This resolution condemns Iran's state-sponsored persecution of the Baha'i religious minority and Iran's continued violation of international human rights treaties. The resolution calls on Iran to (1) immediately release Baha'is and others imprisoned or detained solely on account of religion, (2) end its state-sponsored campaign of hate propaganda against the Baha'is, and (3) reverse certain policies that discriminate against Baha'is and other religious minorities. The resolution also urges the President and the Department of State to impose sanctions on Iranian officials and others who are responsible for serious human rights abuses, including abuses against Iran's Baha'i community.

Brian McDaniel Flight Safety Act This bill directs the Federal Aviation Administration (FAA) to issue a final rule on safety management systems (SMS) for certain certificate holders and operators. (An SMS is a formal, organization-wide approach to safety risk that includes systematic procedures, practices, and policies.) The FAA issued an SMS notice of proposed rulemaking on January 11, 2023. Specifically, the bill requires the FAA to ensure the final SMS rule applies to all specified certificate holders and operators, including commuter and on-demand operators and commercial air tour operators.

LGBTQ I+ Data Inclusion Act This bill addresses federal data collection of voluntary, self-disclosed information on sexual orientation, gender identity, and variations in sex characteristics. Specifically, the bill requires federal agencies that collect information through a survey for statistical purposes that includes demographic data (where subjects self-report information or a proxy provides information about the subject or responds for all persons in a household) to review existing data sets to determine which data sets do not include information about sexual orientation, gender identity, and variations in sex characteristics. Such agencies must assess needed changes in survey methods related to asking questions on such matters. Agencies that publish reports relying on survey demographic data must include information on sexual orientation, gender identity, and variations in sex characteristics. Agencies may waive this publication requirement on a case-by-case basis if the confidentiality of the information cannot be maintained or if adding such information to the survey would impair the agency's ability to preserve the utility, accuracy, or objectivity of the survey while also generating relevant evidence about the LGBTQI+ community. The Government Accountability Office must report to Congress on the implementation of this bill's requirements by agencies.

Neighborhood Homes Investment Act This bill allows a business-related tax credit for certain development costs for the acquisition, rehabilitation, or remediation of qualified real property (i.e., real property affixed on a permanent foundation and comprised of four or fewer residential units, a condominium unit, or a house or apartment owned by a cooperative housing corporation). The bill also provides for the exclusion from gross income, for income tax purposes, of the value of any subsidy provided to a taxpayer by any state energy office for purposes of improvements made to a qualified residence.

Pets Belong With Families Act This bill prohibits public housing agencies from imposing breed restrictions on pets owned by residents of public housing units. The bill continues to allow public housing agencies to prohibit ownership of dangerous animals in public housing, but prohibits classification as dangerous by breed and requires that any such classification be based on specific behaviors or actions of the animal.

Leveling the Playing Field 2.0 Act This bill addresses unfair trade practices by making various changes to U.S. antidumping and countervailing duty law. Antidumping provides relief to U.S industries and workers that are materially injured or threatened with injury due to imports of like products sold in the U.S. market at less than fair value, while countervailing duty provides such relief from imports of products subsidized by a foreign government or public entity. Specifically, the bill establishes a process for successive antidumping and countervailing duty investigations. Successive investigations may be concurrent (an ongoing investigation of the same product) or recently completed (not more than two years before the date of the initiation of the successive investigation). Further, the bill establishes a time line for the Department of Commerce to issue determinations in successive investigations. Among other provisions, the bill authorizes Commerce to apply countervailing duty law to subsidies provided by a foreign government or public entity to a company operating in a third country, use another method for calculating the cost of production in specific circumstances, and require importers to provide a certification that the imported merchandise is not subject to an antidumping or countervailing duty order. Additionally, the bill statutorily establishes procedures for Commerce to conduct circumvention inquiries, including by specifying the deadlines for preliminary and final determinations. The bill also provides statutory authority for Commerce to investigate currency undervaluation as a countervailable subsidy.

