Student Veteran Work Study Modernization Act This bill expands eligibility for a Department of Veterans Affairs work-study allowance to individuals who are pursuing programs of rehabilitation, education, or training on at least a half-time basis. Currently, an individual must be at least a three-quarter-time student in order to be eligible for a work-study allowance.

This bill requires the U.S. Postal Service to establish a public website providing information on post offices experiencing emergency suspensions. Information on the website shall not be considered as providing notice to any person that the post office's operations have been temporarily suspended.

Protecting the Health of America's Older Adults Act This bill requires the Centers for Disease Control and Prevention (CDC) to establish a program to promote the health and well-being of older adults. To carry out the program, the CDC must, among other activities, regularly assess the health-related needs of older adults, identify disparities in outcomes of older adults based on demographic and other factors, and coordinate the efforts of federal agencies and nonfederal stakeholders with respect to the health of older adults. Additionally, the CDC must award grants or enter into cooperative agreements with health departments and nonprofit community-based organizations to improve the availability of data on older adult populations, link health care and social services sectors, and undertake related efforts.

Manufacturing.gov Act This bill requires the Department of Commerce to establish a section of the manufacturing.gov website to serve as the primary hub for information relating to federal manufacturing programs. In addition to serving as the primary hub for this information, the hub must also (1) provide the contact information for relevant program offices carrying out federal manufacturing programs; (2) provide an avenue for public input and feedback relating to these programs; and (3) host web pages that focus on topics such as trade, workforce development, and small and medium manufacturers.

Get Foreign Money Out of U.S. Elections Act This bill imposes prohibitions and requirements related to campaign contributions and expenditures from foreign sources. For example, the bill bans campaign contributions and expenditures by domestic business entities that are controlled, influenced, or owned by foreign nationals.

Humane Cosmetics Act of 2021 This bill generally prohibits animal testing in the evaluation of cosmetic products, and it prohibits the sale or transport of cosmetics developed using animal testing, subject to civil penalties. These prohibitions begin one year after enactment. The bill specifies exceptions to these prohibitions, including if such animal testing (1) is conducted outside the United States to comply with a foreign regulatory authority; (2) is pursuant to a specified finding that there are no nonanimal alternatives to test the safety of a potentially dangerous cosmetic product or ingredient; (3) is of a product or ingredient for a drug or device subject to regulation by the Food and Drug Administration (FDA); or (4) is required for a noncosmetic purpose pursuant to a state, federal, or foreign regulatory authority. Further, no animal-testing evidence may be used to establish the safety of a cosmetic product or ingredient that is regulated by the FDA after the effective date of this bill, subject to limited exceptions.

Telehealth Extension Act of 2021 This bill expands and otherwise modifies coverage of telehealth services under Medicare. Specifically, the bill permanently (1) removes geographic restrictions on originating sites (i.e., the location of the beneficiary), (2) allows the home of the beneficiary to serve as the originating site for all services, and (3) allows federally qualified health centers and rural health clinics to serve as the distant site (i.e., the location of the health care practitioner). The bill also extends any Medicare telehealth flexibilities that were granted during the COVID-19 public health emergency until two years after the emergency ends and generally allows such flexibilities to be granted during any public health emergency. In addition, the bill (1) allows for Medicare payment of outpatient critical access hospital services consisting of telehealth behavioral therapy until two years after the COVID-19 public health emergency ends; and (2) after the emergency ends, conditions payment for certain high-cost laboratory tests and durable medical equipment that are ordered via telehealth on at least one in-person visit during the preceding six-month period.

EDUCATORS for America Act This bill provides resources to support the recruitment, retention, and preparation of educators. These resources include, among others, expanding the Teacher Quality Partnership program to include training and professional development opportunities for principals and other school leaders, updating the Augustus F. Hawkins Centers of Excellence program to support underrepresented candidates in educator preparation programs, and revising the Teacher Education Assistance for College and Higher Education (TEACH) grant program to raise the maximum amount for TEACH grants. The bill also directs the Department of Education to carry out a program to provide loan credits to eligible educator borrowers enrolled in income-contingent or income-based repayment plans.

National Liberty Memorial Preservation Act This bill extends through FY2027 the authority of the National Mall Liberty Fund D.C. to establish a memorial on eligible federal land to honor the slaves and free Black persons who served as soldiers and sailors or provided civilian assistance during the American Revolution.

Driftless Area Landscape Conservation Initiative Act or the DALCI Act This bill reestablishes an initiative within the Department of Agriculture to assist farmers in fighting erosion and restoring cold water stream corridors in the Driftless Area of the Midwestern United States.

