Offshoring Notification Act This bill revises worker adjustment and retraining notification requirements to require employers to disclose whether they plan to continue to produce the goods and services that their employees were producing or providing prior to a plant closing or mass layoff. It also requires such employers to state whether production will be performed for them by employees or contractors outside the United States.

This bill requires the Food and Drug Administration to regulate a hemp-derived cannabidiol (CBD) product as a dietary supplement instead of as a drug. The bill also allows the introduction into interstate commerce of a food with added hemp-derived CBD. The Department of Agriculture must report on market and regulatory barriers for producers operating under its domestic hemp production program.

Family Support Services for Addiction Act of 2020 This bill directs the Substance Abuse and Mental Health Services Administration to award grants to certain nonprofits to develop or expand services for individuals with substance use disorders and their families. Activities may include (1) developing education, resources, and trainings on issues related to substance use disorders and family support; (2) reducing stigma; and (3) educating health care providers about substance use disorders in families.

American Innovation and Manufacturing Leadership Act of 2020 This bill addresses the use and regulation of fluorinated compounds in products and manufacturing, including by requiring the Environmental Protection Agency to establish specified production and consumption baselines for the phase-down of specified fluorinated compounds.

Manufactured Housing Community Preservation Act of 2020 This bill requires the Department of Housing and Urban Development to award grants to nonprofit organizations, public housing agencies, and other entities for the preservation of manufactured housing communities. Such funds may be used to (1) acquire and preserve manufactured housing communities; (2) make improvements to common areas and community property in such communities; and (3) demolish, remove, and replace dilapidated homes in such communities. A grantee that uses funds to acquire a manufactured housing community must agree to maintain the community for at least 20 years.

Comprehensive Immunosuppressive Drug Coverage for Kidney Transplant Patients Act of 2019 This bill indefinitely extends Medicare coverage of immunosuppressive drugs for kidney transplant recipients for individuals who do not have other coverage. Under current law, Medicare coverage is limited to 36 months following a transplant.

Local Expertise is Vital for Effective Embankments Act or the LEVEE Act This bill provides that, upon request of a community that has received emergency flood-fighting assistance involving the construction of a temporary structure, the U.S. Department of the Army shall evaluate whether the structure should be made permanent. If the Army makes such a determination, it (1) shall begin planning, design, and construction of a permanent feature if the total construction cost of the project is not expected to exceed $25 million; and (2) shall seek congressional authorization if construction cost is expected to be in excess of that amount.

Rural Hospital Closure Relief Act of 2019 This bill allows additional hospitals to qualify as critical access hospitals (CAHs) that receive special payment under Medicare. Currently, in order to qualify as a CAH under Medicare, a hospital must either (1) be located more than 35 miles (or 15 miles in mountainous regions or areas with only secondary roads) from another hospital, or (2) have been certified prior to January 1, 2006, by the state as a necessary provider of services in the area. The bill allows a hospital to also qualify if the hospital is a small, rural hospital that (1) serves a health professional shortage area, or a high number of low-income individuals or Medicare or Medicaid beneficiaries; (2) has experienced financial losses for two consecutive years; and (3) attests to having a strategic plan to address financial solvency.

Ukraine Religious Freedom Support Act This bill directs the President, when determining whether Russia is a country of particular concern for religious freedom under certain federal laws, to consider incidents occurring in the parts of Ukraine controlled by Russia or Russia-affiliated non-state groups. (The United States may take certain actions, such as withdrawing development assistance, against a country of particular concern for religious freedom.)

Native American Housing Assistance and Self-Determination Reauthorization Act of 2019 This bill provides federal housing assistance to Indians and Native Hawaiians. Specifically, the bill reauthorizes through FY2024 and otherwise revises housing assistance block grants for Indians and Native Hawaiians. Among other things, the Department of Housing and Urban Development (HUD) must award competitive grants to eligible recipients of block grants to carry out affordable housing activities, such as housing rehabilitation projects. The bill authorizes HUD to guarantee housing loans for Indians and Native Hawaiians through FY2024. Additionally, the bill provides statutory authority for the Tribal HUD-VASH program, which provides rental assistance and supportive services to Indians who (1) are veterans of the U.S. Armed Forces, (2) are homeless or at risk of homelessness, and (3) live in or near an area where a tribe or tribally designated housing entity provides assistance for affordable housing. The program must be carried out by HUD in conjunction with the Department of Veterans Affairs. Under the program, grants must be made to entities eligible for housing assistance block grants. HUD may also make renewal grants to entities that have received prior program grants. The bill also requires the Department of Agriculture to set aside and reserve certain rural housing funds for Indian tribes.