Screening for Communities to Receive Early and Equitable Needed Services for Cancer Act of 2023 or the SCREENS for Cancer Act of 2023 This bill reauthorizes through FY2028 and makes changes to the National Breast and Cervical Cancer Early Detection Program. This program provides funding to states for breast and cervical cancer screening, diagnostic, and treatment services for individuals who have low incomes, are uninsured, or otherwise lack access to such services. Changes to the program include (1) expanding its scope to include addressing disparities and ensuring equitable access to screening and diagnostic services, and (2) eliminating requirements for states to expend a specified percentage of funding on screening and referral services.

Uyghur Human Rights Protection Act This bill designates certain residents of the Xinjiang region in China as prioritized refugees of special humanitarian concern and addresses other related issues. This priority designation shall apply to individuals (and the spouses, children, and parents of such individuals) who (1) reside in or fled Xinjiang and who suffered persecution on account of their peaceful political, religious, or cultural activities or associations, or have a well-founded fear of such persecution; or (2) have been formally charged, detained, or convicted for certain peaceful actions related to Xinjiang. Such an individual may not be denied admission into the United States based primarily on an arrest or other adverse government action due to that individual's participation in protests. The bill also waives certain immigration-related requirements for such individuals. Furthermore, a Chinese national seeking refugee status shall be considered to have been persecuted on account of political opinion if the Chinese government revoked that individual's residency in any region of China because the individual submitted a nonfrivolous application for a U.S. immigration benefit. Similarly, if the Chinese government revoked a Chinese national's citizenship, nationality, or residency because that individual filed for a U.S. immigration benefit, that revocation shall constitute a changed circumstance. (Among other things, a changed circumstance may allow an individual who has been rejected for asylum to apply again.)

Expanded Telehealth Access Act This bill expands the types of health care practitioners who may provide telehealth services under Medicare. Specifically, the bill permanently allows audiologists, physical therapists, occupational therapists, speech-language pathologists, and other providers designated by the Centers for Medicare & Medicaid Services to provide telehealth services under Medicare. It also specifically allows occupational therapy assistants and physical therapist assistants to provide such services.

Preventing Maternal Deaths Reauthorization Act of 2023 This bill reauthorizes through FY2028 and otherwise modifies federal support for state-based efforts to improve maternal mortality review committees; enhance surveillance of pregnancy-associated and -related deaths; and otherwise improve, and reduce disparities in, maternal health outcomes. The bill also requires the Centers for Disease Control and Prevention to annually disseminate best practices for preventing maternal mortality and morbidity to hospitals, professional societies, and perinatal quality collaboratives (i.e., networks of perinatal care providers and public health professionals that work to improve pregnancy outcomes through continuous quality improvement).

Pride in Mental Health Act of 2023 This bill establishes grants and reporting requirements concerning the mental and behavioral health of youth who are lesbian, gay, bisexual, queer or questioning, nonbinary, intersex, or Two Spirit (gender-variant members of indigenous communities). Specifically, the Substance Abuse and Mental Health Services Administration (SAMHSA) must award grants to assess and improve mental health and substance abuse outcomes for those youth. Recipients may use grants for providing mental and behavioral health resources for such youth (including training for caregivers and school-based interventions) and collecting data. Recipients may not use grants for any practice or treatment that seeks to change another individual's sexual orientation or gender (i.e., conversion therapy). Additionally, the Department of Health and Human Services (HHS) must (1) conduct a survey to measure issues related to mental health and health care among such youth; and (2) report about the mental health and related care of such youth who are in foster care and otherwise participate in federal social services programs. HHS must also review existing publications on SAMHSA's website that focus on lesbian, gay, bisexual, transgender, queer or questioning, nonbinary, intersex, and Two Spirit individuals and update or commission new publications to fill information gaps related to the mental and behavioral health of those individuals.

Supporting Families through Addiction Act of 2023 This bill directs the Substance Abuse and Mental Health Services Administration to award grants to certain nonprofits to develop or expand services for individuals with substance use disorders and their families.

Mental Health Workforce and Language Access Act of 2023 This bill requires the Department of Health and Human Services (HHS) to award supplemental grants to certain federally qualified health centers (FQHCs) for recruiting and retaining mental health care providers who are fluent in another language besides English. HHS must award the grants to FQHCs that are already receiving federal assistance to support outpatient primary care for low-income individuals or other underserved populations. Additionally, HHS must give preference to FQHCs where at least 10% of the patients are best served in a language other than English.

