Water Quality Protection and Job Creation Act of 2019 This bill reauthorizes funding for several grants programs that address water pollution, such as wastewater and stormwater. Specifically, the bill reauthorizes through FY2024 grants to states for water pollution control programs; grants to municipalities for watershed pilot projects, such as projects that manage wet weather discharges (e.g., sewer overflows and sanitary sewer overflows) or control pollutants from municipal separate storm sewer systems; grants to states, local governments, private utilities, and nonprofit entities for alternative water source projects to meet critical water supply needs; grants to states for the purpose of providing grants to municipalities for controlling, treating, reducing, or reusing municipal combined sewer overflows, sanitary sewer overflows, or stormwater; and grants to states for clean water state revolving funds.

Consumers First Act This bill revises provisions related to the administration of the Consumer Financial Protection Bureau (CFPB), including establishing requirements for staffing levels, political appointees, and the publication of consumer complaints regarding consumer financial products or services. The bill specifically states the duties of the Office of Fair Lending and Equal Opportunity (under current law, these are delegated by the CFPB Director). It also adds the duty to implement enforcement and supervisory authority regarding the fair lending laws. Specified units, offices, and boards of the CFPB must perform their assigned duties and may not be renamed or reorganized. The bill amends all statutory references to the "Bureau of Consumer Financial Protection" to refer instead to the "Consumer Financial Protection Bureau." Membership and meeting requirements for the Consumer Advisory Board are also revised.

Improving Access to Mental Health Act This bill increases the Medicare reimbursement rate for clinical social worker services. The bill excludes clinical social worker services from the prospective payment system in which predetermined amounts form the basis for payment under Medicare. Additionally, the bill alters the definition of clinical social worker services as it relates to Medicare. Under current law, such services (1) include services performed for the diagnosis and treatment of mental illnesses, and (2) exclude services furnished to an inpatient of a skilled nursing facility as a condition of the facility's participation in the Medicare program. The bill repeals these provisions and instead specifies that such services include certain types of health behavior assessment and intervention.

Treat and Reduce Obesity Act of 2019 This bill expands Medicare coverage of intensive behavioral therapy for obesity. Specifically, the bill allows coverage for therapy that is provided by (1) a physician who is not a primary care physician; or (2) other health care providers (e.g., physician assistants and nurse practitioners) and approved counseling programs, if provided upon a referral from, and in coordination with, a physician or primary care practitioner. Currently, such therapy is covered only if provided by a primary care practitioner. The bill also allows coverage under Medicare's prescription drug benefit of drugs used for the treatment of obesity or for weight loss management for individuals who are overweight.

Child Care Workforce and Facilities Act of 2019 This bill requires the Department of Health and Human Services to provide states and tribal entities with grants to increase access to licensed child care services. The grants may be used to develop and expand the child care workforce or child care facilities in locations with insufficient available child care. Specifically, grants cover 50% of the cost of programs to support the education and training of caregivers or projects to build, expand, or renovate child care facilities in these areas.

Multinational Species Conservation Funds Semipostal Stamp Reauthorization Act of 2019 This bill directs the U.S. Postal Service (USPS) to sell each copy of the Multinational Species Conservation Fund Semipostal Stamp and notify Congress when all copies have been sold. If the USPS destroys one or more such stamps before this bill's enactment, it shall print and sell the same number of such stamps.

Forced Arbitration Injustice Repeal Act or the FAIR Act This bill prohibits a predispute arbitration agreement from being valid or enforceable if it requires arbitration of an employment, consumer, antitrust, or civil rights dispute.

