Rightsizing Pension Premiums Act of 2017 This bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to: (1) modify the formula that the Pension Benefit Guaranty Corporation (PBGC) uses to calculate the funded percentage of single-employer pension plans, and (2) reduce single-employer PBGC premiums for pension plans that are sponsored by certain small employers or have specified PBGC funded percentages. The bill also prohibits the budget effects of provisions that change PBGC premiums from being counted for the purposes of determining budget points of order for legislation in the House or the Senate. (The PBGC is a federal agency that insures the benefits of private sector, defined benefit pension plans. The PBGC is financed by insurance premiums paid by sponsors of the plans, investment income, assets from pension plans taken over by the PBGC, and recoveries from the companies formerly responsible for the plans.)

Save Local Business Act This bill amends the National Labor Relations Act and the Fair Labor Standards Act of 1938 to provide that a person may be considered a joint employer in relation to an employee only if such person directly, actually, and immediately, and not in a limited and routine manner, exercises significant control over the essential terms and conditions of employment (including hiring employees, discharging employees, determining individual employee rates of pay and benefits, day-to-day supervision of employees, assigning individual work schedules, positions, and tasks, and administering employee discipline).

Anti-Pyramid Scheme Act of 2017 This bill amends the Federal Trade Commission Act to make it unlawful for any person to establish, operate, or promote a pyramid promotional scheme. "Pyramid promotional scheme" means any plan or operation in which individuals pay consideration for the right to receive compensation that is based upon recruiting other individuals into the plan or operation rather than primarily related to the sale of products or services to ultimate users. Furthermore, any person who establishes, operates, or promotes any plan or operation which sells or solicits the sale of consumer products or services in the home or otherwise outside of a permanent retail establishment, and which sells products or services to independent salespeople, shall have a bona fide inventory repurchase agreement. A violation of the bill shall be treated under the Act as an unfair or deceptive act or practice in, or affecting, commerce.

529 Opening Paths To Invest in Our Nation's Students Act or the 529 OPTIONS Act This bill amends the Internal Revenue Code to allow distributions from qualified tuition programs (known as 529 plans) to be used for certain expenses associated with registered apprenticeship programs. The bill expands the definition of "qualified higher education expenses" for which tax-free distributions are allowed to include: (1) books, supplies, and equipment required for the enrollment or attendance of a designated beneficiary in an apprenticeship program registered and certified with the Department of Labor; (2) child care at a licensed day care center, and transportation, in connection with such enrollment or attendance; and (3) costs associated with obtaining an industry certification or other credential in connection with an apprenticeship program.

Teaching Health Centers Graduate Medical Education Extension Act of 2017 This bill amends the Public Health Service Act to extend and expand funding through FY2020 for graduate medical education programs at teaching centers (which train medical residents in primary care specialties). The bill allows funds to be used for maintaining, expanding, and establishing graduate medical residency programs.

Hizballah International Financing Prevention Amendments Act of 2017 This bill amends the Hizballah International Financing Prevention Act of 2015 to impose specified sanctions on: (1) foreign persons that knowingly assist in or provide support for fund raising or recruitment activities for Hizballah; (2) agencies of foreign governments that provide Hizballah with financial support, arms, or other assistance (export license requirements are included in addition to sanctions if such government is a state sponsor of terrorism); and (3) Hizballah, including by reason of Hizballah's significant transnational criminal activities. The bill expresses the sense of Congress that sanctions should be placed on financial institutions that serve Lebanese government officials affiliated with Hizballah. The Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 is amended to sanction foreign financial institutions that facilitate efforts by Iran or the Islamic Revolutionary Guard Corps to aid Hizballah. The bill prescribes reporting requirements or reporting modifications with respect to: (1) foreign persons that knowingly assist or provide significant financial, material, or technological support for foreign persons assisting Hizballah; (2) financial institutions that are owned or organized under the laws of state sponsors of terrorism; (3) Hizballah's racketeering activities; (4) combating illicit tobacco trafficking networks used by Hizballah and other foreign terrorist organizations to finance their operations; (5) the estimated net worth of senior Hizballah officials and how these funds were acquired and used; and (6) countries that support Hizballah or in which Hizballah maintains important logistics networks or financial networks and steps such countries are taking to disrupt such networks.

