Improve Well-Being for Veterans Act This bill requires the Department of Veterans Affairs (VA) to award grants for a period of three years to eligible entities for the provision of suicide prevention services to veterans and their families. Under the bill, eligible entities include tribally designated housing entities, community-based organizations, and other private entities that meet certain requirements. Entities must submit an application to receive financial assistance that includes a description of the services they propose to provide, among other elements. The bill requires the VA to equitably distribute grants across geographic regions and areas with the most need. Additionally, the VA shall give preference to entities that are experienced in providing suicide prevention services. Entities receiving funding must notify service recipients that funding is wholly or partially from the VA.

This resolution expresses support for (1) equal rights and protections for all people, regardless of actual or perceived sexual orientation or gender identity; and (2) the designation of LGBTQ Equality Day on June 26 to commemorate Supreme Court decisions handed down on that day in 2003, 2013, and 2015. The resolution also acknowledges the need for further legislation to ensure that people in the United States are free from all forms of discrimination on the basis of actual or perceived sexual orientation or gender identity.

Stem Cell Therapeutic and Research Reauthorization Act of 2019 This bill modifies and reauthorizes through FY2024 the C.W. Bill Young Cell Transplantation Program, which provides support to patients who need a potentially life-saving bone marrow transplant or umbilical cord blood transplant. It also reauthorizes through FY2024 the Stem Cell Therapeutic and Research Act of 2005, which provides for the collection and maintenance of new units of high-quality cord blood. The bill requires the Advisory Council on Blood Stem Cell Transplantation to convene at least twice per calendar year.

Transforming Student Debt to Home Equity Act of 2019 This bill requires the Department of Housing and Urban Development (HUD) and the Federal Housing Finance Agency to jointly establish and implement a pilot demonstration program to provide, to eligible applicants with federal student loan debt, assistance in purchasing eligible properties. Specifically, the program may provide for (1) discounts on the appraised value of eligible properties, (2) flexibility in certain underwriting standards, (3) the development of new mortgage products specifically targeted to eligible applicants, and (4) other appropriate assistance. The program must provide for the development of a program that uses actuarial information to determine how the repayment of federal student loans may be integrated into a mortgage repayment schedule to allow eligible applicants to accumulate home equity. An "eligible property" is a property (1) that is designed as a dwelling for occupancy by one to four families; (2) that is safe and habitable; (3) the occupancy of which will promote community revitalization; and (4) that is owned by HUD, the Federal National Mortgage Association (Fannie Mae), the Federal Home Loan Mortgage Corporation (Freddie Mac), or a local land bank.

LGBTQ Data Inclusion Act This bill requires federal agencies that collect information through a survey that includes demographic data (where subjects self-report information or a proxy provides information about the subject or responds for all persons in a household) to review existing data sets to determine in which data sets information about sexual orientation and gender identity is not included, and to assess needed changes in survey methods related to asking questions on sexual orientation and gender identity. Agencies that publish reports relying on survey demographic data must include information on sexual orientation and gender identity.

Jumpstart Our Businesses by Supporting Students Act of 2019 or the JOBS Act of 2019 This bill expands student eligibility for Pell Grants by establishing the Job Training Federal Pell Grant program. Specifically, the bill requires the Department of Education to award a job training Pell Grant to a student who does not have a degree; attends an institution of higher education (IHE); is enrolled in a career and technical education program at an IHE that provides 150 to 600 clock hours of instructional time over a period of 8 to 15 weeks and provides training aligned with high-skill, high-wage, or in-demand industry sectors (i.e., job training programs); and meets all other eligibility requirements for a Pell Grant. It also specifies that any period during which a student receives a job training Pell Grant counts toward that student's Pell Grant eligibility period.

Made in America Act of 2019 This bill requires projects under various federal programs to use materials manufactured in the United States, with exceptions. The bill applies to materials such as steel, plastic, concrete, and glass and applies to programs for broadband infrastructure, water treatment, health centers, and housing, among others.

