Ethan's Law This bill establishes a framework to regulate the storage of firearms on residential premises at the federal, state, and tribal levels. At the federal level, the bill establishes statutory requirements for firearms on residential premises to be safely stored if a minor is likely to gain access without permission or if a resident is ineligible to possess a firearm. An individual who violates the requirements is subject to criminal penalties. A firearm stored in violation of the requirements is subject to seizure and forfeiture. At the state and tribal levels, the bill requires the Department of Justice to award grants to implement functionally identical requirements for the safe storage of firearms.

Access to Technology and Equipment for Same-day Tests Act or the Access to TESTs Act This bill establishes grant programs to increase access to diagnostic tests. Specifically, the Centers for Disease Control and Prevention (CDC) must award grants to hospitals, primary care facilities, and other health care providers to buy equipment and supplies to increase access to same-day diagnostic testing in point-of-care settings. The CDC must also award grants to public health and other laboratories to buy high-throughput diagnostic equipment and supplies to increase testing capacity and expedite test results.

Rural Maternal and Obstetric Modernization of Services Act or the Rural MOMS Act This bill expands initiatives to address maternal health in rural areas. The bill provides funding through FY2026 for the Health Resources and Services Administration (HRSA) to establish rural obstetric networks. These networks must foster collaboration to improve birth outcomes and reduce maternal morbidity in rural areas. HRSA also must award demonstration grants to medical schools and other health professional training programs to support education and training on maternal health in rural areas. In addition, the bill incorporates maternal health services in certain telehealth grant programs. It also revises various research and other activities of the Department of Health and Human Services that pertain to maternal health. Furthermore, the Government Accountability Office must report on maternal health topics, including health inequities and data issues.

Child and Animal Abuse Detection and Reporting Act This bill requires the Children’s Bureau of the Administration for Children and Families to disseminate information through the National Clearinghouse on Child Abuse and Neglect Information about the incidence of cases of child abuse that involve abuse to animals.

Ghost Army Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to award a Congressional Gold Medal to the 23rd Headquarters Special Troops and the 3133rd Signal Service Company, known as the Ghost Army , collectively, in recognition of its service during World War II.

Mental Health Services for Students Act of 2021 This bill provides specific statutory authority for the Project AWARE (Advancing Wellness and Resiliency in Education) State Educational Agency Grant Program that is administered by the Substance Abuse and Mental Health Services Administration. The program supports school-based mental health services, including screening, treatment, and outreach programs.

Coronavirus Unemployment Benefits Tax Relief Act This bill excludes from gross income, for income tax purposes, up to $10,200 of unemployment compensation received by an individual in a taxable year beginning in 2020.

Effective Drug Control Strategy Act of 2021 This bill requires the Office of National Drug Control Policy to (1) evaluate the effectiveness of all federally funded activities aimed at reducing the demand for illegal drugs, and (2) publish annually a complete list of all drug control grant programs.

Reopen and Rebuild America's Schools Act of 2021 This bill provides support for long-term improvements to public elementary and secondary school facilities. First, the bill sets forth allocations to states and establishes a need-based grant program for local educational agencies (LEAs) to improve school facilities. Further, the bill specifies allowable uses of grant funds, including carrying out major repairs, improving indoor air quality, and making facilities accessible to disabled individuals. Additionally, the bill requires LEAs that receive funds for new construction, modernization, or renovation projects to comply with hazard-resistance building codes and performance criteria under the WaterSense program of the Environmental Protection Agency. Further, the bill requires LEAs to adopt certain green practices (environmental standards) and requires the use of iron, steel, and manufactured products that are made in the United States (Buy America). The bill restores school infrastructure tax credit bonds. The bill also sets forth reporting requirements, including annual reports on grant program projects and a report by the Government Accountability Office that requires a study of the geographic distribution of projects, the impact of projects on student and staff health and safety, and the accessibility of projects to high-poverty schools. Next, the bill extends through FY2026 the Impact Aid Construction program. Finally, the bill establishes a grant program to assist LEAs with repairing or replacing concrete foundations affected by pyrrhotite (an iron sulfide material linked to crumbling foundations).