Wounded Officers Recovery Act of 2017 This bill authorizes the Capitol Police Board to make payments from the United States Capitol Police Memorial Fund to employees of the U.S. Capitol Police who have sustained serious line-of-duty injuries. The board is required to issue specific regulations governing the fund's use for making such payments. These regulations shall ensure that the payments are in addition to, and do not otherwise affect, other forms of compensation payable to the employee, including worker's compensation benefits. The bill requires amounts received by the board in response to the shooting incident at the practice for the Congressional Baseball Game for Charity on June 14, 2017, to be deposited into the fund.

President John F. Kennedy Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 500,000 $1 silver coins in commemoration of President John F. Kennedy. The bill requires all sales of such coins to include a surcharge of $10 per coin, which shall be paid by Treasury to the John F. Kennedy Library Foundation to support the John F. Kennedy Presidential Library and Museum.

Justin Smith Morrill Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to posthumously award a Congressional Gold Medal to Justin Smith Morrill, a United States Senator from Vermont, for his lasting contributions to higher education opportunity for all Americans.

Elie Wiesel Genocide and Atrocities Prevention Act of 2017 This bill states that it is U.S. policy to regard the prevention of genocide and other atrocity crimes as a core national security interest and a core moral responsibility. The President shall instruct the Department of State to establish a Mass Atrocities Task Force to strengthen State Department efforts and assist other agency efforts at atrocity prevention and response. The Foreign Service Act of 1980 is amended to provide for the training of Foreign Service Officers in conflict and atrocity crimes prevention. The Director of National Intelligence is encouraged to include in his or her annual testimony to Congress on threats to U.S. national security: (1) a review of countries and regions at risk of atrocity crimes; and (2) specific countries and regions at immediate risk of atrocity crimes, including most likely pathways to violence, specific risk factors, potential perpetrators, and at-risk target groups. The bill establishes the Complex Crises Fund to enable the State Department and the U.S. Agency for International Development to support programs and activities to prevent or respond to emerging or unforeseen foreign challenges and complex crises overseas, including potential atrocity crimes. Fund amounts may not be expended for lethal assistance or to respond to natural disasters.

School Food Modernization Act This bill amends the Richard B. Russell National School Lunch Act to direct the Department of Agriculture (USDA) to issue loan guarantees to local educational agencies (LEAs), school food authorities, tribal organizations, and other eligible entities to finance infrastructure improvements or equipment purchases to facilitate their provision of healthy meals through the school lunch program. USDA must give preference to applicants that demonstrate a substantial or disproportionate need for food service infrastructure or durable equipment, and shall establish fees for the loan guarantee program that are sufficient to cover the federal government's administrative costs in operating the program. USDA must also award competitive matching grants to assist LEAs, school food authorities, tribal organizations, and other eligible entities in purchasing the durable equipment and infrastructure they need to serve healthier meals and improve food safety. In doing so, USDA must give grant priority to applicants that: (1) have identified and are reasonably expected to meet an unmet local or community need, and (2) are located in states that have enacted funding measures to assist them with such purchases. In addition, USDA must award competitive matching grants to experienced third-party training institutions to provide school food service personnel with the training and technical assistance they need to: (1) meet school lunch program nutrition standards, and (2) improve the efficacy and efficiency of the school lunch and breakfast programs. The bill authorizes these grant and loan programs through FY2022. USDA must complete a study on the use of state administrative expense funds. The bill also rescinds $35 million of the Department of Education's unobligated balance available for administrative expenses.

Kate's Law This bill amends the Immigration and Nationality Act to revise provisions relating to the reentry of removed aliens. The bill provides that an alien who has been excluded, deported, removed, or denied admission, or who has departed the United States while under an outstanding order of exclusion, deportation, or removal, and who subsequently crosses or attempts to cross the border into the United States, shall be fined, imprisoned not more than two years, or both. The bill revises reentry of criminal offender provisions to provide that an alien who was convicted before such removal or departure of: three or more misdemeanors or for a felony shall be fined, imprisoned up to 10 years, or both; a felony for which the alien was sentenced to not less than 30 months in prison shall be fined, imprisoned up to 15 years, or both; a felony for which the alien was sentenced to not less than 60 months shall be fined, imprisoned up to 20 years, or both; or murder, rape, kidnapping, or a felony offense relating to peonage and slavery or terrorism, or of three or more felonies of any kind, shall be fined, imprisoned up to 25 years, or both. An alien who has been excluded, deported, removed, or denied admission three or more times and thereafter enters, attempts to enter, or crosses or attempts to cross the border to, or is at any time found in, the United States shall be fined, imprisoned not more than 10 years, or both.