Do No Harm Act This bill prohibits the application of the Religious Freedom Restoration Act of 1993 (RFRA) to specified federal laws or the implementation of such laws. Currently, RFRA prohibits the government from substantially burdening a person's exercise of religion even if the burden results from a rule of general applicability, except in furtherance of a compelling governmental interest when using the least restrictive means. Under the bill, RFRA is inapplicable to laws or the implementation of laws that protect against discrimination or the promotion of equal opportunity (e.g., the Civil Rights Act of 1964); require employers to provide wages, other compensation, or benefits, including leave; protect collective activity in the workplace; protect against child labor, abuse, or exploitation; or provide for access to, information about, referrals for, provision of, or coverage for, any health care item or service. The bill prevents RFRA from being used to deny (1) goods or services the government has contracted, granted, or made an agreement to provide to a beneficiary; or (2) a person's full and equal enjoyment of a government-provided good, service, benefit, facility, privilege, advantage, or accommodation. In order for a person to assert a RFRA claim or defense in a judicial proceeding, the government must be a party to the proceeding.

Great Lakes Restoration Semipostal Stamp Act of 2019 This bill directs the U.S. Postal Service to issue a semipostal stamp (a stamp sold at a premium to raise funds for a cause of national public interest) to contribute to funding operations supported by the Great Lakes Restoration Initiative.

Hidden Figures Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and President pro tempore of the Senate to arrange for the presentation of one Congressional Gold Medal to Katherine Johnson, in recognition of her service to the United States as a mathematician; one Congressional Gold Medal to Dr. Christine Darden, for her service to the United States as an aeronautical engineer; two Congressional Gold Medals in commemoration of the lives of Dorothy Vaughan and Mary Jackson, in recognition of their service to the United States during the Space Race; and one Congressional Gold Medal in recognition of all the women who served as computers, mathematicians, and engineers at the National Advisory Committee for Aeronautics and the National Aeronautics and Space Administration (NASA) between the 1930s and the 1970s.

Health Insurance Tax Relief Act of 2019 This bill delays reimposition of the annual fee on health insurers until 2022. Under current law, the annual fee for a health insurer is calculated based on the insurer's share of total premiums from the preceding year. The fee is suspended for 2019 (i.e., there is no fee based on premiums from 2018); reimposition is scheduled for 2020.

ALS Disability Insurance Access Act of 2019 This bill eliminates the five-month waiting period for disability benefits under the Old Age, Survivors, and Disability Insurance program for individuals with amyotrophic lateral sclerosis (a progressive neurodegenerative disease, also known as Lou Gehrig's disease, that affects nerve cells in the brain and spinal cord). Under current law, individuals must wait five months after becoming disabled before their disability insurance benefit payments may begin.

Big Cat Public Safety Act This bill revises requirements governing the trade of big cats (i.e., species of lion, tiger, leopard, cheetah, jaguar, or cougar or any hybrid of such species). Specifically, it revises restrictions on the possession and exhibition of big cats, including to restrict direct contact between the public and big cats.

Ensuring Lasting Smiles Act This bill requires private health insurance plans to cover diagnosis and treatment services for congenital anomalies and birth defects, such as reconstructive services and prosthetics. Coverage must include services that functionally improve, repair, or restore any body part that is medically necessary for normal bodily functions or appearance, as determined by the treating physician.

Breast Cancer Patient Equity Act This bill provides for Medicare coverage of custom fabricated breast prostheses following the surgical removal of the breast (i.e., a mastectomy), including replacements of such prostheses. Currently, Medicare covers surgically implanted breast prostheses, as well as some external breast prostheses (e.g., post-surgical bras).

Vietnam Human Rights Act This bill amends various reporting requirements related to foreign assistance and human rights. It also authorizes various aid programs related to Vietnam. In its annual reports to Congress on human rights in foreign countries and U.S. security assistance programs, the Department of State shall include assessments of online freedom of expression in each country, including efforts by governments to censor information, punish individuals for their speech, and monitor communications. The State Department's annual report on human rights in Vietnam shall include information regarding the country's progress in various areas, including with respect to ending torture and violence against religious groups and returning property improperly confiscated by the Vietnamese government. The bill authorizes the State Department to establish programs to (1) monitor and halt sex trafficking of women from Vietnam and other Asian countries, and (2) address Vietnam's growing sex-ratio disparity. It authorizes the President to provide assistance for ethnic minority groups in Vietnam affected by human rights violations and directs the State Department to report on such efforts.

