Public School Construction Partnership Act - Amends the Internal Revenue Code to provide for the treatment of qualified public educational facility bonds as exempt facility bonds. Defines a "qualified public educational facility" as any school facility which is: (1) part of a public elementary school or a public secondary school; and (2) owned by a private, for-profit corporation pursuant to a public-private partnership agreement with a State or local educational agency. Provides for an exception from the State volume cap. Sets forth provisions concerning: (1) time-related spending requirements for public school construction bonds and doubling the arbitrage rebate exception for governmental bonds used to finance education facilities; and (2) the treatment of public school construction bonds as qualified tax-exempt obligations.

Establishes within the Department of Health and Human Services the Office of the Assistant Secretary for Indian Health to facilitate advocacy for the development of appropriate Indian health policy, and to promote consultation on matters related to Indian health, in a manner consistent with the government-to-government relationship between the United States and Indian tribes. Elevates the position of Director of the Indian Health Service to such Assistant Secretary position. Prescribes duties.

Farmland Capital Gains Equity Act of 2001 - Amends the Internal Revenue Code to provide an exclusion from gross income of gain from the sale of qualified farm property similar to the exclusion of gain on the sale of a principal residence. Excludes from gross income up to $500,000 ($250,000 in the case of a married individual filing a separate return), reduced by the aggregate amount of gain excluded for all preceding taxable years.

Broadband Internet Access Act of 2001 - Amends the Internal Revenue Code to establish the broadband credit which shall be the sum of: (1) the current generation broadband credit; plus (2) the next generation broadband credit. Defines terms.

Postmasters Fairness and Rights Act of 2001 - Amends Federal law to prescribe guidelines within which the Postal Service shall propose changes in pay policies, schedules, and fringe benefit programs affecting postmasters which are to be in effect during the period covered by a collective bargaining agreement between the Postal Service and certain recognized bargaining representatives. Grants certain qualified postmasters' organizations the right to participate in program planning and development pertaining to pay policies, schedules, and fringe benefits.

Benign Brain Tumor Cancer Registries Amendment Act - Amends the Public Health Service Act to add the collection of data on benign brain-related tumors to provisions authorizing grants to States for the operation of statewide registries (currently, statewide cancer registries).

Homestead National Monument of America Additions Act - Authorizes the Secretary of the Interior to acquire, from willing sellers or by donation, certain parcels of property for inclusion in the Homestead National Monument of America, Gage County, Nebraska. Authorizes the Secretary to enter into cooperative agreements with the State of Nebraska, Gage County, local governmental units, and individuals for operation, maintenance, interpretation, recreation, and other purposes related to the proposed Homestead Heritage Highway to be located in the vicinity of the Monument.

Amends the National Trails System Act to direct the Secretary of the Interior to: (1) undertake a study to determine the feasibility of designating certain routes and cutoffs for inclusion within the Oregon, Pony Express, California, and Mormon Pioneer National Historic Trails; and (2) make such designations determined to be feasible and suitable.

National Discovery Trails Act of 2001 - Amends the National Trails System Act to provide for the establishment, as components of the National Trails System, of national discovery trails which shall be extended, continuous interstate trails located so as to provide for outdoor recreation and travel and to connect representative examples of America's trails and communities. Authorizes the designation of such trails on Federal lands and, with the consent of the owner, on non-Federal lands. Requires the appropriate Secretary for each national discovery trail to administer the trail in cooperation with a competent trailwide nonprofit organization. Provides requirements for designation as a national discovery trail. Designates as a national discovery trail the 6,000-mile American Discovery Trail which shall extend from Cape Henlopen State Park in Delaware to Point Reyes National Seashore in California, traveling northern and southern routes from Cincinnati, Ohio, to Denver, Colorado.