Rural Equal Aid Act This bill requires the Department of Agriculture (USDA) to pay the principal, interest, and any associated fees owed on loans made under certain rural development loan programs for a nine-month period. A single monthly payment of principal, interest, and associated fees with respect to a loan in the last three months of the nine-month period must not exceed $9,000. USDA must also encourage the Federal Deposit Insurance Corporation, the Office of the Comptroller of the Currency, and state bank regulators to not require lenders to increase their reserves on account of receiving such payments made by USDA. USDA must waive statutory limits on maximum loan maturities for certain loan durations where the lender provides a deferral and extends the maturity of such loans and, when necessary to provide more time because of difficulties during the COVID-19 (i.e., coronavirus disease 2019) pandemic, extend lender site visit requirements.

No Congressional Gun Loophole Act This bill prohibits the Capitol Police Board from allowing Members of Congress or their staff to carry firearms on the grounds of the U.S. Capitol or in its buildings. Members and their staff may store firearms in their cars in Capitol complex garages if their possession complies with the firearms laws of the District of Columbia and the firearms are locked with gun locks while on the complex. Current board regulations allow Members of Congress to keep firearms in their offices; the regulations also allow Members and their staff to transport unloaded and securely wrapped firearms within the Capitol grounds. Firearms are prohibited inside the chambers of the Senate and the House of Representatives, as well as in adjacent lobbies and cloakrooms, the galleries, the Marble Room of the Senate, and the Rayburn Room of the House, unless approved by the Sergeants at Arms for security purposes.

Stop COVID-19 Test Surprise Medical Bills Act of 2021 This bill modifies provisions requiring health insurance plans to cover COVID-19 (i.e., coronavirus disease 2019) diagnostic testing services at no cost, without prior authorization, and without medical management requirements. The bill specifies that a plan may not make determinations about the circumstances surrounding individuals' tests, such as why they sought testing or whether they showed symptoms of COVID-19. The bill also specifies that plans may encourage individuals to obtain tests from lower priced providers as long as such efforts do not delay, or impede access to, testing. The bill also requires the Department of Health and Human Services (HHS) to survey and report on the cash prices of testing services and the compliance of providers with the requirement to publish such prices. Additionally, HHS, jointly with the Department of the Treasury and the Department of Labor, must issue guidance clarifying the process for submitting claims for testing services.

Emergency Water is a Human Right Act This bill creates a grant program, administered by the Department of Health and Human Services, to provide funds to states and Indian tribes to assist low-income households that pay a high proportion of household income for drinking water and wastewater services. Further, any entity receiving financial assistance under this grant program must ensure that no home energy service or public water system service is or remains disconnected or interrupted during the COVID-19 (i.e., coronavirus disease 2019) public health emergency.

Officer Brian D. Sicknick Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal commemorating Officer Brian D. Sicknick for giving his life to protect the Capitol and Members and staff of Congress on January 6, 2021. Following its award, the medal shall be given to Officer Sicknick's parents, Charles and Gladys Sicknick.

Gabriella Miller Kids First Research Act 2.0 This bill modifies funding for a pediatric disease research initiative within the National Institutes of Health (NIH). Currently, this initiative receives funding through FY2023 from the 10-Year Pediatric Research Initiative Fund. This bill directs certain penalties assessed by the Securities and Exchange Commission against pharmaceutical companies for specified violations to that fund. In making allocations from the fund, the NIH must prioritize pediatric research that does not duplicate existing research activities.

Paycheck Fairness Act This bill addresses wage discrimination on the basis of sex. Specifically, it (1) limits an employer's defense that a pay differential is based on a factor other than sex to only bona fide job-related factors in wage discrimination claims, (2) enhances nonretaliation prohibitions, (3) makes it unlawful to require an employee to sign a contract or waiver prohibiting the employee from disclosing information about the employee's wages, and (4) increases civil penalties for violations of equal pay provisions. Additionally, the Equal Employment Opportunity Commission (EEOC) and the Office of Federal Contract Compliance Programs must train EEOC employees and other affected parties on wage discrimination. The bill directs the Department of Labor to (1) establish and carry out a grant program for negotiation skills training for girls and women, (2) conduct studies to eliminate pay disparities between men and women, and (3) make available information on wage discrimination to assist the public in understanding and addressing such discrimination. The bill also establishes the Secretary of Labor's National Award for Pay Equity in the Workplace for an employer who has made a substantial effort to eliminate pay disparities between men and women. Finally, the bill requires the EEOC to issue regulations for collecting from employers compensation and other employment data according to the sex, race, and national origin of employees for use in enforcing laws prohibiting pay discrimination.

