State Veterans Home Inspection Simplification Act This bill alters certain requirements relating to inspection and certification of Medicare skilled nursing facilities that are also state veterans homes. Specifically, the bill requires the Centers for Medicare & Medicaid Services (CMS) to treat state veterans homes that are inspected and determined to meet applicable standards set by the Department of Veterans Affairs (VA) as also meeting applicable standards for skilled nursing facilities under Medicare. The CMS must also use VA inspection reports for such facilities in lieu of state inspection reports for purposes of the Nursing Home Compare website.

Medicare Demonstration of Coverage for Low Vision Devices Act of 2019 This bill requires the Centers for Medicare & Medicaid Services (CMS) to carry out a demonstration project to evaluate the fiscal impact of covering low-vision devices under Medicare in the same manner as Medicare coverage is provided for durable medical equipment. The bill defines low-vision device to mean a physician-prescribed device that magnifies, enhances, or otherwise augments or interprets visual images; the term does not include ordinary eyeglasses or contact lenses. The bill appropriates $2.5 million for FY2020 and each of the next four fiscal years for the CMS to carry out the project.

Negro Leagues Baseball Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the 100th anniversary of the establishment of the Negro National League, a professional baseball league that was formed in response to African-American players being banned from baseball's major leagues. The design of the coins shall be emblematic of the Negro Leagues Baseball Museum and its mission to promote tolerance, diversity, and inclusion. All surcharges from sales of these coins shall be paid to the Negro Leagues Baseball Museum to fund educational and outreach programs and exhibits.

ARPA-E Reauthorization Act of 2019 This bill revises and reauthorizes through FY2024 the Department of Energy's (DOE's) Advanced Research Projects Agency-Energy (ARPA-E). The bill expands the goals of ARPA-E to include the development of energy technologies that (1) provide transformative solutions to improve the management, clean-up, and disposal of radioactive waste and spent nuclear fuel; and (2) improve the resilience, reliability, and security of infrastructure to produce, deliver, and store energy. The bill also authorizes DOE to enter into an agreement with the National Academy of Sciences to evaluate how well ARPA-E is achieving its goals and missions.

Protection for Veterans' Burn Pit Exposure Act of 2019 This bill requires the Department of Veterans Affairs (VA) to make a determination, after receipt of a study by the National Academies of Sciences, Engineering, and Medicine (NASEM) titled Respiratory Health Effects of Airborne Hazards Exposures in the Southwest Asia Theater of Military Operations, on whether a positive association exists between (1) the exposure of humans to toxic airborne chemicals and fumes caused by open air burn pits (areas used for burning solid waste in open air without equipment) and other airborne hazards, and (2) the occurrence of a diagnosed illness in humans. Upon determination of a positive association, the VA must prescribe regulations providing that (1) a presumption of service-connection is warranted for certain illnesses manifesting in certain time frames, and (2) covered veterans shall be presumed to have been exposed to toxic airborne chemicals caused by open burn pits unless conclusive evidence proves otherwise. Covered veterans are veterans who were deployed on or after September 11, 2001, in support of a contingency operation and based at a location where an open burn pit was used. If the VA determines a presumption of service-connection is not warranted, a notice must be published and include an explanation of the basis for the determination. The bill also requires the VA to remove previous presumptions if evidence indicates such presumption is not warranted. The Department of Defense must provide NASEM with access to information it requests for the study on Respiratory Health Effects of Airborne Hazards Exposures in the Southwest Asia Theater of Military Operations .

EARLY Act Reauthorization of 2019 This bill reauthorizes through FY2024 programs that raise public awareness about breast health, educate health care providers to encourage early detection of breast cancer, and provide support for young women diagnosed with breast cancer.

Tribal Access to Homeless Assistance Act This bill allows an Indian tribe or tribally designated housing entity to apply for a Homeless Assistance Grant under the Continuum of Care Program administered by the Department of Housing and Urban Development. Under current law, nonprofit and government entities may apply for and use such grants to provide shelter and other services to eligible individuals.

