Alzheimer's Treatment and Caregiver Support Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to make grants to public and nonprofit private health care providers to expand treatment services for patients with Alzheimer's disease and training and support services for families and caregivers. Obligates specified funds for medically underserved communities.

Yellowstone Buffalo Preservation Act - Prohibits an individual from killing, hazing, or capturing any buffalo on Federal lands or land held under Federal conservation easements or using any form of bait to lure buffalo from any Federal land onto private land until the Secretary of the Interior and other appropriate Federal agencies carry out specified duties. Establishes fines and criminal penalties for violations of this Act.

Gynecologic Cancer Education and Awareness Act of 2003 or Johanna's Law - Directs The Secretary of Health and Human Services: (1) through the National Institutes of Health (NIH), and in collaboration with the Director of the Centers for Disease Control and Prevention, to carry out a national campaign to increase the awareness and knowledge of women with respect to gynecologic cancers; and (2) through NIH and the Director, to carry out a demonstration program with nonprofit private entities to test different outreach and education strategies to increase such awareness among women and health care providers.

Domestic Violence Courts Assistance Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 (relating to grants to combat violent crimes against women) to allow such grants to be used to provide the resources to establish and maintain a court system dedicated to the adjudication of domestic violence cases. Requires a State to certify that at least five percent of grant funds shall be allocated for specialized domestic violence courts. Amends the State Justice Institute Act of 1984 to allow funds available pursuant to grants, cooperative agreements, or contracts awarded under the Act to be used to: (1) implement and evaluate court-based approaches to adjudicating domestic violence cases in State courts; and (2) provide technical assistance to State courts to facilitate the development and adoption of improved practices in such adjudication.

Bridges to the Cuban People Act of 2003 - Exempts from the embargo on trade with Cuba (including prohibitions under the Cuban Democracy Act of 1992 against the unloading at a U.S. port of vessels that previously entered a Cuban port to engage in trade) the export of any agricultural commodity, farm machinery or equipment, medicine, medical device, assistive technology device, personal care products, or products intended for the exclusive use by children, or any travel incident to the sale or delivery of such items. Directs the Secretary of Agriculture to study and report on export promotion and credit programs for Cuba. Prohibits the President from prohibiting or regulating travel to or from or within Cuba by U.S. nationals or lawful resident aliens, including specified transactions ordinarily incident to such travel, financial or otherwise. Authorizes the President to provide scholarships, with funds under the Mutual Educational and Cultural Exchange Act of 1961 for Cuban nationals who seek to undertake graduate study in public health, public policy, economics, law, or other field of social science. Authorizes the President to waive certain sanctions against, and restrictions on assistance to, Cuba, including the exclusion from the United States of certain aliens who have confiscated property in Cuba of U.S. nationals or who traffic in such property, if he determines that it will promote the peaceful transition to democracy in Cuba or will further U.S. national economic interests. Prohibits the Secretary of the Treasury from limiting the amount of remittances to Cuba that any U.S. person may make. Authorizes the import into the United States of a Cuban-originated medical article if the Secretary of Health and Human Services determines that there is a medical need in the United States for such article that is not being met by any medicine or medical device in commercial distribution in the United States. Repeals a prohibition, under the Department of Commerce and Related Agencies Appropriations Act, 1999, on certain transactions or payments with respect to U.S. intellectual property. Requires the U.S. Postal Service to provide direct mail service to and from Cuba. Amends the Enhanced Border Security and Visa Entry Reform Act of 2002 to provide for expedited security checks for certain visiting Cubans. Prohibits the President from regulating or prohibiting travel to, from, or within Cuba by U.S. persons for the purpose of engaging in or financing motion picture or television projects, or engaging in music recording projects, or any transactions incidental to such travel. Removes certain restrictions under specified Federal laws in order to allow Cuban nationals to come to the United States to play organized professional sports.