Higher Education Mental Health Act of 2019 This bill requires the Department of Education to establish an Advisory Commission on Serving and Supporting Students with Mental Health Disabilities in Institutions of Higher Education. The commission must conduct a study and report on (1) services available to students with mental health disabilities in institutions of higher education (IHEs) and the effectiveness of such services in supporting these students; (2) the impact of policies and procedures, such as reasonable accommodation and disciplinary policies, that help or hinder the goal of providing equal opportunity to these students; (3) the use of protected health information of these students by IHEs; (4) the impact of providing mental health services on a student's academic performance, well-being, and ability to complete college; (5) conclusions on the major challenges facing these students; and (6) recommendations to improve the overall education, retention, and graduation rates of these students. The bill also requires the Government Accountability Office to submit a report on the challenges faced by students with mental health disabilities in IHEs.

Public Service Freedom to Negotiate Act of 2019 This bill prohibits strikes by certain individuals and requires the issuance of rules that provide for federal minimum standard collective bargaining rights and procedures. The Federal Labor Relations Authority (FLRA) shall determine for each state whether the laws of such state substantially provide for each of the minimum standard collective bargaining rights and procedures specified by this bill, including the right of public employees and supervisory employees to self-organize, form or join a labor organization, or collectively bargain. The FLRA must issue rules and take actions to establish and administer bargaining rights and procedures for those states that do not substantially provide for them. No employers, emergency services employees, or law enforcement officers may engage in a lockout, strike, or any other organized job action that would probably result in a measurable disruption of the delivery of emergency or public safety services. Furthermore, no labor organization may be the cause of a violation of such prohibition.

This bill establishes the Alzheimer's Research and Caregiving Trust Fund. Taxpayers may contribute to the fund at the time of filing of their tax returns. Amounts in the fund shall be available for research regarding the treatment or cure of Alzheimer's disease and for education, counseling, respite and other supportive services for the benefit of individuals with Alzheimer's disease and of their families, caregivers, and health care professionals.

National Commission on Scleroderma and Fibrotic Diseases Act of 2019 This bill temporarily establishes a National Commission on Fibrotic Diseases within the National Institutes of Health that must recommend improvements regarding fibrosis and fibrotic disease research.

Opioid Workforce Act of 2019 This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for hospitals that have addiction or pain medicine programs, with an aggregate increase of 1,000 positions over a five-year period.

Advancing Medical Resident Training in Community Hospitals Act of 2019 This bill revises payment rules under Medicare for graduate medical education (GME) costs with respect to a hospital that establishes a new medical residency training program. If a hospital has not entered into a GME affiliation agreement, the Centers for Medicare & Medicaid Services (CMS) must establish the hospital's full-time equivalent (FTE) resident amount only after determining that the hospital's medical residency training program trains at least 1.0 FTE resident in a cost reporting period. If a hospital has an approved FTE resident amount that is based on other specified thresholds, the CMS must reestablish the amount when the hospital begins training FTE residents in excess of the applicable threshold. The bill also establishes similar thresholds for new determinations of certain adjustments to hospital payment limitations regarding FTE residents in allopathic and osteopathic medicine; a hospital's adjustment must be redetermined once the applicable threshold is exceeded.

Stopping Bad Robocalls Act This bill updates various policies and regulations relating to robocalls. Specifically, the bill requires the Federal Communications Commission (FCC) to protect consumer privacy as it relates to robocalls. The FCC must update regulations involving certain robocalls that are exempt from criminal liability to include specific requirements identifying classes of parties who may make such calls, parties who may be called, and how many times they may be called. Additionally, the bill removes the requirement that a citation be issued prior to a forfeiture penalty being imposed in cases where violations involving illegal robocalls have been intentional and where inaccurate caller identification information has been provided. The bill also implements a three-year statute of limitation for such violations requiring notice, and a four-year statute of limitation where an intentional violation has occurred. The FCC must promulgate regulations to address requirements for effective call authentication technology as well as to establish a process to streamline the ways in which a private entity may voluntarily share with FCC information relating to an illegal call or text or for calls with misleading or inaccurate caller identification information. Finally, the bill requires the FCC to ensure robocall blocking services provided on an opt-out basis are provided free of cost with transparency and redress options for consumers and callers.