Contact Lens Prescription Verification Modernization Act This bill revises the requirements for the verification of prescriptions related to the purchase of contact lenses. Specifically, online sellers of prescription contact lenses must provide consumers with a method to transmit a digital copy of their prescriptions to such sellers. Online sellers also must encrypt protected health information they send by email. Additionally, the bill prohibits any seller of prescription contact lenses from using telephone calls with an artificial or prerecorded voice (i.e., robocalls) to verify a consumer's prescription.

Trauma-Informed Modernization of Eldercare for Holocaust Survivors Act or the TIME for Holocaust Survivors Act This bill includes matters concerning Holocaust survivors in federal grants and programs that serve older adults. Specifically, the bill includes an individual's status as a Holocaust survivor within the scope of the greatest social needs for purposes of such programs. Under current law, these programs must target populations with the greatest economic and social needs. Additionally, among other activities, the Administration on Aging must establish a national center to provide resources, training, and technical assistance related to delivering services to older individuals who experience the long-term and adverse consequences of trauma. In addition, the administration may designate within it a person responsible for implementing and coordinating services for individuals who are Holocaust survivors.

Child Care Protection Improvement Act of 2019 This bill establishes an interagency task force, chaired by the Administration for Children and Families, to support states in conducting required criminal background checks for childcare staff members. Specifically, the task force must consult with relevant state agencies and develop recommendations and best practices. This includes evaluating how agencies are responding to interstate requests for information about staff, or prospective staff, who have lived in another state within the preceding five years. The task force must submit a final report with its recommendations within one year of the first meeting of the task force.

Short-Term Accelerated Reskilling Tracks Career Pathways Act or the START Career Pathways Act This bill directs the Department of Labor, in coordination with the Department of Education, to award competitive grants to eligible institutions of higher education and vocational institutions to develop, offer, improve and provide educational or career pathway programs for workers. Grants funds must be used for specified purposes, including for career pathway programs that provide relevant job training to meet the needs of employers in high-skill, high-wage, or in demand sectors or occupations and that may include registered apprenticeship programs. . Beginning on October 1, 2019, Labor shall carry out a program to award START federal Pell Grants to students in short-term programs that prepare participants for employment opportunities in high-skill, high-wage, or in-demand sectors or occupations in a geographic area in which the programs are offered.

Making Education Affordable and Accessible Act This bill reauthorizes through FY2020 and revises the Fund for the Improvement of Postsecondary Education (FIPSE) program. The bill also authorizes new grants under the FIPSE program. Specifically, the Department of Education may award grants to institutions of higher education for dual or concurrent enrollment programs or early-college high-school programs that allow high-school students to earn postsecondary credits.

Economic Mobility Corps Act of 2019 This bill establishes the Economic Mobility Corps for the purpose of providing support to community development financial institutions and projects related to financial counseling, financial services, job placement, small business financing, affordable rental housing financing, commercial facility financing, community facility financing, single-family home financing, and foreclosure prevention services. Specifically, the Corporation for National and Community Service and the Department of the Treasury must establish grants and other support for this program.

PrEP Access and Coverage Act This bill requires private health insurance plans to cover prescription drugs that prevent the acquisition of HIV, and any related screenings, diagnostic procedures, or clinical follow-ups, without any cost-sharing obligation for the plan holder. Further, insurance plans must not impose any preauthorization requirement for this coverage. These coverage requirements also apply to public health insurance programs, including, among others, Medicare, Medicaid, and the Children's Health Insurance Program. Additionally, the bill prohibits denying, limiting, or qualifying coverage or increasing premiums for disability insurance, long-term care insurance, or life insurance policies based on a person taking medication for HIV prevention. The bill further requires the Department of Health and Human Services to award grants to states, or directly to eligible local organizations, to provide uninsured individuals access to prescription drugs and related services that prevent HIV. The Centers for Disease Control and Prevention also must develop a public awareness campaign that focuses efforts in communities with a high need for HIV prevention treatment.

