This bill provides $50 billion in FY2020 supplemental appropriations for the Department of Agriculture (USDA) to support agricultural producers impacted by the COVID-19 (i.e., coronavirus disease 2019) pandemic. The supplemental appropriations are designated as emergency spending, which is exempt from discretionary spending limits. USDA may not apply any payment limitations to payments made to producers using funding provided by this bill, except to ensure that the total payments made to producers do not exceed the total damages related to the COVID-19 pandemic.

Equity in Student Loan Relief Act This bill establishes a temporary program to suspend payments and interest through September 30, 2020, on Federal Family Education Loans (FFELs) that are not held by the Department of Education (ED). (Currently, payments and interest are suspended through this period on certain Federal Direct Loans and FFELs held by ED.) Specifically, ED must (1) enter into agreements with eligible lenders and guaranty agencies to reduce the interest rate to 0% on FFELs, and (2) make monthly payments to lenders and guaranty agencies to offset the cost of the reduced interest rate. A lender or guaranty agency that enters into an agreement with ED must (1) temporarily waive interest and suspend all payments due from borrowers through September 30, 2020; (2) suspend all involuntary collections; (3) notify borrowers, within 15 days, that their loan payments have been suspended and interest has been waived; and (4) carry out a program, beginning on August 1, 2020, to provide not fewer than six notices to borrowers that normal payment obligations will resume. Additionally, ED must deem each month for which a loan payment was suspended as if the borrower of the loan had made a payment for the purpose of any authorized loan forgiveness program or loan rehabilitation program. Finally, ED must ensure that any suspended payment on such a loan is treated as a regularly scheduled payment made by a borrower for the purpose of reporting information about the loan to a consumer reporting agency.

Emergency Educational Connections Act of 2020 This bill establishes and provides funding for the Emergency Connectivity Fund, from which the Federal Communications Commission (FCC) must provide support for certain schools or libraries to purchase specified telecommunications equipment during the public health emergency declared because of COVID-19 (i.e., coronavirus disease 2019). Specifically, the FCC shall provide funds to certain elementary schools, secondary schools, or libraries to purchase telecommunications equipment or services (e.g., Wi-Fi hotspots, modems, and routers) for use by students, staff, or patrons at locations that include locations other than the schools or libraries. Priority must be given to students, staff, or patrons who do not have access to such equipment or services. Following the emergency period, funding recipients are authorized to use purchased equipment for appropriate purposes but may not sell or transfer such equipment for anything of value, except for upgraded equipment of the same type.

This resolution recognizes the 50th anniversary of Earth Day and addresses environmental challenges. It urges (1) the President to issue a proclamation recognizing the anniversary; and (2) governments and people to continue building upon the Paris Agreement and other efforts to ensure that future generations inherit a livable, sustainable, and ecologically rich planet. The resolution reaffirms that immediate action is needed to reduce greenhouse gas emissions to protect our planet, public health, and overall well-being of all people and wildlife. In addition, it encourages the American people to mark Earth Day by working to address environmental challenges, educate others about the need for year-round action, and honor the stewardship ethic for which Senator Gaylord Nelson stood.

COVID-19 Every Worker Protection Act of 2020 This bill requires the Department of Labor to promulgate both an emergency temporary occupational safety or health standard and a permanent standard to protect certain employees from occupational exposure to the coronavirus (i.e., the virus that causes COVID-19). These standards apply to health care sector employees, paramedic and emergency medical services employees, and other employees identified as having an elevated risk for exposure. Further, the Centers for Disease Control and Prevention must collect and make public information regarding employee exposure in these occupations and provide guidance to further protect such employees.

Closing the Digital Divide for Students Act of 2020 This bill expands the public housing utility allowance for households with children who qualify for free and reduced price school lunch to include the cost of high-speed internet service.

