End Racial Profiling Act of 2004 - Prohibits any law enforcement agent or agency from engaging in racial profiling. Authorizes the United States or an individual injured by racial profiling to bring a civil action for declaratory or injunctive relief in State court or U.S. district court. Makes proof that the routine or spontaneous investigatory activities of law enforcement agents in a jurisdiction have had a disparate impact on racial, ethnic, or religious minorities prima facie evidence of a violation. Authorizes the court to allow a prevailing plaintiff attorney's fees under specified circumstances. Directs Federal law enforcement agencies to: (1) cease practices that encourage racial profiling; and (2) maintain policies and procedures to eliminate racial profiling, including the collection of data on routine investigatory activities, procedures for responding meaningfully to complaints alleging racial profiling, and procedures to discipline agents who engage in racial profiling. Requires that an application by a State, local , or Indian tribal government for funding under the Byrne, Cops on the Beat, or Local Law Enforcement Block Grant program include a certification that such government: (1) maintains adequate policies and procedures designed to eliminate racial profiling; and (2) has ceased any practices that encourage racial profiling. Authorizes the Attorney General to make grants to States and specified entities to develop and implement best practice devices and systems to ensure the racially neutral administration of justice.

Early Treatment for HIV Act of 2004 - Amends title XIX (Medicaid) of the Social Security Act to give States the option of providing Medicaid coverage for certain low-income HIV-infected individuals. Provides States taking advantage of this option with an enhanced Federal Medicaid match.

Desalination Energy Assistance Act of 2004 - Requires the Secretary of Energy to make specified incentive payments to the owners or operators of qualified desalination facilities (facilities first used to produce desalinated water after enactment of this Act) for up to ten years to partially offset the cost of electrical energy required to operate such facilities.

United States Workers Protection Act of 2004 - Amends the Office of Federal Procurement Policy Act to prohibit: (1) outsourced Federal Government work from being performed by a contractor outside the United States unless Federal employees previously performed such work outside the United States (currently, prohibited by the Transportation, Treasury, and Independent Agencies Appropriations Act, 2004); (2) work on a procurement contract from being performed outside the United States unless it is necessary in order to meet a requirement for goods and services outside the United States or the President deems it necessary for national security reasons; and (3) Federal funds from being disbursed to a State until the Governor of the State has transmitted written certification that none of the funds will be spent on work performed outside the United States. Provides that this Act becomes effective for States two fiscal years after enactment.

Expresses the sense of Congress that: (1) the United State should continue to insist that the People's Republic of China adhere to fundamental human rights principles and allow its citizens full enjoyment of those rights. Declares that Congress urges the People's Republic of China to: (1) stop the persecution of all religious practitioners and safeguard fundamental human rights; (2) stop the forced return of North Korean refugees; (3) end its one-child per family policy and ensure that no government officials subject women to forced abortions or sterilizations; (4) hold an open investigation into the 1989 crackdown on pro-democracy demonstrators in Tiananmen Square, release all prisoners held in connection with that event, and pay compensation to the families who lost their loved ones; (5) release from detention all prisoners of conscience, persons held because of their religious activities, and persons of humanitarian concern, including named individuals; (6) release the 11th Panchen Lama; (7) adhere to the International Covenant on Civil and Political Rights, the United Nations Convention Against Torture and Other Forms of Cruel, Inhuman, or Degrading Treatment or Punishment, and the 1951 Convention Relating to Refugees and its 1967 Protocol; and (8) allow visits to China by the United States Commission on International Religious Freedom, the United Nations Special Rapporteurs on Religious Intolerance and Torture, the United Nations Working Group on Arbitrary Detention, and the International Committee of the Red Cross.

Expresses the sense of Congress that negotiations on access to critical segments of the U.S. automobile market should not take place on a piecemeal basis, but only as part of: (1) negotiations that include all major automobile producing nations; and (2) comprehensive negotiations that address both tariff and nontariff barriers specific to the automobile industry, with progress on eliminating tariff barriers explicitly linked to concrete progress on eliminating nontariff barriers.

Osteoporosis Education and Prevention Act of 2004 - Directs the Secretary of Health and Human Services to carry out a national campaign to increase awareness and knowledge with respect to osteoporosis. Amends the Older Americans Act of 1965 to direct the Assistant Secretary for Aging to make demonstration program grants to public and private nonprofit agencies, organizations, and institutions to provide information and outreach for the prevention of osteoporosis.