Security and Financial Empowerment Act - Sets forth entitlement standards and implementation guidelines for employee use of emergency leave to address domestic or sexual violence. Permits victims of domestic or sexual violence to substitute existing leave in lieu of emergency leave. Authorizes State use of funds under part A of title IV of the Social Security Act (Temporary Assistance for Needy Families) (TANF) to provide nonrecurrent short-term emergency benefits for emergency leave precipitated by domestic or sexual violence . Amends the Internal Revenue Code relating to approval of State unemployment compensation laws to prohibit denial of compensation where an individual is separated from employment due to circumstances resulting from the individual's experience of domestic or sexual violence. Amends the Social Security Act to include training under this Act for unemployment compensation and TANF personnel. Authorizes the Secretary of Health and Human Services to award a grant to a national victim services organization to develop and disseminate a model program for domestic and sexual violence training. Victims' Employment Sustainability Act - Prohibits certain discriminatory employer practices relating to terms or conditions of employment in connection with victims of domestic or sexual violence. Victims of Abuse Insurance Protection Act - Prohibits denial or restriction of insurance coverage based on the status of the applicant or insured regarding abuse or abuse-related claims. Amends the Internal Revenue Code to allow a business related credit for 40 percent of an employer's costs for implementing workplace safety and education programs relating to domestic and sexual violence. Authorizes the Attorney General to provide a grant for a clearinghouse and resource center to provide information and assistance to employers, labor organizations, and advocates on behalf of victims of domestic or sexual violence.

Marine Turtle Conservation Act of 2003 - Directs the Secretary of the Interior to use amounts in the Multinational Species Conservation Fund to finance projects for the conservation of marine turtles and their nesting habitats in foreign countries. Authorizes the Secretary to approve projects that help recover and sustain viable populations of marine turtles in the wild by assisting conservation programs in foreign countries. Gives preference to projects which: (1) are designed for long-term conservation of marine turtles and their nesting habitats; and (2) have matching funds available. Establishes the Marine Turtle Conservation Fund as a separate account in the Multinational Species Conservation Fund. Authorizes the Secretary to convene an advisory group of individuals representing public and private organizations actively involved in the conservation of marine turtles.

Security and Freedom Ensured Act of 2003 (SAFE Act) - Amends the USA PATRIOT Act to modify provisions regarding roving wiretaps under the Foreign Intelligence Surveillance Act of 1978 (FISA) to require that: (1) an order approving an electronic surveillance specify either the identity of the target or the place to be wiretapped; and (2) surveillance be conducted only when the suspect is present at the place to be wiretapped. Revises provisions governing search warrants authorized under the USA PATRIOT ACT to: (1) limit the authority to delay notice of the issuance of such a search warrant to circumstances where providing immediate notice of the warrant will endanger the life or physical safety of an individual, result in flight from prosecution, or result in the destruction of or tampering with the evidence sought under the warrant; and (2) require such delayed notification to be issued within seven days (currently, within a "reasonable period") after execution, with extensions by the court for additional periods of up to seven calendar days each time that the court finds reasonable cause to believe that notice of the execution of the warrant would have such consequences. Requires the Attorney General, on a semiannual basis, to transmit to Congress and make public a report concerning all requests for delays of notice and for extensions of such delays. Amends FISA to require, with respect to access by the Federal Bureau of Investigation to business records for foreign intelligence and international terrorism investigations, that there be specific and articulable facts giving reason to believe that the person to whom the records pertain is a foreign power or agent. Provides that libraries shall not be treated as wire or electronic communication service providers under provisions granting counterintelligence access to provider subscriber information, toll billing records information, or electronic communication transactional records. Redefines "domestic terrorism" to mean activities that involve acts dangerous to human life that constitute a Federal crime of terrorism (currently, that violate criminal laws).

Amerasian Naturalization Act of 2003 - Amends the Immigration and Nationality Act to provide automatic U.S. citizenship for lawful immigrants residing in the United States who were fathered by a U.S. citizen and born in Vietnam between 1962 and 1975.

