte la santé des femmes, en particulier dans les déserts médicaux, afin de garantir le respect du suivi mammographique bisannuel recommandé et de permettre un dépistage précoce du cancer du sein, assurant ainsi une prise en charge la plus rapide possible.

Mme Sandrine Nosbé interroge M. le ministre de l'économie, des finances et de la souveraineté industrielle, énergétique et numérique sur l'impossibilité pour les personnes non imposables sur leurs revenus de profiter de la réduction d'impôt grâce à leurs dons à des associations. Actuellement, les dons ouvrent des droits à une réduction d'impôt sur le revenu égale à 66 % du montant versé, dans la limite de 20 % du revenu imposable. Un autre dispositif permet aux donateurs de bénéficier d'une réduction d'impôt de 75 % de leurs dons aux associations d'aide aux personnes en difficulté ou aux victimes de violence, dans la limite de 1 000 euros par an. Enfin, les dons au profit de fondations reconnues d'utilité publique finançant la conservation ou la restauration d'édifices religieux situés dans des communes de moins de 10 000 habitants en métropole ou de moins de 20 000 habitants outre-mer ouvrent droit à une réduction d'impôt de 75 % dans la limite annuelle de 1 000 euros, l'excédent étant toujours éligible à une réduction de 66 %. Ces réductions peuvent être justifiées par le fait que les associations aident l'État à réaliser nombre d'actions, sociales et sanitaires entre autres. Cette mesure fiscale ne profite cependant qu'aux personnes qui sont imposables sur leurs revenus, c’est-à-dire 45 % des foyers en 2025. Cela signifie que 55 % de la population n'a pas d'intérêt à faire des dons. Pourtant, les personnes dites non imposables contribuent elles aussi à l'activité économique de la France. En l'absence de tout avantage fiscal, un revenu net mensuel inférieur à 1 600 euros n'est pas soumis à l'impôt sur le revenu. Par ailleurs, des foyers disposant de revenus plus élevés peuvent également ne pas être imposables, notamment lorsqu'ils ont des enfants à charge. De plus, tout le monde paie la TVA en faisant ses courses et la plupart, sauf les retraités et les plus pauvres, financent la protection sociale avec la CSG. Dès lors, l'exclusion des personnes non imposables du bénéfice des incitations fiscales liées aux dons apparaît difficilement justifiable au regard de leur contribution effective aux finances publiques et du droit constitutionnel qui prévoit le principe d'égalité devant la loi fiscale selon l'article 6 de la déclaration des droits de l'Homme et du citoyen de 1789 et d'autre part le principe d'égalité devant les charges publiques (article 13 de la même déclaration). Parmi les personnes qui ne peuvent pas bénéficier des réductions d'impôt auxquelles leurs dons pourraient ouvrir droit, faute de payer l'impôt sur le revenu, les jeunes sont majoritairement concernés. Et ce, alors que les moins de 35 ans font un effort de don équivalent à celui de leurs aînés de plus de 65 ans selon le Nouvel Économiste en 2023, ces dons ne sont pas encouragés. Le Nouvel Économiste révèle que les associations ont vu le nombre de nouveaux donateurs baisser de 9 % entre 2011 et 2021. Une grande partie des fonds récoltés provient des retraités, avec un donateur médian de 62 ans. Les associations ont besoin du renouvellement de leurs donateurs. Pour cela, il faut inciter l'ensemble de la population à soutenir une association. Transformer la réduction d'impôt sur les dons en crédit d'impôt remboursable, mesure adoptée par l'Assemblée nationale sur amendement défendu par la députée insoumise Mathilde Feld, constitue un moyen pour arriver à cette fin, en permettant aux contribuables non ou peu imposables de bénéficier pleinement de l'avantage fiscal. Eu égard à la nécessité de mettre en place un dispositif de report du crédit d'impôt pour les personnes nonimposables au titre des dons aux associations, imputable sur les années suivantes d'imposition sur leurs revenus, elle lui demande quelles mesures il compte mettre en place pour que ce dispositif voie le jour et si ce dispositif pourrait voir le jour dès 2026.