National Science Education Act - Amends the National Science Foundation Act of 1950 (NSFA) to establish and expand programs relating to science, mathematics, engineering, and technology education. Establishes in NSF a working group to review and coordinate regular and supplemental curricula in kindergarten through the 12th grade for science, mathematics, engineering, and technology. Requires the NSF Director to: (1) make grants to State or local educational agencies (SEAs or LEAs) or private elementary or middle schools to hire master teachers to provide support for teachers of mathematics, science, engineering, or technology programs, and in-classroom assistance and oversight of hands-on inquiry materials, equipment, and supplies; (2) subject to appropriations, make demonstration project grants to eligible LEAs; (3) with the Secretary of Education, compile and disseminate information on standard prerequisites for middle school and high school students who seek to enter a course of study at an institution of higher education in science, mathematics, engineering, or technology education to teach in an elementary or secondary school, and State licensing requirements for such teachers; (4) make an agreement for National Academy of Sciences compilation and evaluation of studies on the effectiveness of technology in the classroom on learning and student performance; (5) establish a program under which grants may be made for instruction of teachers for grades kindergarten through the 12th grade in the use of technology in the classroom; (6) convene a National Science Education Forum; and (7) make available through the Internet a complete field-test version of any curricular program developed with NSF funds. Authorizes the Director to award grants to: (1) secondary school and college students working with university faculty, software developers, and experts in educational technology, or to such faculty, developers, and experts working with such students, to develop high-quality educational software and Internet web sites, with priority given to mathematics, science, engineering, and technology software and sites; (2) States for assisting middle school teacher training in technology, to help reach the goal of making all middle school graduates technology-literate; and (3) SEAs or LEAs or private elementary, middle, or secondary schools, under any NSF education and human resources grant program, for distance learning integration into the education process in kindergarten through the 12th grade. Directs the President, acting through the NSF, to provide scholarships to teachers at public and private schools in kindergarten through the 12th grade to participate in Federal, State, or private research programs. Requires the Director to establish an Internet web site for use by students and teachers participating in such program.

Agricultural Market Access and Development Act of 2001 - Amends the Agricultural Trade Act of 1978 to increase specified funding caps for the market access program. Authorizes and sets forth the conditions under which unexpended Commodity Credit Corporation export enhancement program funds may be used for market access or development programs. Establishes specified minimum funding amounts for the foreign market development cooperator program.

Food Security and Land Stewardship Act of 2001 - Amends the Agricultural Market Transition Act to establish a flexible fallow program for the 2001 and 2002 crop years under which a producer may idle a portion of the total loan commodity acreage in exchange for higher marketing assistance loan rates on the remaining acreage.

Amends the Agricultural Market Transition Act to direct the Secretary of Agriculture to establish the Habitat Enhancement Rotation Option as a voluntary program to encourage eligible agricultural producers to rest and rehabilitate up to 25 percent of their production flexibility contract acreage in order to enhance soil and water conservation and provide wildlife habitat. Requires such acreage to be planted with authorized cover crops. Permits limited grazing. Sets forth participant payment rates. Authorizes the Secretary to suspend or terminate program participation and permit producers to return withdrawn acreage to production in times of crop shortage.

National Science Education Enhancement Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA), with respect to teacher professional development activities, to include support for mentoring activities for science, mathematics, engineering, and technology teachers. Includes information on model science, mathematics, engineering, and technology teacher mentoring programs among the information which the Eisenhower National Clearinghouse for Mathematics and Science Education (Clearinghouse) is required to disseminate. Includes such mentoring programs under teacher professional development program requirements for State plans, accountability reports, and local activities. Revises ESEA provisions for the allocation and use of funds for the Clearinghouse. Requires such funds to be used to: (1) solicit and gather qualitative and evaluative materials and programs, review their evaluation, rank their effectiveness, and distribute results of reviews, as well as excerpts of materials and links to Internet sites and information on-line communities of users to teachers; and (2) establish an Internet site offering a search mechanism to assist site visitors in identifying information on science, mathematics, engineering, and technology education instructional materials and programs, including electronic links to information on classroom demonstrations and experiments, teachers who have used materials or participated in programs, vendors, curricula, and textbooks. Directs the Clearinghouse to give particular attention to the effective use of materials and technology in science, mathematics, engineering, and technology education. Directs the National Academy of Sciences to study and report on the Clearinghouse. Authorizes the Secretary of Education to make grants for summer professional development institutes for teachers. Includes providing technology training software and instructional materials to teachers among local uses of ESEA school technology resource grants. Requires a portion of each ESEA 21st Century Community Learning Centers program grant to be used to provide after-school day care services that focus on science activities. Amends the Higher Education Act of 1965 (HEA) to treat technology training, tutoring teachers in the uses of classroom technology, as community service by college students under the work-study program. Increases funding for such program and reserves the amount of such increase to compensate students employed in technology training or tutoring teachers in the uses of classroom technology. Directs the Secretary of Commerce to study and report to Congress on specified aspects of a comprehensive approach to providing technologically competent teachers for U.S. schools.