Mandatory IDEA Full-Funding Act - Amends the Individuals with Disabilities Education Act (IDEA) to revise and reauthorize part B programs of education of all children with disabilities. Authorizes appropriations in specified amounts for part B for FY 2005 through 2011 and thereafter. (Provides phased-in increases of funding designed to reach a promised 40 percent Federal share of funding by FY 2011.) Makes appropriations in specified amounts for part B for FY 2005 through 2011 and thereafter. Provides an exception to local educational agency (LEA) maintenance of effort requirements under part B. Repeals certain provisions relating to LEA treatment of Federal funds as local funds under part B.

Joins the U.S. Commission on International Religious Freedom in recommending that the U.S. Government urge the Government of France to reassess its initiative banning conspicuous religious articles and symbols in state schools.

Declares the sense of the House of Representatives that there is a critical need to increase awareness and education about heart disease and the risk factors for heart disease among women. Commends First Lady Laura Bush and the National Heart, Lung, and Blood Institute in their vital campaign to raise public awareness that heart disease is the number one killer of American women. Recognizes that the more women become cognizant of the scourge of heart disease and how to prevent it, the more likely they can make sound lifestyle changes to help reduce their chances of getting heart disease.

Flu Protection Act of 2004 - Amends the Public Health Act to require: (1) the Secretary of Health and Human Services, through the Director of the Centers for Disease Control and Prevention, to conduct annual public influenza awareness campaign and education and outreach (including Medicare outreach) efforts preceding the flu season; (2) the Director to contract with influenza vaccine manufacturers to ensure the availability of additional doses of flu vaccine; (3) the Director to encourage States to develop a contingency immunization plan for high-risk populations in the event of a vaccine delay or shortage; and (4) the Secretary, through the Director, to establish a protocol to attempt to prevent, prepare for, and respond to an influenza epidemic or pandemic. Requires a manufacturer of a vaccine that receives Federal authority to distribute such vaccine to provide the Department of Health and Human Services (HHS) with advance notice of such manufacturer's intent to stop marketplace distribution of the vaccine. Amends the Internal Revenue Code to: (1) establish a vaccine manufacturing facilities investment tax credit (20 percent of qualifying property per year) for property placed in service by December 31, 2008; and (2) define "vaccine manufacturing facilities property."

Pacific Insular Areas Rural Telemedicine Act - Amends the Communications Act of 1934 to require a telecommunications carrier, in providing telecommunications services to health care providers for American Samoa, the Commonwealth of the Northern Mariana Islands, and Guam (collectively referred to as territories), to treat Honolulu, Hawaii, as the urban area whose telecommunications rate shall be used for comparison purposes in determining the appropriate rate to be charged for telecommunications services to health care providers for such territories.

Freedom of Choice Act - Declares that it is the policy of the United States that every woman has the fundamental right to choose to: (1) bear a child; (2) terminate a pregnancy prior to fetal viability; or (3) terminate it after fetal viability when necessary to protect her life or her health. Prohibits a governmental entity from : (1) denying or interfering with a woman's right to exercise such choices; or (2) discriminating against the exercise of those rights in its regulation or provision of benefits, facilities, services, or information. Authorizes an individual aggrieved by a violation of this Act to obtain appropriate relief, including relief against a governmental entity in a civil action. States that this Act applies to every Federal, State, and local statute, ordinance, regulation, administrative order, decision, policy, practice, or other action enacted, adopted, or implemented before, on, or after the date of enactment of this Act.

Requests the President to transmit to the House of Representatives (House), within 14 days of the adoption of this resolution, all documents in the possession of the President relating to the disclosure of the identity of Ms. Valerie Plame as an employee of the Central Intelligence Agency during the period beginning on May 6, 2003, and ending on July 31, 2003. Directs the Secretary of State, Secretary of Defense, and Attorney General to each transmit to the House, within such 14 days, all documents in possession of such officials relating to such disclosure during such period.

Medicare's Equitable Drugs for Seniors Act of 2004 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare Prescription Drug, Improvement, and Modernization Act of 2003, to repeal provisions prohibiting the Secretary of Health and Human Services from: (1) interfering with the negotiations between drug manufacturers and pharmacies and prescription drug plan sponsors; and (2) requiring a particular formulary to institute a price structure for the reimbursement of covered Medicare part D (Voluntary Prescription Drug Benefit Program) drugs. Grants the Secretary instead, in order to ensure that beneficiaries enrolled under prescription drug plans and Medicare Advantage prescription drug plans pay the lowest possible price, authority similar to that of the Secretary of Veterans Affairs, Secretary of Defense, and the heads of other Federal agencies and departments that purchase prescription drugs in bulk to negotiate contracts with manufacturers of covered Medicare part D drugs, consistent with the requirements and in furtherance of the goals of providing quality care and containing costs under such part.