Unaccompanied Alien Child Protection Act of 2003 - Establishes procedures for immigration officers who find an unaccompanied alien child at a U.S. land border or point of entry who is a national or habitual resident of a contiguous country. Establishes that other unaccompanied alien children, including trafficking victims, shall be in the care of the Office of Refugee Resettlement, except that such children who threaten U.S. security or who are charged with or have been convicted of a felony shall be in the care of the Directorate of Border and Transportation Security. Sets forth a family reunification preference order. Prohibits, with an exception for violent children, detention in adult or delinquent children facilities. Directs the Office to develop procedures for detention and prohibited detention practices. Expresses the sense of Congress that the United States Government should ensure that it does not repatriate children in its custody into life- and safety-threatening settings. Directs the Secretary of State to include in the annual State Department Country Report on Human Rights an assessment of the degree to which each country protects children from smugglers and traffickers. Directs the Office, with respect to unaccompanied alien children in the custody of the Office or the Department of Homeland Security, to: (1) develop age determination procedures; and (2) provide immigration counsel. Directs the Executive Office for Immigration Review to develop model guidelines for legal representation of children. Authorizes the Office to provide that each unaccompanied child have a guardian ad litem. Requires the Office to implement a pilot program for the appointment of guardians ad litem. Amends special immigrant juvenile provisions of the Immigration and Nationality Act (INA). Expresses congressional commendation of the Immigration and Naturalization Service' s issuance of its "Guidelines for Children's Asylum Claims." Directs the Secretary of Homeland Security to provide immigration officers with related training. Exempts unaccompanied alien children from certain removal and asylum provisions. Amends the Homeland Security Act of 2002 to set forth additional responsibilities and authorities of the Office with respect to unaccompanied alien children.

Prevention, Awareness, and Research Auto-Immune Disease Act - Amends the Public Health Service Act to provide grants through the Centers for Disease Control to conduct public and professional awareness activities regarding autoimmune diseases, including lupus, multiple sclerosis, rheumatoid arthritis, and fibromyalgia. Provides grants through the Health Resources and Services Administration for the education of health care providers on potential links between autoimmune diseases and cognitive and mood disorders such as depression. Establishes a research program where qualified physicians agree to conduct research concerning autoimmune diseases in exchange for student loan repayment.

Nursing Home Staffing Act of 2003 - Amends titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act to direct the Secretary of Health and Human Services to promulgate standards for minimum nurse staffing levels in nursing facilities receiving Medicare or Medicaid payments. Reinstitutes (Boren amendment) payment methodology, providing for payment of Medicaid services through the use of rates determined pursuant to the criteria under State Medicaid plan requirements as in effect on August 1, 1997. Establishes safe harbor rates. Provides a permanent 1.50 percent increase of the Medicaid Federal medical assistance percentage (FMAP) for a State beginning with FY 2004. Authorizes inclusion of: (1) financial accountability requirements in the survey and certification process with respect to facilities receiving Medicare or Medicaid payments; and (2) professionals trained in financial accounting and auditing in the multidisciplinary survey teams of professionals under Medicare and Medicaid.

Prematurity Research Expansion and Education for Mothers who deliver Infants Early Act or the PREEMIE Act - Amends the Public Health Service Act to require both the National Institutes of Health (NIH) and the Centers for Disease Control (CDC) to expand and coordinate research relating to preterm labor and delivery and infant mortality. Establishes within NIH two networks: a Maternal-Fetal Medicine Units Network and a Neonatal Research Unit Network. Requires the Director of the CDC to study and report on the relationship between prematurity, birth defects, and developmental disabilities as well as review the Pregnancy Risk Assessment Monitoring Survey. Requires the Director of NIH to contract with the Institute of Medicine of the National Academy of Sciences for a study on the health and economic consequences of preterm birth. Directs the Administrator of the Health Resources and Services Administration to assess the current national core performance and outcome measures under the Maternal and Child Health Block Grant with the goal of expanding them to include known risk factors of low birthweight and prematurity such as smoking by pregnant women. Requires the Secretary of Health and Human Services to make grants for a demonstration project to improve the provision of information on prematurity to health professionals and other health care providers and the public. Funds grants for projects to support the informational and emotional needs of families during the stay of an infant in a neonatal intensive care unit (nicu). Establishes an Interagency Coordinating Council on Prematurity and Low Birthweight.

