Safe at Home Act of 2022 This bill requires the Department of Housing and Urban Development and the Department of Agriculture to issue regulations concerning inspections of federally assisted housing. In particular, the departments must jointly (1) review state and federal requirements for inspecting housing to ensure safety, habitability, and other aspects of housing quality; (2) identify the most stringent requirements; and (3) issue regulations to apply the identified requirements to certain housing programs administered by the departments.

Pathways to Policing Act This bill authorizes the Office of Community Oriented Policing Services within the Department of Justice to award grants to states, local governments, and law enforcement agencies to support recruitment of law enforcement officers. In particular, these grants may be used for (1) marketing and recruitment campaigns to encourage candidates to seek careers in law enforcement; and (2) developing, operating, or expanding Pathways to Policing programs (e.g., programs that facilitate entry into full-time law enforcement positions for certain candidates).

Access to Baby Formula Act of 2022 This bill authorizes the Department of Agriculture (USDA) to take certain actions to address emergencies, disasters, and supply chain disruptions (particularly the shortage of infant formula in the United States) affecting participants of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). The bill directs USDA to require each infant formula cost containment contract to include remedies in the event of an infant formula recall, including how an infant formula manufacturer would protect against disruption to WIC participants in the state. USDA must, within 30 days, ensure there is a memorandum of understanding with the Department of Health and Human Services that includes procedures for coordination and information sharing regarding any supply chain disruption, including a supplemental food recall. The bill also authorizes USDA to waive or modify any WIC qualified administrative requirement during emergencies, disasters, and supply chain disruptions. Specifically, USDA may waive or modify such a requirement for one or more state agencies if (1) the requirement cannot be met by state agencies during the emergency, disaster, or disruption; and (2) the modification or waiver is necessary to provide assistance to WIC participants and does not substantially weaken the nutritional quality of supplemental foods. For example, USDA may waive the maximum monthly allowance for infant formula. The bill establishes notification requirements for USDA and state agencies related to supply chain disruptions.

This bill directs the Department of Agriculture (USDA) to establish within USDA an Agricultural and Food System Supply Chain Resilience and Crisis Response Task Force. Among other responsibilities, the task force must (1) help promote the leadership of the United States with respect to the stability of the agriculture and food system supply chain; (2) monitor the resilience, diversity, security, and strength of the supply chain; and (3) support the creation of jobs with competitive wages in the U.S. agricultural and food system sector. The head of the task force must be the Special Advisor on Supply Chain Resilience and Crisis Response who must conduct an evaluation of the stability and reliability of the agriculture and food system supply chain and report to Congress on the evaluation.

Cattle Price Discovery and Transparency Act of 2022 This bill requires the Department of Agriculture (USDA) to take various actions to address transparency in contract terms and pricing in the cattle industry. Among these requirements, USDA must maintain a publicly available library or catalog of contracts entered into between meat packers and livestock producers for the purchase of cattle, including any schedules of premiums or discounts associated with the contracts and other specific details. USDA must make this information available to producers and other interested parties in a monthly report. The bill further requires USDA to establish five to seven regions encompassing the entire continental United States that reasonably reflect similar fed cattle purchase practices for processing plants and establish mandatory minimums for each region (i.e., the minimum percentage of cattle purchases that are required to be made through approved pricing mechanisms from producers that are not packers). Under the bill, approved pricing mechanisms are generally purchases of fed cattle made through a negotiated purchase, through a negotiated grid purchase, at a stockyard, or through trading systems or platforms where multiple buyers and sellers can regularly make and accept bids and offers. The bill also establishes a maximum penalty for mandatory minimum violations by covered packers. Under the bill, a covered packer is a packer that has slaughtered an average of 5% or more of the number of fed cattle slaughtered nationally during the immediately preceding five calendar years.

Meat and Poultry Special Investigator Act of 2022 This bill establishes within the Department of Agriculture the Office of the Special Investigator for Competition Matters. Specifically, the office must use all available tools (e.g., subpoenas) to investigate and prosecute violations of the Packers and Stockyards Act of 1921 by packers and live poultry dealers. Further, the bill grants the office the authority to bring any civil or administrative action authorized by that act against a packer. Additionally, the office must serve as a liaison to the Department of Justice and the Federal Trade Commission with respect to competition and trade practices in the food and agricultural sector, consult with the Department of Homeland Security on national security and critical infrastructure security in the food and agricultural sector, and maintain a staff of attorneys and other professionals with appropriate expertise.