Fairness to Local Contractors Act - Amends the Federal Property and Administrative Services Act of 1949 and defense contract law to require a bidder or offeror, to be considered a responsible bidder or offeror for the construction of a public building, facility, or work, to submit a tax clearance (a document stating that such entity is in compliance with all State tax laws) from the State in which the contract is to be performed. Requires the head of a Federal or defense agency to withhold the final payment under such a contract until the contractor submits both a tax clearance and a certification of compliance with all State laws concerning payments to employees under a contract, including unemployment insurance, workers compensation, health insurance, and disability insurance. Authorizes the head of a Federal or defense agency to: (1) withhold from any contractor payments amounts necessary to pay any State tax liability attributable to the contract; and (2) pay such amount directly to such State. Directs the Secretary of Defense or agency head to require a contractor to be licensed if the State in which a construction contract is to be performed requires a license. Requires revision of the Federal Acquisition Regulation to explain the general excise tax law of Hawaii.

Food Allergen Labeling and Consumer Protection Act of 2003 - Amends the Federal Food, Drug, and Cosmetic Act to set forth food labeling requirements for a food that is not a raw agricultural commodity and that is, or contains, a major food allergen (as defined by this Act). States that: (1) any person may petition the Secretary of Health and Human Services to exempt a food ingredient from such requirements; and (2) the Secretary's determination of such a petition shall constitute final agency action. Directs the Secretary to: (1) conduct inspections to ensure compliance with practices to reduce or eliminate cross-contact with major food allergen residues, and ensure that major food allergens are properly labeled on foods; (2) issue a final rule to define, and permit use of, the term "gluten-free" on the labeling of foods; (3) improve food allergen data collection, including physician and health care provider education; (4) convene a panel of allergy and immunology experts to review food allergy research efforts; (5) pursue Food Code revisions in order to provide allergen-free food preparation guidelines for food establishments; and (6) include food allergy treatment in trauma and emergency care technical assistance.

Employee Free Choice Act - Amends the National Labor Relations Act to require the National Labor Relations Board to certify a bargaining representative without directing an election if a majority of the bargaining unit employees have authorized designation of the representative and there is no other individual or labor organization currently certified or recognized as the exclusive representative of any of the employees in the unit. Sets forth special procedural requirements for reaching an initial collective bargaining agreement following certification or recognition. Revises enforcement requirements with respect to unfair labor practices during union organizing drives. Provides, under injunction provisions, for priority to be given to preliminary investigation of charges of violations by employers or other entities. Adds to remedies for such violations: (1) back pay plus liquidated damages; and (2) additional civil penalties.

New Starts Enhancement and Local Investment Promotion Act of 2003 - Amends Federal transportation law with respect to grants or loans for new starts of a capital project for a new fixed guideway system or extension of an existing system. Requires the Secretary of Transportation to waive the prior approval requirement for a State or local governmental authority's undertaking a project in advance of Federal funding, if the authority agrees to provide 60 percent or more of the net cost of the project from non-Federal funds. Allows the authority, as a consequence, to carry out any pre-construction part of the project without regard to whether the Secretary has approved in advance the plans and specifications for that part. Declares that the application process for a new starts project approved for a full funding grant agreement shall serve jointly as an application for a secured loan, line of credit, and loan guarantee. States that the proceeds of a line of credit, for projects with an approved full funding grant agreement and a non-Federal revenue share of at least 60 percent of the project cost, shall be available for ten years after the date of substantial completion of the project to pay eligible project costs and to provide liquidity for a variable rate remarketing program. States further that any draw on the line of credit shall not represent a guarantee of debt payment, but shall represent a direct loan and shall be made and repaid only under the terms, rate, and conditions as agreed to by the project sponsor and Secretary. Provides that each new starts project with a full funding grant agreement shall be funded from amounts made available from the capital program grants and loans for each of FY 2004 through 2009 to carry out such project in accordance with the annual schedule contained in each agreement. Requires the Secretary to make loans available to a new starts project sponsor in an amount equal to the difference between the full funding grant agreement amount for a fiscal year, and the amount appropriated in the same year, if the appropriated amount is lower than the full funding agreement amount. Requires the Federal Government to repay the principal of any such secured loan through a subsequent appropriation from the new starts program. Prohibits the assignment to a specific new starts project of any interest expense paid. Prohibits the Secretary from: (1) making a loan for a project for which a grant (except a relocation payment grant) is made; or (2) imposing an overall limitation on the amount of Government financial assistance that may be expended for alternatives analysis and preliminary engineering for a project, or a project full funding grant agreement.