CNL Update Act This bill makes changes to the procedures for competitive need limitations (CNL) and de minimis waivers under the Generalized System of Preferences (GSP) program. CNLs are quantitative ceilings on GSP benefits for each product and beneficiary developing country; a beneficiary developing country loses its GSP eligibility with respect to a product if the CNLs are exceeded and no waiver is granted. Currently, the President must terminate the duty-free treatment for a product from a beneficiary developing country if (1) imports of a product from a single country reach a specified threshold value, which increases by $5 million each calendar year; or (2) 50% or more of total U.S. imports of a product entering under the GSP come from a single country. This bill revises the annual adjustment amount from $5 million to an amount equal to 6.5%. Further, the bill sets the annual increase in the de minimis level to 6.5%. Currently, the de minimis level is adjusted each year in increments of $500,000.

Cattle Price Discovery and Transparency Act of 2021 This bill requires the Department of Agriculture (USDA) to take various actions to address transparency in pricing and contract terms in the cattle industry. Among these requirements, USDA must (1) establish regional minimum percentages of cattle that meat packers must procure through negotiated purchases or negotiated grid purchases (i.e., transactions where the price is known and negotiated at the time of the transaction), and (2) maintain a publicly available catalog of contracts offered by meat packers to livestock producers for the purchase of fed cattle.

Provider Relief Fund Improvement Act This bill extends deadlines, expands the uses of, and makes other changes pertaining to the Provider Relief Fund. The fund reimburses health care providers for increased expenses or lost revenue attributable to COVID-19. Specifically, the bill extends the deadline by which providers must use any reimbursements they received in 2020 from the fund to the end of the COVID-19 emergency. Providers must use reimbursements received in the first half of 2021 by the end of the emergency or June 30, 2022, whichever is later. Additionally, the Department of Health and Human Services must distribute the remaining provider relief funds by March 31, 2022. Providers must use these funds by June 30, 2023. The bill also allows the use of the funds for workplace safety activities, such as hiring additional security personnel.

Wounded Warrior Access Act This bill requires the Department of Veterans Affairs (VA) to establish and maintain a secure, internet-based website to enable a claimant or their representative to make records requests related to VA claims and benefits. Requests for records must specify in which format the copy is desired. The VA must notify a requester within 10 days that their request has been received and must fulfill the request within 120 days.

Veterans' Preference Parity Act This bill modifies the eligibility criteria for certain veterans to qualify for a preference in the federal hiring process. Specifically, an individual who is honorably discharged from active duty service is eligible for a veterans' preference, if the active duty service was performed for more than 180 total days (currently, consecutive days). Additionally, a retired member of the Armed Forces is eligible for a veterans' preference, even if the retiree (1) is not a disabled veteran and (2) retired at or above the rank of major or its equivalent.

Ending the Monopoly of Power Over Workplace Harassment through Education and Reporting Act or the EMPOWER Act This bill makes it an unlawful labor practice for an employer to enter into, or attempt to enforce, a contract with an employee or job applicant that contains a nondisparagement or nondisclosure clause that covers workplace or sexual harassment, including retaliation for participating in a workplace harassment proceeding. The bill exempts certain settlement or separation agreements from such prohibition. The bill also requires the Securities and Exchange Commission to promulgate a regulation that requires any issuer of securities to submit a report for the most recent five-year period with respect to workplace and sexual harassment. The commission must provide for the development and dissemination of training programs and information regarding workplace and sexual harassment. The bill denies a tax deduction for amounts related to judgments and expenses in connection with litigation related to workplace or sexual harassment. It also excludes from gross income, for income tax purposes, any amount received in connection with a claim or settlement related to workplace or sexual harassment, or other unlawful discrimination.

Autonomy for Disabled Veterans Act This bill increases the maximum amount authorized under the Home Improvements and Structural Alterations (HISA) grant program to $10,000 for veterans with a service-connected disability and $5,000 for those with disabilities that are not service-connected. The HISA grant program provides medically necessary improvements and structural alterations to veterans' (or service members') primary residence for specified purposes (e.g., allowing for entrance to their home). The bill requires the Department of Veterans Affairs to increase the dollar amount of the grant in accordance with inflation as determined by the Consumer Price Index.

Expanding Access to Diabetes Self-Management Training Act of 2021 This bill expands Medicare coverage of diabetes outpatient self-management training. It also requires the Center for Medicare and Medicaid Innovation to test a model in which such training is provided virtually.

Violent Incident Clearance and Technological Investigative Methods Act of 2021 or the VICTIM Act of 2021 This bill directs the Department of Justice to establish a grant program for state, tribal, or local law enforcement agencies or prosecuting offices (or groups of agencies or offices) to establish, implement, and administer violent incident clearance and technological investigative methods.