No Sanctuary for Criminals Act This bill amends the Immigration and Nationality Act to prohibit any federal, state, or local government from prohibiting any government entity, official, or employee from complying with the immigration laws or cooperating with federal law enforcement of such laws. The bill expands the scope of law enforcement activities relating to immigration-related information that a federal, state, or local government may not restrict or prohibit. A non-complying state or political subdivision shall not be eligible to receive specified grants and assistance, including Department of Justice or Department of Homeland Security (DHS) grants that are substantially related to law enforcement, terrorism, national security, immigration, or naturalization. DHS: (1) may decline to transfer an alien in its custody to a non-complying state or political subdivision regardless of whether the state or political subdivision has issued a writ or warrant; (2) may issue a detainer if it has probable cause to believe that an individual arrested by a federal, state, or local law enforcement official for an alleged violation of any criminal or motor vehicle law is inadmissible or deportable; and (3) shall not transfer an alien with a final order of removal to a non-complying state or political subdivision. The bill: (1) creates a private right of action for victims of murder, rape, or certain felony offenses; (2) expands the categories of offenses requiring mandatory detention; (3) provides immunity for a state or local government entity or official temporarily holding an alien in custody under color of federal authority; (4) provides that an alien may be detained, and a criminal alien shall be detained, without time limitation during the pendency of removal proceedings; and (5) restricts a detained alien's release on bond.

Patients' Access to Treatments Act of 2017 This bill amends the Public Health Service Act to establish cost sharing limits for health plans that cover prescription drugs and use a formulary or other tiered cost sharing structure. Such health plans may not impose higher cost sharing requirements, including copayment and coinsurance, for specialty drugs than for other prescription drugs in a nonpreferred brand name drug tier. If a health plan's formulary contains more than one nonpreferred brand name drug tier, the tier with the lowest cost sharing applies.

Susquehanna National Heritage Area Act This bill establishes the Susquehanna National Heritage Area in Pennsylvania. The Susquehanna Heritage Corporation is designated as the local coordinating entity for the area. The Corporation shall prepare and submit a management plan for the area.

This bill directs the United States Postal Service to issue and sell an Alzheimer's Disease Research Semipostal Stamp. Proceeds from the sale of the stamp must be transferred to the National Institutes of Health. The stamp must be made available to the public for six years.

Regulatory Certainty Act of 2017 This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to limit the period during which the Environmental Protection Agency (EPA) may prohibit the specification, or restrict the use, of an area as a disposal site for discharges of dredged or fill materials into waters of the United States to the period that: begins on the date that the U.S. Army Corps of Engineers provides notice to the EPA that the Corps of Engineers has completed all procedures for processing an application for a permit for dredged or fill material and is ready to determine whether the permit should be issued, and ends on the date that the Corps of Engineers issues the permit. The Corps of Engineers must ensure that the period consists of at least 30 consecutive days. The Corps of Engineers may issue a permit for dredged or fill material only after the Corps of Engineers provides notice to the EPA.

Stop the Importation and Trafficking of Synthetic Analogues Act of 2017 or the SITSA Act This bill amends the Controlled Substances Act to establish a new, sixth schedule of controlled substances—schedule A. A drug or substance in schedule A has a chemical structure that is similar to, and an effect on the body that is similar to or greater than, a controlled substance in schedule I, II, III, IV, or V. The bill adds 13 synthetic fentanyl-related substances to schedule A. It also authorizes, and establishes procedures for, the Drug Enforcement Administration (DEA) to temporarily and permanently place a drug or substance in schedule A. The bill establishes criminal penalties for an individual who imports, exports, manufactures, distributes, or possesses with intent to distribute a schedule A substance. However, it explicitly prohibits criminal and civil penalties solely for possession of a schedule A controlled substance. The bill makes it unlawful to import, export, manufacture, distribute, dispense, or possess with intent to manufacture, distribute, or dispense, a schedule A substance that is not clearly labeled. Finally, it establishes new, separate DEA registration requirements for manufacturers, distributors, and importers and exporters of schedule A substances.