Authorizes the Secretary of Defense to reimburse a member of the armed forces for the cost of protective body armor purchased by the member, or another person on behalf of the member, for the member's use while deployed in connection with Operations Noble Eagle, Enduring Freedom, or Iraqi Freedom if the member was so deployed and was not issued protective armor before such deployment.

Expresses: (1) condolences and deepest sympathy to the families of the young women killed in the State of Chihuahua, Mexico, since 1993, many of whom appear to be victims of one or more serial murders; and (2) the solidarity of the people of the United States with the people of Mexico in the face of these tragic and senseless acts. Recognizes the courageous struggle of the victims' families in seeking justice for them. Condemns: (1) the abductions and murders of such young women in Ciudad Juarez and the city of Chihuahua; (2) the use of torture as a means of investigation into these crimes; and (3) all senseless acts of violence in all parts of the world and violence against women in particular. Urges the President and Secretary of State to express: (1) concern over these abductions and murders to the Government of Mexico and to request that the investigative and preventative efforts of such Government become part of the bilateral agenda between the Governments of Mexico and the United States; and (2) support for the efforts of the victims' families to seek justice for the victims, to express concern relating to the continued harassment of these families and the human rights defenders with which they work, and to express concern with respect to impediments in the ability of the families to receive prompt and accurate information in their cases. Supports multilateral efforts to create a DNA database that would allow families to positively identify the remains of the victims and encourages the Secretary to facilitate U.S. participation in such database. Encourages the Secretary to: (1) include in the Department of State's annual Country Report on Human Rights all instances of improper investigatory methods, threats against human rights activists, and the use of torture with respect to cases involving the murder and abduction of young women in the State of Chihuahua; and (2) urge the Government of Mexico to ensure fair and proper judicial proceedings for the individuals accused of these abductions and murders and to impose appropriate punishment for those individuals subsequently determined to be guilty of such crimes. Recommends that the U.S. Ambassador to Mexico visit Ciudad Juarez and the city of Chihuahua to meet with the victims' families, women's rights organizations, and Mexican Federal and State officials responsible for investigating these crimes and preventing future such crimes.

Transportation Equity Act: A Legacy for Users - Reauthorizes the Federal-aid surface transportation program through FY 2009. Reauthorizes appropriations from the Highway Trust Fund (HTF) for: (1) specified highway (including highway safety) programs; (2) research and technology; (3) motor carrier safety; and (4) transportation research. Directs the Secretary of Transportation to establish a National Commission on Future Revenue Sources to Support the HTF. Establishes: (1) a National Commission on the Future of the Dwight D. Eisenhower National System of Interstate Defense Highways; and (2) a Commission on Intelligent Transportation Systems Procurement Policy. Requires States with an urbanized area population of over 200,000 to obligate specified funds for congestion relief. Federal Public Transportation Act of 2004 - Sets forth revised provisions governing public transportation funding and the Secretary's authority to make specified grants, including grants for capital projects, planning, and transit and for commercial driver's license program improvements. Directs the Secretary to establish programs involving: (1) long-term bridge performance; (2) innovative highway safety technologies; (3) freight planning capacity building; (4) freight transportation research; (5) future strategic highway research; (6) surface transportation congestion solutions research; and (7) commercial remote sensing products and spatial information technologies. Intelligent Transportation Systems Act of 2004 - Directs the Secretary to conduct an ongoing intelligent system transportation program to research, develop, and operationally test and advance nationwide deployment of intelligent transportation systems as a component of the U.S. surface transportation systems. Incorporates Federal Highway Administration and Federal Transit Administration planning provisions. Reauthorizes the hazardous materials transportation program. Makes the guaranteed funding levels provided under this Act dependent on identifying additional budgetary resources.