Veterans Expedited TSA Screening Safe Travel Act or the VETS Safe Travel Act This bill makes certain veterans eligible for the Transportation Security Administration PreCheck Program at no cost if they meet the program's background check and security requirements. Veterans who are eligible for this fee waiver are those who have been determined by the Department of Veterans Affairs to have incurred permanent blindness, or those who have been determined to require the use of a wheelchair, prosthetic limb, or other assistive device to aid with mobility due to (1) loss, or loss of use, of a limb; or (2) full or partial paralyzation.

Keep Physicians Serving Patients Act of 2019 This bill requires the Centers for Medicare & Medicaid Services to use specified data regarding physician wages and office rent when determining certain geographic adjustment factors for the payment of physician services under Medicare. With respect to such payment, the bill also makes permanent certain minimum adjustments to the work geographic index and extends to all localities certain minimum adjustments to the practice expense index.

Taxpayer Protection and Preparer Proficiency Act of 2019 This bill authorizes the Department of the Treasury to regulate tax return preparers, including by sanctioning preparers for incompetence and disreputable behavior and by establishing minimum competency standards for preparers.

JROTC Cyber Training Act This bill directs the Department of Defense to implement a program to prepare Junior Reserve Officers' Training Corps students for careers in computer science and cybersecurity. The program may include such elements as internships and cooperative research opportunities, funding for training of instructors, activities to improve the quality of training in these fields, and informal education.

Access to Genetic Counselor Services Act of 2019 This bill provides for coverage under Medicare of genetic counseling services that are furnished by genetic counselors. Covered services include those services, as well as incidental services and supplies, that would otherwise be covered under Medicare if provided by a physician.

Pharmacy Benefit Manager Accountability Study Act of 2019 This bill requires the Government Accountability Office to study the role of pharmacy benefit managers (PBMs) with respect to federally facilitated exchanges, including the role of PBMs in pharmaceutical supply chains, the competition among PBMs, and the use of rebates and fees by PBMs in such exchanges.

United States Call Center Worker and Consumer Protection Act of 2019 This bill establishes restrictions on businesses that relocate call centers or redirect customer service calls to locations outside the United States. Specifically, a business must notify the Department of Labor that it intends to move its customer service call center overseas and Labor must maintain a publicly available list of such businesses. Subject to narrow exceptions, a business appearing on such list is ineligible to receive federal grants or guaranteed loans for five years after the business is added to the list. Further, agencies must condition the awarding of government contracts on the requirement that any call center activity pursuant to the contract must be performed in the United States. Additionally, the bill requires call center employees to disclose their physical location at the beginning of each call initiated or received, unless all employees of the business participating in the communication are located in the United States, among other exceptions.

Kids Eat Local Act This bill modifies Department of Agriculture requirements for the national school food programs relating to the purchases of locally produced food. The bill allows institutions participating in the school food programs to use locally grown, locally raised, or locally caught as a product specification in food procurement requests.

Land and Water Conservation Fund Permanent Funding Act This bill makes permanent, beginning in FY2020, funding for the Land and Water Conservation Fund (LWCF). The President shall annually submit to Congress specified details regarding the allocation of funds to the LWCF. Congress may provide for alternate allocations using specified procedures.

Feed Emergency Enhancement During Disasters Act or the FEEDD Act This bill modifies the federal crop insurance program to authorize agricultural producers who harvest second crops as a result of a prevented planting to be eligible for specific crop insurance if certain conditions are met. Specifically, a producer may collect an indemnity that is equal to 100% of the prevented planting guarantee for the acreage of the first crop if (1) the acres planted are in an area with low hay or forage supplies due to widespread excessive moisture, flood, or drought; (2) the second crop will be planted with an intended use of animal feed that is hayed, gazed, or chopped; and (3) the second crop will be donated or used by the producer.