Affordable Retirement Advice for Savers Act This bill amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code (IRC) to modify requirements related to fiduciaries and the provision of investment advice for pension and retirement plans. (Under current law, a person who provides investment advice has a fiduciary obligation that requires the person to provide advice in the sole interest of plan participants and beneficiaries.) The bill nullifies several regulations that are commonly referred to as "the fiduciary rule" and broadened the types of investment advice that impose a fiduciary obligation with respect to the plans. The bill defines "investment advice" as a recommendation that relates to: the advisability of acquiring, holding, disposing, or exchanging any moneys or other property of a plan by the plan, participants, or beneficiaries, including any recommendation regarding whether to take a distribution of benefits from the plan or any recommendation relating to a rollover or distribution from such plan; the management of moneys or other property of the plan, including recommendations relating to the management of plan assets to be rolled over or otherwise distributed from the plan; or the advisability of retaining or ceasing to retain a person who would receive a fee or other compensation for providing investment advice. Investment advice must be rendered pursuant to either: (1) a written acknowledgment of the obligation of the advisor to comply with fiduciary standards; or (2) a mutual agreement, arrangement, or understanding that may include limitations on scope, timing, and responsibility to provide ongoing monitoring or advice services. The bill establishes exemptions to the prohibited transactions rules under ERISA and the IRC for advice that meets certain requirements for reasonable compensation, disclosures, and recommendations that are in the best interest of the plan or recipient of the advice.

Combating BDS Act of 2017 This bill allows a state or local government to adopt and enforce measures to divest its assets from, prohibit investment of its assets in, or restrict contracting with: (1) an entity that engages in a commerce- or investment-related boycott, divestment, or sanctions activity targeting Israel; or (2) an entity that owns or controls, is owned or controlled by, or is under common ownership or control with such an entity. Such measures are not preempted by federal law. A state or local government that seeks to adopt or enforce such measures shall comply with specified requirements related to notice, timing, and opportunity for comment. In addition, the bill amends the Investment Company Act of 1940 to prohibit a person from bringing any civil, criminal, or administrative action against a registered investment company based solely upon that company's divestment from securities issued by a person that engages in a commerce- or investment-related boycott, divestment, or sanctions activity targeting Israel.

Match Veterans to Student Loan Protections Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to modify the federal student loan discharge process for a veteran who has a total and permanent disability. Specifically, it directs the Department of Education (ED) and the Department of Veterans Affairs (VA) to implement a computer matching program for ED to identify the borrowers who: (1) have been assigned a service-connected disability rating of 100% by the VA, or (2) are unemployable due to a service-connected condition. ED must notify such borrowers of their eligibility for federal student loan discharge and provide simple instructions for applying.

Verify First Act This bill amends the Internal Revenue Code to prohibit advance payments of the premium assistance tax credit from being made to an individual unless the Department of the Treasury has received confirmation from the Department of Health and Human Services that the Social Security Administration or the Department of Homeland Security has verified the individual's status as a citizen or national of the United States or an alien lawfully present in the United States. The verification process must include the appropriate use of information related to citizenship or immigration status, such as Social Security numbers (but not individual taxpayer identification numbers). The bill also amends the Public Health Service Act and the Patient Protection and Affordable Care Act to permit adjustments to certain health insurance coverage dates for an individual whose eligibility for advance payments is delayed due to the verification requirements. The bill is contingent on the enactment of the American Health Care Act of 2017 (AHCA). If the AHCA is enacted, the bill applies to: (1) the existing tax credit after December 31, 2017; and (2) the tax credit, as modified by the AHCA, after December 31, 2019.