Mme Sandrine Nosbé attire l'attention de M. le ministre de l'intérieur sur le prochain décret que M. le Premier ministre s'est engagé à publier prochainement au sujet de l'application de article 24 de la loi n° 2023-270 du 14 avril 2023 de financement rectificative de la sécurité sociale pour 2023. Ce dernier vise à reconnaître l'engagement des sapeurs-pompiers volontaires dès dix années de volontariat en prévoyant l'attribution de trois trimestres de retraite supplémentaires et un trimestre supplémentaire pour chaque période de cinq années supplémentaires de service. Or il apparaît qu'après deux ans et demi d'attente, le décret prochainement publié ne correspond pas à article adopté par la représentation nationale ci-dessus rappelé. En effet, la mesure n'octroierait la bonification que d'un seul trimestre après quinze ans d'engagement, puis un trimestre supplémentaire tous les cinq ans et plafonné à trois trimestres au total. Ainsi et contrairement à ce qui avait été voté initialement, alors qu'un sapeur-pompier volontaire après 40 ans d'engagement au service des français, aurait dû bénéficier d'une bonification de neuf trimestres de retraite, il n'en obtiendrait finalement que trois en reconnaissance de ses services rendus avec ce projet de décret. Au regard de cette annonce, ne correspondant pas à la loi votée, elle lui demande des précisions sur le contenu exact envisagé par l'exécutif ainsi que la date de publication dudit décret. Elle lui demande également s'il entend prendre des mesures à la hauteur des attentes et du mérite des sapeurs-pompiers volontaires et pour que la volonté des parlementaires soit respectée.

Mme Sandrine Nosbé alerte Mme la ministre d'État, ministre de l'éducation nationale, de l'enseignement supérieur et de la recherche, sur l'inégalité d'accès aux formations MPOM par la voie PASS ou LAS selon les universités et du manque de transparence sur la fixation des capacités d'accueil. La réforme des études de médecine a permis de mettre fin à la PACES. Désormais, la première voie d'accès aux études de médecine est le parcours d'accès spécifique santé (PASS), suivi de la licence accès santé (LAS). Malgré cela, les étudiants font face à de très nombreuses difficultés d'injustices, d'inégalités et de disparités profondes, alors que le système de santé est marqué par un manque criant de personnel. Mme la députée sait les nombreuses difficultés qui ont accompagné cette réforme et qui sont toujours d'actualité : la question de la transparence et l'information des étudiants quant aux modalités d'évaluation des nouveaux parcours et notamment des LAS, ou encore de l'information préalable sur le nombre de places ouvertes dans les différents cursus. La plus grosse disparité actuelle réside dans le fait que chaque université doit adapter le nombre de professionnels de santé formés aux besoins de leur territoire ( numerus apertus ). Ce système a permis à certaines académies d'augmenter leurs capacités d'accueil. Ce ne fut pas le cas pour l'université de Grenoble. Aussi, cela a des conséquences directes sur le taux de réussite en PASS dans cette université et sur ses étudiants. À titre d'exemple, en 2023, le taux de réussite à l'université de Paris Saclay était de 65,2 %. Le taux de réussite de l'université de Grenoble-Alpes était lui de 15,2 %. Les inégalités sont énormes. Elle est consciente qu'un arrêté fixe les objectifs nationaux pluriannuels (ONP) relatifs au nombre de professionnels de santé à former, par université, pour chacune des filières de santé à savoir médecine, pharmacie, odontologie et maïeutique (MPOM), pour la période 2021-2025. Elle sait que les capacités d'accueil des universités sont ensuite arrêtées sur la base de ces ONP, qui définissent alors chaque année leurs capacités d'accueil en deuxième et troisième année du premier cycle des formations de médecine, de pharmacie, d'odontologie et de maïeutique pour l'année universitaire suivante. Et ce, en accord avec l'article L. 6341-1 du code de l'éducation. À noter qu'à sa connaissance, aucun nouveau projet de définition des objectifs pour la période 2025-2030 n'a été présenté pour le moment. Pourtant, les universités définissent leurs capacités d'accueil sur la base de ces objectifs. D'après l'article 1er de l'arrêté du 4 novembre 2019 relatif à l'accès aux formations de médecine, de pharmacie, d'odontologie et de maïeutique, ces capacités d'accueil doivent être réalisé avant le 30 mai de l'année universitaire qui précède. Dans un souci de transparence, plusieurs universités n'attendent pas le dernier moment pour informer les candidats quant au nombre de places au sein de leur université. Aussi, dans un contexte de manque dramatique de médecins, elle lui demande si le Gouvernement entend augmenter et fixer ces prochains ONP rapidement, afin que les universités, comme celle de Grenoble, puissent augmenter leur capacité d'accueil et ce afin que les disparités territoriales se réduisent concernant le numerus apertus .