Raise the Wage Act of 2021 This bill increases the federal minimum wage for regular employees over a 5-year period, for tipped employees, and for newly hired employees who are less than 20 years old. The bill sets forth a schedule of annual increases in the federal minimum wage for individuals with disabilities. The Department of Labor shall no longer issue special certificates for the payment of subminimum wages to such individuals after the final wage increase under this bill for such individuals takes effect. Labor shall provide, upon request, technical assistance and information to employers to (1) help them transition their practices to comply with wage increases and other requirements under this bill for individuals with disabilities, and (2) ensure continuing employment opportunities for such individuals. The bill eliminates the separate minimum wage requirements for tipped, newly hired, and disabled employees. After a specified period, these employees shall be paid the same minimum wage as regular employees. Labor must publish any increase in the minimum wage in the Federal Register and on its website 60 days before it takes effect.

Newborn Screening Saves Lives Reauthorization Act of 2021 This bill reauthorizes through FY2026 and revises several programs and activities relating to newborn screening for certain conditions and genetic, endocrine, and metabolic diseases. Among its changes, the bill reauthorizes and makes mandatory the Hunter Kelly Research Program at the National Institutes of Health, and national surveillance activities conducted by the Centers for Disease Control and Prevention. The bill also aligns statutory requirements for research on non-identified newborn blood spots with federal regulations governing research on human subjects. These blood spots are collected as part of newborn screening programs, and some states make them available for biomedical and public health research. Under current regulations, research on non-identified bio-specimens such as blood spots is not considered to be research on human subjects, to which additional protections apply.

Protecting Seniors from Emergency Scams Act This bill requires the Federal Trade Commission to report on, and increase awareness regarding, scams targeting older adults. Specifically, the commission must report on the number and type of scams that target older adults and provide policy recommendations to prevent such scams; revise the commission's web portal with current information about such scams, including contact information for law enforcement and adult protective services agencies; and coordinate with media outlets and law enforcement to disseminate such information.

National Apprenticeship Act of 2021 This bill provides statutory authority for the registered apprenticeship program within the Department of Labor, provides for related grant programs, and contains related provisions. The bill provides statutory authority for the Office of Apprenticeship (OA) within Labor. The OA's responsibilities include (1) supporting the development of apprenticeship models; (2) recognizing qualified state apprenticeship agencies, and operating apprenticeship offices in states without a recognized agency; (3) providing technical assistance to state agencies; (4) periodically updating requirements for each occupation in the apprenticeship program and determining whether to approve new occupations for the program; (5) promoting greater diversity in the national apprenticeship system; and (6) awarding grants provided under this bill. The bill also establishes in statute the responsibilities of state apprenticeship agencies and offices, including (1) providing technical assistance to stakeholders, (2) resolving complaints, (3) establishing state performance goals, and (4) including in its written plan a description of how its apprenticeship programs align with the skills needs of the state's employers. The OA shall enter into an agreement with the Department of Education to promote the integration and alignment of apprenticeship programs with secondary, postsecondary, and adult education. The OA shall award grants to eligible entities to (1) expand national apprenticeship system programs, including by expanding pre-apprenticeship and youth apprenticeship programs; (2) encourage employer participation; and (3) strengthen alignment between the apprenticeship system and education providers. The bill provides statutory authority for criteria for various programs, including (1) quality standards for apprenticeships, (2) requirements for apprenticeship agreements between a program sponsor and an apprentice, and (3) acceptable uses for grant funds awarded under this bill.