FEMA Reauthorization Act of 2017 This bill amends the Post-Katrina Emergency Management Reform Act of 2006 to reauthorize the Federal Emergency Management Agency (FEMA) through FY2020. The National Advisory Council shall: (1) within 30 days, begin a comprehensive study relating to disaster costs and losses and federal disaster assistance; (2) within 120 days, convene to evaluate such costs, losses, and disaster assistance, including trends and fundamental principles that drive national disaster assistance decision making; and (3) develop recommendations to reduce disaster costs and losses in the United States and to more efficiently and effectively deliver federal disaster assistance. The bill amends the Implementing Recommendations of the 9/11 Commission Act to reauthorize through FY2020 the Center for Domestic Preparedness and the other members of the National Domestic Preparedness Consortium. FEMA shall be responsible for the nation's efforts to reduce the loss of life and property, and to protect the nation, from an earthquake, tsunami, or combined earthquake and tsunami event by developing the ability to prepare and plan for, mitigate against, respond to, recover from, and more successfully adapt to such an event. The bill provides that privately funded actions taken by private parties on private land do not constitute federal actions under the National Flood Insurance Act of 1968, the Flood Disaster Protection Act of 1973, the Biggert-Waters Flood Insurance Reform Act of 2012, and the Homeowner Flood Insurance Affordability Act of 2014, that require consultation under the Endangered Species Act of 1973. The bill makes technical amendments to the Homeland Security Act of 2002 and the Post-Katrina Emergency Management Reform Act of 2006, including by replacing references to the National Response Plan with references to the National Response Framework.

Beneficiary Enrollment Notification and Eligibility Simplification Act of 2017 or the BENES Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act and the Internal Revenue Code to: establish requirements for the Centers for Medicare & Medicaid Services (CMS) to notify individuals of their potential eligibility for Medicare, require the Internal Revenue Service to disclose to CMS specified taxpayer information for the purpose of establishing individuals' potential Medicare eligibility, and restructure Medicare enrollment periods and coverage periods.

American Legion 100th Anniversary Commemorative Coin Act This bill requires the Department of the Treasury to mint and issue commemorative coins in recognition and celebration of the 100th anniversary of the American Legion. Surcharges received from the sale of these coins shall be paid to the American Legion for costs related to promoting the importance of: (1) caring for those who have served, and those who are still serving, in the Armed Forces; and (2) maintaining patriotic values, strong families, and assistance for at-risk children.

Department of Homeland Security Classified Facility Inventory Act This bill requires the Chief Security Officer of the Department of Homeland Security (DHS) to: (1) maintain an inventory of all facilities certified by DHS to host infrastructure or systems classified above the "secret" level, and (2) update such inventory on a regular basis. The inventory shall include the location, operating entities, and date of establishment of such facilities. Such officer, in coordination with the Under Secretary for Intelligence and Analysis, may share the inventory with appropriate DHS component agencies and field personnel and appropriate state, local, tribal, and territorial personnel eligible to apply for a "top secret" security clearance sponsored by DHS.

Back the Blue Act of 2017 This bill amends the federal criminal code: to establish new criminal offenses for killing, assaulting, and fleeing to avoid prosecution for killing a judge, law enforcement officer, or public safety officer; to expand the list of statutory aggravating factors in death penalty determinations to also include the killing or attempted killing of a law enforcement officer, judge, prosecutor, or firefighter or other first responder; and to broaden the authority of federal law enforcement officers to carry firearms. The bill amends the federal judicial code to limit federal court review of challenges to state court convictions for killing a public safety officer or judge. It amends the Revised Statutes of the United States to limit the recovery of compensatory damages and prohibit the recovery of attorney's fees by an individual for a violation of rights that occurs as a result of (or in the course of) conduct that constitutes a felony or crime of violence. Finally, it directs the Department of Justice to make grants to law enforcement agencies and nongovernmental organizations to promote trust and improve relations between law enforcement agencies and the communities they serve.

