Stephanie Tubbs Jones Uterine Fibroid Research and Education Act of 2023 This bill directs the Department of Health and Human Services (HHS) to expand research on, and take other actions to address, uterine fibroids. These are muscular tumors that grow in the wall of the uterus and may cause pain, heavy menstrual bleeding, and reproductive issues. In coordination with the National Institutes of Health and appropriate federal agencies, HHS must undertake research activities on uterine fibroids. In addition, HHS must establish a database of services furnished to individuals diagnosed with uterine fibroids under Medicaid or the Children's Health Insurance Program and must develop a report on federal and state expenditures for such services. Additionally, HHS must disseminate information on uterine fibroids to the public and to health care providers, including information on the elevated risk for minority women and available treatments.

Veteran Service Recognition Act of 2023 This bill addresses immigration-related issues pertaining to noncitizen (or non-U.S. national) military veterans, including by authorizing the Department of Homeland Security (DHS) to provide lawful permanent resident status to a veteran who is subject to removal. If a noncitizen veteran appears to be eligible for lawful permanent resident status under this bill, that veteran must receive a reasonable opportunity to apply for such status and may not be removed until there is a final administrative decision on the veteran's eligibility. For the purposes of providing such status under this bill, DHS may waive any applicable grounds of inadmissibility, except for certain crime- or security-related grounds. The bill also extends certain deadlines relating to obtaining citizenship after serving in the Armed Forces. DHS must create a system for identifying noncitizens who are or may be veterans. Before initiating removal proceedings against a noncitizen, DHS must attempt to determine whether the noncitizen is a veteran. DHS must ensure that veteran status is considered in immigration proceedings. Additionally, the bill requires U.S. Citizenship and Immigration Services and the Department of Defense to take certain actions to facilitate opportunities for military recruits and veterans to obtain U.S. citizenship; establishes the Military Family Immigration Advisory Committee to provide recommendations on cases involving the removal of a servicemember, veteran, or certain family members of a servicemember or veteran; and waives certain grounds of inadmissibility for certain noncitizens applying for lawful permanent resident status as an immediate relative of a U.S. citizen who has served at least two years in the Armed Forces.

Senator Paul Simon Study Abroad Program Act of 2023 This bill expands access to study abroad for U.S. undergraduate students. It revises the Increase and Diversify Education Abroad for U.S. Students program (commonly known as the IDEAS program) and formally renames the program as the Senator Paul Simon Study Abroad Program.

Support for Patients and Communities Reauthorization Act This bill reauthorizes through FY2028 and modifies various grants, programs, and activities that address substance use and misuse. This includes reauthorizing (1) data collection, education, and surveillance activities; (2) grants and other support for substance use disorder prevention, treatment, and recovery; (3) student loan repayment and other programs for the substance use disorder workforce; and (4) programs for addressing trauma, particularly for children, youth, and their families. Generally, the modifications expand programs. Additionally, the bill modifies provisions related to the scheduling of controlled substances, including by incorporating illicit xylazine (a compound used in veterinary medicine as a nonopioid tranquilizer) into schedule III of the Controlled Substances Act. Further, the bill makes permanent a requirement that Medicaid programs cover medication-assisted treatment for individuals with substance use disorders.

This resolution calls on the government of Venezuela to immediately release Eyvin Hernandez, a U.S. citizen and Los Angeles County public defender, from unjust imprisonment. The resolution urges the President and other U.S. government officials to continue raising the Eyvin Hernandez case to Venezuela and to press for his immediate release. The resolution also expresses support for all American citizens wrongfully detained in Venezuela.

Building Chips in America Act of 2023 This bill modifies and limits the review of certain semiconductor (i.e., microchip) projects under the National Environmental Policy Act of 1969 (NEPA) and the National Historic Preservation Act (NHPA). Specifically, the bill exempts from NEPA and NHPA specified semiconductor projects that receive financial assistance under the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021. Next, the bill allows the Department of Commerce to serve as the lead agency for the review of a semiconductor project that receives such financial assistance but is not exempted from review under NEPA. A single environmental document and joint record of decision must be prepared for a semiconductor project. In completing the environmental review, Commerce may adopt a prior study or decision under certain circumstances. The bill also allows a state to assume the responsibility of an environmental review under NEPA for a semiconductor project. Finally, the bill sets a statute of limitations for certain claims under NEPA.

Expanding Access to High-Impact Tutoring Act of 2023 This bill directs the Department of Education (ED) to award grants to state educational agencies and, through them, subgrants to local educational agencies (LEAs) for implementing, administering, and evaluating tutoring programs in elementary and secondary schools. Additionally, the bill directs ED to establish an advisory board. Among its duties, the advisory board must (1) evaluate and approve plans to ensure that LEAs will meet tutoring program requirements, (2) provide technical assistance and guidance to grant recipients, and (3) develop a nationwide tutoring workforce.

Equal Access to Reproductive Care Act This bill includes assisted reproduction as a tax deductible medical expense. It defines assisted reproduction as any methods, treatments, procedures, and services for effectuating a pregnancy and bringing it to term, and treats it as medical care of the taxpayer, the taxpayer's spouse, or a dependent to the extent that they intend to take legal custody or responsibility for any children born as a result of such assisted reproduction.

Comprehensive Cancer Survivorship Act This bill establishes programs and requirements to support the provision of services for cancer survivors, including health care, employment, and supportive services. For example, the bill provides for Medicare coverage of cancer care planning and coordination services (i.e., treatment plans that are developed by physicians or other providers). It also establishes grant programs for navigation services for cancer survivors with respect to follow-up services (e.g., screenings) and other support. Additionally, the Center for Medicare and Medicaid Innovation must test a model to provide cancer survivorship care planning for children under Medicaid and the Children's Health Insurance Program (CHIP). The bill also provides for other services and support for cancer survivors, including (1) a grant program to provide employment assistance for cancer survivors, including trainings, transportation, and childcare; and (2) Medicaid and CHIP coverage of fertility services for those with cancer and for cancer survivors.