Flood Resiliency and Taxpayer Savings Act of 2021 This bill requires federal agencies to take specified actions to evaluate and mitigate the risk of floods to federally funded projects. Specifically, the bill directs federal agencies to evaluate the potential for flooding throughout the planned lifetime or duration of a federally funded project to reduce the risk of financial and property losses and prevent the disruption of critical services during floods. Further, federal agencies must consider certain data and information (e.g., the most recent flood insurance rate map published by the Federal Emergency Management Agency) when evaluating whether a federally funded project is in a floodplain. If the agency determines the data and information are not adequate for understanding the flood risks to the project, then the agency must use an alternative design standard outlined by the bill. Finally, the bill directs the Federal Interagency Floodplain Management Task Force to issue guidelines for federal agencies related to flood risk management.

This joint resolution eliminates the deadline for the ratification of the Equal Rights Amendment, which prohibits discrimination based on sex. The amendment was proposed to the states in House Joint Resolution 208 of the 92nd Congress, as agreed to in the Senate on March 22, 1972. The amendment shall be part of the Constitution whenever ratified by the legislatures of three-fourths of the states.

Mental Health Access Improvement Act of 2021 This bill provides for coverage of marriage and family therapist services and mental health counselor services under Medicare. It also excludes such services from the skilled nursing facility prospective payment system, and authorizes marriage and family therapists and mental health counselors to develop discharge plans for post-hospital services.

Access Technology Affordability Act of 2021 This bill allows a refundable tax credit equal to the amounts paid for qualified access technology for use by a blind individual who is the taxpayer, the taxpayer's spouse, or a dependent of the taxpayer. Qualified access technology is hardware, software, or other information technology with the primary function of converting or adapting information that is visually represented into forms or formats useable by blind individuals. The credit is limited to (1) costs that are not compensated by insurance or otherwise, and (2) an aggregate amount of $2,000 per blind individual in any period of three consecutive taxable years. The credit must be adjusted for inflation after 2021 and terminates after 2026.

Domestic Terrorism Prevention Act of 2021 This bill establishes new requirements to expand the availability of information on domestic terrorism, as well as the relationship between domestic terrorism and hate crimes. It authorizes domestic terrorism components within the Department of Homeland Security (DHS), the Department of Justice (DOJ), and the Federal Bureau of Investigation (FBI) to monitor, analyze, investigate, and prosecute domestic terrorism. The domestic terrorism components of DHS, DOJ, and the FBI must jointly report on domestic terrorism, including white-supremacist-related incidents or attempted incidents. DHS, DOJ, and the FBI must review the anti-terrorism training and resource programs of their agencies that are provided to federal, state, local, and tribal law enforcement agencies. It creates an interagency task force to analyze and combat white supremacist and neo-Nazi infiltration of the uniformed services and federal law enforcement agencies. Finally, it directs the FBI to assign a special agent or hate crimes liaison to each field office to investigate hate crimes incidents with a nexus to domestic terrorism.

This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous award of a Congressional Gold Medal to commemorate Glen Doherty, Tyrone Woods, J. Christopher Stevens, and Sean Smith, four Americans killed in the September 11, 2012, attack on the U.S. consulate in Benghazi, Libya. (Stevens was the U.S. Ambassador to Libya at the time, Smith was an officer in the Foreign Service, and Doherty and Woods were both government contractors and former Navy SEALs.) After the medal has been awarded, it shall be given to the Central Intelligence Agency Museum.

Preventing a Patronage System Act or the PPSA Act This bill prohibits executive agency positions in the competitive service from being placed in the excepted service, unless such positions are placed in Schedules A through E as in effect on September 30, 2020. The bill also prohibits positions in the excepted service from being placed in any schedule other than the aforementioned schedules. On October 21, 2020, the President issued an executive order titled Creating Schedule F in the Excepted Service . The order places executive agency positions that are of a confidential, policy-determining, policy-making, or policy-advocating character, and that are not normally subject to change as a result of a presidential transition, under a new schedule in the excepted service (Schedule F) instead of the competitive service. The order also requires any such positions in the excepted service to be reclassified to Schedule F.

Retired Pay Restoration Act This bill allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability. Under current law, only individuals with service-connected disabilities rated at 50% or more receive both without offset. Individuals who were retired or separated after at least 20 years of military service due to a service-connected disability shall be eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay.