Volunteer Organization Protection Act of 2017 This bill amends the Volunteer Protection Act of 1997 to expand liability protections to volunteer nonprofit organizations for harm caused by an act or omission of a volunteer on behalf of the organization. The bill prohibits such liability protections from applying if the organization: (1) would be liable under laws governing the direct or vicarious liability of organizations, and (2) expressly authorized the specific conduct constituting the act or omission. The bill bars such an organization from liability for harm caused by the organization, or a volunteer acting on its behalf, if the act or omission was at the request of, or pursuant to an authorization by, a state, the United States, or another governmental subdivision, provided that: (1) the requesting or authorizing governmental entity would have been immune either from suit or from liability in damages if it had engaged in the acts or omissions itself or through employees or independent contractors; or (2) the governmental employee, agent, or contractor would have been immune either from suit or from liability in damages by virtue of immunity extended to individual governmental actors. The bill prohibits punitive damages from being awarded against a volunteer nonprofit organization for the actions of a volunteer within the scope of the volunteer's responsibilities to the organization unless the claimant establishes by clear and convincing evidence that the organization itself expressly authorized the volunteer's action with a conscious, flagrant indifference to the rights or safety of the individual harmed.

Michael Davis, Jr. and Danny Oliver in Honor of State and Local Law Enforcement Act This bill amends the Immigration and Nationality Act and related federal law with respect to immigration law enforcement within the United States. The bill authorizes: (1) states and localities to enact and enforce criminal penalties for immigration violations; and (2) state and local law enforcement personnel to investigate, arrest, and transfer aliens to federal custody. The Department of Homeland Security (DHS) shall: (1) make grants to states and localities for equipment, technology, and facilities; (2) construct or acquire additional domestic detention facilities for aliens pending removal; and (3) expand to all states a program that provides for the identification and removal of detained criminal aliens. The bill provides for: (1) federal custody of inadmissible or deportable aliens upon state or local request, and (2) personal liability immunity for state or local personnel enforcing immigration laws. States and localities shall: (1) notify the federal government of inadmissible or removable aliens encountered by law enforcement personnel, and (2) comply with federal law enforcement information requests. Specified federal assistance is denied to a state or locality that prohibits cooperation with federal immigration enforcement. The bill: (1) revises certain terrorism-related requirements and prohibitions with respect to benefits, naturalization and denaturalization, asylum, voluntary departure, and removal; (2) adds new grounds of inadmissibility and deportability; (3) establishes probable cause standards for Immigration and Customs Enforcement (ICE) detainers; (4) provides for increases in immigration enforcement personnel; (5) prescribes visa security provisions; (6) authorizes DHS to designate groups as criminal gangs and makes alien gang members inadmissible or deportable; (7) establishes an ICE Advisory Council; and (8) prescribes criminal alien removal provisions.

Strengthening Career and Technical Education for the 21st Century Act This bill reauthorizes through FY2023 and increases funding levels for Department of Education (ED) grants to states, national programs, and tribally controlled postsecondary career and technical education (CTE) institutions under the Carl D. Perkins Career and Technical Education Act of 2006 to support CTE programs for secondary and postsecondary students. It repeals the authorization for certain occupational and information activities and the separate mandate for tech prep education. Beginning in FY2021, states must receive at least 90% of their previous year's allocation of basic state CTE grants. The bill permits states to: reserve up to 15% (currently 10%) of their grant funds for innovative CTE activities in rural areas or areas with higher numbers of CTE students, and set their own annual targets on the core indicators of performance at both the secondary and postsecondary education levels without ED's approval. The bill modifies grant application processes for states and localities and performance measures for evaluating CTE programs. It prohibits ED from withholding funds from states that do not meet certain performance measures. The bill amends the Wagner-Peyser Act to expand the duties of state agencies with respect to providing workforce and labor market information.

Puppies Assisting Wounded Servicemembers Act of 2017 or the PAWS Act of 2017 This bill directs the Department of Veterans Affairs (VA) to carry out a five-year pilot program under which it provides grants to eligible nonprofit organizations to provide service dogs to veterans who suffer from post-traumatic stress disorder after completing other evidence-based treatment. An organization that receives a grant shall provide for each participating service dog and veteran: coverage by a commercially available veterinary health insurance policy, hardware clinically determined to be required by the dog to perform the tasks necessary to assist the veteran, payments for travel expenses to obtain the dog, and travel expenses required to obtain a replacement service dog. To be eligible for a grant, an organization must: (1) agree to cover all costs in excess of the grant amount to guarantee such benefits, (2) be certified by Assistance Dogs International, (3) provide one-on-one training for each service dog and recipient for 30 hours or more over 90 days or more, and (4) provide an in-house residential facility or other accommodations nearby in which service dog recipients stay for a minimum of 10 days while receiving at least 30 hours of training. The VA shall develop metrics to measure the improvement in psychosocial function and therapeutic compliance and changes independence on prescription narcotics and psychotropic medication of veterans participating in the program. The Government Accountability Office must report to Congress on the methodology used for the pilot program.