National Nursing Shortage Task Force Act of 2023 This bill establishes a National Nursing Shortage Task Force to recommend policies for addressing the nursing shortage in the United States, particularly in designated health professional shortage areas. The task force terminates 90 days after it submits its recommendations.

Promoting Respect for Individuals' Dignity and Equality Act of 2023 or the PRIDE Act of 2023 This bill requires the equal treatment of same sex married couples for tax purposes. It permits such couples to amend their filing status to married filing jointly for tax returns outside of the statute of limitations and modifies tax rules relating to married couples to include same sex couples.

Amputation Reduction and Compassion Act of 2023 or the ARC Act of 2023 This bill provides for coverage of peripheral artery disease screening tests without cost-sharing under Medicare and Medicaid for certain at-risk individuals. It also requires the development of certain educational programs, a payment model, and Medicare quality measures to reduce amputations relating to such disease.

Horse Transportation Safety Act of 2023 This bill prohibits a person from transporting a horse in interstate commerce in a motor vehicle that contains two or more levels stacked on top of one another. Vehicles operated exclusively on a rail or rails are excluded from the prohibition. The bill prescribes civil penalties for knowing violations of such prohibition.

Allergen Disclosure In Non-food Articles Act or the ADINA Act This bill requires the labels of drugs to identify ingredients that contain, or are derived from, major food allergens or gluten-containing grains.

Equality Act This bill prohibits discrimination based on sex, sexual orientation, or gender identity with respect to businesses, employment, housing, federally funded programs, and other settings. Specifically, the bill expands Title II and Title VI of the Civil Rights Act of 1964 to prohibit public accommodations and federally funded programs, respectively, from discriminating based on sex, sexual orientation, or gender identity. It also includes stores, transit services, recreational facilities, and establishments that provide health care, accounting, or legal services as public accommodations under Title II. The bill also expands Title IV (desegregation of public schools) and Title VII (employment discrimination) to specifically include sexual orientation and gender identity. (The Supreme Court held in Bostock v. Clayton County that Title VII's prohibition of employment discrimination based on sex also prohibits employment discrimination based on sexual orientation or gender identity.) The bill similarly expands the Fair Housing Act (discrimination in public and private housing) to include sexual orientation and gender identity. It also prohibits discrimination based on sexual orientation or gender identity by creditors and with respect to jury selection. The bill defines sex for purposes of the aforementioned provisions to include sex stereotypes, pregnancy, childbirth, sexual orientation, gender identity, and sex characteristics.

Computer Science for All Act of 2023 This bill establishes a program through which the Department of Education must award grants to states, local educational agencies, and eligible tribal schools to serve as models for national replication of computer science education expansion efforts. Grant recipients must use these funds for certain activities, including training teachers to teach computer science and expanding access to high-quality learning materials and online options.

American Dream and Promise Act of 2023 This bill provides certain non-U.S. nationals ( aliens under federal law) with a path to receive permanent resident status and contains other immigration-related provisions. The Department of Homeland Security (DHS) or the Department of Justice (DOJ) shall provide conditional permanent resident status for 10 years to a qualifying individual who entered the United States as a minor and (1) is deportable or inadmissible, (2) has deferred enforced departure (DED) status or temporary protected status (TPS), or (3) is the child of certain classes of nonimmigrants. The bill imposes various qualifying requirements, such as the individual being continuously physically present in the United States since January 1, 2021, passing a background check, and being enrolled in or having completed certain educational programs. DHS shall remove the conditions placed on permanent resident status granted under this bill if the alien applies and meets certain requirements, such as completing certain programs at an educational institution, serving in the military, or being employed. Furthermore, DHS and DOJ shall provide lawful permanent resident status to certain individuals who had TPS, were eligible for TPS, or were eligible for DED status on certain dates. Such individuals must meet certain requirements and apply for such status within three years of this bill's enactment. DHS may not use information from applications filed under this bill or for Deferred Action for Childhood Arrivals status for immigration enforcement purposes. This bill also repeals a restriction that bars a state from providing higher education benefits to undocumented individuals unless those benefits are available to all U.S. nationals without regard to residency in the state.

Right to Contraception Act This bill sets out statutory protections for an individual's right to access and a health care provider's right to provide contraception and related information. Contraception refers to an action taken to prevent pregnancy, including the use of contraceptives (i.e., a device or medication used to prevent pregnancy), fertility-awareness based methods, and sterilization procedures. Generally, the bill prohibits measures that single out and impede access to contraception and related information. However, a party may defend against a claim that a measure violates the bill's prohibitions by demonstrating, through clear and convincing evidence, that the measure significantly advances the safety of contraception and cannot be achieved through less restrictive means. The bill also specifies that the prohibition preempts inconsistent state and local laws and applies in spite of other federal laws, including the Religious Freedom Restoration Act of 1993. The Department of Justice, individuals, or health care providers may bring a lawsuit to enforce this bill, and states are not immune from suits for violations.

Fair and Open Skies Act This bill amends the policy considerations the Department of Transportation (DOT) must take into account when issuing a foreign air carrier permit. (This allows foreign air carriers to operate in U.S. air space.) DOT must consider preventing the undermining of labor standards when determining whether the foreign air transportation will be in the public interest. Further, the bill amends the requirements for the Department of State and DOT in formulating U.S. international air transportation policy. Under current law, the State Department and DOT must develop a negotiating policy emphasizing the greatest degree of competition compatible with a well-functioning international air transportation system and include specific considerations; this is amended to also include preventing the undermining of labor standards.