SAFE Workers Act or the Secure And Fair Elections for Workers Act This bill requires the National Labor Relations Board (NLRB) to provide employees with the ability to vote remotely by telephone or the internet in union representation elections during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The bill further permits the NLRB's use of appropriations to issue directives or regulations providing for electronic voting methods.

Big Cat Public Safety Act This bill revises requirements governing the trade of big cats (i.e., species of lion, tiger, leopard, cheetah, jaguar, or cougar or any hybrid of such species). Specifically, it revises restrictions on the possession and exhibition of big cats, including to restrict direct contact between the public and big cats.

2020 WHIP+ Reauthorization Act This bill expands the Department of Agriculture's Wildfire and Hurricane Indemnity Program Plus (WHIP+) to include coverage for losses of crops (including smoke-tainted wine grapes) due to wildfires occurring in calendar year 2020. Under current law, the program provides disaster payments to agricultural producers who suffered crop, tree, bush, and vine losses resulting from hurricanes, wildfires, and other qualifying natural disasters that occurred in the 2018 and 2019 calendar years.

Equal Access to Contraception for Veterans Act This bill prohibits the Department of Veterans Affairs from requiring payment from a veteran for any contraceptive item that is required to be covered by health insurance plans without a cost-sharing requirement.

This resolution impeaches President Donald John Trump for high crimes and misdemeanors. Specifically, the resolution sets forth an article of impeachment stating that President Trump incited an insurrection against the government of the United States. The article states that prior to the joint session of Congress held on January 6, 2021, to count the votes of the electoral college, President Trump repeatedly issued false statements asserting that the presidential election results were fraudulent and should not be accepted by the American people or certified by state or federal officials; shortly before the joint session commenced, President Trump reiterated false claims to a crowd near the White House and willfully made statements to the crowd that encouraged and foreseeably resulted in lawless action at the Capitol; members of the crowd, incited by President Trump, unlawfully breached and vandalized the Capitol and engaged in other violent, destructive, and seditious acts, including the killing of a law enforcement officer; President Trump's conduct on January 6, 2021, followed his prior efforts to subvert and obstruct the certification of the presidential election, which included a threatening phone call to the Secretary of State of Georgia on January 2, 2021; President Trump gravely endangered the security of the United States and its institutions of government, threatened the integrity of the democratic system, interfered with the peaceful transition of power, and imperiled a coequal branch of government; and by such conduct, President Trump warrants impeachment and trial, removal from office, and disqualification to hold U.S. office.

Improving Confidence in Veterans' Care Act This bill prescribes oversight requirements for the Department of Veterans Affairs (VA) regarding health care professionals at VA medical centers. Specifically, the bill requires the VA to ensure each VA medical center consistently compiles, verifies, and reviews specified documentation for each VA health care professional (including contractors). The VA shall ensure that specified health care professionals hold an active Drug Enforcement Administration registration. Each VA medical center must implement (1) monitoring of the performance and quality of the health care delivered by each health care professional at the center, and (2) reviews of such care if an individual notifies the VA of any potential concerns relating to a failure to meet generally accepted standards of clinical practice. The bill imposes notification requirements in situations where the VA substantiates a concern relating to the clinical competency of, or quality of care delivered by, a current or former VA health care professional. The VA is prohibited from entering into a settlement agreement relating to an adverse action against a VA health care professional if such agreement includes terms that require the VA to conceal certain information from the employee's personnel file. Such prohibition does not apply to adverse actions determined to be prohibited personnel practices. The VA must provide mandatory training, at least biannually, to employees of each medical center who are responsible for specified tasks (e.g., those who are responsible for compiling, validating, or reviewing the credentials of VA health care professionals).