Compassionate Visitor Visa Act - Amends the Immigration and Nationality Act to remove the initial burden of establishing that an alien is entitled to nonimmigrant status in the case of an alien seeking to enter the United States for a temporary stay occasioned by the serious illness or death of a family member who is a U.S. citizen or an alien lawfully admitted for permanent residence unless such alien is: (1) an excludable alien; or (2) does not intend to leave the United States.

Prevent Prematurity and Improve Child Health Act of 2003 -Amends title XIX (Medicaid) and XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act to give States the option to expand or add coverage of certain pregnant women under Medicaid and SCHIP and to provide optional coverage of legal immigrants under such programs. Extends coverage under Medicaid of prescription drugs and counseling services to tobacco cessation medications to help pregnant women enrolled in the program quit using tobacco. Requires coverage of tobacco cessation counseling services for pregnant women, and exempts such services from cost-sharing charges. Covers tobacco cessation medications and counseling for pregnant women, also, under the Maternal and Child Health Services program under SSA title V. Gives States the option under Medicaid of: (1) providing family planning services and supplies to individuals with incomes that do not exceed a State's income eligibility level for medical assistance; and (2) extending the postpartum period for provision of family planning services and supplies. Gives States the option of providing wrap-around SCHIP coverage to children who have other health coverage. ........................................

Authorizes the President to award congressional gold medals posthumously, to their next of kin, on behalf of Reverend Joseph A. DeLaine, Harry and Eliza Briggs, and Levi Pearson, in recognition of their contributions to the Nation as pioneers in South Carolina in the effort to desegregate public schools that led directly to the landmark desegregation case of Brown et al. v. the Board of Education of Topeka et al. Directs that amounts received from the sale of duplicate bronze medals be deposited in the U.S. Mint Public Enterprise Fund.

Marine Corps 230th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 500,000 one dollar coins which shall be emblematic of the warrior ethos of the United States Marine Corps. Requires all surcharges from the sale of the coins to be paid to the Marine Corps Heritage Foundation for construction of the Marine Corps Heritage Center.

Employment Non-Discrimination Act of 2003 - Prohibits employment discrimination on the basis of sexual orientation by covered entities (including employment agencies, labor organizations, and training programs). Prohibits related retaliation and coercion. Declares this Act inapplicable to the provision of employee benefits for the benefit of an employee's domestic partner. Prohibits the Equal Employment Opportunity Commission from: (1) collecting statistics on sexual orientation from covered entities; and (2) compelling covered entities to collect such statistics. Prohibits: (1) quotas and preferential treatment; and (2) an order or consent decree for a violation of this Act that includes a quota or preferential treatment. Declares that this Act is inapplicable to: (1) religious organizations; (2) the relationship between the United States and members of the armed forces; or (3) laws creating special rights or preferences for veterans. Prohibits the imposition of affirmative action for a violation of this Act. Disallows State immunity. Makes the United States or a State liable for remedies to the same extent as under the Civil Rights Act of 1964.