Investing in America: Rebuilding America's Airport Infrastructure Act This bill reauthorizes and revises the Airport Improvement Program through FY2023. The bill also (1) eliminates the cap on passenger facility charges (local user fees) of $4.50 per enplanement; and (2) with respect to large hub airports that increase such charges beyond $4.50 per enplanement, provides for corresponding reductions in program grant funding.

Dentist and Optometric Care Access Act of 2019 or the DOC Access Act of 2019 This bill prohibits private health insurance plans from setting rates for items and services provided by a doctor of optometry, of dental surgery, or of dental medicine for which the plan does not pay a substantial amount. Additionally, an agreement between a plan and such a doctor for limited scope dental or vision benefits may last longer than two years only with the prior acceptance of the doctor for each term extension. Plans also may not restrict such a doctor's choice of laboratories or suppliers. The bill establishes a private right of action for a person adversely affected by a violation of this bill. The bill does not supersede state laws regarding health insurers and dental or vision benefit plans.

It also expresses a commitment to keep America open to those who lawfully seek refuge from violence and oppression and those willing to work hard to achieve the American Dream, regardless of race, ethnicity, faith, or country of origin. The resolution strongly condemns as racist the President’s comments about immigrants and those who look to the President like immigrants and states that these have legitimized hatred of new Americans and people of color, including his reference to immigrants and asylum seekers as “invaders.”

1921 Silver Dollar Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 500,000 $1 silver coins in commemoration of the centennial of the re-minting of the Morgan silver dollar that was designed by George T. Morgan and the minting of the Peace silver dollar that commemorated the declaration of peace between the United States and the Imperial German government. Treasury may issue such coins only for a one-year period, beginning on January 1, 2021. All surcharges received from sales of such coins shall be paid as follows: 40% to the American Numismatic Association for numismatic educational activities; 40% to the National World War I Museum and Memorial in Kansas City, Missouri, to educate and commemorate activities related to World War I and its enduring impact; and 20% to the Nevada State Museum in Carson City, Nevada, to support the preservation of the historic features of the museum related to the U.S. mint, the design of interpretive programs that connect visitors to the significance of minting in the United States, the Comstock Lode, and the American West, and to support the activities of the Nevada Division of Museums and History.

Recovering America’s Wildlife Act of 2019 This bill provides funding for (1) the conservation or restoration of wildlife and plant species of greatest conservation need; (2) the wildlife conservation strategies of states, Indian tribes, or territories; or (3) wildlife conservation education and recreation projects. The Department of the Interior must use a portion of the funding for a grant program. The grants must be used for innovative recovery efforts for species of greatest conservation need, species listed as endangered or threatened species, or the habitats of such species.

Law Enforcement Suicide Data Collection Act This bill directs the Federal Bureau of Investigation (FBI) to establish a new program—the Law Enforcement Officers Suicide Data Collection Program—to prevent and understand law enforcement suicides. Federal, state, and local law enforcement agencies may submit to the FBI, and the FBI must report on, data about suicides and attempted suicides of current and former officers.

Reforming Disaster Recovery Act of 2019 This bill provides statutory authority for certain procedures related to the Community Development Block Grant - Disaster Recovery (CDBR-DR) Program and adds new program requirements, including with respect to coordination of benefits, precertification for grant assistance, and allocation of grant funds. Additionally, the bill expands CDBG-DR assistance to Puerto Rico. Finally, the bill establishes the Community Development Block Grant Disaster Recovery Reserve Fund.

EAGLES Act of 2019 This bill reauthorizes the National Threat Assessment Center (NTAC) within the U.S. Secret Service. It reauthorizes the functions of NTAC through FY2023 and expands them to include the establishment of a national program on targeted school violence prevention.

School Violence Prevention and Mitigation Act of 2019 This bill directs the Office of Community Oriented Policing Services within the Department of Justice to award grants to public elementary and secondary schools to (1) conduct independent facility security risk assessments, and (2) make hard security improvements (e.g., video monitoring and alert notification equipment) that are identified as necessary by the risk assessment.