Providing Protective Equipment Act of 2020 or the PPE Act of 2020 This bill modifies requirements concerning the Strategic National Stockpile and makes changes to the treatment of funds related to the Defense Production Act of 1950. (That act confers upon the President a broad set of authorities to influence domestic industry in order to provide essential materials and goods needed for the national defense.) The Department of Health and Human Services (HHS), in consultation with specified entities, must annually determine the minimum level of relevant supplies to be maintained in the stockpile and include the expenditures necessary to maintain that level in its budget submission to Congress. If the minimum level of supplies cannot be maintained due to production or other issues, HHS shall request that the President use appropriate authorities under the Defense Production Act of 1950. The bill also (1) permits HHS to transfer supplies from the stockpile to any federal department or agency on a reimbursable basis, subject to certain limitations; and (2) eliminates the cap on the amount of funds that may remain available at the close of a fiscal year to carry out activities related to the supply or production of essential materials and goods. (Under current law, funds in excess of $750 million revert to the general fund).

Advancing Connectivity during the Coronavirus to Ensure Support for Seniors Act or the ACCESS Act This bill (1) provides appropriations for the Telehealth Resource Center Program of the Office for the Advancement of Telehealth within the Federal Office of Rural Health Policy in the Health Resources Services Administration (HRSA) to develop telehealth capacity for certain nursing facilities, and (2) directs other activities to increase access to telehealth services in such facilities during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. HRSA shall award grants, in coordination with the Federal Communications Commission, to skilled nursing facilities and other nursing facilities to support virtual visits to residents during the emergency. The Department of Health and Human Services must also provide recommendations related to immediately increasing access, during the emergency, to telehealth services for which Medicare and Medicaid payments are available in skilled and other nursing facilities.

Healthcare Broadband Expansion During COVID-19 Act This bill temporarily expands the Rural Health Care Program of the Federal Communications Commission (FCC) in response to COVID-19 (i.e., coronavirus disease 2019). It also establishes and provides funding for the Emergency Rural Health Care Connectivity Fund through FY2022 to carry out the Rural Health Care Program. Currently, the FCC subsidizes 65% of the cost of broadband for eligible public and nonprofit rural health care facilities through the Rural Health Care Program. This bill expands the program to encompass health care providers not located in rural areas, including mobile and temporary facilities, and it increases the subsidy rate to 85%. The bill also requires the FCC to (1) promulgate regulations to expedite the receipt of funds under the program, and (2) release funding for all requests within a designated time frame.

Made in America Emergency Preparedness Act This bill establishes in the legislative branch a National Commission on United States Preparedness for National Emergencies. Not later than 18 months after this bill's enactment, the commission shall report to the President and Congress regarding (1) which medical, pharmaceutical, and emergency preparedness products are determined to be essential; and (2) actions states should take to be better prepared, national federal stockpile requirements, and national surge capacity infrastructure deficiencies in hospitals and medical centers. States that fail to implement the findings of the commission's report by January 1, 2025, at the state and local level, will lose access to all federal funds for emergency preparedness unless the Department of Homeland Security exempts a state determined to be working to implement such findings in good faith. The bill (1) requires certain medical, pharmaceutical, and emergency preparedness products integral to the response to a national emergency to be manufactured and procured within the United States; and (2) provides for a temporary 100% expensing for firms that incur costs associated with pharmaceutical or medical device manufacturing within the United States, including personal protective equipment and other necessary items.

Protect Our Post Offices Act This bill appropriates $25 billion to the U.S. Postal Service, to remain available through FY2022 for revenue forgone due to the coronavirus pandemic. The appropriations are designated as emergency spending, which is exempt from discretionary spending limits.