Specialty Crops Competitiveness Act of 2003 - Defines "specialty crop" as all agricultural crops, except wheat, feed grains, oilseeds, cotton, rice, peanuts, sugar, and tobacco. Directs the Secretary of Agriculture to make grants to States to enhance specialty crop competitiveness. Bases grant amounts on specialty crop production value. Amends the Consolidated Farm and Rural Development Act to increase fruit or vegetable producer operating loan limits. Amends the Agricultural Adjustment Act, reenacted with amendments by the Agricultural Marketing Agreement Act of 1937, to provide for marketing order specialty crop food safety programs. Authorizes the Secretary to make grants to State or local educational agencies for school garden programs that permit children to learn about specialty crops' dietary importance. Amends the Farm Security and Rural Investment Act of 2002 to: (1) increase maximum orchardist assistance under the tree assistance program; and (2) increase and extend specialty crop technical assistance. Directs the Secretary to use specified funds to provide restitution to licensed specialty crop shippers for economic losses resulting from the preparation of false inspection certificates by Department of Agriculture graders at Hunts Point Terminal Market, Bronx, New York. Authorizes appropriations for the maintenance of the Agricultural Marketing Service inspection training center in Fredericksburg, Virginia. Directs the United States Trade Representative to establish at least one position in the Office of the United States Trade Representative for specialty crop trade matters. Directs: (1) the General Accounting Office to conduct a study on why and to what extent U.S. specialty crops have not benefited from the Uruguay Round; and (2) the Secretary to prepare a foreign market access strategy plan aimed at increasing such exports. Directs the Secretary to establish: (1) in the Animal and Plant Health Inspection Service of the Department, the Sanitary and Phytosanitary Export Petition Division to process petitions for reducing sanitary and phytosanitary export barriers; and (2) in the Department an office to develop and protect intellectual property rights in plants and plant materials. Provides for a Foreign Agricultural Service study of supplier credit guarantee program modifications in order to increase specialty crop exports. Directs the Secretary to transfer the Office of Pest Management Policy of the Department from the Agricultural Research Service to the Office of the Secretary of Agriculture for administrative and funding purposes. Provides for additional research initiatives respecting: (1) methyl bromide alternatives; (2) specialty crop clean air benefits; (3) produce quality improvement; (4) new crop protection tools and integrated pest management; (5) foreign invasive pests and diseases; and (6) national specialty crop development initiative grants. Establishes in the Treasury the Invasive Pest and Disease Response Fund to support emergency eradication and research activities of the Animal and Plant Health Inspection Service in response to economic and health threats posed by invasive pests and agricultural disease. Directs the Administrator of the Animal and Plant Health Inspection Service to provide for independent scientific advice and peer review with regard to specialty crop import and export requests, including risk and mitigation assessments. Authorizes the Secretary to carry out a food safety education program to reduce contamination from: (1) microbial pathogens; and (2) unsanitary handling practices. Amends the Food Security Act of 1985 to remove the income limitation from the environmental quality incentives program.

NICS Improvement Act of 2003 - Amends the Brady Handgun Violence Prevention Act to require: (1) the head of each Federal agency that has records relating to persons for whom receipt of a firearm would violate Federal or State law to provide that information to the Attorney General for inclusion in the National Instant Criminal Background Check System (NICS); (2) the agency, upon being made aware that the basis under which a record was made available no longer applies, to correct the record and notify the Attorney General; and (3) the Department of Homeland Security to make available to the Attorney General records relevant to a determination that a person is disqualified from possessing or receiving a firearm and information about a change in such person's status for removal from NICS, where appropriate. Directs the Attorney General to make grants to: (1) States and Indian tribal governments to establish or upgrade information and identification technologies for firearms eligibility determinations; and (2) States for use by the State court system to improve the automation and transmittal to Federal and State record repositories of criminal history dispositions, records relevant to determining whether a person has been convicted of a misdemeanor crime of domestic violence, court orders, and mental health adjudications or commitments. Requires: (1) the Director of the Bureau of Justice Statistics to study and evaluate NICS operations and to report annually to Congress and to specified States regarding best practices; and (2) the Comptroller General to conduct an audit of the expenditure of all funds appropriated for criminal records improvement to determine how the funds were expended.