Voting Rights Advancement Act of 2019 This bill establishes new criteria for determining which states and political subdivisions must obtain preclearance before changes to voting practices in these areas may take effect. (Preclearance is the process of receiving preapproval from the Department of Justice or the U.S. District Court for the District of Columbia before making legal changes that would affect voting rights.) A state and all of its political subdivisions shall be subject to preclearance of voting practice changes for a 10-year period if (1) 15 or more voting rights violations occurred in the state during the previous 25 years; or (2) 10 or more violations occurred during the previous 25 years, at least one of which was committed by the state itself. A political subdivision as a separate unit shall also be subject to preclearance for a 10-year period if three or more voting rights violations occurred there during the previous 25 years. A state or political subdivision that obtains a declaratory judgment that it has not used a voting practice to deny or abridge the right to vote shall be exempt from preclearance. The bill specifies practices that all jurisdictions must preclear before implementing. The bill expands the circumstances under which (1) a court may retain the authority to preclear voting changes made by a state or political subdivision, or (2) the Department of Justice may assign election observers. States and political subdivisions must notify the public of changes to voting practices. The bill revises the circumstances under which a court must grant preliminary injunctive relief in a challenge to voting practices.

Never Forget the Heroes: Permanent Authorization of the September 11th Victim Compensation Fund Act This bill funds through FY2090 the September 11th Victim Compensation Fund of 2001. Additionally, the bill modifies the Victim Compensation Fund (VCF): to allow claims to be filed until October 2089, to require VCF policies and procedures to be reassessed at least once every five years (currently, at least once annually), to require claimants to be paid for the amount by which a claim was reduced on the basis of insufficient funding, to remove the cap on noneconomic damages in certain circumstances, and to adjust the annual limit on economic loss compensation for inflation.

Advancing Critical Connectivity Expands Service, Small Business Resources, Opportunities, Access, and Data Based on Assessed Need and Demand Act or the ACCESS BROADBAND Act This bill requires the Department of Commerce to establish the Office of Internet Connectivity and Growth within the National Telecommunications and Information Administration. The office shall connect with communities that need access to high-speed internet and hold regional workshops to share best practices and effective strategies for promoting broadband access and adoption. The bill also requires the office to (1) develop targeted broadband training and presentations for various demographic communities through media, (2) develop and distribute publications providing guidance to communities for expanding broadband access and adoption, and (3) track construction and use of and access to any broadband infrastructure built using federal support. Under the bill, the office shall consult with any agency offering a federal broadband support program in order to streamline the application process for financial assistance or grants. The office, any agency that offers a federal broadband support program, and the Federal Communications Commission through the Universal Service Fund shall coordinate to ensure that broadband support is being distributed in an efficient, technology-neutral, and financially sustainable manner.

This resolution expresses support for the goals and ideals of Polycystic Ovary Syndrome (PCOS) Awareness Month. PCOS is caused by a hormone imbalance. Symptoms can include infertility, weight gain, excess hair growth, and acne. It recognizes the need for further research, improved treatment and care options, and a cure for PCOS. It also acknowledges the struggles affecting all women and girls afflicted with PCOS.

Workplace Violence Prevention for Health Care and Social Service Workers Act This bill requires the Department of Labor to address workplace violence in the health care and social service sectors. Specifically, Labor must promulgate an occupational safety and health standard that requires certain employers in the health care and social service sectors, as well as employers in sectors that conduct activities similar to the activities in the health care and social service sectors, to develop and implement a comprehensive plan for protecting health care workers, social service workers, and other personnel from workplace violence. In addition, those employers must investigate workplace violence incidents, risks, or hazards as soon as practicable; provide training and education to employees who may be exposed to workplace violence hazards and risks; meet record keeping requirements; and prohibit acts of discrimination or retaliation against employees for reporting workplace violence incidents, threats, or concerns.