Accountable Care in Rural America Act This bill requires the Centers for Medicare & Medicaid Services (CMS) to exclude certain components from a methodology used under the Medicare Shared Savings Program. The program enables accountable care organizations (ACOs) to receive payments for savings stemming from care coordination and management. Specifically, the bill requires the CMS to exclude an ACO's assigned Medicare fee-for-service beneficiaries from certain regional adjustments to the ACO's benchmark for savings determinations, and to otherwise ensure that an ACO is not in a less favorable financial position due to its share of assigned beneficiaries in the region.

Runaway and Homeless Youth and Trafficking Prevention Act of 2019 This bill modifies and reauthorizes through FY2025 the Runaway and Homeless Youth Act, which provides community-based services for runaway or homeless youth who are in need of temporary shelter, counseling, or aftercare services. Specifically, the bill makes grants for centers and services for five-year terms and such grants must include trauma-informed and culturally-competent services, as appropriate. Grant recipients must make services accessible to runaway or homeless youth who are victims of sexual abuse, exploitation, or trafficking. Grant recipients also must collect, and keep confidential, specified aggregated data about the demographics of program participants. The bill requires grants for home-based services to (1) include suicide prevention, (2) provide staff training about trauma-informed care, and (3) ensure eligibility for youth at risk of separation from their family. The bill also revises and expands the transition living grants program to provide five-year grants to support long-term residential services for older homeless youth. Additionally, the bill requires the Department of Health and Human Services (HHS) to coordinate with specified agencies to deliver programs for runaway and homeless youth and provide five-year grants for technical assistance to regional nonprofit organizations to implement trauma-informed programs for such youth. Further, the bill authorizes five-year grants for the sexual abuse prevention program and the national communications system to connect runaway and homeless youth with their families and service providers. The bill also prioritizes grants for research and evaluation projects that examine the intersection of human trafficking and youth homelessness populations, among other provisions.

Prostate-Specific Antigen Screening for High-risk Insured Men Act or the PSA Screening for HIM Act This bill requires group health insurance plans to cover preventive prostate cancer screenings that are not already covered under the recommendations of the U.S. Preventive Services Task Force for men with a family history of prostate cancer, without imposing any cost-sharing requirement.

Non-Opioids Prevent Addiction In the Nation Act or the NOPAIN Act This bill temporarily establishes separate payments for certain non-opioid treatments under the Medicare prospective payment system for hospital outpatient department services and the payment system for ambulatory surgical center services. The bill applies to pain management treatments that are able to replace or reduce opioid consumption, as shown through clinical trials or data.

Safe Skies Act of 2019 This bill directs the Department of Transportation (DOT) to modify a specified DOT final rule relating to flight crew member duty and rest requirements so that the requirements under that rule apply to all-cargo flight crew members to the same extent they apply to air passenger flight crew members.

TRICARE Fairness for National Guard and Reserve Retirees Act This bill provides that personnel of the Retired Reserve (comprising former National Guard and Reserve members) who are not yet age 60 but are receiving their retirement pay may purchase TRICARE health coverage for retired military personnel, rather than the presently allowed TRICARE Retired Reserve (which may have higher costs). The bill generally aligns the age for TRICARE health care benefits with the age at which retired National Guard and Reserve personnel begin receiving their retired pay. Under current law, Reserve Component personnel may retire below age 60, but not below 50, based on active duty performance.

Humane Cosmetics Act of 2019 This bill generally prohibits animal testing in the evaluation of cosmetic products, and it prohibits the sale or transport of cosmetics developed using animal testing. These prohibitions begin one year after enactment.

Promoting Service in Transportation Act This bill directs the Department of Transportation to establish and administer a transportation workforce outreach program to (1) increase awareness of transportation career opportunities; and (2) increase diversity such as race, gender, ethnicity, and socioeconomic status of professionals in the transportation sector.

Protecting Seniors Through Immunization Act of 2019 This bill specifies that certain deductible, coinsurance, initial coverage limit, and cost-sharing requirements that apply under the Medicare prescription drug benefit shall not apply with respect to vaccines that are recommended by the Advisory Committee on Immunization Practices of the Centers for Disease Control and Prevention. The Centers for Medicare & Medicaid Services must provide to Medicare beneficiaries specified information regarding (1) coverage of vaccines for seniors, and (2) access to recommended vaccines without cost-sharing.

Wage Adjustment for Veterans Enrolled in School Act or the WAVES Act This bill requires the Department of Veterans Affairs to adjust the work-study allowance under its educational assistance programs to the higher of the hourly national minimum wage, the hourly minimum wage of the state, or the hourly minimum wage of the local government where the services are to be performed.