Advancing Justice Through DNA Technology Act of 2003 - Rape Kits and DNA Evidence Backlog Elimination Act of 2003 - Amends: (1) the DNA Analysis Backlog Elimination Act of 2000 to reauthorize the Act; (2) the DNA Identification Act of 1994 (Identification Act) to expand the scope of DNA samples to be included in the Combined DNA Index System (CODIS); and (3) the Violence Against Women Act to authorize grants to increase the availability of legal assistance to victims of dating violence. DNA Sexual Assault Justice Act of 2003 - Amends the Identification Act to require that CODIS include only information on DNA identification records and analyses that are prepared by laboratories that: (1) have been accredited by a nationally recognized nonprofit professional association of forensic scientists within two years; and (2) undergo external audits at least every two years that demonstrate compliance with specified standards. Authorizes the Attorney General to make grants for: (1) DNA training and education; (2) sexual assault forensic examination programs; (3) research and development; (4) using DNA technology to identify missing persons; and (5) tribal domestic violence and sexual assault coalitions. Expands and reauthorizes the Paul Coverdell Forensic Sciences Improvement Grant Program. Innocence Protection Act of 2003 - Sets forth conditions under which a Federal prisoner may obtain post-conviction DNA testing of specific evidence. Directs the Attorney General to award grants to States to improve the quality of legal representation in State capital cases.

Benjamin Franklin Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue one dollar coins emblematic of the life and legacy of Benjamin Franklin (not more than 250,000 bearing his image as a young statesman and not more than 250,000 with his image as an older numismatist). Directs that all sales include a $10 per coin surcharge, which shall be paid by the Secretary to the Benjamin Franklin Tercentenary Commission, to be used to educate people about Franklin's legacy.

Calls on the Government of Japan to formally acknowledge and apologize for its World War II war crimes and for Japanese companies that used prisoners of war as slave labor during World War II to compensate those former prisoners (or their survivors) for their labor and for any brutality the companies inflicted.

Health and Education Access for Students with Diabetes Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to prohibit a State or public or private entity from receiving funds under ESEA title IV part A, also known as the Safe and Drug-Free Schools and Communities Act, unless it has a policy in effect against hindering or restricting a student from engaging in diabetes treatment prescribed or recommended by a physician.

Diabetes Self-Management Training Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act to provide for the recognition of certified diabetes educators as Medicare providers for purposes of diabetes outpatient self-management training services. Directs the Comptroller General to study and report to Congress on: (1) the barriers, if any, that exist in rural areas to successfully becoming a recognized diabetes education program, including the difficulty of rural health care professionals in becoming certified diabetes educators; and (2) whether individuals with diabetes who live in rural areas have barriers to accessing diabetes self-management training.

College Opportunity for All Act - Amends the Higher Education Act of 1965 (HEA) to revise and reauthorize requirements relating to: (1) Pell Grants and other student aid amounts and access to higher education for all students; (2) support and educational opportunities for students at minority-serving institutions, including centers for teacher education; (3) postbaccalaureate opportunities at Hispanic-serving institutions; (4) TRIO and other outreach programs to disadvantaged students pursuing a postsecondary education; (5) support for working students through revision of student aid need analysis; (6) student loan forgiveness for certain public service employment; (7) relief to borrowers through elimination of origination fees and allowance of refinancing of consolidation loans; (8) simplification of the student aid process; (9) voluntary flexible agreements with guaranty agencies; and (10) allowance for State and other taxes.

Benjamin Franklin True Patriot Act - Provides that each provision of law, regulation, or other policy directive listed in this Act and any amendments made by that provision, shall cease to have effect 90 days after the date of the enactment of this Act. Authorizes Congress, during such period and at the request of the President, to hold hearings to determine whether a particular section should be removed from the list with respect to the USA PATRIOT Act. Applies this Act to specified provisions in: (1) the USA PATRIOT Act; (2) the Aviation Security Act excluding permanent resident aliens from being baggage checkers; (3) the Homeland Security Act 2002; (4) certain immigration regulations; (5) the Federal Register relating to monitoring conversations between attorneys and clients; (6) the memorandum of Attorney General Ashcroft dated October 12, 2001, and relating to the disclosure of documents under the Freedom of Information Act; and (7) any regulations having the effect of changing the effect of Attorney General Dick Thornburg's Guidelines on General Crimes, Racketeering Enterprise and Domestic Security/Terrorism Investigations (particularly with respect to religious institution spying), approved March 21, 1989.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation of a congressional gold medal to Monsignor Ignatius McDermott (founder of Haymarket Center, the largest drug abuse treatment center in Chicago) in recognition of his contribution to the drug treatment community and his accomplishments as a priest and humanitarian.