VAWA Protections for Rural Women Act of 2019 This bill adds the Rural Development Voucher Program to the list of covered housing programs under the Violence Against Women Act of 1994 (VAWA). Specifically, it extends VAWA's housing protections (e.g., protection from eviction or denial of housing) to residents and applicants under the Rural Development Voucher Program who are victims of domestic violence, dating violence, sexual assault, or stalking.

Assault Weapons Ban of 2019 This bill makes it a crime to knowingly import, sell, manufacture, transfer, or possess a semiautomatic assault weapon (SAW) or large capacity ammunition feeding device (LCAFD). The prohibition does not apply to a firearm that is (1) manually operated by bolt, pump, lever, or slide action; (2) permanently inoperable; (3) an antique; or (4) a rifle or shotgun specifically identified by make and model. The bill also exempts from the prohibition the following, with respect to a SAW or LCAFD: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession, sale, or transfer of a grandfathered SAW, which must be securely stored. A licensed gun dealer must conduct a background check prior to the sale or transfer of a grandfathered SAW between private parties. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification. Newly manufactured SAWs and LCAFDs must display the date of manufacture. The bill requires law enforcement agencies to be notified when a prohibited person attempts to purchase a grandfathered SAW. It also allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender a SAW or LCAFD under a buy-back program.

Preserving Home and Office Numbers in Emergencies Act of 2019 This bill restricts the reassignment of telephone numbers during a declared major disaster. Specifically, a number may not be reassigned except at the request of the subscriber during a period in which a major disaster has been declared. The bill also allows a subscriber to cancel service without a cancellation fee and to subscribe again with the same number with no fee if the subscriber is located in a disaster area and the disaster resulted in certain types of damage to the subscriber's residence.

Federal Firefighter Pay Equity Act This bill adjusts the method of determining the average pay of a federal firefighter by adding one-half of a firefighter's basic hourly rate multiplied by the number of overtime hours included as part of such firefighter's regular tour of duty for purposes of computing retirement and annuity benefits.

Volunteer Responder Incentive Protection Act of 201 9 This bill modifies the tax exclusion for tax benefits and qualified payments provided to volunteer firefighters and emergency medical providers by a state or local government to (1) increase the dollar limitation for qualified payments, and (2) make the tax exclusion permanent. (Under current law, the exclusion expired at the end of 2010.)

Protecting Older Workers Against Discrimination Act This bill amends the Age Discrimination in Employment Act of 1967 to establish an unlawful employment practice when the complaining party demonstrates that age or participation in investigations, proceedings, or litigation under such Act was a motivating factor for any unlawful employment practice, even though other factors also motivated the practice (thereby allowing what are commonly known as "mixed motive" claims). The bill (1) permits a complaining party to rely on any type or form of admissible evidence, which need only be sufficient for a reasonable trier of fact to find that an unlawful practice occurred; and (2) declares that a complaining party shall not be required to demonstrate that age or retaliation was the sole cause of the employment practice (thereby rejecting the Supreme Court's decision in Gross v. FBL Financial Services, Inc. , which requires a complainant to prove that age was the "but-for" cause for the employer's decision). The bill authorizes a court in a claim in which age discrimination is shown to grant declaratory and injunctive relief, but prohibits a court from awarding damages or issuing an order requiring any admission, reinstatement, hiring, promotion, or payment. The bill applies the same standard of proof to other employment discrimination and retaliation claims, including claims under the Civil Rights Act of 1964, the Americans With Disabilities Act of 1990, and the Rehabilitation Act of 1973.

Restore Our Parks and Public Lands Act This bill establishes the National Park Service and Public Lands Legacy Restoration Fund into which, through FY2024, there shall be deposited an amount equal to 50% of all energy development revenues due to the federal government from oil, gas, coal, or alternative or renewable energy development on federal lands and waters. Deposited amounts must not exceed $1.3 billion for any fiscal year. From such amounts 80% shall be allocated to the National Park Service for high-priority deferred maintenance projects, ensuring parity between transportation and nontransportation projects; 10% shall be for the national wildlife refuge system maintenance backlog; 5% shall be for the public access and recreation backlog on public lands; and 5% shall be for school construction and deferred maintenance backlogs. The Department of the Interior must submit to Congress, with the President's annual budget submission, a list of projects receiving allocations from the fund and a description of each such project. Interior, and other specified agencies, may accept cash or in-kind donations that advance efforts to reduce maintenance backlogs and encourage public-private partnerships.