Rural Healthcare Improvement Act of 2003 - Amends title XVIII (Medicare) the Social Security Act (SSA) with respect to services in rural areas, inpatient hospital services, physician services, physician updates, home health services, and the Office of Rural Health Policy. Amends SSA title XIX (Medicaid) to provide for a special, temporary increase in disproportionate share hospital (DSH) allotments on a one-time, non-cumulative basis, and an increase in the floor for treatment as a low DSH State. Provides for allotment adjustments for FY 2004 and 2005 for States without a DSH allotment owing to revocation or termination of a certain waiver. (The Medicare provisions of H.R. 3549 are identical to title I of S. 1926, the Support Our Health Care Providers Act of 2003, which in turn is identical, except with respect to any provider cuts or premium increases, to title IV of the conference report of H.R. 1, the Medicare Prescription Drug and Modernization Act of 2003, which became Public Law 108-173 on December 8, 2003. The Medicaid provision is very similar to one in title VI, subtitle A of H.R. 3549.)

South Maui Coastal Preservation Act of 2003 - Directs the Secretary of the Interior to study the feasibility of designating certain lands on the southern coast of Maui, Hawaii, extending from the Ahihi-Kinau Natural Area Reserve to Kanaloa Point, as a unit of the National Park System.

Southern Sea Otter Recovery and Research Act - Requires the Secretary of the Interior, acting through the United States Fish and Wildlife Service, to carry out a recovery program for southern sea otter populations along the coast of California. Requires the Secretary to: (1) develop a Southern Sea Otter Health Assessment Plan; (2) collect and analyze tissue samples from southern sea otters; and (3) submit the tissue to the Secretary of Commerce for inclusion in the National Marine Mammal Tissue Bank to allow for managed access to such tissues by other researchers. Requires the Secretary to: (1) award competitive grants to support research regarding southern sea otters; and (2) establish the Southern Sea Otter Recovery Implementation Team to make recommendations on overall southern sea otter recovery program administration and research goals, as well as funding of scientific research, serve as a link between the recovery program and stakeholders, and review the recommendations of the Southern Sea Otter Recovery Scientific Advisory Committee. Requires the Secretary to establish the Southern Sea Otter Recovery Scientific Advisory Committee to evaluate and make recommendations to the Team regarding the scientific merit and quality of southern sea otter research funding proposals.

Expresses the outrage of the House of Representatives that the American Association of Retired Persons (AARP) has reneged on its pledge and is abandoning seniors by supporting the Republican Medicare prescription drug bill. Urges seniors to hold the AARP accountable for its actions. Urges AARP to reverse its decision immediately and oppose the Republican prescription drug bill.

Labor Recruiter Accountability Act of 2003 - Requires foreign labor contractors (recruiters) and employers to accurately inform foreign workers of specified terms and conditions of their employment at the time they are recruited. Requires such information to be provided in written form in English or, as necessary and reasonable, in the language of the worker being recruited. Prohibits charging fees to workers for recruitment. Requires employers to pay such a worker's transportation costs, including subsistence costs during the period of travel: (1) from the place of recruitment to the place of employment; and (2) from the place of employment to the worker's place of permanent residence. Requires employers to notify the Secretary of Labor of the identity of: (1) any recruiter involved in any foreign labor contractor activity for or on behalf of the employer; and (2) any such recruiter whose activities do not comply with this Act. Subjects employers to the civil remedies of this Act for violations committed by such recruiters to the same extent as if the employers had committed the violations. Directs the Secretary to: (1) maintain a public list of recruiters whom the Secretary knows or believes have been involved in violations of this Act; and (2) provide a procedure for removal of a recruiter's name from the list upon demonstration that such recruiter has not been in violation in the previous five years. Provides for criminal fines and imprisonment for knowing violations. Authorizes the Secretary to: (1) assess civil fines; and (2) seek injunctive relief and specific performance of contractual obligations to assure employer compliance. Provides that rights and remedies under this Act are in addition to any other contractual or statutory rights and remedies of workers who are subject to foreign labor contracting activity.

Hepatitis C Epidemic Control and Prevention Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to develop and implement a plan for the prevention, control, and management of hepatitis C virus (HCV), which shall include strategies for education and training, surveillance and early detection, and research. Directs the Secretary to: (1) conduct a biennial plan assessment; (2) support voluntary State, local, and tribal HCV testing and counseling programs; (3) provide for the vaccination of HCV-infected individuals against hepatitis A and B and other infectious diseases; (4) support the establishment and maintenance of HCV surveillance databases; and (5) establish and support a Hepatitis C Clinical Research Network. Authorizes the Secretary to award grants to States, political subdivisions of States, Indian tribes, or nonprofit entities to carry out activities under this Act. Requires the Director of the National Institutes of Health to establish a Liver Disease Research Advisory Board.