Sand Conservation and Taxpayer Savings Act of 2003 - Amends the Water Resources Development Act of 1992 to direct the Secretary of the Army to: (1) investigate and develop plans and demonstration projects for regional management of dredged materials, including beneficial uses of such material for the construction, repair, or rehabilitation of certain public works projects; and (2) place beach-quality sand on certain beaches and nearshore disposal areas. Repeals provisions of the Water Resources Development Act of 1976 that authorize the Secretary of the Army to place on State beaches beach-quality sand which has been dredged in constructing and maintaining navigation inlets and channels adjacent to such beaches.

Agricultural Job Opportunity, Benefits, and Security Act of 2003 - Directs the Secretary of Homeland Security, upon completion of specified agricultural work and residency requirements, to adjust the status of a qualifying alien agricultural worker (and spouse and minor children) to that of a: (1) lawfully admitted temporary nonimmigrant; and (2) permanent resident nonimmigrant. Sets forth provisions with respect to: (1) adjustment of status applications, including penalties for false statements; (2) waiver of numerical limitations and certain grounds for inadmissibility; (3) temporary stay of removal and work authorization; (4) administrative and judicial review; and (5) dissemination of program information. Amends the Social Security Act to provide for the correction of such aliens' social security records. Amends the Immigration and Nationality Act to set forth registry application requirements for H-2A employers and employer associations, including assurances: (1) that the job opportunity is temporary or seasonal, and is not the result of a labor dispute, (2) that attempts have been made to hire U.S. workers; and (3) respecting required wages and benefits, and compliance with labor laws. Sets forth employment requirements with respect to: (1) wages; (2) housing; and (3) transportation reimbursement. Establishes the Commission on Agricultural Wage Standards under the H-2A program. Revises provisions respecting the admission and extension of stay of temporary H-2A workers. Provides special rules for alien sheepherders. Sets forth worker protection and labor standards enforcement provisions for such aliens.

Calling for 2-1-1 Act of 2003 - Directs the Secretary of Commerce to award a grant to each State to carry out a program for making available throughout that State the 2-1-1 telephone service for information and referral on human services. Requires a participating State to ensure that at least 50 percent of the resources of the program funded by the grant will be derived from other sources. Requires a State seeking a grant to carry out its activities through a lead entity to be known as a 2-1-1 Collaborative. Requires grant amounts to be used solely to make available to a State 2-1-1 telephone service for community information and referral on human services, including telephone connections between families and individuals seeking services and the service providers. Requires grant recipients to: (1) abide by the Key Standards for 2-1-1 Centers; and (2) collaborate with human service organizations to provide an exhaustive database of services with which to provide information or referral to individuals utilizing the 2-1-1 service.

Renewable Fuels and Transportation Infrastructure Enhancement Act of 2003 - Amends the Internal Revenue Code to establish, for a limited period of time: (1) as a credit against the gasoline and diesel fuel excise tax, a credit equal to the sum of the alcohol fuel mixture credit plus the biodiesel mixture credit; and (2) a biodiesel fuels credit business credit.

Expresses the deepest sympathies of the House of Representatives to the people of Sweden and the family of Swedish Foreign Minister Anna Lindh following her tragic and untimely murder. Condemns all senseless acts of violence against public officials. Urges the President to provide all appropriate assistance that may be requested by Swedish law enforcement officials as they pursue the killer. Expresses the solidarity of the people of the United States with the people of Sweden and the Swedish Government at this difficult time.

Methamphetamine Equipment, Training, Hardware, Material, and Safety Knowledge Grant Act of 2003 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Director of the Bureau of Justice Assistance to make matching grants to States, local governments, and Indian tribes to provide to law enforcement officers protective equipment and training for investigating and responding to offenses related to methamphetamine clandestine drug laboratories. Authorizes the Director to give preferential consideration to an application from a jurisdiction that: (1) has the greatest need and a methamphetamine clandestine drug laboratory-related seizures per capita rate at or above the national average; or (2) has consolidated local law enforcement effort by creating multi-jurisdictional law task forces. Requires funds to be awarded to each qualifying local government with fewer than 100,000 residents.