Help Extract Animals from Red Tape Act of 2019 or the HEART Act of 2019 This bill modifies notice requirements in a civil forfeiture proceeding that involves the seizure of an animal involved in animal fighting. Specifically, the government must notify interested parties of an animal's seizure within 30 days (currently, 60 days). The notice period may be extended only if a delay is warranted after considering certain factors, including the cost to the government of providing shelter for the animal, the health of the animal and the effect of a delay on its rehabilitation, and any increased risk that a delay could necessitate the euthanasia of the animal. Additionally, the bill authorizes amounts in the Department of Justice Assets Forfeiture Fund to be used to pay for costs associated with a seized animal, including transportation, shelter, care, veterinary services, and humane euthanasia.

Living Donor Protection Act of 2019 This bill prohibits discrimination based on an individual's status as a living organ donor in the offering, issuance, cancellation, coverage, price, or any other condition of a life-insurance policy, disability-insurance policy, or long-term-care insurance policy. The bill also specifically includes recovery from organ-donation surgery as a serious health condition that entitles covered private-sector and federal civil-service employees to medical leave. The Department of Health and Human Services must update public-service announcements, websites, and other media regarding live organ donation to educate the public on the benefits of live organ donation and on access to insurance for living organ donors.

Truth-in-Billing, Remedies, and User Empowerment over Fees Act of 2019 or the TRUE Fees Act of 2019 This bill relates to transparency for prices of covered services such as internet, television, voice, and data services. Specifically, the bill prohibits a provider of a covered service from advertising the price of the service unless that price is the total amount the provider will charge, including fees or other charges. Additionally, providers are prohibited from providing bills electronically unless consumers are notified by email (or a functional equivalent of email) of the bill's availability and are provided an itemized statement of charges. If there is an increase in charges, a provider must give clear notice and allow consumers to terminate the contract without paying a fee or penalty. Providers are prohibited from increasing fees for equipment rental unless the equipment is upgraded to increase functionality. Finally, the bill prohibits providers from including in a contract a requirement for alternative dispute resolution.

Heroes Lesley Zerebny and Gilbert Vega First Responders Survivors Support Act of 2019 This bill makes changes to benefits under the Public Safety Officers' Benefits (PSOB) program. The PSOB program provides death, disability, and education benefits to public safety officers and survivors of public safety officers who are killed or permanently disabled in the line of duty. Specifically, the bill modifies the program to (1) increase the death and disability benefit, (2) revise the date of determination for the amount of the death and disability benefit, and (3) increase the monthly education assistance benefit and otherwise revise the computation method for such benefit. The bill also directs the Government Accountability Office to examine and identify ways to improve access to benefits and the processing of claims under the program.

Preventing Unkind and Painful Procedures and Experiments on Respected Species Act of 2019 or the PUPPERS Act of 2019 This bill prohibits the Department of Veterans Affairs, in carrying out research within the Veterans Health Administration, from purchasing, breeding, transporting, housing, feeding, maintaining, disposing of, or experimenting on dogs as part of the conduct of any study that causes significant pain or distress.

Native American Suicide Prevention Act of 2019 This bill requires a state or state-designated entity that receives support from the Substance Abuse and Mental Health Services Administration for development and implementation of a statewide youth suicide early intervention and prevention strategy to agree to collaborate with each of the state's federally recognized Indian tribes, tribal organizations, urban Indian organizations, and Native Hawaiian health care systems regarding the strategy.

Reining in Irresponsible Decorating Expenses Act This bill requires certain federal employees to notify Congress at least 30 days before spending more than $5,000 to furnish or redecorate their offices. The bill applies to individuals who are (1) the head of a federal agency, or (2) occupy a position in the federal government that requires confirmation by the Senate. The notice must include (1) a justification and explanation for the expenditure, and (2) an overview of the current state of agency affairs. Individuals who fail to comply with the notice requirement must repay the Treasury for the expenditures that exceed $5,000.