Frontline Health Care Workers Assistance Act This bill directs certain actions to procure equipment necessary to prevent, identify, and mitigate cases of COVID-19 (i.e., coronavirus disease 2019). The National Response Coordination Center of the Federal Emergency Management Agency must, within seven days, submit a report to Congress and the President that (1) assesses the need for equipment, including personal protective equipment and ventilators, across the United States; and (2) identifies the industry sectors and manufacturers capable of fulfilling purchase orders for such equipment, as well as government-owned and privately owned stockpiles of such equipment that could be refurbished. Within 24 hours, the President must issue a purchase order with the highest priority rating under the Defense Priorities and Allocations System (DPAS) for a specified number of N-95 respirators and face masks. (DPAS is used to prioritize national defense-related contracts, subcontracts, and purchase orders.) Within seven days of receiving the center's report, the President must also issue priority purchase orders for the equipment identified in the report under authorities provided by the Defense Production Act of 1950. (That act confers upon the President a broad set of authorities to influence domestic industry in order to provide essential materials and goods for the national defense.) The bill waives certain requirements under the act related to congressional notification and authorization and makes specified funds available for these efforts.

This bill provides funds with which the Federal Communications Commission shall reimburse small business broadband providers for costs incurred during the COVID-19 (i.e., coronavirus disease 2019) emergency period to voluntarily (1) provide free or discounted service to students in need of distance learning capacity, or (2) refrain from disconnecting low-income households that cannot afford to make a full payment.

Medical Supply Chain Emergency Act of 2020 This bill directs the President to use existing authorities under the Defense Production Act of 1950 with respect to the production of ventilators, N-95 respirator masks, and specified personal protective equipment to address COVID-19 (i.e., coronavirus disease 2019). (That act confers upon the President a broad set of authorities to influence domestic industry in order to provide essential materials and goods needed for the national defense.) The President must (1) make a determination that such items are essential for the national defense, (2) identify private-sector capacity to produce these items, and (3) exercise authorities under the act to require emergency production of them at a reasonable price. In addition, the President shall coordinate the allocation of these items based on requests from governors and the needs of the states as determined by the number of COVID-19 cases and the proportion of the population at higher risk of the disease in a given state. The bill makes specified funds available for these efforts. Equipment produced under these authorities but unused at the termination of the COVID-19 emergency declared on March 13, 2020, shall be deposited into the Strategic National Stockpile.

This bill establishes the congressional COVID-19 (i.e., coronavirus disease 2019) Aid Oversight Panel to report on the use and impact of COVID-19 aid on financial markets and institutions. The bill also authorizes the Office of the Special Inspector General for the Troubled Asset Relief Program to audit and investigate COVID-19 aid programs.

Immediate Relief for Rural Facilities and Providers Act of 2020 This bill establishes grant programs and other forms of financial assistance for health care providers in response to the national emergency relating to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill establishes (1) a grant program to provide emergency assistance to critical access hospitals, certain rural hospitals, and providers participating in Medicare; (2) a grant program to provide emergency assistance to health care practices and ambulatory surgery centers for staff salaries; and (3) a loan program to provide low-interest loans to health care practices and ambulatory surgery centers. The bill also temporarily increases reimbursements to rural hospitals under the Medicare swing-bed program. (The program allows rural hospitals to use beds, as needed, for either acute care or skilled nursing facility care.)

Securing and Enabling Commerce Using Remote and Electronic Notarization Act of 2020 This bill allows a notary public commissioned under state law to remotely notarize electronic records and requires recognition of notarizations performed under the laws of other states. Under the bill, a notary public may remotely notarize electronic records occurring in or affecting interstate commerce if (1) the individual and the notary public are able to electronically communicate by sight and sound simultaneously (i.e., by video chat); (2) the notary verifies the individual's identity and records the notarization; and (3) the notarization complies with other requirements, such as those relating to the attachment of a stamp or seal to the electronic record. Additionally, the bill allows a notary public to remotely notarize electronic records involving an individual located outside of the United States, subject to certain requirements. The bill also requires U.S. courts and states to recognize notarizations, including remote notarizations of electronic records, that occur in or affect interstate commerce and are performed by a notary public commissioned under the laws of other states.