Put Patients First Act This bill prohibits the application of the rule issued by the Department of Health and Human Services on May 21, 2019, that strengthens the enforcement of conscience and anti-discrimination laws related to the rights of covered health care providers to refuse to participate in certain procedures, such as abortions, sterilization, or assisted suicide.

Family Violence Prevention and Services Improvement Act of 2019 This bill modifies, expands, and reauthorizes through FY2024 the Family Violence and Prevention Services program, which funds emergency shelters and supports related assistance for victims of domestic violence. Specifically, the bill requires the Department of Health and Human Services (HHS) to award grants and enter cooperative agreements with state and tribal domestic violence coalitions, and community-based organizations, to support prevention services. Depending on the type of organization, grant recipients must use funding to (1) provide technical assistance; (2) promote evidence-informed prevention strategies; (3) implement coordinated, community responses to reduce risk factors for family violence; and (4) develop prevention partnership strategies, among other uses. Further, HHS must award specified grants to organizations that provide population-specific services in underserved communities and to community-based organizations that provide culturally competent domestic violence services to racial and ethnic minority groups. The bill also establishes a grants program for tribal domestic violence coalitions to support the provision of local, tribal, family domestic or dating violence services and requires HHS to award a grant for the administration of a hotline dedicated to serving Indians affected by domestic violence. In addition, the bill modifies certain program-wide definitions; changes the requirements for specified grant applications, eligibility criteria, and use of funds; and makes other technical revisions.

Helping Medicaid Offer Maternity Services Act of 2019 or the Helping MOMS Act of 2019 This bill allows states to provide one year of postpartum coverage under Medicaid and the Children's Health Insurance Program (CHIP). (Current law requires 60 days of postpartum coverage.) Additionally, the Medicaid and CHIP Payment and Access Commission must report on specified information relating to coverage of doula services under state Medicaid programs, including coverage barriers and recommendations for improvement.

Investing in American Workers Act This bill allows a business-related tax credit for employers who increase worker training expenditures. The credit is equal to 20% of the excess of (1) the qualified training expenditures for the taxable year, over (2) the average of the adjusted qualified training expenditures for the three previous taxable years. If the employer had no qualified training expenditures in any one of the three previous years, the credit is equal to 10% of the adjusted qualified training expenditures for the year. The credit applies to expenditures for the training of non-highly compensated employees (annual compensation does not exceed $82,000). The training must result in the attainment of a recognized postsecondary credential and be provided through an apprenticeship program; a program of training services that is included on a list of eligible training providers that states are required to maintain under the Workforce Innovation and Opportunity Act; a program that is conducted by an area career and technical education school, a community college, or a labor organization; or a program that is sponsored and administered by an employer, industry trade association, industry or sector partnership, or labor organization. Certain small businesses and tax-exempt organizations may apply the credit against payroll taxes, subject to specified limits and requirements. Eligible small businesses may also apply the credit against the alternative minimum tax.

Farmers' Access to Resources and Machinery Act This bill amends the Internal Revenue Code, with respect to private activity bond financing for first-time farmers, to (1) increase from $450,000 to $524,200 (adjusted annually for inflation) the amount of bond proceeds that may be used by a first-time farmer to acquire land for farming purposes, (2) repeal the separate dollar limitation on the use of bond proceeds for used farm equipment, and (3) modify the definition of "substantial farmland" to determine farm size by reference to the average (instead of median) size of a farm in the county in which the farm is located.

United States Army Rangers Veterans of World War II Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award of a single gold medal to the U.S. Army Ranger veterans of World War II in recognition of their dedicated wartime service. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be available for display and research.

Rural STEM Education Act This bill directs the National Science Foundation (NSF) to support research regarding STEM (science, technology, engineering, and mathematics, including computer science) education in rural schools. The NSF must award grants to institutions of higher education or nonprofit organizations for (1) research and development to advance innovative approaches to support and sustain high-quality STEM teaching in rural schools, (2) research and development of programming to identify the barriers rural students face in accessing high-quality STEM education, (3) development of innovative solutions to improve the participation and advancement of rural students in grades Pre-K through 12 in STEM studies, and (4) research on online STEM education courses for rural communities. The NSF may establish a pilot program of regional cohorts in rural areas to provide peer support, mentoring, and hands-on research experiences for rural STEM educators of students in grades Pre-K through 12 in order to build an ecosystem of cooperation among educators, researchers, academia, and local industry. The NSF shall enter into an agreement with the National Academy of Sciences under which the National Academy agrees to evaluate aspects of STEM education and workforce development in rural areas. The National Institute of Standards and Technology must award prizes to stimulate research and development of creative technologies in order to deploy affordable and reliable broadband connectivity to underserved rural communities. The Office of Science and Technology Policy must establish a broadband research and development working group to address national research challenges and opportunities for improving broadband access and adoption across the United States.