Craft Beverage Modernization and Tax Reform Act of 2019 This bill modifies the tax treatment of certain alcoholic beverages to exclude the aging period from the production period for beer, wine, or distilled spirits for purposes of determining whether a taxpayer can expense, rather than capitalize, interest costs paid or incurred during the production period; reduce excise tax rates on beer and distilled spirits; permit the transfer of beer between bonded facilities without payment of tax; increase the amount of the small wine producer tax credit and expand the categories of producers covered by such credit; allow an adjustment to the producer credit for hard cider; and modify the alcohol content limitations that apply to certain wines for tax purposes. The Department of the Treasury must amend applicable regulations with respect to the use of wholesome products suitable for human consumption in the production of fermented beverages. The bill also increases funding for the Alcohol and Tobacco Tax and Trade Bureau.

Public Safety Employer-Employee Cooperation Act This bill requires the Federal Labor Relations Authority to determine whether a state substantially provides public safety officers or employees the right to form and join a labor organization; recognition by public safety employers of the employees' labor organization, agreement to bargain with the organization, and reduction of any agreements to writing in a contract or memorandum of understanding; the right to bargain over hours, wages, and terms and conditions of employment; and binding interest arbitration to resolve an impasse in collective bargaining negotiations. The bill makes the authority responsible for (1) determining the appropriateness of units for labor representation; (2) supervising elections; (3) conducting hearings and resolving complaints of unfair labor practices; and (4) protecting the right of employees to form, join, or assist any labor organization, or to refrain from doing so. An employer, public safety officer, or labor organization may not engage in a lockout, sickout, work slowdown, strike, or any other organized job action that will measurably disrupt the delivery of emergency services and is designed to compel an employer, public safety officer, or labor organization to agree to the terms of a proposed contract.

Rights for Transportation Security Officers Act of 2019 This bill expresses the sense of Congress that the personnel system used by the Transpotation Security Administration (TSA) provides insufficient benefits and workplace protections for its workforce and such personnel should be provided protections and benefits under the civil service system applicable to all federal employees. Among other things, the bill eliminates personnel authorities of the Department of Homeland Security (DHS) and the Department of Transportation governing the conditions of employment for TSA employees, thus making TSA employees subject to the personnel management system applicable to other federal employees; sets forth transition rules that protect the pay rates and other rights of TSA employees; requires DHS to consult with the labor organization certified by the Federal Labor Relations Authority to carry out the conversion of such positions; and does not affect the prohibitions against disloyalty and asserting the right to strike against the federal government.

Transit Worker and Pedestrian Protection Act This bill requires grant recipients under the public transportation safety program who operate a fixed route bus service to (1) develop a risk reduction program for bus operations to improve safety by reducing the number and rates of accidents, injuries, assaults on bus operators, and fatalities; (2) submit the program to the Department of Transportation (DOT) for review and approval; and (3) implement the approved program. DOT shall require grant recipients who operate a rail fixed guideway public transportation system that is not subject to regulation by the Federal Railroad Administration to (1) develop a risk reduction program for assaults on rail workers to improve safety by reducing the number and severity of assaults on such workers; (2) submit the program to DOT for review and approval; and (3) implement the approved program. A grant recipient shall report to DOT any information on each assault on a transit worker for inclusion in the National Transit Database.

Aviation Funding Stability Act of 2019 This bill provides continuing appropriations to the Federal Aviation Administration (FAA) from the Airport and Airway Trust Fund if an appropriations bill for the FAA has not been enacted before a fiscal year begins or a joint resolution making continuing appropriations for the FAA is not in effect. The bill provides appropriations at the rate of operations that was provided for the prior fiscal year to continue programs, projects, and activities for which funds were provided in the preceding fiscal year.