Small Business Repayment Relief Act of 2020 This bill requires the Small Business Administration (SBA) to pay the principal, interest, and any associated fees owed on certain loans made to small businesses for a six month period. The SBA must also encourage the Federal Deposit Insurance Corporation, the Office of the Comptroller of the Currency, and state bank regulators to not require lenders to increase their reserves on account of receiving such payments made by the SBA. The SBA shall waive statutory limits on maximum loan maturities for certain loan durations where the lender provides a deferral and extends the maturity of such loans and, when necessary to provide more time because of difficulties during the COVID-19 (i.e., coronavirus disease 2019) pandemic, extend lender site visit requirements.

This resolution affirms the House of Representatives' commitment to abide by domestic and international legal obligations to protect refugees and to recognize the importance of the refugee resettlement program as a function of U.S. global leadership. Further, it calls upon the U.S. government to (1) provide funding for refugee protection and resettlement, (2) work with the international community to find solutions to existing conflicts and prevent new conflicts from beginning, and (3) ensure the U.S. refugee resettlement program is equipped to protect and support refugees.

CFTC Reauthorization Act of 2019 This bill reauthorizes through FY2025 the Commodity Futures Trading Commission (CFTC) and generally revises provisions related to the CFTC. Among other things, the bill exempts certain companies from the mandatory swaps clearing requirements if they have less than $10 million in assets, provides for the regulation of digital commodities, exempts certain charitable organizations from commodity trading advisor and commodity pool operator registration requirements, provides that the CFTC's authority to enforce prohibitions regarding fraud and other disruptive trading practices applies to foreign activities, eliminates the double-sided confirmation requirement for swap data repositories, and expands whistleblower protections.

Hmong and Lao Refugee Deportation Prohibition Act of 2020 This bill defers the removal of qualified individuals to Laos for 72 months beginning from this bill's enactment. To qualify for deferral, an individual must (1) be born in Laos or the French colonial administration that preceded the present-day country of Laos, (2) have been ordered removed to Laos before this bill's enactment, and (3) have resided in the United States on or before January 1, 2011. An individual receiving deferral under this bill shall be authorized for employment.

Major Richard Star Act This bill provides that a combat-disabled uniformed services retiree with fewer than 20 years of creditable service may concurrently receive, without reduction veterans' disability compensation, and retired pay or combat-related special compensation.

No Congressionally Obligated Recurring Revenue Used as Pensions To Incarcerated Officials Now Act This bill makes a Member of Congress who has been convicted of a crime related to public corruption ineligible between the date of sentencing and the date of final conviction to receive retirement payments pursuant to the Civil Service Retirement System or the Federal Employees' Retirement System based on their service as a Member. Under current law, a Member must forgo receipt of these payments only after a final conviction (i.e., after the exhaustion of all appeals under the judicial process).

Workforce Investment Disclosure Act of 2020 This bill requires an issuer of securities to disclose certain information regarding human capital management policies, practices, and performance. This information includes workforce data related to full-time, part-time, and contingent employees; turnover and retention rates; racial and gender composition; skills, training, and capabilities; culture and empowerment; health and safety; compensation and incentives; and recruiting.

This resolution supports the principles and goals of the Global Alliance for Vaccines and Immunization (GAVI), affirms U.S. support for the purchase of vaccines for developing countries through GAVI, and encourages continued collaboration with, and investment in, GAVI to introduce and sustain new and underused vaccines in immunization programs.

Improving FHA Support for Small Dollar Mortgages Act of 2020 This bill directs the Department of Housing and Urban Development (HUD) to report on barriers to making Federal Housing Administration (FHA) single-family mortgage insurance available for mortgages under $70,000. Specifically, HUD must report on policies, practices, and products used by the FHA and actions that will be taken to remove such barriers.

Guard and Reserve Hazard Duty Pay Equity Act This bill provides hazardous duty incentive pay to members of an Armed Forces reserve component or the National Guard who perform a parachute jump as an essential part of their military duty. Currently, only active duty members are entitled to hazardous duty incentive pay for performing such duties.