Military Readiness and Cost Savings Act This bill directs the Department of Defense to seek to enter into a contract with an institution—to be designated as the National Center for Military Painting and Applied Research—to serve as a resource for testing paint coatings for military assets and developing training tools and programs concerning military painting and coating. The bill includes authority to enter into an agreement to provide these services to the Coast Guard.

75th Anniversary of the End of World War II Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 500,000 $1 coins, and 750,000 half-dollar coins in commemoration of the 75th anniversary of the end of World War II. The coins shall be emblematic of the sacrifices made by millions of people of the United States 75 years ago in bringing an end to World War II. The design on each coin shall represent the World War II Victory Medal, which was awarded to all 16 million U.S. military personnel who served from December 7, 1941, to December 31, 1946. The bill requires all sales of such coins include specified surcharges, which shall be paid by Treasury to the congressionally designated National WWII Museum to fund its educational mission of telling the story of the U.S. experience in World War II.

Clean Up Congress Act This bill (1) revises the post-employment lobbying ban on former Members of Congress, (2) prohibits the use of federal funds for certain official travel expenses of Members, and (3) prohibits automatic pay adjustments for Members during any year following a budget deficit. Specifically, this bill imposes a permanent ban on lobbying contacts by a former Member of the Senate (currently, a two-year ban), or a former Member of the House of Representatives (currently, a one-year ban). The bill maintains the current one-year ban on elected officers of the House. In addition, the bill (1) prohibits the use of federal funds for official travel expenses of a Member for airline accommodations that are not coach-class accommodations, and (2) prohibits an automatic adjustment to the pay of Members if the Congressional Budget Office determines that there was a federal budget deficit in the last fiscal year.

Every Child Deserves a Family Act This bill prohibits discrimination on the basis of sexual orientation, gender identity, marital status, or religion in the provision of child welfare programs and services by entities receiving federal funding. The Department of Health and Human Services (HHS) must provide technical assistance to help states follow this requirement, including (1) guidance for bringing state laws into compliance, (2) developing training to increase cultural competency related to social identity, and (3) training for judges and attorneys involved in child welfare cases, among other supports. Additionally, HHS must establish the National Resource Center on Safety, Well-Being, Placement Stability, and Permanency for LGBTQ Children and Youth Involved with Child Welfare Services to provide training, technical assistance, and guidance to applicable state and local agencies and service providers. Further, the Religious Freedom Restoration Act may not be the basis for challenging the application or enforcement of this bill. The Government Accountability Office must study and report on states' compliance with the requirements of the bill no later than three years after enactment.

This bill directs the U.S. Postal Service (USPS) to continue to sell the Alzheimer's disease semipostal stamp for an additional six years. The USPS must continue to transfer proceeds from the sale of the stamp to the National Institutes of Health to fund medical research relating to Alzheimer's disease.

Improving Seniors' Timely Access to Care Act of 2019 This bill establishes several prohibitions, requirements, and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, the bill prohibits MA plans from instituting additional prior authorization requirements for surgeries (including related items) that are furnished to a patient during other surgeries for which prior authorization was not required or was already received. Additionally, MA plans must (1) establish an electronic prior authorization program that meets specified standards, including the ability to provide real-time decisions in response to requests for items and services that are routinely approved; (2) annually publish specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services, relating to the quality and timeliness of prior authorization determinations.

"Six Triple Eight" Congressional Gold Medal Act of 2019 This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal in honor of the women of the 6888th Central Postal Directory Battalion (commonly known as the "Six Triple Eight") in recognition of their pioneering military service, devotion to duty, and contributions to increase the morale of personnel stationed in the European theater of operations during World War II. The medal shall be given to the Smithsonian Institution and made available for display and research.

Biliteracy Education Seal and Teaching Act or the BEST Act This bill directs the Department of Education to award renewable two-year grants to states to establish or improve, and carry out, Seal of Biliteracy programs to recognize student proficiency in speaking, reading, and writing in both English and a second language.