Mental Health Services for Students Act of 2019 This bill provides specific statutory authority for the Project AWARE (Advancing Wellness and Resiliency in Education) State Educational Agency Grant Program that is administered by the Substance Abuse and Mental Health Services Administration. The program supports school-based mental health services, including screening, treatment, and outreach programs.

Indian Programs Advanced Appropriations Act This bill authorizes advance appropriations for several covered appropriations accounts of (1) the Bureau of Indian Affairs and Bureau of Indian Education within the Department of the Interior, and (2) the Indian Health Service within the Department of Health and Human Services. The advance appropriations provide new budget authority that first becomes available for the first fiscal year after the budget year. The covered accounts within the Bureau of Indian Affairs and Bureau of Indian Education include (1) Operation of Indian Programs, (2) Contract Support Costs, and (3) the Indian Guaranteed Loan Program Account. The covered accounts within the Indian Health Service include (1) Indian Health Services, and (2) Contract Support Costs. The bill also requires the President's budget and the supporting documents submitted to Congress to include detailed estimates related to the advance appropriations.

This resolution expresses support for the designation of DIPG Awareness Day. (DIPG is diffuse intrinsic pontine glioma, a terminal childhood brain cancer.) It also encourages public and private sources of research funding to elevate their consideration of the mortality rate of a type of cancer as well as the life years lost as factors considered during the grant application process.

National Heritage Area Act of 2019 This bill establishes a National Heritage Areas System to recognize certain areas of the United States that tell nationally significant stories and to conserve, enhance, and interpret the areas' natural, historic, scenic, and cultural resources that illustrate significant aspects of U.S. heritage. Through such system, the Department of the Interior may provide technical and financial assistance to local coordinating entities to support the establishment, development, and continuity of such areas. The system shall be comprised of such areas designated by Congress under this bill; such areas designated after enactment of this bill, unless the law designating the area exempts it from inclusion in the system; 49 specified areas; and any other national heritage areas designated before this bill's enactment. National heritage areas shall not be considered to be units of the National Park System. Interior shall (1) undertake studies as directed by Congress to assess the feasibility of designating proposed national heritage areas; (2) approve or disapprove the management plan prepared by the local coordinating entity for an area; and (3) evaluate the accomplishments of an area every 10 years after its designation and submit a recommendation on whether federal funding for such area should be continued, reduced, or eliminated.

Fairness for High-Skilled Immigrants Act of 2019 This bill increases the per-country cap on family-based immigrant visas from 7% of the total number of such visas available that year to 15%, and eliminates the 7% cap for employment-based immigrant visas. It also removes an offset that reduced the number of visas for individuals from China. The bill also establishes transition rules for employment-based visas from FY2020-FY2022, by reserving a percentage of EB-2 (workers with advanced degrees or exceptional ability), EB-3 (skilled and other workers), and EB-5 (investors) visas for individuals not from the two countries with the largest number of recipients of such visas. Of the unreserved visas, not more than 85% shall be allotted to immigrants from any single country.

Autism Collaboration, Accountability, Research, Education, and Support Act of 2019 or the Autism CARES Act of 2019 This bill reauthorizes through FY2024 and revises several programs and activities relating to autism spectrum disorder (ASD). Among other things, the bill reauthorizes provisions relating to (1) expanded ASD research at the National Institutes of Health; (2) ASD education, early detection, and intervention activities supported by the Health Resources and Services Administration; and (3) the Interagency Autism Coordinating Committee. The bill also generally revises the scope of such programs and activities to encompass ASD individuals of all ages, rather than only youth.

No Budget, No Recess Act This bill requires Members of Congress to record their presence by electronic device for purposes of establishing a quorum (1) on April 16 and on every other calendar day thereafter until adoption of a concurrent resolution on the budget for the next fiscal year, and (2) on October 1 and on every other calendar day thereafter until passage of each of the general appropriation bills for that fiscal year. This requirement does not apply on weekends or holidays. During such periods, the House of Representatives may not adjourn for more than one calendar day, excluding weekends and holidays. The House may not adjourn for more than three days in August if the appropriations bills have not been approved.