Advancing Uniform Transportation Opportunities for Veterans Act or the AUTO for Veterans Act This bill authorizes the Department of Veterans Affairs (VA) to provide (or assist in providing) an eligible veteran or service member with an additional automobile or other conveyance under the VA automobile allowance and adaptive equipment program. Currently, a veteran or service member with a specified service-connected disability or impairment may not receive more than one automobile or other conveyance under the program. The bill authorizes the additional benefit for such veterans and service members if 10 years have passed since the person last received such benefit.

No Pensions for Corrupt Politicians Act of 2020 This bill excludes Members of Congress from receiving benefits under the Civil Service Retirement System or the Federal Employees Retirement System if the member is convicted of specified campaign finance violations relating to the use of campaign funds for personal use, including conspiracy to commit such an offense.

Reducing Administrative Costs and Burdens in Health Care Act of 2020 This bill requires the Department of Health and Human Services (HHS) to take a series of actions relating to health care administrative costs. Specifically, HHS must develop a strategy and take associated action to reduce unnecessary costs and administrative burdens in the health care system, including Medicare, Medicaid, and the private health-insurance market, by at least half over a period of 10 years. HHS must also award grants so that states may establish commissions targeting such costs.

The Residential Energy and Economic Savings Act or the TREES Act This bill provides incentives for retail power providers or cities to plant trees to reduce energy costs. Specifically, the Department of Energy (DOE) must establish a program to award grants to retail power providers that partner with nonprofit tree-planting organizations to establish or continue operating tree-planting programs. Under the program, retail power providers must give residential consumers free or discounted trees that provide maximum amounts of shade during the summer or wind protection during the fall and winter. Retail power providers include entities that generate, distribute, or provide retail electricity, natural gas, or fuel oil service. In addition, DOE must annually give an award that designates communities or other areas as the Arbor City of America. The award must recognize communities for superior efforts in increasing tree canopy coverage and assisting residents in reducing energy costs. DOE must give award recipients funding for green infrastructure or green spaces.

Boundary Waters Wilderness Protection and Pollution Prevention Act This bill withdraws approximately 234,328 acres of federal land and waters in a specified area in the Rainy River Watershed of Superior National Forest in Minnesota from entry, appropriation, and disposal under the public land laws; location, entry, and patent under the mining laws; and operation of the mineral leasing, mineral materials, and geothermal leasing laws. The area is adjacent to the Boundary Waters Canoe Area Wilderness and the Boundary Waters Canoe Area Wilderness Mining Protection Area. Land or interest in land within such area that is acquired by the United States shall be immediately withdrawn in accordance with this bill. The Forest Service is authorized to permit the removal of sand, granite, iron ore, and taconite from national forest system lands within such area if the removal is not detrimental to the water quality, air quality, and health of forest habitat within the Rainy River Watershed.

Domestic Terrorism Prevention Act of 2020 This bill establishes new requirements to expand the availability of information on domestic terrorism, as well as the relationship between domestic terrorism and hate crimes. It authorizes domestic terrorism components within the Department of Homeland Security (DHS), the Department of Justice (DOJ), and the Federal Bureau of Investigation (FBI) to monitor, analyze, investigate, and prosecute domestic terrorism. The domestic terrorism components of DHS, DOJ, and the FBI must jointly report on domestic terrorism, including white-supremacist-related incidents or attempted incidents. DHS, DOJ, and the FBI must review the anti-terrorism training and resource programs of their agencies that are provided to federal, state, local, and tribal law enforcement agencies. It creates an interagency task force to analyze and combat white supremacist and neo-Nazi infiltration of the uniformed services and federal law enforcement agencies. Finally, it directs the FBI to assign a special agent or hate crimes liaison to each field office to investigate hate crimes incidents with a nexus to domestic terrorism.