Telehealth Extension and Evaluation Act This bill expands and otherwise modifies coverage of telehealth services under Medicare until two years after the end of the COVID-19 public health emergency. Specifically, the bill (1) allows federally qualified health centers and rural health clinics to serve as the distant site (i.e., the location of the health care practitioner), (2) allows for Medicare payment of certain audio-only services and of outpatient critical access hospital services consisting of telehealth behavioral therapy, (3) conditions payment for certain high-cost laboratory tests and durable medical equipment that are ordered via telehealth on at least one in-person visit during the preceding 12-month period, and (4) allows Schedule II through V controlled substances to be prescribed online if a practitioner has conducted a telehealth evaluation with video. The bill also generally extends any Medicare telehealth flexibilities that were granted during the COVID-19 public health emergency until two years after the emergency ends. The Centers for Medicare & Medicaid Services (CMS) must report on the effects of changes that were made during the emergency period with respect to the provision or availability of telehealth services under Medicare. The CMS must also award grants to state Medicaid programs to allow them to report on similar information.

Public Service Loan Forgiveness Payment Completion Fairness Act or the PSLF Payment Completion Fairness Act This bill removes the requirement that a borrower must be employed in a public service job at the time of loan forgiveness under the Public Service Loan Forgiveness (PSLF) program. Under the current PSLF program, the Department of Education must cancel the balance of interest and principal due on a borrower's Federal Direct Loans after the borrower makes 120 monthly loan payments while employed in a public service job and, at the time of loan forgiveness, the borrower is employed in a public service job. This bill removes the requirement that the borrower must be working in a public service job at the time of loan forgiveness.

National Weather Service Communications Improvement Act This bill directs the National Weather Service (NWS) to improve the instant messaging service used by NWS personnel by implementing a commercial, off-the-shelf communications solution hosted on the public cloud to serve as a replacement for the communications system in use, commonly referred to as NWSChat.

Transforming Student Debt to Home Equity Act of 2022 This bill requires the Department of Housing and Urban Development (HUD) and the Federal Housing Finance Agency to jointly establish and implement a pilot demonstration program to provide, to eligible applicants with federal student loan debt, assistance in purchasing eligible properties. Specifically, the program may provide for (1) discounts on the appraised value of eligible properties, (2) flexibility in certain underwriting standards, (3) the development of new mortgage products specifically targeted to eligible applicants, and (4) other appropriate assistance. The program must provide for the development of a program that uses actuarial information to determine how the repayment of federal student loans may be integrated into a mortgage repayment schedule to allow eligible applicants to accumulate home equity. An eligible property is a property (1) that is designed as a dwelling for occupancy by one to four families; (2) that is safe and habitable; (3) the occupancy of which will promote community revitalization; and (4) that is owned by HUD, the Federal National Mortgage Association (Fannie Mae), the Federal Home Loan Mortgage Corporation (Freddie Mac), a local land bank, the Department of Agriculture, or the Department of Veterans Affairs.

Workforce Innovation and Opportunity Act of 2022 This bill reauthorizes through FY2028 and expands programs under the Workforce Innovation and Opportunity Act (WIOA). The bill also revises workforce investment, vocational rehabilitation, employment, training, and literacy programs for eligible individuals. For example, the bill increases workforce representation on state and local workforce investment boards from 20% to 30%; reworks one-stop center infrastructure funding by requiring costs to be covered by state allocations of WIOA funds; establishes subsidized youth employment programs that include work-readiness training and mentoring; eliminates a requirement that the Department of Labor ensure that individuals participating in WIOA activities comply with Selective Service laws; modifies the allotment of youth workforce investment funds to states; expands the Job Corps program, including by serving individuals in outlying areas and relaxing age requirements; establishes grants to expand training programs through industry or sector partnerships; expands grants for integrated English literacy and civics education to outlying areas; and expands Wagner-Peyser employment services to the Northern Mariana Islands and American Samoa. The bill also provides statutory authority for Labor to award competitive grants, contracts, and cooperative agreements to improve employment and training outcomes and reduce recidivism of justice-involved youth; and competitive grants for states to create workforce longitudinal administrative databases.