Graduation for All Act - Authorizes the Secretary of Education to establish a program that will provide grants to State educational agencies (SEAs) and, through them, subgrants to local educational agencies (LEAs) to establish reading and writing programs to improve overall reading and writing performance among students in secondary schools, including middle and high schools. Limits eligibility for subgrants to LEAs in a State that are among those that have the lowest graduation rates for public secondary school students. Includes among required uses of LEA subgrant funds: (1) hiring and inservice training of literacy coaches to work with classroom teachers to incorporate reading and writing instruction in all subject areas, and to identify students with reading problems and provide remediation or referral for additional services; (2) counseling for students at risk of not graduating on time; and (3) professional development for middle and high school teachers, administrators, and paraprofessionals that addresses literacy needs of economically disadvantaged students, students from major racial and ethnic groups, students with disabilities, students with limited English proficiency, migrant children, and homeless children. Amends the Elementary and Secondary Education Act of 1965 to include public secondary school graduation rates for all students under requirements for: (1) accountability for adequate yearly progress; and (2) annual State report cards. Amends the Adult Education and Family Literacy Act to require annual reports on the number participants who are 16, 17, or 18 years of age in certain programs and services, disaggregated by race, ethnicity, gender, limited English proficiency status, disability, and socioeconomic status.

Employee Right to Choose Act of 2003 - Amends the National Labor Relations Act to revise collective bargaining requirements with respect to bargaining for an initial agreement to require generally shorter deadlines for commencement of bargaining, requests for mediation, and referrals of a dispute to arbitration. Requires certification of a bargaining representative without election if a majority of the bargaining unit employees have authorized designation of the representative and there is no other individual or labor organization so designated by 30 percent or more of the employees. Repeals the requirement for a secret ballot vote on rescission of the authority of a collective bargaining agreement upon petition by 30 percent or more of covered bargaining unit employees.

Children's Mental Health Screening and Prevention Act of 2003 - Directs the Secretary of Health and Human Services, the Secretary of Education, and the Attorney General to jointly make ten three-year demonstration grants to implement evidence-based preventive-screening tools to detect mental illness and suicidal tendencies in school-age youth and to refer those youth in need of assessment or treatment. Makes eligible to receive such a grant, as a demonstration facility, any facility that serves at-risk youth or performs outreach to school-age youth, including any elementary school, secondary school, school-based health center, juvenile justice facility, foster care setting, homeless shelter, youth drop-in center, youth outreach organization, youth residential treatment center, or State or local mental health organization. Requires applicants to form multidisciplinary project implementation committees and to agree to certain information collecting and reporting requirements.

Currency Harmonization Initiative through Neutralizing Action Act of 2003 - Directs the Secretary of the Treasury to analyze annually the exchange rate policies of the People's Republic of China, and to impose additional tariffs, if necessary, to equalize any currency manipulations.

Pension Security Disclosure Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to repeal the exemption from public disclosure of the contents of certain records, documents, and other information required to be reported to the Pension Benefit Guaranty Corporation by contributing sponsors, and each member of a contributing sponsor's controlled group, of a single-employer plan. Declares all such information to be public information, except any that the Corporation has identified by regulation as confidential. Requires the Corporation to: (1) make any such public information available for inspection in its principal office; and (2) upon written request, and for a reasonable charge, furnish to any participant or beneficiary a written copy of any such information. Requires the Corporation to provide by regulation for timely disclosure on a Corporation website on the Internet and other appropriate media of a summary of any such information regarding any plan whose funding ratio of assets to liabilities for a reporting period was less than 90 percent. Requires immediate transmittal of a copy of such summary to the plan administrator, and, within 30 days after its receipt, by the plan administrator to each plan participant and beneficiary.