Consumer Financial Choice and Capital Markets Protection Act of 2017 This bill amends the Investment Company Act of 1940 to allow a money market fund, under specified conditions, to elect to operate using a different method of valuation than is otherwise required. A money market fund that elects to do so shall not be subject to specified requirements related to the imposition of liquidity fees. Certain federal assistance may not be provided directly to any money market fund. This limitation on federal assistance must be disclosed in a money market's advertising and sales literature.

Faith in Health Savings Accounts Act of 2017 This bill amends the Internal Revenue Code to treat membership in a tax-exempt health care sharing ministry as coverage under a high deductible health plan for purposes of the tax deduction for contributions to a health savings account.

Law Enforcement Mental Health and Wellness Act of 2017 This bill directs the Department of Justice (DOJ) to report on Department of Defense and Department of Veterans Affairs mental health practices and services that could be adopted by law enforcement agencies. Additionally, DOJ's Office of Community Oriented Policing Services must report on programs to address the psychological health and well-being of law enforcement officers. The bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to expand the allowable use of grant funds under the Community Oriented Policing Services (COPS) program to include establishing peer mentoring mental health and wellness pilot programs within state, local, and tribal law enforcement agencies. DOJ must coordinate with the Department of Health and Human Services to develop educational resources for mental health providers regarding the culture of law enforcement agencies and therapies for mental health issues common to law enforcement officers. DOJ must also: (1) review existing crisis hotlines, recommend improvements, and research annual mental health checks; (2) examine the mental health and wellness needs of federal officers; and (3) ensure that recommendations, resources, or programs under this bill protect the privacy of participating officers.

Veterans Dog Training Therapy Act This bill directs the Department of Veterans Affairs (VA) to carry out a five-year pilot program to assess the effectiveness of addressing veterans' post-deployment mental health and post-traumatic stress disorder symptoms through the therapeutic medium of training service dogs for veterans with disabilities. The VA shall: seek to enter into contracts with non-government entities that are certified in the training and handling of service dogs and that are located in close proximity to at least three but not more than five VA medical centers, provide such entities access to a training area in a VA facility that would be appropriate for use in educating veterans with mental health conditions in service dog training and handling, administer the program through the Center for Compassionate Innovation of the Veterans Health Administration in collaboration with the Recreation Therapy Service under the direction of a certified recreational therapist, and establish a director of therapeutic service dog training. Veterans may participate in the program in conjunction with the VA's compensated work therapy program.

Remote Transactions Parity Act of 201 7 This bill authorizes each member state under the Streamlined Sales and Use Tax Agreement (the multistate agreement for the administration and collection of sales and use taxes adopted on November 12, 2002) to require all remote sellers not qualifying for a small remote seller exception to collect and remit sales and use taxes with respect to remote sales under provisions of the agreement, but only if such agreement includes minimum simplification requirements relating to the administration of the tax, audits, and streamlined filing. States that have not adopted the agreement must adopt and implement minimum simplification requirements for the administration of sales and use taxes in order to require the collection of such taxes. Under the remote seller exception, a state may only require the collection of sales and use taxes by a remote seller if the seller: (1) has gross annual receipts exceeding specified amounts, which are phased in from $10 million for the first year following the effective date, to $5 million for the second year, and $1 million for the third year; or (2) utilizes an electronic marketplace for the purpose of making products or services available for sale to the public. The bill defines "remote sale" as a sale that originates in one state and is sourced to another state in which the seller would not legally be required to pay, collect, or remit state or local sales and use taxes without the authority provided by this bill. The bill also prohibits states from beginning to exercise the authority granted by this bill for a specified period after enactment.

Prior Approval Reform Act This bill amends the Federal Election Campaign Act of 1971 to allow a trade association or a separate segregated fund established by a trade association to solicit contributions from a member corporation's stockholders and executive or administrative personnel and their families without the approval of the member corporation. Such a solicitation may be made by more than one trade association in a calendar year.