Relief for Defrauded Students Act of 2019 This bill provides statutory authority for specific borrower defenses to repayment under the Federal Direct Loan program. Specifically, the bill allows a defense to repayment of a loan under the program if (1) the institution of higher education (IHE) made a substantial misrepresentation of the nature of its educational program, its financial charges, or the employability of its graduates; (2) the IHE made an act or omission in violation of state law; or (3) the IHE made any other act or omission as specified by the Department of Education (ED). Under current law, ED is required to specify in regulation which acts and omissions of an IHE may be asserted by a borrower as a defense to repayment under the program. The bill requires ED, upon determination that a borrower is entitled to student loan relief, to cancel any outstanding balance of principal and interest due on each loan and return to the borrower the amount of any payments made on each loan.

Fair and Open Skies Act This bill prohibits the Department of Transportation (DOT) from issuing a foreign air carrier permit or an exemption from certain air carrier certificate requirements under the United States-European Union Air Transport Agreement of April 2007, unless DOT finds that issuing the permit or exemption would be consistent with Article 17 bis of the agreement, which provides that opportunities created by the agreement do not undermine labor standards or the labor-related rights and principles contained in the laws of the respective parties to the agreement; and imposes conditions on the permit or exemption necessary to ensure compliance with Article 17 bis . The bill modifies policy considerations relating to air carrier certificates to require DOT to consider preventing entry into U.S. markets by flag of convenience carriers (i.e., foreign air carriers established in a country other the home country of their majority owner in order to avoid regulations of the home country) and preventing the undermining of labor standards. In carrying out such air carrier certificate requirements, DOT must consider preventing entry of flag of convenience carriers into U.S. markets as being in the public interest and consistent with public convenience and necessity for safety in air transportation and air commerce. In formulating U.S. international air transportation policy relating to the elimination of discrimination and unfair competition, the Department of State and DOT must include in their considerations the undermining of labor standards.

Chiropractic Medicare Coverage Modernization Act of 2019 This bill expands Medicare coverage of chiropractic services to include all services provided by chiropractors, rather than only subluxation corrections through manual manipulation of the spine.

Allied Health Workforce Diversity Act of 2019 This bill allows the Department of Health and Human Services to provide grants to accredited education programs to increase diversity in the physical-therapy, occupational-therapy, audiology, and speech-language pathology professions. Grants may be used to provide scholarships or to support recruitment and retention of students from underrepresented groups.

Outsourcing Accountability Act of 2019 This bill requires an issuer that is registered with the Securities and Exchange Commission to disclose specified information related to the number of domestic and foreign employees of the issuer and its subsidiaries. An issuer that is an emerging growth company (in general, a newly public company with revenues below a specified threshold) shall be exempt from the bill's disclosure requirement.

Strategy and Investment in Rural Housing Preservation Act of 2019 This bill provides assistance to rural, multifamily rental-housing projects and tenants. Specifically, the Department of Agriculture (USDA) must implement a program for the preservation and revitalization of such housing projects financed with USDA loans. As part of this program, USDA may restructure existing housing loans by, for example, reducing or eliminating interest and deferring loan payments. Further, USDA must annually provide, to owners of properties with loans that will mature within four years, written notice explaining the options to restructure such loans. USDA must also provide, to households in properties with loans that will mature within two years, written notice of actions that may happen upon the loan's maturity and information on how to protect their right to reside in federally assisted housing. Additionally, USDA may provide technical assistance grants to qualified nonprofit organizations and public housing agencies to help borrowers acquire multifamily rental-housing properties in areas where there is a risk of loss of affordable housing. Further, USDA may provide rural housing vouchers for low-income households (including those not receiving rental assistance) residing in certain properties financed with or insured by USDA loans. USDA must also establish an advisory committee to assist in preserving such properties and implementing a specified plan to preserve their affordability for low-income families. The bill also extends existing housing protections for victims of domestic violence, dating violence, sexual assault, and stalking to victims who receive housing voucher assistance. (These protections include a protection against eviction on the basis of being a victim of domestic violence.)