Justice for ALS Veterans Act of 2023 This bill extends increased dependency and indemnity compensation to the surviving spouse of a veteran who dies from amyotrophic lateral sclerosis (ALS or Lou Gehrig's disease) regardless of how long the veteran had such disease prior to death. Under current law, such compensation is paid for a service-connected disability that was rated totally disabling for a continuous period of at least eight years immediately preceding death. For purposes of compensation for a surviving spouse of a veteran who dies from ALS, the spouse must have been married to the veteran for a continuous period of eight years or longer prior to the death of the veteran. Additionally, the Department of Veterans Affairs (VA) must report on service-connected disabilities the VA determines should be treated in the same manner as ALS for purposes of dependency and indemnity compensation.

This resolution expresses respect for and solidarity with the families and friends of those killed, tortured, and imprisoned for participating in prodemocracy demonstrations during the spring of 1989 in Tiananmen Square. It also reaffirms support for those who continue to work for political reform, rule of law, and human rights in China.

U.S.-Israel Partnership and Abraham Accords Enhancement Act of 2023 This bill modifies and extends certain authorities related to Israel. For example, the bill extends the authorization for the Department of Defense (DOD) to transfer certain defense items to Israel; extends the authorization to finance cooperative projects among the United States, Israel, and developing countries related to water resources, agriculture, and energy storage; extends energy cooperation and authorizes the Department of Energy to make grants to Israel to support advanced nuclear technologies, as well as for carbon capture, utilization, and storage; requires the U.S. Agency for International Development to ensure that applicants from Abraham Accord countries are eligible for Middle East Regional Cooperation grants; and requires the Department of State to report to Congress on U.S. diplomatic efforts to oppose politically motivated investigations against the United States and Israel at the International Criminal Court.

High School Sports Injury Reporting Act This bill requires the Centers for Disease Control and Prevention to report to Congress about sports injury reporting requirements in high schools. The report must address topics including the availability of and tools used to collect data on sports injuries and recommend policies and other means of improving student athlete safety through sports injury reporting.

Mental Health Services for Students Act of 2023 This bill provides specific statutory authority for the Project AWARE (Advancing Wellness and Resiliency in Education) State Educational Agency Grant Program that is administered by the Substance Abuse and Mental Health Services Administration. The program supports school-based mental health services, including screening, treatment, and outreach programs.

Stopping Harmful Image Exploitation and Limiting Distribution Act of 2023 or the SHIELD Act of 2023 This bill establishes a new criminal offense related to the distribution of intimate visual depictions. Specifically, the bill makes it a crime to knowingly mail or distribute (or attempt or threaten to distribute) an intimate visual depiction of an individual with knowledge of the individual's lack of consent, where what is depicted was not voluntarily exposed by the individual in a public or commercial setting, and where what is depicted is not a matter of public concern; or a visual depiction of a nude minor with the intent to abuse, humiliate, harass, or degrade the minor or to arouse or gratify the sexual desire of any person. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both—and mandatory restitution. Violators must also forfeit any material involved in the offense, property constituting or derived from the proceeds from the offense, and property used to commit or facilitate the offense.

This resolution condemns all manifestations of expressions of racism and anti-Asian, Native Hawaiian, and Pacific Islander or ethnic intolerance. The resolution calls on federal law enforcement officials, working with state and local officials, to expeditiously and vigorously investigate all reports of hate crimes and threats against Asian Americans, Native Hawaiians, and Pacific Islanders in the United States; work to improve the reporting of such hate crimes; and hold the perpetrators of those crimes, incidents, or threats accountable and bring the perpetrators to justice.

Healthy Air Travel Act This bill directs the Federal Aviation Administration to establish an interagency task force to develop and implement a strategy to identify and advance research on communicable diseases in air travel. The task force must consult with representatives from the aviation industry, health experts, and labor stakeholders in developing the strategy. Under the bill, the term communicable disease refers to certain diseases that have the potential to cause a future epidemic or pandemic of infectious disease that would constitute a public health emergency of international concern as declared, after the date of the bill's enactment, by the Secretary of Health and Human Services.

After Hours Child Care Act This bill establishes a pilot program for the Administration for Children & Families to award grants to increase the capacity of child care providers to deliver services to families in which a parent is working nontraditional work hours (e.g., before 9:00 a.m., after 5:00 p.m., or on a Saturday or Sunday).