Medication Access and Training Expansion Act of 2019 or the MATE Act of 2019 This bill requires prescribers of controlled substances, as a condition of obtaining or renewing their registration with the Drug Enforcement Administration, to complete specified education or training on the prevention, treatment, and management of opioid-use and other substance-use disorders. This education and training shall also satisfy the training requirements currently needed to obtain waivers to prescribe certain medication-assisted treatments for opioid-use disorders in settings other than opioid treatment programs.

Ensuring Seniors Access to Local Pharmacies Act of 2019 This bill establishes several requirements for prescription drug plans under the Medicare prescription drug benefit. Specifically, the bill requires prescription drug plans to allow any pharmacy located in a health professional shortage area, a medically underserved area, or a rural area to be included as an in-network pharmacy if the plan already has other in-network pharmacies in the same area. The bill also establishes certain standards for prescription drug plans regarding pharmacy reimbursements and related disclosures. Among other things, the bill prohibits prescription drug plans from reimbursing a pharmacy in an amount that is less than the amount the pharmacy benefits manager (PBM) reimburses an affiliated pharmacy (i.e., a pharmacy that has a shared ownership interest with the PBM) for the same services.

Leveraging Effective Apprenticeships to Rebuild National Skills Act or the LEARNS Act This bill establishes, in the Employment and Training Administration of the Department of Labor, an Office of Apprenticeship to determine whether an apprenticeship program meets requirements for registration and maintains the standards necessary to remain registered, manage the national apprenticeship system (the collective group of registered apprenticeship programs and pre-apprenticeship programs in the nation), and make grants on a competitive basis to eligible entities to carry out projects that support development of pre-apprenticeship programs. The bill also establishes in Labor a National Advisory Committee on Apprenticeships. Labor and the Department of Education shall establish a voluntary Registered Apprenticeship-College Collaborative consisting of the sponsors carrying out registered apprenticeship programs, two- or four-year postsecondary educational institutions, and organizations that represent such programs or institutions, that agree to meet certain criteria in order to promote stronger connections between the registered apprenticeship programs involved and participating two- and four-year postsecondary educational institutions. Labor shall make assistance payments to eligible sponsors of new registered apprenticeship programs or of existing programs that add employers as new partners.

Responsible and Efficient Agriculture Destination Act This bill modifies exemptions from service hour requirements for drivers transporting agricultural commodities who are within a 150 air-mile radius from their destination. The bill allows this exemption to be utilized yearly rather than only during planting and harvesting seasons.

Congressional Budget Justification Transparency Act of 2019 This bill requires federal agencies to make budget justification materials available to the public. The bill also requires the Office of Management and Budget to make certain details regarding the materials available to the public, including a list of the agencies that submit budget justification materials to Congress, the dates that the materials are submitted to Congress and posted online, and links to the materials.

CFTC Reauthorization Act of 2019 This bill reauthorizes through FY2025 the Commodity Futures Trading Commission (CFTC) and generally revises provisions related to the CFTC. Among other things, the bill exempts certain companies from the mandatory swaps clearing requirements if they have less than $10 million in assets, provides for the regulation of digital commodities, exempts certain charitable organizations from commodity trading advisor and commodity pool operator registration requirements, provides that the CFTC's authority to enforce prohibitions regarding fraud and other disruptive trading practices applies to foreign activities, eliminates the double-sided confirmation requirement for swap data repositories, and expands whistleblower protections.

ARPA-Terra Act of 2019 This bill establishes within the Department of Agriculture the Advanced Research Projects Agency-Terra (ARPA-Terra) to (1) overcome the long-term and high-risk technological barriers in the development of agricultural technologies that enhance export competitiveness, environmental sustainability, and resilience to extreme weather and infectious disease; and (2) ensure that the United States maintains a technological lead in developing and deploying advanced agricultural technologies that increase economic opportunities for farmers, ranchers, and rural communities. ARPA-Terra must award grants to institutions of higher education and other entities to achieve its goals, including to accelerate early-stage research on agricultural technologies. ARPA-Terra must also implement agriculture technology projects that identify and promote revolutionary advances in fundamental sciences; translate scientific discoveries and cutting-edge inventions into technological innovations; and accelerate transformational technological advances in areas that, due to technical and financial uncertainty, industry is not likely to undertake without federal assistance.