City and State Diplomacy Act This bill establishes within the Department of State the Office of Subnational Diplomacy, which shall supervise federal support for engagement by state and municipal governments with foreign governments. The head of the office shall be the Ambassador-at-Large for Subnational Diplomacy, who shall be appointed by the President with the advice and consent of the Senate.

National Opposition to Hate, Assault, and Threats to Equality Act of 2019 or the NO HATE Act This bill establishes various grants within the Department of Justice for states and units of local government to improve law enforcement activities to address hate crimes, including by improving the reporting of hate crime data to relevant national systems. It also allows a court to order, as a penalty for a violation of a federal hate crime statute, a defendant to participate in educational classes or community service related to the community harmed by the defendant's offense as part of a supervised release.

End National Defense Network Abuse Act of 2019 or the END Network Abuse Act of 2019 This bill directs the Department of Defense to establish (1) an initiative to improve the capacity of military criminal-investigative organizations to prevent child sexual exploitation, and (2) partnerships with various governmental and outside entities to improve practices and outcomes related to the prevention of child sexual exploitation.

Laboratory Access for Beneficiaries Act or the LAB Act This bill revises the periods during which laboratories must report clinical diagnostic test information to the Centers for Medicare & Medicaid Services (CMS) for purposes of determining Medicare payment rates. The CMS must also contract with the National Academies of Sciences, Engineering, and Medicine to evaluate the methodology used to determine a specified laboratory fee schedule.

Therapeutic Fraud Prevention Act of 2019 This bill prohibits commercial conversion therapy, which is a practice or treatment designed to change a person's sexual orientation or gender identity or otherwise change behaviors, thoughts, or expressions related to gender or sexual attraction. This prohibition does not apply to treatment that assists an individual undergoing a gender transition or facilitates identity exploration and development.

USPSTF Transparency and Accountability Act of 2019 This bill imposes additional requirements on, and otherwise revises provisions related to, the U.S. Preventive Services Task Force. The task force must (1) develop and publish research plans that include specified components to guide its review of scientific evidence relating to the effectiveness of preventive services; (2) publish in the Federal Register a request for comments on research plans, evidence reports, and recommendations; and (3) convene a preventive services stakeholders board to provide feedback and recommend preventive services and scientific evidence for the task force to review. The bill also provides statutory authority for the task force's system for grading preventive care (Grades A, B, C, and D and a Grade I for insufficient information). In addition, the bill revises the authority of the Centers for Medicare & Medicaid Services (CMS) to modify Medicare coverage of certain preventive services when the modification is based on a task force recommendation. Specifically, the CMS may modify coverage based on a task force grade or recommendation only if it was developed or updated in accordance with this bill and if the CMS agrees with it after consulting with other agencies and stakeholder groups. Certain Medicare quality measures related to a recommendation of the task force may similarly only be applied under these circumstances.

Farm to School Act of 2019 This bill modifies and expands the Department of Agriculture's (USDA's) Farm to School Program. The program currently provides grants and technical assistance to schools, state and local agencies, Indian tribal organizations, agricultural producers, and nonprofit entities to improve access to local foods in schools. Among other things, the bill reauthorizes the program through FY2025; permits USDA to provide land-grant colleges and universities with grants, research, evaluation, and technical assistance under the program; expands the purposes for grants awarded under the program to include implementing educational activities relating to agriculture, nutrition, or food; requires USDA to provide technical assistance, research, and information to increase awareness of and participation in farm to school programs among agricultural producers, including beginning, veteran, and socially disadvantaged farmers; directs USDA to seek to improve local food procurement and distribution options for agricultural producers and eligible institutions; authorizes USDA to fund projects that include innovative approaches to aggregation, processing, transportation, and distribution; establishes new limitations on the amount and duration of grants; and limits funds that may be used for administrative costs.