Small Communities Assistance Act of 2001 - Requires the Administrator of the Environmental Protection Agency (EPA) to establish a small community advisory committee or reconstitute an existing small community advisory committee. Directs the Administrator to develop and implement a plan to increase the involvement of small communities in the regulatory review processes conducted under the Regulatory Flexibility Act of 1980, the Small Business Regulatory Enforcement Fairness Act of 1996, and title II of the Unfunded Mandates Reform Act of 1995. Directs each EPA regional office to establish a Small Town Ombudsman Office. Requires the Administrator to distribute to small communities a guide to Federal environmental requirements for small communities.

Armed Services Voting Act - Prohibits a State from refusing to count a ballot submitted in a Federal election by an absent uniformed services voter on the grounds that the ballot was improperly or fraudulently cast, unless the State finds clear and convincing evidence of fraud in the preparation or casting of the ballot by the voter.

Amends the Internal Revenue Code to exclude, subject to a $3,000 maximum exclusion (double for a joint return), from gross income a capital gain dividend which is: (1) distributed by a regulated investment company; and (2) automatically reinvested by the company in the stock of such company with respect to which the dividend is distributed.

Conservation Security Act of 2000 - Amends the Food Security Act of 1985 to direct the Secretary of Agriculture to establish a conservation security program to assist agricultural owners and operators promote conservation of soil, water, and related resources such as wildlife and wetlands. Requires a participant to submit a resource security plan. Sets forth three tiers of resource security plan conservation practices, and bases a participant's annual payments upon implemented tiers.

Expresses the solidarity of Congress with the state and people of Israel at this time of crisis. Condemns the Palestinian leadership for encouraging the violence and doing so little for so long to stop it. Calls upon the Palestinian leadership to: (1) refrain from exhortations to public incitement; and (2) vigorously use its security forces to act immediately to stop all violence, to show respect for all holy sites, and to settle all grievances through negotiations. Commends successive Administrations on their continuing efforts to achieve peace in the Middle East. Calls upon: (1) the current Administration to use its veto power at the United Nations Security Council to ensure that the Security Council does not again adopt unbalanced resolutions addressing the uncontrolled violence in the areas controlled by the Palestinian Authority; and (2) all involved parties to make all possible efforts to reinvigorate the peace process.

Peace Through Negotiations Act of 2000 - Declares it to be U.S. policy to oppose the unilateral declaration of a Palestinian state, to withhold diplomatic recognition of any Palestinian state that is unilaterally declared, and to encourage other countries and international organizations to withhold diplomatic recognition of any Palestinian state that is unilaterally declared. Sets forth certain measures that shall be applied in the event that a Palestinian state is unilaterally declared, including: (1) the enforcement of section 1003 of the Foreign Relations Authorization Act, Fiscal Years 1988 and 1989 (Public Law 100-204) calling for certain prohibitions regarding the Palestine Liberation Organization (PLO) such as prohibiting the establishment of a PLO office in the United States; (2) the bar of U.S. assistance to the government of any unilaterally declared Palestinian state, the Palestinian Authority (or to any successor entity), and any programs or projects in the West Bank or Gaza (except humanitarian assistance); (3) the withholding of a specified percentage of the U.S. contribution to any international organization that recognizes a unilaterally declared Palestinian state; and (4) U.S. opposition to such state's membership in any international financial institution or the extension by such institution of any loan or other financial assistance to it.

International Food Relief Partnership Act of 2000 - Amends the Agricultural Trade Development and Assistance Act of 1954 to authorize the Administrator of the Agency for International Development to provide grants to: (1) U.S. nonprofit organizations and eligible organizations for the preparation of shelf stable prepackaged foods and the establishment and maintenance of stockpiles of such foods in the United States; and (2) private voluntary organizations for the rapid transportation, delivery, and distribution of such foods to needy individuals in foreign countries. Authorizes funds made available under this Act to be used by the Administrator to procure, transport, and store agricultural commodities for prepositioning within the United States and in foreign countries for needy individuals in foreign countries.