Timely Treatment for Opioid Use Disorder Act of 2022 This bill allows opioid treatment programs to admit individuals who have been addicted to opioids for less than one year for maintenance treatment (the use of medications such as methadone in treating opioid addiction). Current regulations generally bar an opioid treatment program from admitting individuals for such treatment unless they have been addicted to opioids for more than one year. The bill requires the Department of Health and Human Services to revise its regulations to allow admission when the duration of an individual's opioid addiction is less than one year.

Garrett Lee Smith Memorial Reauthorization Act This bill reauthorizes through FY2027 multiple suicide prevention programs and related activities with a particular focus on youth and young adults. Specifically, the bill reauthorizes grants for statewide or tribal youth suicide prevention and early intervention strategies and for mental health and substance use disorder services for college students, a working group tasked with developing a plan to carry out a public education campaign concerning access to and reducing stigma associated with mental health services at institutions of higher education, and a suicide prevention resource center that provides training and other resources regarding suicide prevention among all ages.

Flexibility in Addressing Rural Homelessness Act of 2022 This bill allows grants awarded under the ongoing Continuum of Care program to include grants for projects in rural areas for short-term emergency lodging; repairs to unfit housing for homeless individuals; and staff training, development, and retention.

Equitable Community Access to Pharmacist Services Act This bill expands Medicare coverage to permanently include services provided by a pharmacist, including incidental services and supplies, related to testing, drug regimens, and vaccines for COVID-19, influenza, and certain other illnesses. Specifically, the bill provides for continued coverage of pharmacist services relating to testing and vaccines for COVID-19 and influenza, as well as coverage of testing for respiratory syncytial virus and streptococcal pharyngitis (i.e., strep throat) and the initiation of drug regimens that are used to treat COVID-19, influenza, or strep throat. It also generally provides for coverage of pharmacist services during a public health emergency or to address health equity. A pharmacist, or the facility with which the pharmacist is contracted or employed, may present a claim for reimbursement of 85% (or 100% during a declared emergency) of the applicable amount. A pharmacist may not bill an individual for such a service other than for the applicable deductible or coinsurance amounts.

Stop Gas Price Gouging Tax and Rebate Act This bill imposes an excise tax of 50% of the excess of the windfall profit of a producer of crude oil (including crude oil condensates and natural gasoline) that has an average daily worldwide production of crude oil of at least 300,000 barrels for the taxable year, and had gross receipts in excess of $1 billion for its last taxable year during 2005. The bill defines windfall profit as the excess of the adjusted taxable income of such producer for taxable year 2022 over the reasonably inflated average profit for such taxable year. The bill requires payment of energy price rebates to eligible individuals.

Into the Light for Maternal Mental Health and Substance Use Disorders Act of 2022 or the Into the Light for MMH and SUD Act of 2022 This bill reauthorizes through FY2028 a program that addresses maternal depression and, among other changes, expands its scope to include mental health and substance use disorders. It also requires the Department of Health and Human Services to maintain a national hotline to provide mental health and substance use disorder resources to pregnant and postpartum women and their families.

Supporting Children's Mental Health Care Access Act of 2022 This bill reauthorizes through FY2027 two grant programs that support pediatric mental and behavioral health services and interventions. First, it reauthorizes and makes changes to a grant program for states, localities, and Indian tribes for statewide or regional telehealth access programs to promote the integration of behavioral health in pediatric primary care. Specific changes include allowing a nonprofit organization to receive the grant if the state (1) does not apply for the grant, and (2) supports the nonprofit's receipt of it. Additionally, recipients may use grant funds to support schools and emergency departments. Second, the bill reauthorizes a grant program for human services agencies and nonprofits to develop and maintain infant and early childhood mental health promotion, intervention, and treatment programs.

Cut Red Tape For Online Sales Act This bill modifies requirements for third party settlement organizations to eliminate their reporting requirement with respect to the transactions of their participating payees unless they have earned $5,000 or more. A third party settlement organization is the central organization that has the contractual obligation to make payments to participating payees (generally, a merchant or business) in a third party payment network. The bill also requires entities that report income to to issue a plain-language description of the taxability of income reported on Form 1099-K.