Rural STEM Education Research Act This bill directs the National Science Foundation (NSF) to support research regarding STEM (science, technology, engineering, and mathematics, including computer science) education in rural schools. The NSF must award grants to institutions of higher education or nonprofit organizations for (1) research and development to advance innovative approaches to support and sustain high-quality STEM teaching in rural schools, (2) research and development of programming to identify the barriers rural students face in accessing high-quality STEM education, (3) development of innovative solutions to improve the participation and advancement of rural students in grades Pre-K through 12 in STEM studies, and (4) research on online STEM education courses for rural communities. The NSF may establish a pilot program of regional cohorts in rural areas to provide peer support, mentoring, and hands-on research experiences for rural STEM educators of students in grades Pre-K through 12 in order to build an ecosystem of cooperation among educators, researchers, academia, and local industry. The NSF shall enter into an agreement with the National Academy of Sciences under which the National Academy agrees to evaluate aspects of STEM education and workforce development in rural areas. The National Institute of Standards and Technology must award prizes to stimulate research and development of creative technologies in order to deploy affordable and reliable broadband connectivity to underserved rural communities. The Office of Science and Technology Policy must establish a broadband research and development working group to address national research challenges and opportunities for improving broadband access and adoption across the United States.

Social Security Fairness Act of 2021 This bill repeals provisions that reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government. The bill eliminates the government pension offset , which in various instances reduces Social Security survivors' benefits for spouses, widows, and widowers who also receive government pensions of their own. The bill also eliminates the windfall elimination provision , which in some instances reduces Social Security benefits for individuals who also receive a pension or disability benefit from an employer that did not withhold Social Security taxes. These changes are effective for benefits payable after December 2021.

Emmett Till Antilynching Act This bill specifies that an offense involving lynching is a hate crime act. A violator is subject to criminal penalties—a prison term, a fine, or both.

Washington, D.C. Admission Act This bill provides for admission into the United States of the state of Washington, Douglass Commonwealth, composed of most of the territory of the District of Columbia. The commonwealth shall be admitted to the Union on an equal footing with the other states. The Mayor of the District of Columbia shall issue a proclamation for the first elections to Congress of two Senators and one Representative of the commonwealth. The bill applies current District laws to the commonwealth and continues pending judicial proceedings. The commonwealth (1) shall consist of all District territory, with specified exclusions for federal buildings and monuments, including the principal federal monuments, the White House, the Capitol Building, the U.S. Supreme Court Building, and the federal executive, legislative, and judicial office buildings located adjacent to the Mall and the Capitol Building; and (2) may not impose taxes on federal property except as Congress permits. District territory excluded from the commonwealth shall be known as the Capital and shall be the seat of the federal government. The bill maintains the federal government's authority over military lands and specified other property. The bill provides for expedited consideration of a joint resolution repealing the Twenty-third Amendment to the Constitution, which provides for the appointment of electors of the President and Vice President. The bill continues certain federal authorities and responsibilities, including regarding employee benefits, agencies, courts, and college tuition assistance, until the commonwealth certifies that it is prepared to take over the authorities and responsibilities. The bill establishes the Statehood Transition Commission to advise the President, Congress, and District and commonwealth leaders on the transition.

For the People Act of 2021 This bill addresses voter access, election integrity and security, campaign finance, and ethics for the three branches of government. Specifically, the bill expands voter registration (e.g., automatic and same-day registration) and voting access (e.g., vote-by-mail and early voting). It also limits removing voters from voter rolls. The bill requires states to establish independent redistricting commissions to carry out congressional redistricting. Additionally, the bill sets forth provisions related to election security, including sharing intelligence information with state election officials, supporting states in securing their election systems, developing a national strategy to protect U.S. democratic institutions, establishing in the legislative branch the National Commission to Protect United States Democratic Institutions, and other provisions to improve the cybersecurity of election systems. Further, the bill addresses campaign finance, including by expanding the prohibition on campaign spending by foreign nationals, requiring additional disclosure of campaign-related fundraising and spending, requiring additional disclaimers regarding certain political advertising, and establishing an alternative campaign funding system for certain federal offices. The bill addresses ethics in all three branches of government, including by requiring a code of conduct for Supreme Court Justices, prohibiting Members of the House from serving on the board of a for-profit entity, and establishing additional conflict-of-interest and ethics provisions for federal employees and the White House. The bill requires the President, the Vice President, and certain candidates for those offices to disclose 10 years of tax returns.

Venezuela TPS Act of 2021 This bill permits nationals of Venezuela to qualify for temporary protected status, which prevents their removal from the United States and allows them to obtain employment and travel authorization. Such status shall be available to qualifying nationals of Venezuela for 18 months starting from this bill's enactment.
