Ballona Wetlands Restoration Act of 1992 - Directs the Secretary of the Army to issue regulations for the expedited consideration of permit applications submitted under the Federal Water Pollution Control Act for the discharge of dredged or fill material into navigable waters at the Ballona Wetlands in Los Angeles, California. Requires the Administrator of the Environmental Protection Agency to establish a demonstration program to encourage the full restoration of such wetlands. Provides for mitigation credits to persons who conduct restoration activities. Permits credits to be used for obtaining permits for the discharge of dredged or fill material between Point Conception, California, and the Mexican border. Requires the Administrator to establish a mitigation banking system and authorizes the sale of credits to third parties with the Administrator's approval. Authorizes appropriations.

Filipino Veterans' Equity Act of 1992 - Amends the Immigration Act of 1990 to extend the naturalization application deadline for certain Filipino veterans of World War II. States that military service records authenticated by the Government of the Philippines shall be accepted to certify qualifying military service. Permits the naturalization examination and oath to be given in the Philippines. Grants special immigrant status for spouses and sons and daughters of such veterans.

Merchant Marine Memorial Enhancement Act of 1992 - Authorizes conveyance without consideration of all U.S. right, title, and interest in two vessels in the National Defense Reserve Fleet and meeting other requirements to any nonprofit organization which operates a Liberty Ship or Victory Ship as a memorial to merchant mariners. Requires the organization to sell the vessel for scrap, use the proceeds to refurbish a Liberty Ship or Victory Ship to enable the ship to participate in activities concerning the 50th anniversary of the Normandy invasion, and return any unused proceeds to the United States for deposit in the Vessel Operations Revolving Fund.

Supports the planting of 500 redwood trees from California on the northwest coast of Spain in commemoration of the quincentenary of the voyage of Christopher Columbus to the New World. Designates such trees as a gift to the people of Spain made in the name of the people of the United States.

Cash Management Improvement Act Amendments of 1992 - Amends the Cash Management Improvement Act of 1990 (the Act) to remove the two-year deadline for the Secretary of the Treasury to prescribe regulations for the timely disbursement of Federal funds. Extends the deadline for the Secretary to enter into agreements with States for intergovernmental financing and to prescribe regulations for such financing from October 24, 1992, until July 1, 1993, or by the first day of a fiscal year of the State which begins in 1993, whichever is later. Makes the Act effective on such date. Extends for one year the report to the Congress by the Comptroller General on the implementation of such Act.

Turbo Enterprise Zone Act - Provides for the waiver of Federal income, employment, self-employment, and excise taxes and State, county, and local jurisdiction taxes on qualified residents and qualified businesses in Los Angeles turbo enterprise zones during a five-year period. Describes such zones as any area in the County of Los Angeles designated as being: (1) significantly and adversely affected by the rioting which occurred on or about May 1, 1992; (2) afflicted with unemployment estimated to exceed 30 percent; (3) subject to severe economic blight as measured by per capita income and the number of persons below the Federal poverty level; and (4) nonproductive of material tax revenues to the city, county, State, or Federal governments. Provides for an extension of such period if necessary. Limits any extension to six years. Expresses the sense of the Congress that California, the County of Los Angeles, and local governments within the County having jurisdiction over areas significantly and adversely affected by unemployment, gang violence, riots, and looting should take immediate steps to eliminate all taxes on qualified residents and qualified businesses for such five-year period. Authorizes other geographic areas to apply for such five-year waiver. Suspends the treatment of any deduction, credit, or capital loss carryover during such period. Allows a turbo enterprise zone employment credit equal to the applicable percentage of qualified first-year wages to a qualified productive business that: (1) is engaged in the manufacture or production of any tangible personal property in a turbo enterprise zone for use outside such a zone; or (2) is providing services performed outside such a zone by a qualified residents. Limits such credit to $1,000 for the first-year wages paid to an employee. Makes such credit applicable to qualified residents of a turbo enterprise zone who are hired during the five-year period. Make such credit a part of the general business credit.

Withdraws most favored nation status from the Federal Republic of Yugoslavia. Authorizes the President to restore such status after he certifies to the Congress that: (1) such treatment would promote compliance with the provisions of the Final Act of the Conference on Security and Cooperation in Europe; and (2) Yugoslavia has ceased its armed conflict with the other ethnic peoples of the region, and has agreed to respect the borders of the six republics, that formerly comprised the Socialist Federal Republic of Yugoslavia.

Designates September 18, 1992, as National POW/MIA Recognition Day. Requires the POW/MIA flag to be flown on a flagstaff of the White House, the Departments of State, Defense, and Veterans Affairs, the Selective Service Commission, each national cemetery, and the National Vietnam Veterans Memorial on such day. Requires the flag to be flown on a flagstaff of each national cemetery and the National Vietnam Veterans Memorial on May 30, 1992 (Memorial Day), and on November 11, 1992 (Veterans Day). States that the flag shall be displayed as a symbol of national concern and commitment to resolving the fates of Americans still prisoner, missing, and unaccounted for.

Expresses the sense of the Congress that: (1) an appropriate commemoration of the 50th anniversary of the Mariana Islands campaign of World War II should be planned; and (2) the Secretary of the Interior should take steps to ensure by June 15, 1994, the completion of a visitor center at the War in the Pacific National Historical Park, Guam (Park), and one at the American Memorial Park, Saipan, for the interpretation of the campaign. Authorizes the Secretary to refurbish and take steps to preserve the Japanese two-person midget submarine, as well as the various World War II vintage weapons and fortifications which exist within the boundaries of the Park. Directs the Secretary to: (1) conduct an appraisal of all privately held property located within the boundaries of the Park that had not been appraised during the 12-month period preceding the date of enactment of this Act; and (2) establish at such Park a War in the Pacific National Historical Park Management Intern Program to provide Guam residents with the skills needed to manage territorial parks. Sets forth provisions regarding: (1) Program participants; and (2) allocation of funds. Increases the authorization of appropriations for both such parks.

Trauma Care Center Alien Compensation Act of 1992 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to make an allotment each year for each eligible trauma center to compensate, partially or fully, for unreimbursed costs of care to undocumented aliens. Authorizes appropriations.

Amends the Immigration and Nationality Act to establish a nonimmigrant (but not permanent resident) status for the spouse and minor children of a lawful permanent resident alien. Prohibits such spouse from working in the United States. Terminates such status upon termination of the marriage.
