Mr. Tristan Lahais questions the Minister of the Interior about the timetable and the means allocated to the correction requested by the Council of State of the dysfunctions of Anef (digital administration for foreigners in France). Mr. Tristan Lahais draws the attention of the Minister of Ecological Transition, Biodiversity and International Negotiations on Climate and Nature to the environmental and financial consequences of disposable wipes. Still too often thrown down the toilet or abandoned in nature, these wipes do not disintegrate properly. They clog the pipes, cause blockages, block the pumps lifting and disrupt the operation of wastewater treatment plants, causing significant costs for communities and sanitation services. They also contribute to the pollution of natural environments, particularly when they contain plastic fibers likely to fragment into microplastics. If mandatory marking has existed since 2021 for certain wipes containing plastic, in order to inform consumers of actions to avoid and their environmental impact, this information obligation alone appears insufficient today in view of the persistent difficulties observed in the field. Also, the MP would like to know if the Government intends to carry out, at European level, a more ambitious initiative on this subject, like the measures taken against several single-use plastic products. In particular, he asks him if he plans to defend the progressive ban on disposable wipes containing plastic fibers or, at the very least, the obligation for manufacturers to design truly biodegradable wipes, compatible with the requirements for protecting natural environments and with the proper functioning of sanitation networks.

Mr. Tristan Lahais draws the attention of the Minister of Health, Families, Autonomy and People with Disabilities to the strong expectations raised by the adoption of Law No. 2025-581 relating to the nursing profession, promulgated on June 27, 2025. The law marked a historic step forward for the nursing profession, finally recognizing the central role of 640,000 nurses in the health system. She dedicated their autonomy, their prescribing capacity, direct access to the profession as well as their mission of coordinating care pathways: all essential tools for improving access to care in a context of medical desertification. Adopted unanimously by Parliament, the law demonstrated the strong consensus that reigns on this essential subject. Today, professionals are still waiting for the regulatory translation of the law. The draft decree currently prepared by the general direction of healthcare provision is causing great concern in the profession, which fears a distance from the spirit as well as from the letter of the law: direct access is not translated; nursing autonomy is reduced to a simple list of administratively decided acts; coordination and orientation of patients are relegated to a passive function and the orientation even disappears completely from the text; the prescription is limited. These setbacks create a worrying gap between legislative recognition and regulatory application. They compromise the implementation of the advances desired by Parliament and expected by patients. For all these reasons, he asks him if he intends to ensure that the future regulatory translation faithfully respects the law of June 27, 2025, explicitly affirms patients' direct access to nurses, fully recognizes the autonomy of the profession and its prescribing power and recognizes the role of nurses in coordinating and guiding care pathways.

A la suite des mesures de revalorisation salariale adoptées dans le secteur public, des crédits ont été accordés aux établissements privés à but non lucratif dans le cadre de l'objectif national de dépenses d'assurance maladie sanitaire au titre des mesures en faveur du pouvoir d'achat dites "Guérini" en 2023 et 2024: 112 millions d'euros pour la revalorisation du point d'indice de la fonction publique en année pleine et 70,1 millions d'euros pour le financement de la prime pouvoir d'achat ont été attribués par les pouvoirs publics. Le secteur privé non lucratif a aussi bénéficié de l'extension de la revalorisation indemnitaire du travail de nuit, les dimanches et jours fériés, soutenu par une enveloppe de 58 millions d'euros allouée par l'Etat. La revalorisation des rémunérations des personnels du secteur privé non lucratif passe également par la convention collective nationale unique étendue qui a vocation à financer ces mesures salariales. Les organisations syndicales de salariés et les employeurs (Fédération des établissements hospitaliers et d'aide à la personne privés solidaires - FEHAP, NEXEM), dans le cadre de la Confédération AXESS des secteurs sociaux, médico-sociaux et sanitaires ont signé un accord le 4 juin 2024 aimed at accorder la prime dite « Ségur » revalorisant rétroactivement les salaires au 1er janvier 2024. Cet accord a été étendu à the whole of la branche de l'action sanitaire et sociale par arrêté du 5 août 2024 dans le cadre d'une convention collective unique étendue à la demande de la ministre. L'accord du 4 juin, avec effet rétroactif au 1er janvier 2024, concerne the whole ofs employeurs appliquant les conventions collectives de 1951 (FEHAP) et de 1966 (NEXEM), ainsi que l'accord d'entreprise de la Croix-Rouge.

Mr. Tristan Lahais draws the attention of the Minister to the Minister of Labor, Health, Solidarity and Families, responsible for health and access to care, on the combination of employment and retirement for family assistants. Disparities exist in the conditions of this accumulation, leading to situations where these assistants must repay a significant overpayment of pensions. For example, in Ille-et-Vilaine, two assistants family members of the IME (medical-educational institute) of Montfort-sur-Meu, also retired from the CNRACL (National Pension Fund for Local Authority Agents), are being asked to pay 6,000 euros and 14,900 euros by the latter. These amounts correspond to the exceeding of the ceilings, in the context of combining employment and retirement, on income for 2022. They were calculated without taking into account the flat-rate reduction, which is four times the minimum wage per day per young person with a disability. It is therefore required to take into account, at a minimum, the flat-rate reduction in the context of combining employment and retirement, in order to recognize the arduousness of this employment. It even appears necessary to relax the measures for this combination of employment and retirement (as is done for health personnel and elected officials), to lift the existing ceiling and allow staff to avoid having to pay sums of several thousand euros a posteriori. As the mission of family assistants is continuous, welcoming children 24 hours a day, 7 days a week, it cannot be interrupted once the ceiling is reached. Continuing in the current situation could further aggravate the decline in the number of professionals in the sector, where already a quarter of assistants are over 60 years old. It is a question here of maintaining the attractiveness of this profession in shortage by upgrading it, and not to further penalize family assistants in their already difficult profession. He therefore wishes to know if a revision of the current ceiling is envisaged to avoid situations ultimately weakening family assistants, devoted 24 hours a day to their task.