Dignity for Immigrants while Guarding our Nation to Ignite and Deliver the American Dream Act of 2023 or as the DIGNIDAD (Dignity) Act of 2023 This bill addresses immigration-related issues, such as increasing hiring for U.S. Customs and Border Protection (CBP) personnel and providing removal deferral for eligible non-U.S. nationals ( aliens under federal law). For example, the bill requires the hiring of additional CBP personnel and authorizes recruitment, relocation, and retention bonuses for CBP personnel; provides funding for border infrastructure and equipment; makes it a crime to transmit the location of law enforcement with the intent to violate immigration laws or certain other federal laws; requires employers to verify the immigration status of individuals using an electronic employment eligibility confirmation system modeled after the E-Verify system; requires unaccompanied alien children to be processed and reunited with U.S.-based sponsors in accordance with the Flores settlement, which established policies pertaining to the treatment of minors without lawful immigration status; requires the Department of State to implement a strategy to address the key factors contributing to individuals from Central America traveling to the United States; provides a path to permanent resident status to eligible individuals without lawful immigration status who entered the United States as minors (commonly referred to as Dreamers); establishes the Dignity Program, which defers the removal of eligible individuals without lawful immigration status who meet various requirements, including paying into a fund to provide training to U.S. workers; and establishes the Redemption Program, which provides a path to permanent resident status to individuals who complete the Dignity Program and meet various requirements, including making additional payments into the U.S. worker fund.

Student Veteran Work Study Modernization Act This bill requires the Department of Veterans Affairs to implement a five-year pilot program to expand eligibility for the work-study allowance program to individuals who are pursuing programs of rehabilitation, education, or training at a rate equal to at least half of that required of a full-time student.

VA Work-Study Improvement Act This bill modifies certain pay and eligibility requirements under the Department of Veterans Affairs (VA) work-study program, including minimum wage and timesheet requirements. The bill expands the list of qualifying work-study activities to include state government, local government, or nonprofit organization activities that would benefit veterans or members of the Armed Forces. The bill also modifies minimum wage requirements under the work-study program. Under the bill, the hourly minimum wage paid under the work-study program must be the higher of (1) the minimum rate of basic pay for any federal employee (under the general schedule or federal wage system pursuant to specified regulations), (2) the hourly minimum wage in the state where the services are to be performed, or (3) the hourly minimum wage of the local government with jurisdiction over the area in which the services are to be performed. Additionally, the VA must ensure that (1) an individual participating in a qualifying work-study activity may electronically record such hours, and (2) the supervisor may electronically approve such records. Finally, the VA must annually publish specified information regarding qualifying work-study activities carried out during the year, including the demographics of individuals participating in the program.

This bill directs the Federal Aviation Administration (FAA) to require that medications and medical equipment for the emergency treatment of a known or suspected opioid overdose be included in an aircraft emergency medical kit; the FAA must, to the maximum extent possible, follow the guidance of the Aerospace Medical Association. In a 2019 guidance document to the FAA, the Aerospace Medical Association recommended including an opioid antagonist (e.g., naloxone or Narcan) in an aircraft emergency medical kit.

Donut Dollies Congressional Gold Medal Act This bill awards a Congressional Gold Medal to members of the Red Cross Supplemental Recreational Activities Overseas (SRAO) program, also known as the Donut Dollies , who served honorably during the Vietnam conflict. The bill also authorizes the Speaker of the House and the President pro tempore of the Senate to make arrangements for presenting the medals.

Hot Foods Act of 2023 This bill expands the Supplemental Nutrition Assistance Program (SNAP) to permit the use of SNAP benefits to purchase hot foods or hot food products ready for immediate consumption.

Save America's Forgotten Equines Act of 2023 or the SAFE Act of 2023 This bill permanently prohibits the slaughter of equines (e.g., horses and mules) for human consumption. (Current law prohibits the slaughter of dogs and cats for human consumption. This bill extends the prohibition to equines.) Specifically, this bill prohibits a person from knowingly slaughtering an equine for human consumption; or shipping, transporting, possessing, purchasing, selling, or donating an equine to be slaughtered for human consumption or equine parts for human consumption. The bill subjects a violator to a fine. The bill applies to conduct in or affecting interstate or foreign commerce or within the special maritime and territorial jurisdiction of the United States. However, it does not apply to an activity carried out by an Indian for a religious ceremony. In recent years, appropriations acts have prohibited the Department of Agriculture (USDA) from using federal funds to inspect horses before they are slaughtered for human consumption. Therefore, there are currently no USDA-inspected horse slaughter facilities in the United States.