Mme Sandrine Nosbé alerte Mme la ministre du travail, de la santé, des solidarités et des familles sur les conditions d'attribution des pensions de réversion, notamment dans le cas de remariage. En effet, sous certaines conditions liées au régime auprès duquel cotisait le défunt et à l'évolution du statut du bénéficiaire, la ou le bénéficiaire peut perdre le droit au versement de la pension de réversion. Ainsi, à l'heure actuelle et dans le cas du régime général public, les pensions de réversion, permettant au conjoint d'avoir une partie de la retraite du conjoint décédé, sont complètement suspendues si la, ou le bénéficiaire, est de nouveau en concubinage ou se remarie. Il existe aujourd'hui un écart de 40 % entre le montant de la retraite d'un homme et d'une femme. Les femmes représentent 88 % des bénéficiaires d'une pension de réversion et s'appauvrissent considérablement plus que les hommes après le décès de leur conjoint, ce qui les expose à une grande précarité. Cette pension de réversion du conjoint décédé, représentant 50 % de sa retraite, apporte donc une protection financière non négligeable au conjoint survivant et permet de réduire le risque de précarité. Pourtant ce dispositif est essentiel car, comme l'explique l'avocate Carmen Amato à la Fondation des femmes, pour certaines, la pension de réversion peut permettre de compenser la carrière entrecoupée d'une femme liée à la maternité et donc son impact sur ses revenus et sa retraite. Plus généralement, il s'agit également, dans tous les cas, d'argent que le couple a participé à créer. Le ou la conjointe n'ayant jamais exercé d'activité professionnelle rémunérée afin d'élever les enfants de son foyer, s'en retrouve ainsi d'autant plus pénalisé ne bénéficiant pas de retraite propre. À l'heure actuelle, du fait de cette législation en vigueur, il n'est pas envisageable pour certaines femmes de pouvoir se remarier ou bien de pouvoir se remettre en situation de concubinage, au risque de perdre cette pension et ainsi de perdre leur indépendance financière ou de les mettre en situation d'insécurité financière. Comme le nomme la journaliste Lucile Quilet, il est possible de parler là de « condition d'isolement ». En 2023, le Gouvernement s'engageait, dans le cadre des débats sur le government bill de financement rectificative de la sécurité sociale (LFRSS) pour 2023 portant réforme des retraites, à mener une réflexion pour étudier les effets des mesures adoptées sur les droits familiaux et conjugaux. Pourtant, à la connaissance de Mme la députée, rien n'a été fait en ce sens. Elle lui demande donc si des modifications d'attribution de la pension de réversion, notamment du régime général, sont réellement étudiées et envisagées pour les situations de reconcubinage ou de remariage. Elle lui demande en outre ce qu'elle va mettre en place pour contrer cette condition d'isolement.

Mme Sandrine Nosbé alerte M. le ministre de l'économie, des finances et de la souveraineté industrielle et numérique sur la situation de l'entreprise Vencorex située à Pont-de-Claix, placée en redressement judiciaire depuis septembre 2024 et où 480 emplois sont directement menacés. Si ce site venait à fermer définitivement, cela ne serait pas seulement les près de 480 salariés de Vencorex de Pont-de-Claix qui seraient menacés, mais également les 700 emplois des autres sites dont Vencorex est fournisseur (et plus de 5 000 emplois en cascade). Et pour preuve : l'entreprise Arkema (Jarrie) dépend de Vencorex pour son approvisionnement en sel. Cette entreprise a annoncé le 22 janvier supprimer 154 postes suite à la future fermeture de l'entreprise Vencorex. Pourtant, de la production de Vencorex découlent de très nombreux enjeux. Un enjeu économique tout d'abord comme expliqué précédemment. Un enjeu industriel ensuite puisque Vencorex a son usine de production sur la plateforme chimique de Pont-de-Claix, plateforme multi-entreprises où Vencorex est l'opérateur des moyens communs. Un enjeu environnemental très important également puisque le site Vencorex est un site classé SEVESO seuil haut, qui risque de devenir une friche industrielle avec des ateliers non démantelés et non dépollués aux conséquences très nombreuses, comme la pollution de l'eau et des nappes phréatiques présentes sous le site ou encore des bouleversements géologiques pouvant aller jusqu'à des effondrements sur le site de la mine de sel de Hauterives dans la Drôme. Un enjeu de souveraineté nationale enfin, puisque de la production de Vencorex dépendent trois activités stratégiques pour les sociétés Framatome, Ariane Groupe et Rubis SA, qui relèvent des secteurs de la défense, du nucléaire et de l'aérospatial, alors même qu'il paraît indispensable de conserver une fourniture française pour les matières premières des activités stratégiques. La fermeture de Vencorex est donc une véritable catastrophe sociale, industrielle et environnementale. Pourtant une solution existe, comme l'État l'a fait en 2017 avec le chantier naval de Saint-Nazaire : la nationalisation provisoire. Les représentants des salariés de Vencorex portent un projet rentable à horizon 2029, prouvant qu'une nationalisation temporaire permettrait de résoudre et sécuriser l'ensemble des problématiques. Par ailleurs, cette nationalisation reviendrait moins cher que le démantèlement et la dépollution du site. Ainsi, elle lui demande s'il est bien envisagé de nationaliser provisoirement l'entreprise Vencorex, comme il a été fait pour le chantier naval de Saint Nazaire et ce afin de sauvegarder des emplois et du savoir-faire, de maintenir la filière chimique française et de protéger ce site stratégique.