Rural Prosperity Act of 2022 This bill addresses social, economic, and community well-being and resilience in rural communities. Specifically, the bill establishes, within the Executive Office of the President, the Office of Rural Prosperity to promote and support social and economic prosperity in rural areas. The office, among other duties, must develop (1) a strategy for rural development, and (2) metrics to measure the effectiveness of federal programs on rural areas. Additionally, the bill sets up a council that includes representatives from federal agencies and White House policy offices to ensure collaboration across federal agencies and with other stakeholders concerning the needs of rural areas. The bill also requires the Department of Agriculture to develop, and report on the implementation of, a rural prosperity action plan that addresses structural challenges that affect rural communities.

Record of Military Service for Members of the Armed Forces Act of 2022 This bill requires the Department of Defense (DOD) to create the Certificate of Military Service. The Certificate of Military service will be a standard record of military service for all members of active and reserve components of the armed forces to encompass all duty, including that of National Guard and Coast Guard duty. Under the bill, the document must (1) be standardized, (2) be the same for all members of the armed forces, and (3) replace and serve the same function as a discharge certificate or certificate of release (DOD Form DD-214). The bill also requires that a current record of service be issued to members of the reserve components upon the occurrence of any of the following events: permanent change to duty status (e.g., retirement or transfer to active duty), discharge or release from temporary active duty orders, specified promotions, and transfer to another state National Guard.

Stopping Harmful Image Exploitation and Limiting Distribution Act of 2022 or the SHIELD Act of 2022 This bill establishes a new criminal offense related to the distribution of intimate visual depictions. Specifically, it makes it a crime to knowingly distribute (or intentionally threaten to distribute) an intimate visual depiction of an individual (1) with knowledge of or reckless disregard for the individual's lack of consent and reasonable expectation of privacy, and (2) without a reasonable belief that distributing the depiction touches a matter of public concern. A violator is subject to criminal penalties—a fine, a prison term of up to two years for each individual victim depicted, or both.

Latonya Reeves Freedom Act of 2022 This bill prohibits government entities and insurance providers from denying community-based services to individuals with disabilities that require long-term service or support that would enable such individuals to live in the community and lead an independent life. Specifically, these entities may not discriminate against such individuals in the provision of community-based services by such actions as imposing prohibited eligibility criteria, cost caps, or waiting lists or failing to provide a specific community-based service. Additionally, community-based services must be offered to individuals with such disabilities prior to institutionalization. Institutionalized individuals must be notified regularly of community-based alternatives. The bill requires the Department of Justice to issue regulations requiring government entities and insurance providers to offer community-based long-term services to individuals with such disabilities who would otherwise qualify for institutional placement. Government entities must ensure sufficient availability of affordable, accessible, and integrated housing that is not a disability-specific residential setting or a setting where services are tied to tenancy. Regulations shall also (1) require government entities and insurance providers to perform self-evaluation on current services, policies, and practices and concerning compliance with requirements of this bill; and (2) require government entities to submit a transition plan. The bill provides funds for FY2022 for the Department of Health and Human Services to provide technical assistance with respect to transition plans. The bill allows civil actions by individuals subjected to, or about to be subjected to, a violation of its requirements.

Affordable Insulin Now Act This bill limits cost-sharing for insulin under private health insurance and the Medicare prescription drug benefit. Specifically, the bill caps cost-sharing under private health insurance for a month's supply of selected insulin products at $35 or 25% of a plan's negotiated price (after any price concessions), whichever is less, beginning in 2023. The bill caps cost-sharing under the Medicare prescription drug benefit for insulin products at (1) $35 in 2023 regardless of whether a beneficiary has reached the annual out-of-pocket spending threshold, and (2) $35 beginning in 2024 for those who have not yet reached this threshold. Currently, the Centers for Medicare & Medicaid Services is testing a voluntary model under the Medicare prescription drug benefit (the Part D Senior Savings Model) in which the copayment for a month's supply of insulin is capped at $35 through participating plans. The model is set to expire on December 31, 2025.