Needlestick Safety and Prevention Act - Revises the bloodborne pathogens standard, in effect under the Occupational Safety and Health Act of 1970 (OSHA), to include safer medical devices, such as sharps with engineered sharps injury protections and needleless systems, as examples of engineering controls designed to eliminate or minimize occupational exposure to bloodborne pathogens through needlestick and other percutaneous injuries. Requires certain employers to: (1) review and update exposure control plans to reflect changes in technology that eliminate or reduce such exposure, and document their consideration and implementation of appropriate commercially available and effective safer medical devices for such purpose; (2) maintain a sharps injury log, noting the type and brand of device used, where the injury occurred, and an explanation of the incident (exempting employers who are not required to maintain specified OSHA logs); and (3) seek input on such engineering and work practice controls from the affected health care workers (exempting employers who are not required to establish exposure control plans). Requires such modifications of the standard to: (1) be in force until superseded by regulations promulgated by the Secretary of Labor under OSHA; and (2) take effect without regard to specified procedural requirements.

Home Health Refinement Amendments of 2000 - Amends title XVIII (Medicare) of the Social Security Act to: (1) eliminate the 15 percent reduction in payment rates under the Medicare prospective payment system (PPS) for home health services; (2) provide for additional payments for outliers; (3) provide for additional payments under the PPS for home health services furnished in a rural area; (4) provide for exclusion of nonroutine medical supplies under the PPS for home health services; and (5) set forth a rule of construction relating to telehomehealth services. Directs the Secretary of Health and Human Services to report to Congress on the feasibility and advisability of including home health services furnished by telecommunications systems as a home health service.

Acknowledges the contributions of children with disabilities, their parents, teachers, related services personnel, and administrators. Reaffirms support for the Individuals with Disabilities Education Act so that all children with disabilities have access to a free public education.

Declares that Congress expresses concern about the tendency of Central Asian leaders to seek to remain in power indefinitely and their willingness to manipulate constitutions, elections, and legislative and judicial systems to do so. Urges the President, the Secretaries of State and Defense, and other U.S. officials to raise with such leaders the concern about serious violations of human rights, including noncompliance with Organization for Security and Cooperation in Europe (OSCE) commitments on democracy and rule of law. Urges Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan to come into compliance with OSCE commitments on human rights, democracy, and the rule of law, specifically the holding of free and fair elections that do not exclude genuine challengers, to permit independent and opposition parties and candidates to participate on an equal basis with representation in election commissions at all levels, and to allow domestic non-governmental and political party observers, as well as international observers. Calls on Central Asian leaders to establish conditions for independent and opposition media to function without constraint, limitation, or fear of harassment, to repeal criminal laws which impose prison sentences for alleged defamation of the state or public officials, and to provide access to state media on an equal basis during election campaigns to independent and opposition parties and candidates. Calls on the leaders of Turkmenistan and Uzbekistan to condemn and take steps to cease the systematic use of torture and other inhuman treatment by authorities against political opponents and others, to permit the registration of independent and opposition parties and candidates, and to register independent human rights monitoring organizations. Urges the governments of Central Asia which are engaged in military campaigns against violent insurgents to observe international law regulating such actions, to keep civilians and other noncombatants from harm, and not to use such campaigns to justify further crackdowns on political opposition or violations of human rights commitments under the OSCE. Encourages the Administration to raise with the governments of other OSCE participating states the possible implications for OSCE participation of any participating state in the region that engages in clear, gross, and uncorrected violations of its OSCE commitments on human rights, democracy, and the rule of law. Urges the Voice of America and Radio Liberty to expand broadcasting to Central Asia, as needed, with a focus on assuring that the peoples of the region have access to unbiased news and programs that support respect for human rights and the establishment of democracy and the rule of law.

Amends the National Trails System Act to direct the Secretary of the Interior to undertake a study to determine the feasibility of designating: (1) certain routes and cutoffs for inclusion within the Oregon National Historic Trail; (2) the southern alternative route from Wathena to Troy, Kansas, for inclusion within the Pony Express National Historic Trail; (3) certain Missouri Valley central and western routes and cutoffs for inclusion within the California National Historic Trail; (4) certain routes and cutoffs for inclusion within the Mormon Pioneer National Historic Trail; and (5) certain routes and cutoffs as shared components of the California and Oregon National Historic Trails. Requires the Secretary, as appropriate, to so designate such routes and cutoffs, to publish notice of such designation, and to submit study results to specified congressional committees.

Electric Power Industry Tax Modernization Act - Amends the Internal Revenue Code to permit a governmental unit to make an irrevocable election to terminate certain tax-exempt financing for electric output facilities. Sets forth provisions concerning independent transmission companies. Provides for the exclusion from gross income as contributions to capital of certain amounts received by electric utilities. Revises the special rules concerning the tax treatment of nuclear decommissioning costs.