International Human Rights Equality Resolution - Condemns all violations of internationally recognized human rights norms based on the real or perceived sexual orientation or gender identity of an individual. Recognizes that the protection of sexual orientation and gender identity is not a special category of human rights, but is fully embedded in the overall human rights norms set forth in international law, including the international conventions to which the United States is a party. Affirms that: (1) human rights abuses abroad based on sexual orientation and gender identity should be punished without discrimination and classified as crimes; and (2) such violations should be given the same consideration and concern as human rights abuses based on other grounds. Commends the United Nations and nongovernmental human rights organizations, including Amnesty International, Human Rights Watch, and the International Gay and Lesbian Human Rights Commission, for documenting the ongoing abuses of human rights on the basis of sexual orientation and gender identity. Calls on the Department of State to: (1) continue to improve its documentation of human rights abuses on the basis of sexual orientation and gender identity; (2) give such violations the same consideration and concern as all other human rights abuses; and (3) develop a comprehensive strategy to combat such abuses abroad.

Brown Tree Snake Control and Eradication Act of 2003 - Expresses the sense of Congress that there is a need for better coordinated control, interdiction, research, and eradication of the brown tree snake. Requires all Federal agencies to take measures to prevent the introduction or spread of the snake in the United States and to fund programs for the control and eradication of the snake. Directs the Secretaries of the Interior and Agriculture to: (1) fund snake control, interdiction, research, and eradication efforts; (2) establish quarantine protocols to prevent the introduction or spread of the snake in the United States; and (3) establish a committee to be known as the Brown Tree Snake Control and Eradication Committee to coordinate activities among Federal agencies and between the U.S. Government and State, territorial, and local governments for the control, interdiction, research, and eradication of the snake. Designates the brown tree snake as: (1) an agricultural pest under the Federal Insecticide, Fungicide, and Rodenticide Act; and (2) non-mailable matter.

Chiropractic Health Parity for Military Retirees and Dependents Act - Directs the Secretary of Defense, no later than July 31, 2004, to complete development of a plan to provide chiropractic health care services and benefits, as a permanent part of the TRICARE program (a Department of Defense managed health care program), for covered beneficiaries. Requires plan implementation by December 31, 2004.