Partnership Fund for Peace Act of 2019 This bill requires the U.S. Agency for International Development (USAID) to establish the Partnership Fund for Peace for promoting economic development in Palestine and reconciliation between Israelis and Palestinians. Specifically, the bill directs the USAID to establish this fund to finance (1) small and medium-sized Palestinian entrepreneurs and companies in order to promote the private sector and create jobs in Palestinian territories, and (2) people-to-people peacebuilding programs that support reconciliation between Palestinians and Israelis. An economic partnership, entrepreneur, or company requesting support from the fund must include a Palestinian entrepreneur or company as a partner. A people-to-people partnership requesting support from the fund must include a nonprofit organization that brings Palestinians and Israelis together for reconciliation or nonprofit organizations that further reconciliation between Arab and Jewish citizens of Israel.

Expanding Access to Retirement Savings for Caregivers Act This bill allows an individual to make annual catch up contributions to a retirement account before reaching age 50 if the individual leaves the workforce to provide dependent cares services. Specifically, the individual must have been unemployed, and have had no earned income, as a result of providing care to (1) a dependent under the age of 13, or (2) a spouse physically or mentally incapable of self-care.

Affordable Housing Credit Improvement Act of 2019 This bill revises provisions of the low-income housing tax credit and renames it as the affordable housing credit . The bill increases the per capita dollar amount of the credit and its minimum ceiling amount beginning in 2019 and extends the inflation adjustment for such amounts. The bill modifies tenant income eligibility requirements and the average income formula for determining such income. It also revises rules for student occupancy of rental units and tenant voucher payments and prohibits any refusal to rent to victims of domestic abuse. The bill further modifies the credit to establish a 4% minimum credit rate for certain housing projects, repeal the qualified census tract population cap, prohibit local approval and contribution requirements, increase the credit for certain projects designated to serve extremely low-income households, increase the credit for certain bond-financed projects designated by state agencies, eliminate the basis reduction for properties that receive certain energy-related tax benefits, and increase the population cap for difficult development areas (i.e., areas with high construction, land, and utility costs relative to area median gross income). The bill also includes Indian and rural areas as difficult development areas and modifies other requirements relating to casualty losses, acquisition credits, and foreclosures.

This resolution recognizes the 75th anniversary of the amphibious landing of the allied forces on D-Day, June 6, 1944, at Normandy, France, during World War II. The resolution expresses appreciation to the members of the U.S. and allied forces who participated in the operations, as well as all others who contributed to the success of the operations; recognizes the landing as a decisive point in history that led to world leadership and a free people committed to modern liberal democracy and all its tenets; recognizes the importance of World War II history and D-Day as symbols of the costs of freedom, the perils of fascism, and the nature of U.S. global alliances and partnerships; thanks the young people of the allies for their involvement in events celebrating the anniversary of the Normandy landings; calls for expanding educational efforts about the lessons of World War II; recognizes the efforts of France and the people of Normandy to preserve the world heritage represented by the Normandy beaches and the sunken material remains of the landings by inscribing these on the UNESCO World Heritage List; requests the President to issue a proclamation recognizing the living veterans of the campaign; and calls on the people of the United States to observe the 75th anniversary.

Breaking Barriers for Women Veterans Act This bill requires the Department of Veterans Affairs (VA) to implement changes to better serve women veterans. Among other requirements, the VA must retrofit its existing medical facilities to support the provision of care to women veterans. Additionally, the VA must ensure its medical facilities have at least one full-time or part-time women's health provider. The bill also requires the VA to establish a training module for community providers that is specific to women veterans.

Honoring American Veterans in Extreme Need Act of 2019 or the HAVEN Act This bill modifies the treatment of certain veterans' benefits in bankruptcy. Specifically, the bill excludes from a debtor's current monthly income certain benefits, including disability benefits, paid by the Department of Veterans Affairs or the Department of Defense.

Sgt. Brandon Ketchum Never Again Act This bill requires the Department of Veterans Affairs (VA) to furnish inpatient psychiatric care upon request by a covered veteran at (1) the VA facility that is closest to where the veteran resides and that has the capacity and capability to provide such care, or (2) at a non-VA facility if the VA facility lacks such capacity or capability. A covered veteran is a veteran who is enrolled in the VA health care system and is entitled to inpatient psychiatric care.

