Après l’alinéa 14, insérer l’alinéa suivant : « Les conventions de projet de renouvellement urbain définissent une programmation pluriannuelle des opérations à réaliser. Cette programmation fixe des objectifs quantifiés en matière de réhabilitation et de rénovation des logements existants, de production et de reconstitution de logements locatifs sociaux, de traitement de l’habitat dégradé ou vacant et d’adaptation des logements et des espaces urbains au changement climatique. Elle précise, pour les logements locatifs sociaux, la répartition des objectifs de production et de reconstitution entre les différentes catégories de financement. Parmi les opérations de réhabilitation et de rénovation énergétique programmées, elle donne la priorité à celles permettant d’atteindre une rénovation énergétique performante au sens du 17° bis de l’article L. 111‑1 du code de la construction et de l’habitation. » »