Healthcare Equality and Accountability Act - States that the purpose of this Act is to improve minority health and healthcare and to eliminate racial and ethnic disparities in health and healthcare. FamilyCare Act of 2003 - Amends the Social Security Act respecting: (1) family care; (2) Medicaid coverage for all residents with poverty level incomes; and (3) funding for the territories. Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to provide for optional coverage of legal immigrants under Medicaid and SCHIP (State children's health insurance program). Amends the Indian Health Care Improvement Act to revise provisions respecting program operations and funding. Directs the Secretary of Health and Human Services (HHS) to establish a demonstration project to strengthen Medicaid and SCHIP coverage for migrant workers and farmworkers. Establishes the National Commission for Expanded Access to Health Care. Amends the Public Service Health Act to improve limited English speakers' access to health care. Directs the Secretary to establish a Center for Cultural and Linguistic Competence in Healthcare. Provides for health workforce diversity, including provisions respecting: (1) career training and support; (2) data collection; (3) cultural training; (4) Hispanic-serving health professions schools; (5) student assistance, including online degree programs; (6) the Louis Stokes public health scholars program; (7) the Patsy Mink health and gender research fellowship program; (8) the Paul David Wellstone international health fellowship program; and (9) the Edward R. Roybal Healthcare scholar program. Environmental Justice Act of 2003 - Establishes: (1) the Interagency Working Group on Environmental Justice which shall provide guidance to Federal agencies for identifying disproportionately high and adverse health and environmental effects on minority, low-income, and Native American populations; and (2) the Federal Environmental Justice Advisory Committee which shall advise the Environmental Protection Agency (EPA) and the Working Group on areas environmental justice. Border Health Security Act of 2003 - Directs the Secretary, through the United States members of the United States-Mexico Border Health Commission, to award grants to eligible entities to improve the health of border area residents that are established by: (1) the United States members of the United States-Mexico Border Health Commission; (2) the State border health offices; and (3) the Secretary. Amends the United States-Mexico Border Health Commission Act to make permanent authorizations of appropriations for activities under such Act. Patient Navigator, Outreach, and Chronic Disease Prevention Act of 2003 - Authorizes the Secretary to make grants to public and nonprofit private health centers (including Indian Health Service Centers, tribal governments, urban Indian organizations, tribal organizations, clinics serving Asian Americans and Pacific Islanders and Alaska Natives, and rural health clinics) for model programs that provide health disparity populations with: (1) cancer and chronic disease prevention and treatment; (2) patient navigators to manage the care of individuals within such groups; and (3) outreach services. Authorizes similar grant programs through: (1) the National Cancer Institute; and (2) the Indian Health Service. Community Health Workers Act of 2003 - Authorizes the Secretary to make grants to States or local or tribal units to promote positive health behaviors for women in target populations, especially racial and ethnic minority women in medically underserved communities. Extends funding for breast and cervical cancer preventive health measures. Authorizes the Secretary to make grants to qualifying health centers, nonprofit organizations, and public institutions for cancer treatment and prevention programs for underserved minority and other populations, with consideration given to such population's language and cultural context. Provides for grants and activities respecting: (1) health empowerment zone programs in health disparity communities; (2) the Minority HIV/AIDS Initiative; (3) infant mortality and sudden infant death syndrome rates in minority communities; (4) fetal alcohol syndrome treatment and diagnosis; (5) diabetes prevention and treatment activities with Indian tribes, Pacific Islanders, and Native Hawaiians; (6) diabetes programs, including youth and children's programs; (7) heart disease; (8) a national stroke education campaign; and (9) obesity treatment and prevention in underserved minority populations; (10) tuberculosis control and prevention; (11) asthma; (12) sickle cell disease; (13) autoimmune disease in minority populations; (14) sexually transmitted diseases; (15) children's dental disease coverage under Medicaid or SCHIP, and dental health services in underserved areas; (16) demonstration projects to reduce violence; (17) uterine fibroid research and education; (18) disease screening; (19) community outreach; (20) immunizations; (21) chronic disease management; and (22) racial and ethnic approaches to community health. Requires HHS funded or operated programs to collect race, ethnicity, and language data to detect ethnic and racial health care disparities. Authorizes demonstration program grants for health plan, health center, and hospital data collection. Amends the Social Security Act to require the Social Security Administration to collect similar data. Directs the Secretary to fund epidemiology centers in Indian health areas lacking such centers. Extends funding for the National Center for Health Statistics. Minority Health and Genomics Act of 2003 - Establishes the Minority Health and Genomics Commission, which shall conduct a study of, and develop recommendations on, issues relating to genomic research as applied to minority groups. Directs the Secretary to establish: (1) civil rights compliance offices within each HHS agency that administers a health program; and (2) an Office of Minority Health within the Centers for Medicare and Medicaid Services. Establishes the Indian Health Service as an agency of the Public Health Service. Amends the Federal Food, Drug, and Cosmetic Act to establish an Office of Minority Affairs within the Office of the Commissioner of the Food and Drug Administration (FDA). Amends the Public Health Service Act to direct the Secretary to make grants for demonstration programs to improve minority healthcare access and quality. Directs the Secretary to: (1) designate centers of excellence at hospitals and other health systems serving large numbers of minority patients; (2) provide financial assistance to designated healthcare providers and community health centers for facility and service improvements in American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, the United States Virgin Islands, Puerto Rico, and Hawaii; and (3) provide grants and loan guarantees from the Health Safety Net Infrastructure Trust Fund (established by this Act) for capital financing assistance to eligible healthcare facilities.

Amends the Elementary and Secondary Education Act of 1965 to establish a grants program to reduce class size through the use of fully-qualified teachers. Allots funds to States and local educational agencies to recruit, hire, and train additional teachers, in order to: (1) reduce class sizes nationally, in grades one through three, to an average of 18 students per classroom; and (2) improve teaching in those grades so that all students can learn to read independently and well by the end of the third grade.

School Nutrition Enhancement Act - Amends the Richard B. Russell National School Lunch Act to phase out reduced price lunches and breakfasts by phasing in increases in income eligibility for free lunches and breakfasts by specified increments from 130 percent of the Office of Management and Budget nonfarm income poverty guidelines for July 1, 2003, to 185 percent of such guidelines for July 1, 2008, and every subsequent school year.