Pursuing Equity in Mental Health Act This bill sets out activities and modifies existing programs to address racial and ethnic mental health disparities. Specifically, the Department of Health and Human Services (HHS) must implement a strategy for promoting behavioral and mental health and reducing stigma associated with mental health conditions and substance use disorder among racial and ethnic minority groups. HHS must consult with appropriate advocacy groups and behavioral health organizations on this strategy. Additionally, HHS must seek to contract with the National Academies of Sciences, Engineering, and Medicine for a study on research gaps related to mental health disparities among racial and ethnic minority groups. Modifications to existing programs include (1) permitting HHS to prioritize health care facilities that serve a high proportion of racial and ethnic minority groups when awarding grants for integrating physical and behavioral health care, and (2) extending the authorization for the grants from FY2027 through FY2029. The bill also permits the use of funds available through the Minority Fellowship Program for developing best practices or core competencies to address mental health disparities in curricula for training social workers, psychologists, and other behavioral health professionals. (This program supports the education and training of minority students who are studying for advanced degrees in a mental or behavioral health profession.)

NIH Clinical Trial Diversity Act of 2023 This bill sets out requirements to increase the diversity of clinical trial participants and requires other activities to foster participation in clinical trials. As a condition of approval from the National Institutes of Health (NIH) for a clinical trial investigating a drug, device, or behavioral intervention, a sponsor's application must include certain information related to diversity in its trial, such as goals for recruiting and retaining trial participants, plans for achieving the recruitment and retention goals and implementing less-burdensome clinical trial follow-up requirements, and requirements for researchers and other individuals involved with the trial to complete education and training about diversity in clinical trials. A sponsor must also annually share demographic data of clinical trial participants with the NIH. The NIH must publish on its website information about the diversity of and other information concerning the clinical trials it funds. If a sponsor fails to meet its diversity goals or related requirements, the sponsor must develop and implement a strategic plan to increase the diversity of the clinical trial participants. Further, the NIH and the Food and Drug Administration must carry out a national campaign to increase awareness about the need for diverse clinical trials. The bill also requires studies on barriers to participation in clinical trials. The Government Accountability Office must study actions taken by federal agencies to address such barriers while the NIH must study regulations that govern reimbursements of out-of-pocket expenses of and incentives for clinical trial participants.

Perinatal Workforce Act This bill establishes programs and requires research to diversify the perinatal workforce and advance respectful maternal care delivery models. Specifically, the Department of Health and Human Services (HHS) must award grants to education and training programs to grow and diversify the professions that make up the perinatal workforce. HHS must also disseminate guidance on respectful maternal care delivery. This guidance must cover, among other topics, recruiting and retaining maternity care providers from diverse backgrounds and incorporating trained midwives and other perinatal health workers into maternity care teams. In addition, the National Institutes of Health must study best practices for culturally and linguistically congruent maternity care. This is care that is in agreement with the preferred cultural values, beliefs, languages, worldview, and practices of health care consumers and other stakeholders. The Government Accountability Office must also report on certain aspects of perinatal health care professions. The report must focus on barriers to entering those professions for low-income and minority women.

Fiscal State of the Nation Resolution This concurrent resolution requires the congressional budget committees to conduct an annual joint hearing to receive a presentation from the Comptroller General regarding (1) the Government Accountability Office's audit of the financial statement of the executive branch, and (2) the financial position and condition of the federal government.

Protect Older Job Applicants Act of 2023 or the POJA Act of 202 3 This bill prohibits employers from limiting, segregating, or classifying job applicants based on an applicant's age. It also requires the Equal Employment Opportunity Commission to study and report on claims received from job applicants involving age discrimination.

CERTS Tax Exemption Act This bill excludes from the gross income of an eligible provider of transportation services, for income tax purposes, grant amounts received under the Coronavirus Economic Relief for Transportation Services Act.