Army Security Agency Monument Act This bill directs the Department of the Army to place in Arlington National Cemetery a monument honoring Army Security Agency veterans if the National Army Security Agency Association agrees to certain requirements, including that the association pay the monument's site preparation, construction, and maintenance costs.

Renewable Fuel Standard Integrity Act of 2019 This bill revises requirements for exemptions given to small refineries of crude oil under the renewable fuel program, which requires transportation fuel to contain a minimum volume of renewable fuel. Specifically, the bill establishes an annual deadline for petitions by small refineries for exemptions and subjects information in the petition to public disclosure requirements.

Women's Health Protection Act of 2019 This bill prohibits state or local governments from imposing certain restrictions on access to abortion services. Specifically, state or local government may not require unnecessary tests or procedures in connection with the provision of abortion services, the same health care provider who provides abortion services to perform such tests or procedures, providers to offer medically inaccurate information to patients before or during abortion services, providers to refrain from prescribing certain drugs, certain hospital facility transfer agreements, one or more medically unnecessary in-person visits, or patients to disclose the reason for seeking abortion services. The bill also prohibits limitations or requirements that both single out and impede access to abortion services based on a number of factors (e.g., restrictions that are reasonably likely to decrease the availability of abortion services in a state). A state or local government also may not prohibit abortions prior to fetal viability nor prohibit abortions after fetal viability in cases where the health care provider determines that continuing the pregnancy poses a risk to the patient's life or health. Additionally, the Department of Justice, individuals, or health care providers may bring a lawsuit to prospectively enjoin a limitation or restriction that is prohibited by this bill. The bill further requires the government defending such a limitation or restriction to show that (1) it significantly advances the safety of abortion services or patient health, and (2) such advancement cannot be met by a less-restrictive measure.

Aviation Incentive Pay Parity Act This bill revises the authority for payment of aviation incentive pay to reserve component officers. It permits the amount of such pay to be equal to that of an officer in the regular component of the particular uniformed service.

Montgomery GI Bill Parity Act of 2019 This bill authorizes the use of educational assistance for members of the Selected Reserve or the Ready Reserve, at the member's election, for payment of tuition under the Department of Defense program of tuition assistance for voluntary off-duty training or education.

Tribal HUD-VASH Act of 2019 This bill provides statutory authority for the Tribal HUD-VASH program, which provides rental assistance and supportive services to Native American veterans who are homeless or at risk of homelessness and living in or near an area where a tribe or tribally designated housing entity provides assistance for affordable housing. The Department of Housing and Urban Development (HUD) is directed to use at least 5% of rental assistance amounts under the HUD-VASH program, which provides housing assistance to homeless veterans, for the Tribal HUD-VASH program. The Tribal HUD-VASH program shall be carried out in conjunction with the Department of Veterans Affairs (VA). HUD and the VA shall consult with tribal organizations regarding the program's design and may make program modifications after consulting with tribal organizations. Program grants shall be made to entities eligible for Native American housing assistance block grants. HUD may make renewal grants to entities that have received prior program grants.

Democracy Is Strengthened by Casting Light On Spending in Elections Act of 2019 or the DISCLOSE Act of 2019 This bill expands prohibitions and requires additional disclosures related to political spending. Specifically, foreign nationals are further restricted regarding their involvement in election related activity, including by prohibiting their participation in the decision-making process regarding an election expenditure. Existing foreign money prohibitions are expanded to prohibit disbursements for paid internet or digital communications. The Federal Election Commission must perform an audit after each election cycle to determine the incidence of illicit foreign money. In general, organizations making political expenditures must disclose donors who have contributed $10,000 or more during an election cycle. Certain of these organizations, including corporations, must also disclose their beneficial owners. The bill requires organizations to provide additional disclosures on certain political ads, including the donors who contributed the most money to that organization in the last year.