Medicare Demonstration of Coverage for Low Vision Devices Act of 2022 This bill requires the Centers for Medicare & Medicaid Services (CMS) to carry out a demonstration project to evaluate the fiscal impact of covering low-vision devices under Medicare in the same manner as Medicare coverage is provided for durable medical equipment. The bill defines low-vision device to mean a physician-prescribed device that magnifies, enhances, or otherwise augments or interprets visual images; the term does not include ordinary eyeglasses or contact lenses. The bill appropriates $2.5 million for FY2022 and each of the next four fiscal years for the CMS to carry out the project.

Autism Family Caregivers Act of 2022 This bill establishes a pilot program to provide training for caregivers on improving health and other outcomes for children with autism spectrum disorder and other developmental disabilities or delays. To carry out the program, the Health Resources and Services Administration (HRSA) must award grants to, among other eligible entities, health systems and nonprofits to provide the training. HRSA must also establish a national center to provide technical assistance to grant recipients and to evaluate the program.

Fleet Reserve Association 100th Anniversary Act This bill directs the Department of the Treasury to mint and issue 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in recognition and celebration of the 100th anniversary of the Fleet Reserve Association. All sales of coins issued under this bill shall include a surcharge which shall be paid to the Fleet Reserve Association.

Keeping School Meals Flexible Act This bill extends authority through June 30, 2023, for the Department of Agriculture (USDA) to waive certain requirements for the school meal programs to address COVID-19. The bill extends the authority for USDA to issue a single waiver of child nutrition program requirements to all states under the National School Lunch Program for purposes of providing meals and snacks with appropriate safety measures with respect to COVID-19; grant waivers of requirements to allow non-congregate feeding in the Child and Adult Care Food Program for purposes of providing meals and snacks with appropriate safety measures with respect to COVID-19; and grant waivers related to the nutritional content of meals served in child nutrition programs if it determines the waiver is necessary to provide meals and snacks, and there is a food supply chain disruption due to COVID-19.

Striking Workers Healthcare Protection Act This bill prohibits an employer from terminating or significantly altering the employer-provided health insurance coverage of an employee engaged in a lawful strike. An employer that violates this prohibition is subject to a maximum civil penalty of $50,000 for each violation.

Supply Chain Resiliency Act This bill establishes the Office of Supply Chain Resiliency within the Department of Commerce. The office must identify vulnerabilities in the supply chains for critical products and emerging technologies. It also must provide financial support to manufacturers to expand production of products that are part of supply chains experiencing shortages.

Invest to Protect Act of 2022 This bill directs the Office of Community Oriented Policing Services within the Department of Justice to award a grant to a local or tribal government that employs fewer than 200 law enforcement officers. Grant funds may be used for various activities, including to purchase body cameras, provide de-escalation training, and improve recruitment and retention.

National Climate Adaptation and Resilience Strategy Act This bill requires the President to identify or appoint a Chief Resilience Officer that must (1) direct a government-wide effort to build resilience to climate change vulnerabilities in the United States in collaboration with existing federal initiatives and interagency adaptation efforts, and (2) create working groups. The officer and the working groups must jointly submit to the President and Congress a strategy for the government to address such vulnerabilities in partnership with nonfederal partners, a plan to implement the strategy, and updates by specified deadlines.

Medical Student Education Authorization Act of 2022 This bill establishes matching grants awarded by the Health Resources and Services Administration (HRSA) to expand and support medical education with a particular focus on training students to serve as primary care physicians in tribal, rural, or medically underserved communities. HRSA must award the grants to public institutions of higher education located in states that rank in the top quartile of states based on projected unmet demand for primary care providers. In awarding the grants, HRSA must give priority to recipients that (1) are located in states with two or more federally recognized Indian tribes, and (2) demonstrate a public-private partnership. Recipients must use grant funds for specified activities that include developing curricula, expanding partnerships with health care providers and community-based organizations, and providing scholarships.

No Tax Breaks for Drug Ads Act This bill prohibits a tax deduction for expenses relating to direct-to-consumer advertising of prescription drugs. Direct-to-consumer advertising is any dissemination, by or on behalf of a sponsor of a prescription drug product, of an advertisement that is in regard to the drug product and primarily targeted to the general public.
