Mme Emeline Rey-Rinchet attire l'attention de M. le ministre des petites et moyennes entreprises, du commerce, de l'artisanat, du tourisme et du pouvoir d'achat sur les conséquences de la hausse des prix des carburants des taxis. Le secteur subit une augmentation du coût au kilomètre engendrée par la hausse des prix des carburants sans bénéficier d'une revalorisation des tarifs règlementés de la profession. Il en est de même pour les tarifs imposés par la caisse nationale d'assurance maladie (CNAM) désormais insuffisamment adaptées à la réalité économique. Cette situation a des conséquences concrètes sur les malades et leur transport. En effet, de plus en plus de patients rencontrent des difficultés pour trouver un transporteur dans le cadre de leurs déplacements médicaux puisque des professionnels sont contraints de refuser certaines courses. Cette situation est d'autant plus critique dans un département comme le Lot-et-Garonne qui est confronté à une désertification médicale croissante. Par ailleurs, les dispositifs annoncés par le Gouvernement, tels que l'aide à l'acquisition de véhicules électriques ou les prêts proposés par Bpifrance, ne répondent que partiellement aux difficultés rencontrées par la profession en ruralité. S'ils peuvent constituer un soutien ponctuel, ils ne compensent pas la hausse durable des coûts d'exploitation. De nombreux artisans taxis craignent ainsi que ces mesures ne fassent que reporter les difficultés financières sur les années à venir, en alourdissant leurs charges et leurs remboursements, au risque de fragiliser davantage la pérennité de leurs entreprises. La situation des taxis mettant en péril la continuité du service de transport sanitaire et par là même, l'égalité d'accès aux soins déjà difficile dans un département comme le Lot-et-Garonne, le soutien de cette profession est indispensable. Elle lui demande donc quelles mesures le Gouvernement envisage pour soutenir la profession des taxis, notamment en ruralité. Elle souhaite également savoir si une revalorisation des tarifs de la CNAM serait envisagée. Elle l'interroge enfin sur la création à plus long termes, d'un mécanisme d'aide spécifique lorsque la profession sera confrontée à une nouvelle hausse exponentielle des prix à la pompe.

Ms. Emeline Rey-Rinchet draws the attention of the Minister of Health, Families, Autonomy and People with Disabilities to the rules applicable to the allocation of the family treatment supplement (SFT) to members of the hospital civil service and more specifically to doctors who are currently deprived of this aid. Faced with the need to revive the birth rate in the country, in accordance with the speech of the President of the Republic on 16 January 2024, calling for a “demographic rearmament”, it appears necessary to put in place strong and egalitarian support policies for parenthood. This makes it possible to encourage the reception of children in peaceful conditions, whatever their profession. However, in recent years we have seen a weakening of these parenting support policies, particularly concerning middle-class families. higher education belonging to the CSP+ category. The INSEE figures do not lie: it clearly appears that the fertility rate of CSP+ women hardly exceeds two children per woman, compared to three for other social categories. It is the responsibility of the State to compensate for the consequences induced by long studies and a profession with high responsibilities so that they do not have to give up their desire of children. In this context, she asks the Government to please clarify its position regarding the opening of the family treatment supplement to hospital doctors.

Ms. Emeline Rey-Rinchet questions the Minister of Armed Forces and Veterans on the rules applicable to the salute performed by the standard bearers of veterans' associations during patriotic ceremonies. Faced with the need to harmonize uses during official ceremonies, in the absence of a regulatory document equivalent to that which governs military ceremonial, the Directorate of Memory, Culture and Archives has distributed in 2025 a reissue of the “Commemorations, instructions for use” guide, intended for territorial actors responsible for their organization. However, if the salute is traditionally due in homage to the dead as well as to the symbols of the Nation which are the tricolor flag and the national anthem, this guide provides that the standard bearers raise their flag from the first notes of La Marseillaise, even though the authorities in uniform maintain, as for to them, the position of salvation. This difference in usage can give rise to incomprehension and questions among participants in the ceremonies, as well as within the associations concerned. In this context, she asks him to please clarify the Government's position on the rules applicable to the salute of flag bearers during the playing of the national anthem. She also questions him about the possibility of updating the reference documents in order to guarantee better consistency of practices. Finally, she would like to know if the Government plans to initiate, in consultation with associations of veterans and flag bearers, a reflection aimed at developing a single document, with prescriptive scope and interministerial application, to ensure clear and shared harmonization of the protocol for patriotic ceremonies.