Veterans Patient Advocacy Act This bill requires the Office of Patient Advocacy within the Veterans Health Administration to ensure (1) there is not fewer than one patient advocate for every 13,500 veterans enrolled in the Department of Veterans Affairs health care system, and (2) highly rural veterans may access the services of patient advocates. The bill also requires the Government Accountability Office to report on the implementation of such policies.

Public Service Freedom to Negotiate Act of 20 21 This bill provides minimum collective bargaining rights and procedures for public employees and prohibits strikes by certain public safety workers. The Federal Labor Relations Authority (FLRA) shall determine for each state whether the laws of such state substantially provide for each of the minimum standard collective bargaining rights and procedures specified by this bill, including the right of public employees and supervisory employees to self-organize, form or join a labor organization, or collectively bargain. The FLRA must issue rules and take actions to establish and administer bargaining rights and procedures for those states that do not substantially provide for them. No employers, emergency services employees, or law enforcement officers may engage in a lockout, strike, or any other organized job action that is likely to result in a measurable disruption of the delivery of emergency or public safety services. Furthermore, no labor organization may be the cause of a violation of such prohibition.

State, Local, Tribal, and Territorial Fiscal Recovery, Infrastructure, and Disaster Relief Flexibility Act This bill allows states, tribes, territories, and localities to use certain COVID-19 relief funds for new categories of spending, including for natural disasters and infrastructure projects. It also makes changes to expenditure deadlines and other aspects of this funding. Specifically, recipients may use funds for emergency relief from natural disasters and associated negative economic impacts of natural disasters. In addition, recipients may use a portion of their COVID-19 relief funds for designated infrastructure projects, such as nationally significant freight and highway projects. Furthermore, the bill allows recipients to expend COVID-19 relief funds on these types of infrastructure projects until September 30, 2026. Under current law, recipients must expend the funds by December 31, 2024. Other changes in the bill include (1) modifying eligibility and allocation requirements for funding set aside for counties and Indian tribes that are near public lands, (2) allowing Indian tribes an additional year to expend their COVID-19 relief funds, and (3) establishing a process for government entities to decline COVID-19 relief funds and requiring any declined funds to be used to reduce the federal deficit.

Fairness for Rural Medicare Beneficiaries Act of 2021 This bill modifies the payment methodology and coinsurance amount for outpatient critical access hospital services under Medicare. Currently, the payment rate for such services is 101% of reasonable costs; the coinsurance amount for such services is 20% of the applicable charges. The bill modifies this methodology so as to base the 20% coinsurance amount on the fee schedule under the Medicare outpatient prospective payment system.

Save Our Servicemembers Act of 2021 This bill requires the Office of the Under Secretary of Defense for Personnel and Readiness within the Department of Defense (DOD) to evaluate and standardize DOD's suicide prevention efforts. Specifically, the bill directs the Defense Suicide Prevention Office to collaborate with each military department to (1) develop and implement a process to ensure that individual nonclinical suicide prevention efforts are assessed for effectiveness, and (2) develop consistent suicide-related definitions for use throughout DOD. The bill also requires the use of such suicide-related definitions in any updated policies of DOD or each military department.

Chronic Wasting Disease Research and Management Act This bill directs the Department of Agriculture (USDA) to address chronic wasting disease afflicting deer, elk, and moose populations. Specifically, the bill directs USDA to establish a program to research and manage the disease. Under the program, USDA must offer to enter into agreements with state or tribal wildlife agencies and departments of agriculture, institutions of higher education, and research centers to support research on the transmission of, resistance to, and diagnosis of the disease. In addition, USDA must offer to enter into agreements with such agencies and departments to support state and tribal efforts to develop and implement management strategies that address the disease. USDA must also develop and maintain materials to inform the public on chronic wasting disease and techniques to help prevent the spread of the disease. In addition, USDA must solicit public feedback on potential updates and improvements to standards of the chronic wasting disease herd certification program.

Return Home to Housing Act This bill increases the maximum rate of per diem payments provided by the Department of Veterans Affairs to entities (i.e., grant recipients or authorized entities) that furnish services and transitional housing to homeless veterans.

Bolstering Infectious Outbreaks Preparedness Workforce Act of 2021 or the BIO Preparedness Workforce Act of 2021 This bill establishes a student loan repayment program for health care and related professionals who are engaged in either bio-preparedness and response activities or infectious disease care in underserved communities. For each year that a professional meets the work requirements of the program, the Health Resources and Services Administration may pay up to $50,000 of the professional's student loan principal and interest, up to a maximum amount of $150,000.
